Acknowledgement
The present work is the outcome of the last many years maiden survey of status of
prominent Post Graduate and Research level Philosophy Departments and their
faculty in Indian Universities and Institutes across the country. This survey is
broadly based on the database, facts and figure collected from the official websites
of the concerned Universities & Institutes and my personal initiative of contacting
the Heads of the departments to collect the relevant information.
Despite of my intention I could not collect the complete detailed information about
the college facutlies, partly, because of poor response and incomplete information
on their websites. Another reason for this shortcoming is that college teaching
departments are primarily concerned with graduate level teaching in comparison
to University teaching departments which bear the responsibility for higher studies
and research in Universities in India. However, the present work includes a
comprehensive list of philosophy teaching faculty in colleges in India, which is
perhaps first such list of the sort to be prepared.
I sincerely and thankfully acknowledge the help and support of all concerned
persons, Head of various philosophy departments, websites of Universities and
other sources which have been helpful in gathering information for this work.
I also extend my thanks to all my collegues, especially acknowledge the idebtness

and encouragement by Professor Rajanessh Kumar Shukla, Member Secretary and
Professor S.R.Bhatt, Chairman of ICPR.
I also acknowledge support of my wife Sangita and our little daughter Varchasvi

PREFACE
Philosophy is a study of fundamental and fascinating questions, such as e.g. What

is the nature of truth, knowledge, reality etc.? And ethical questions such as what
constitute a good life, value etc. UNESCO’s Paris Declaration for Philosophy (Paris,
1995) (2) states that the development of philosophical debate in education and in
cultural life makes a major contribution to the training of citizens in two major
ways. First, it exercises their capacity for judgment, which is fundamental in any
democracy. Second, it affirms that education in philosophy prepares everyone to
shoulder their responsibilities in regard to the great questions of the contemporary
world – particularly in the field of ethics – by training independently-minded,
thoughtful people, capable of resisting various forms of propaganda.
The UNESCO Intersectoral Strategy on Philosophy (adopted by Member States of

UNESCO in 2005) 3 stipulates that philosophy develop the intellectual tools of
analysis and understand such key concepts such as justice, dignity and freedom. It
develops these skills by building a capacity for independent thought and judgment,
by enhancing the critical skills for understanding and questioning the world and
its challenges, and by fostering reflection on values and principles.
Philosophy has been part of the curriculum in Indian Universities since their
inception. Study and researches in Philosophy, witnessed a boom in its puruance
after the decade of the 1960 and were at their peak during the 1980-1990. However,
in subsequent decades, there has been decline in terms of the number of Ph.D.
research works which also meant that there were fewer students in preceding
levels.
During the decade of 1900-1920 and onwards perhaps for the first time award of
Ph.D. degree (as per the availability of record) was made in philosophy in India. It

has been observed that in the beginning itself, philosophical enquiry were enriched
with diversified areas of studies like, Logic-Indian (Nyāya), Humanism, Culture &
Literature, Mysticism, Philosophy of Religion, Vedānta, Western Philosophy,
Philosophy of Science, Arts & Aesthetics, Ātmā, Self, Spirit, Yoga Darśana,
Hinduism, Metaphysics and Mīmāṁsā Darśana etc..
B.N.Seal’s research work on ‘Mechanical, Physical And Chemical Theories Of The

Ancient Hindus’, was carried out at Calcutta university during 1910 and Ganganath
Jha’s work on ‘The Prabhākara School of Pūrva Mīmāṁsā’ carried out at Allahabad
University are still remembered as classics in Indian Philosophical literature.
Sub-areas within the domain of philosophy got expanded with the passage of time.
Each decade witnessed growth in Philosophy. This tendency got saturated during
the decade of 1980-1990 where not many new areas of research were purused.
However, maximum research works (around 1200) were produced during this
decade only. In onward decades, a decline in number of research started, which is
continuing. What comes out as significant observation is that whenever a subject
becomes static, it loses its growth. Therefore, newness and tune to social need are
required for growth.
Another equally significant observation in Philosophy has been witnessed during

the last decade, is that the subject has found its importance in other study areas.
For example, in Buiseness Management studies there has been the inclusion of
Ethics and values.
Apart from the above Philosophy as an improtnat area of knowledge and training
has been realized in various recruitments exams in India. India’s most prestigious
administrative service exam, IAS (Indian Administrative Services) now have a
separate paper of general studies, which includes philosophy, ethics, values,
integrity etc. Similarly, reasoning and logic has become the essential component
in all competitive exams for various services. This really exhibits the general
requirement of Philosophy in society.

