1.0 EXECUTIVE SUMMARY


SGS Biofuels Private Limited, the project proponent, proposes to install a green field project of
distillery to produce ethanol. Proponent has selected a site in industrial area of Buxar district, Bihar
as proponent intends to use grain as raw material. The project is proposed at village – BIADA,
Nawanagar, Industrial Area, Dist- Buxar, in the State of Bihar.

The Project Proponent SGS Biofuels Private Limited is an Indian company incorporated under the
Companies Act, 2013 (18 of 2013) vide company ID no. U24290UP2021PTC146067.

Ethanol produced from the proposed 1G ethanol facility will be as per Indian specifications (IS
15464:2004) of anhydrous ethanol for use of blending in automobile fuel.

It will be an environment friendly project as it will be a Zero Liquid Discharge (