In contras to the above, philosophy as a discipline of study in educational

institution in India is now at the state, where there is a general feeling that it is
losing its presitne charm of attracting brilliant minds. There are several reasons
for this, ranging from the emergence of Computers and Management subjects to
the splurge of private engineering colleges, which initially seem to have been
chosen by graduate students because they promised better job prospects.
Diminishing enrollement at the Under-Graduate and Post-Graduate levels, the
non availability of Philosophy at pre college level, has made Philosophy one of the
least opted for subjects.
Another reason is that, given the pace of development, demands and change in
society perhaps philosophy courses and curricula could not be so framed that a
young mind trained by them would be likely to carve out an effective role in society.
Perhaps this has been the major cause of the tendency of a graduate in philosophy
to look to other subject for their livelihood, despite their having a deep interest in
philosophical ideas.
A highlevel committee set up by the Government of India, has also stated the cause
as follows: “….part of the reason for this must of course lie in the fact that the
quality of philosophy teaching both at the undergraduate and the postgraduate
level is very poor; consequently philosophical research is woefully inadequate.” –
Report of ICPR Review Committee, Set up by MHRD, Govt of India
It may be needed to relook over the formation of curricula with an angle to include
the visions and wisdom of philosophy so as to tune the young as a professional as
well as important independent social agent from the placement and job
prospectives also.
UNESCO in its recent Report on ‘Teaching of Philosophy in ASIA and the PACIFIC’
(2009) stated about the Curriculum development and research as “Philosophy
curricula based on research needs to be developed, adapted to local needs and
ix
integrated across all levels of education. Cooperation between different academic

disciplines to encourage thinking and development of a transdisciplinary
curriculum that achieves the above aims is encouraged. Curriculum development
workshops for in-service and pre-service teachers and for all levels of education
need to be organized.” UNESCO has also mentioned various important points
about research as :
1. Research is critical to the development of appropriate education. This
includes a needs assessment as well as an analysis of the impact that values
education has on learners’ psychology during moral development. A
contextual analysis is especially necessary in order to recognize distinct
and varied needs.
2. Continued research is needed on appropriate assessment methods for a
philosophy curriculum, student learning and behavioural outcomes, and
teaching practices.
3. Ongoing research and assessment of curriculum and continuing
modification are crucial.
4. Conducting research to find the optimum methods and materials for
teaching philosophy is needed.
Stimulating comparative research on the above mentioned topics is essential for
the purposes of deeper understanding, increased dialogue and sharing of research.

In Indian Univeristies1
It was in the year 1898 that the Central Hindu College was established in
Varanasi by Dr. Annie Besant. The Department of Philosophy began
functioning in the Central Hindu College soon after its establishment. The Hindu
University Society which was established in 1911 took over the Central Hindu
College on the 27th of November, 1914. The Department had the legacy of having
celebrated teachers in the field of Philosophy like Professor Phani Bhusan
Adhikari, Professor A.C.Mukerjee, Dr. S. K. Maitra, and Dr. B. L. Atreya etc.
At Calcutta University, philosophy department was established in the year of

1907. The Department has represented the philosophical tradition in Country by
producing a large number of renowned scholars and Doctoral researches. The
Department is presently running the UGC SAP DRS (Phase-I) Programme since
2007.
Established in 1922, the Department of Philosophy at Allahabad University is

not only one of the oldest philosophy departments in the country, but also
arguably one of the biggest departments with 18 (11 regular and 7 guest-faculty)
faculty members and more than 3000 students on roll, including 50 research
scholars. The department has been chosen as a Department of Special Assistance

This chapter explores the establishment and growth of the Philosophy as a subject in modern
university education system in India founded during the British era. Study of Darśana in India may
be traced thousand years back. Takṣaśilā and Nālandā are remembered as perhaps oldest
university of ancient time in India.
Prior to British era, study of Darśana was basically through the traditional mode of education i.e.
Guru-Śiṣya Paraṁparā or Pundit tradition.

(DSA) by the University Grants Commission (UGC), New Delhi.
At the University of Mysore the legacy of the department is traced back to the
founding of the University. It is as old as Mysore University and was established
in in 1916 by Prof. A.R. Wadia, Oxford return. Prof. Sarvepalli Radhakrishan who
later became the president of India was a Professor here from 1918-1921.
In Madras University, The department of Indian Philosophy was started in 1927

for promoting South Indian Philosophical Thought. Prof. S.Suryanarayan Sastri
and Prof. T.M.P.Mahadevan have rendered exemplary services in the department
to establish the Dr.Radhakrishnan Centre for Advanced Study in Indian
Philosophy in 1964. Currently, the department offers Masters, M.Phil and Ph.D.
programmes. The Department celebrated its Platinum Jubilee in the year 2003.
At Andhra University, department of Philosophy was founded in 1932 by Prof.

Sarvepalli Radhakrishnan, Former President of India, with Prof. Saileswara Sen
as the first Head of the Department and Prof. Sarvepalli Radhakrishnan himself
as an honorary professor. The department also had other eminent scholars in
philosophy including Prof. Humayun Kabir, Prof. P.T. Raju, Dr. D.
Ramakrishnaiah and Prof. T. A. Purushottam, and Prof. K. Satchidananda Murty
all of whom made significant contributions in the field of philosophy. The
department is in UGC SAP phase II, at present.
At Delhi University, Department of Philosophy began as a combined

Department of Philosophy and Psychology in the year 1953. The Department of
Psychology became independent in 1962. Since then the Department of
Philosophy is an Autonomous Department.
The Department of Philosophy at Lucknow University is one of the oldest

departments in the University. It was earlier known as as Canning College. Both
the Departments of Education and of Psychology have emerged and separated
from Philosophy Department.
At Deen Dayal University, Gorakhpur, Department of Philosophy was formed

during 1958. However, it got independent unit in 1973. At the University of
Kerala, the Department of Philosophy was established in the year of 1985.

The Department of Philosophy at Pondicherry started functioning from the

academic year 1989-90. The emphasized areas of teaching and research are
Metaphysics (Eastern & Western), Epistemology (Eastern & Western) and Social
Philosophy (Eastern & Western).
The Department of Philosophy at the University of Calicut was setup in 1976, to

offer post graduate courses in Philosophy. Professor E.I. Warrier was the
founder-head of the Department. So far the Department has produced 31 Ph.Ds.
The Department maintains a library over 3500 books. Thrust Areas are
Philosophy of language, philosophy of cognitive science, bio-philosophy DST
(Developmental Systems Theory), Gandhian philosophy, Indian philosophy,
postmodern philosophy of media, film and gender, contemporary philosophy and
regional constitution.
At Osmania University, The Department is one of the oldest Departments in the

University. Such eminent scholars as Prof. Khaleefa Abdul Hakeem, Prof. Mir
Walliuddin, Prof. S. Waheeduddin, Prof. V. Madhusudhan Reddy, Prof. Syed
Alam Khundmiri, Prof. V. Narayana Karan Reddy and Prof. K. Wilison have
contributed to the development of the Department. Prof. V. Narayana Reddy also
served as Principal of the University College of Arts & Social Sciences, where the
Department is located.
The Department of Philosophy at Hyderabad University is eminently known in

the country for research in diverse fields of philosophy. It has been recognised by
the UGC as a Department of Special Assistance since 1987. The emphasized areas
of research under this programme are (1) Philosophy of Language: Indian and
Western: (2) Cognitive Science (including Logic and Philosophy of Mind). In
addition to these, the Department also carries on research in Philosophy of
Wittgenstein, Contemporary Western Philosophy, and systems of Indian
Philosophy like Nyaya and Buddhism.
At Gujarat University, the Department of Philosophy was established in its

campus in 1969 with a single lecturer and developed into a full fledge
department, with one Professor, two readers and one Lecturer. This department
offers M.A., M.Phil. and Ph.D. courses. Twenty five to thirty students study in the

department every year.
The post-graduate Department of Philosophy at Mumbai University was

established in March 1986, quite after the establishment of the University, thus it
is one of the youngest department on campus. Since then it has expanded its
activities to even provide foundation and diploma courses in disciplines like
Yoga, Jainology, Buddhist Studies, Indian Aesthetics, thus disseminating interest
in the cultural and philosophical foundations of the epistemic, linguistic and
metaphysical heritage of humanity.
The Department of Philosophy at Pune University was established in 1965. It is

one of the largest philosophy departments in the country. The Department is
recognized by the UGC as a Department of Special Assistance (S.A.P.). The UGC
has also provided substantial grants under the scheme the „Assistance for
Strengthening of Infrastructure in the Humanities and Social Sciences‟ (ASIHSS).
The Department of Philosophy at Karnataka University at Dharwad was

established in 1957. At Saurashtra University, Department of Philosophy was
established in 1999. Apart from offiering various degree programme like the M.
A., M. Phil., Ph. D., it also offers a Certificate Course in Vallabha Vedanta.
At Nagpur University, the Department of Philosophy was instituted in 1958. The

Department has 225.70 Sq.m. built up area in the main Humanities building
existing in the Mahatma Jyotiba Phuley Campus, Amravati Road, Nagpur
(Maharashtra).
The Department of philosophy at Utkal University was established in 1957. The

Tradition of Philosophy teaching in Cuttack (Odissa State) may be traced to a
past as remote as Ravenshaw College which was established in 1868. However, it
got converted into ful fledged university as Ravenshaw University in 2006.
The Department of Philosophy at Jadavpur University (Kolkata) was

established. in 1964. The renowned Prof. Gopinath Bhattacharya wad the first
Head of the Department of Philosophy.
At Vidyasagar University, the Department of Philosophy & The Life World

was established in 1988. It Focuses on teaching and research on the general

philosophical issues while giving due emphasis to the contributions of the

Western and Indian philosophers. In addition, some aspects of Life Philosophy
including Applied Philosophy and Applied ethics of contemporary origin are
being taught in the Department.
In addition, to the existence of Philosophy Departments in around 26 States and

117 Universities in India, there is a central body as Indian Council of
Philsophical Research, which
is located in New Delhi in India.

was established in 1977 by the
Ministry of Education,
Government of India as an
autonomous organization
designed to bring back the entire
tradition of Indian philosophy to
its pristine and original form and
to provide the required impetus to
nurture and promote new
thinking through its intensive
programs of research. The then
Prime Minister of India, Mrs.
Indira Gandhi appreciated and
approved the formation of the
Indian Council of Philosophical Research (ICPR). In 1977, therefore, the Ministry
of Education formulated the Memorandum of Association (MOA) of the ICPR
and the organization was formed as a Society registered under the Registration of
Societies Act.
The Aims and Objectives of ICPR include: sponsoring or assisting projects or

programmes, Special measures in neglected or developing areas in Philosophy;
sponsoring or assisting Seminars/Conferences/Workshops/Symposia etc. Giving

grants for publication of journals, scholarly works etc., to offer Fellowships and
present distinguished Awards in the area of Philosophy; supporting the
collaboration between Indian philosophers and Abroad; to develop a group of
talented young philosophers; advising the Government of India on all such
matters pertaining to teaching and research in philosophy as may be referred to it
by the Government of India from time to time, Supply of data, preparation of an
inventory of current research in Philosophy and compilation of a national register
of philosophers etc.
ICPR has its Academic Centre located at Lucknow in Uttar Pradesh State. It
houses an up-to-date specialized library in philosophy, and a small office of the
Council. The total acquisition of books by the library at the Academic Centre,
Lucknow, is about 32000 volumes. It subscribes to 110 philosophical journals
and receives 27 journals on an exchange basis. With this collection, it is perhaps
the biggest library (exclusive for the Philosophy) in the world.

areas of study and research in Philosophy
This chapter presents the analysis of philosophy as a discipline in modern Indian

university education system. Further the chapter analyzes its growth and spells
the reason of its decline. Analysis is based on the doctoral researches persued in
various Indian Universities from 1900 to 2011.
The beginning of university education in India as conceived by Lord Macaulay

started with 1833 education bill. The universities were founded in three
presidencies, namely Calcutta, Bombay and Madras (these cities presently known
as Kolkata, Mumbai and Chennai) in 1857. College system of education also
emerged during the British era. Some of the old colleges had philosophy as their
foundational course. Here, for exploring the history, it may be interesting to look
back and to see what dthe initial subjects of study and research were in those
taceble bygone eras. So far, no clear and factual records perhaps are available of
those old days. However, we may analyze this with doctoral dissertations. Their
records are available decade by decade in second volume this book. This may be
decoded here what were the initial subjects of teaching and research around 1908
and how other branches of study evolved and subject expanded to new frontiers
and kept on growing. This history and development of Philosophy as subject of
study is very interesting and presented subsequently with fine analysis and facts.

Bigining of Research in modern University System
The period, of 1900 to 1920, witnessed a few award of Ph.D. in philosophy. From
the beginning itself, philosophical enquiries were enriched with the following
prominent diversified area of studies:

During this period prominent research works which may be mentioned here are,
Adityanath Mukhopadhyay‟s „The Concepts Of Monism And Mysticism : A
Metaphysical Essay With A Short Historical Introduction‟; B.N.Seal‟s research
work on „Mechanical, Physical And Chemical Theories Of The Ancient Hindus‟,
and Mahendranath Sarkar‟s work on „The System Of Vedāntika Thought And
Culture‟ carried out at Calcutta university; and Ganganath Jha‟s work on „The
Prabhākara School of Pūrva Mīmāṁsā‟ carried at Allahabad University.

1921-1930
Slow growth and expansion of new areas
1921-30 witnessed more areas of research with the growth of teaching and
research in philosophy. It went with intellectual interaction with foreign scholars,
development of communication medium and spread of literature across the
world. Prominent areas recognized distinctively during this decade were: Moral
Philosophy and Ethics, Existentialism/Phenomenology, study of Yogavāśiṣṭha
and Epistemology.

Prominent research works, which may be recalled of this period are S.K. Maitra‟s
celebrated work, „The Ethics Of The Hindus‟, carried out at Calcutta University in
1928, and D.M.Datt‟s work „The Six Ways Of Knowing: A Critical And
Comparative Study Of The Six Pramāṇas Of Advaita Vedānta‟ carried out form
Madras University in 1930.

1931-1940
Traditional Indian Philosophy in modern University System
During 1931-1940s around 10 more areas were explored distinctively which

depicted around 50% growth of research in the subject. Traditional Indian
Philosophy, which used to be learnt through pundit or Guru-Śiṣya paraṁparā in
India, became more formalized in university education system.

Contemporary Indian Thinkers undertaken for study and research
1941 to 1950, the decade witnessed around 9 more distinctive areas in the field of
Philosophy. What was remarkable of this period, that for the first time, study and
research on modern Indian thinkers were taken up. First influential thinker was
R.N.Tagore and subsequently S.Radhakrishan was taken up for research.
Systematic research on Philosophy of religion and esoteric area like Moksha,
Mukti or Liberation etc. were researched. In addition to this, comparative studies
with foreign culture got attention. Perhaps, a strong impulse of national
integration and introspection to indigenous culture prompted the scholars to
explore studies and research in tribal wisedom and philosophy for the first time
during this period. Some prominent scholars and their works may be
remembered, are: Joseph Benedict Freeman‟s work on „Science, Cause And God‟
carried in Madras University during 1944 for D.Litt degree; W, Fachow‟s work as
„Comparative Study Of The Prati-Mokṣa On The Basis Of Chinese, Tibetan,
Saṁskṛta And Pālī Versions‟ at Bombay university for Ph.D. in 1948; N.S.S.
Raman‟s work on „Ethical Implications Of Manu‟s Code: A Study Of The Nature,
Definition And Implications Of The Concept Of Dharma With Reference To
Manusmṛti‟ etc.

During 1951 to 1960, around 12 more areas of studies were explored in

philosophy. This decade had been remarkable with the growth of Analytic
Philosophy, Consciousness studies and Gītā which used to be traditional mode of
studies came into prominence in research in university education system. Among
indigenous philosophers, Sri Aurobindo had been studied widely and researched

had been seen. For the first time Islamic thinker like Iqbāl had been taken into
the research at Aligarh Muslim University. In Indian Philosophy some areas like
Tantra, Upanishads were explored distinctively. Also, for the first time, scholars
focused on Women and Environment. This synchronized with political change
where Smt. Indira Gandhi became prominence in politics and subsequently
became first lady prime minister of India.

This was also the time, when major industries got established, dams were built up
and as a domino effect, environmental and ecological issues afflicting men and
society came into focus of study and research in philosophy. In addition to above
this decade may also be remembered for inclusion of studies and researches on
contemporary thinkers, like Mahatma Gandhi, Vivekananda, Dayanada and B.R.
Ambedkar.
Ram Mohan Das‟s work, „The Position of Women In Manu And His Seven
Commentations‟ from Bihar during 1961; Jamila Khatoon‟s work, „The Place Of
God, Man And Universe In The Philosophy System Of Iqbal‟ were carried out at
Aligarh during 1962. Dhuni Ram Tripaathi had a research work on „Prācya
Bhāratīyam Ritu Vijñānam‟ from Sampurnananda University (1969) etc.
1971-1980
Maximum number of new areas were explored
During 1971-80‟s, almost 16 new research areas had been distinctively followed
with the previous list, which is maximum in the history of Philosophy in India.
Vinoba Bhave, J.Krishnamurti, M.N.Roy and Bhagwan Das had been studied and
pursued in researches. Attention was given to Research Methodology and
Philosophy of Education.
Susmita Bhattacharyya worked on „A Critical Study of The Concept of Equality‟ at

Pune University under the supervision of G.N.Joshi during 1975. Rashmi Sudha
Puri did work on „Mahātmā Gandhi on War and Peace‟, carried out at Punjab
(1980). On philosophy of Education a work entitled, „Ideology and Education‟
carried out by O. Deenammal under the guidance of Prof. K. Satchidananda
Murti at Department of Philosophy, Andhra University (1977).

philosophy with a few but important areas of study in comparison to all its
preceding decades. There were only four new areas. These were Philosophy of

In sharp contrast to this least number of added branches to the previously

explored areas of studies, number of researches during this period, however,
were the highest in the history of philosophy in India. More than 1200 doctoral
researches were persued in various Indian Universities during this period. This

number was far grater than that of its succeeding and preceding decades in the
ladder of time.

From 1991 to 2000, the decade could not gather new areas in philosophical
researches. This period may be marked as the period of saturation as well as
decline in undertaking Philosophical researches in Indian Universities. Number
of Ph.D.s got decreased subsequently in 1990-2000 and 2000-2010 in
comparison to the previous decades. Only three areas got added with the already
existing categories. They were Tribal/Regional Philosopy of Andhra Pradesh,
Karnataka and Harayana state.

What is significant and prominent here to observe, is that a stagnant situation,

which is interpreted as static in growth of new areas, indicates saturation but
negatively hampers the number of research explorations further.
If we look alongside at other reasons, then during this period, Indian education
scenario received a change at this decade. It was a change in political scenario
where Indian economy policy got liberalized. Foreign investment was promoted
and multinational companies set there foot in Indian Market. Global demands,
and information technology sector were increased. This trend supported
exponential growth for studies in buiseness management, computers and
engineering subjects. Due to this effect, almost all arts subjects were less pursued,
and philosophy subject seemed to be affected more.
If we look upon the situation comprehensively, then society itself takes upon new
things as per its requirement. This trend receives satiation as well. This has
happened, now in this decade 2010-2013 and onward as saturation in the growth
of engineering and management colleges have been observed in India, perhaps
due to the availability of more seats than aspirants. This is interpreted as negative
growth, which perhaps is not our main concern. What is important to observe is
that these subjects has now incorporated ethics, philosophy and values as a some
part in their syllabai, though in comparison, philosophy as main subject in
university departments could not significantly move to encompass and expand its
domain to include the new elements to cater the need of society in the cross road
of time. This is where the error lies in the existing faculties of philosophy to
observe and absorb the change of educational evolution in the Darwin
terminology.
We can easily observe this in next section which is on the „Growth of Philosophy
outside the Philosophy Department‟.

Business School is introducing courses in philosophy that include along with the
Bhagvad Gita and the Upanishads, eastern philosophies as well”. Some of the

Observations and Conclusions
Various subjects of study and academic groups have been gradually attracted
towards basic philosophy and some components from logic and philosophy were
incorporated in their courses and programmes at various level. The pertinent
question is, whether philosophy department could be able to introduce any
philosophical modulation relating to these studies like, Medicine, Management,
and Engineering etc. as per modern need!
It is general observations that in several cases faculties in philosophy do not want

to train their children in philosophy but in other modern areas. This is just
contrast to those bygone prestine eras in Indian history where Darśana used to
be regarded as highest branch of learing and where a Pundit used to initiate his
eldest son into his Vidyā and used to train him with honour and dignity.
This is the time when we are in crossroad and we need to think and address the
issue seriously. There is a need of radical change to assimilate ourselves with the
pace of time and requirements of social need. After all, universities which are
funded by public money should serve the public in return. How this is to be done?
Can we leave basic philosophy and take up with other subjects? Philosohy is
concerned with the fundamental questions in metaphysics, epistemology and so
on, which are primal in nature. Therefore will it be a migration? There may be
several questions of concern and debate. But simultaneously, issue of
employments, growth in research, attracting brilliant mind, producing something
novel and noble are also criteria to be attended.

nineties, when traditional arts subjects began to lose their charms due to advent
of Information technology and onward Business Management studies a flux
students tend to acquire professional degree in them hoping to get the better
placements, easy and more job opportunities and higher salary prospective.
These sped the way to formation of many private Universities, Technical
Institutes and Technological State Universities, Health Institutes etc. Therefore,
in most private universities, Philosophy could not remain in their main stream
curricula.

Philosophy has been thought of useful knowledge stream to be imparted to

engineering and technology students in very formation of India‟s elite IITs. This
was one of the subjects included under the training of Humanities and Social
Sciences in all the old IITs like IIT Delhi, IIT Mumbai, IIT Madras, IIT Kanpur,
IIT Khadagpur, IIT Gauhaty, etc.
Even in newly formed IITs, like, IIT Gandhinagar, IIT Indore, IIT Rajasthan,
teaching and research in philosophy got its way. However, on the line of IIT,
other newly formed institutes like National Institute of Technology – NIT, Indian
Institute of Information Technology - IIITs which have been given the status of
Institute of National Importance could not include philosophy as one of the
subjects under the Humanities and Social Sciences.

During the regime of UPA government and under the leadership of former HRD
minister Kapil Sibal it was envisaged to form at least one central University in
each state. On this process vide notification and act of parliament many new
central universities were formed and some state universities were elevated to
Central Universities. Therefore, in almost all old central Universities and state
elevated to Central Universities have philosophy as one of the Departments of
Study and research, while among totally newly established central universities
only Indira Gandhi National Tribal University established at Amarkantak,
Madhya Pradesh, included philosophy in its offered course list. In order to
strengthen Indian tradition and Culture in some states, where Bharatiya Janata
Party got in ruling during last ten years, established State Sanskrit University
where philosophy got included as branch of learning as Darśana and Saḍ-Darśana
like Nyāya Vaiśeṣika, Mīmāṁsā, Vedānta, Sāṅkhya and Yoga.

I
t is reflected from the List of Universities under Section 2(f) and Section 3 of
the UGC Act, 1956, Philosophy as one of the subjects, is included in core
subject areas of study in various State‟s Universities. However, out of 35
States in India, 8 States do not have any „University - Philosophy Department‟.
These are mainly Sikkim, Nagaland, Lakhsdweep, Daman and Diu, Dadra and
Nagar Haveli, Arunachal Pradesh, Andaman and Nicobar Islands. While in some
States, Universities/Institutes have more Philosophy departments then any other
States. These are Andhra Pradesh, Bihar, Delhi, Maharashtra, Uttar Pradesh and
West Bengal. These five togath er include almost 58.4% Philosophy departments
available in India.
Apart from the University level, Intermidiate School education system, in some of
the States in India include Philosophy as one of the optional subjects. These
States are Bihar, West Bengal and Uttar Pradesh. Because of this reason, these
states have large chunk of total number of faculties in comparison to other States.
As shown from the table and graph that West Bengal is having the largest
numbers of Philosophy teaching faculties, which is around 18.3% in the country.
Need of Philosophy as one of the subjects in Secondary Education curricula has

been raised continuously; despite of its less prevalent presence in few states, it is
not available in ICSE or CBSE (Central Board of Secondary Education) in India.
If we look on the global basis then some parts of Australia, USA, Iran, Japan,
China and few other countries include philosophy in school curricula where logic,

introductory philosophy teachings are introduced to students with a aim to

inculcate their reasoning ability, comprehension, integrated thinking etc.

Universities are the places of higher learning and quality research to facilitate
national development and social welfare. UGC has also come recently to
implement regulation for research like Ph.D. Regulation 2009 to fix up the
standard for higher research. It has also been emphasized to standardize the
engagement of faculty in higher research and teaching by the means of their
performance based score (API etc.) which has been made mandatory and linked
with promotion and recruitment in Universities by UGC regulations 2009.
Apart from the standard, it is equally required to have qualified faculties in

Universities. It has been in news that Universities are still facing challenges of
lack of innovation especially in the field of tradition subject like Philosophy. Want
of qualified faculties and non-filled up sanctioned post has affected the quality
teaching and research in the area of Philosophy.

Main Philosophical Associations in India

The Philosophy Associations are formed to bring together professional philosophers and non-
professionals, to bring philosophical ideas and problems to public attention, and to encourage wider
discussion of both traditional and topical philosophical issues. To carry out this function, the association
publishes their own proceeding in the form of journal. The sectional meetings in their annual meets also
target to set up experts for lectures and encourage young researches to come up with innovative ideas to
discuss on a common platform.

A Gender Wise Survey of Faculties in
Philosophy Departments in Universities
In India 75.26% of males and 53.67% of females were literate according to the
2001 census. Recently released updated figures are 80.9% and 64.6% respectively
for male and female in 2011 census. However, in higher education the ratio of
male and female is not found listed in this manner. how this ratio affects study,
teaching and research in higher education may perhaps be the subject of debate
and further research. In a wider survey through the official websites of various
universities, it is revealed that around 316 male and 130 female faculty members
are working in Philosophy Departments in various Universities (during 2011-12).
That is around 71% and 29% respectively for male and female faculties. In some
cases there are no women working in Philosophy Departments: Chattisgarh,
Jammu & Kashmir, and Meghalaya are examples. Interestingly, a ratio of 50-50%
is maintained in West Bengal.

The University Grants Commission (UGC) has stated that for ratio of Professor,
Associate Professor and Assistant Professors in University is 1-2-4. However, in
this survey, it is to be observed that the present there are around 146 Professors,
132 Associate Professors and around 151 Assistant Professor are working in
philosophy departments in universities (year 2011-12). The percentage ratio
comes out to be 1-1-1 (34%, 31%, 35%) which is not satisfactory relative to UGC
norms. This might further affect the teaching and research quality in Philosophy
Departments.

In a survey it is stated that various Philosophy faculties in Universities in India

have distinct and rich areas of specialized research interests. These may be
categorized in 31 groups (as per the table below). When we further focus on the
relation between the Indian Philosophy Tradition and the Western including in
the latter Logic, Philosophy of Religion, Ethics and Social Philosopy then there
are presently a greater number of scholars working in the Western Philosophical
Traditions then the Indian.

The Western Philosophical Tradition has been part of the curricula in Indian
Universities. Descartes, Locke, Berkeley, Hume and Kant are still popular among
almost all Under Graduate philosophy degree programme across the country.
Logic is an essential component of these, advocated even in high-school
education and it has been the choice of UG & PG students as one of the best
scoring subjects. Its study has been suggested for increasing the ability to
comprehend and reason which shape the intelligence of an individual. Even in
law and engineering these are widely preferred subjects.

The study of Ethics and Political as well as Social philosophy pertaining to justice
and human rights, are the basis of cohesive social integration and are required for
the peaceful existence of human beings. From the very childhood, values are
expected to be inculcated for making one a civilized agent in the society. Around

in Indian Universities.

Philosophy of religion is still one of the preferred areas. Around 7.6% scholars
have chosen it as an area of interest.
Others less and most pursued areas
It has been observed that some of the important areas like aesthetics are still not
popular and need to be promoted. Likewise, philosophy of Art and of Literature is
still more frequently chosen for specialization. Only 3.89% faculty members

Recommendations for action
Recommendations to teachers
Teacher-initiated action has been, and remains, essential for development

of philosophy education and will continue to be important for evolution of
the subject.
Discuss not just ‘philosophy’, but integrate philosophy into
interdisciplinary education, and relate philosophy to the challenges of life.
Construct a classroom atmosphere conducive to the education of thinking,
e.g. a community of inquiry. Share experiences and resources with others,
to gather more data from different levels, situations and cultures.
Recommendations to philosophers
Be involved in promoting philosophy education, conducting comparisons

of different approaches and contents and developing methods to document
this.
Write papers explaining each country’s circumstance and needs to various
target audiences who need to understand the subject more in order to
support provision of relevant materials and appropriate pedagogies for
philosophy education.
Network with others to encourage sustainable activities.
Promote and research how to effectively facilitate a dialogue and build
mutual understanding and complementary strategies between philosophers
and other professionals.
Involve the media and publishing companies in communication strategies.
Rely not only on government initiated schemes, but also take initiatives to
develop activities mentioned in this Action Plan.
Recommendations to teacher training institutions and universities
Employ specialized teachers of philosophy to train teachers how to assist

students to develop their thinking skills (in concordance with the goals
above).
Establish or maintain philosophy departments, and involve them in teacher
training.
Establish philosophy teaching and learning resource centres.
Give adequate resources to support the activity of the centres.
Establish and provide sustainable philosophy education support courses for
building teacher capacity and make philosophy courses compulsory in
teacher training.
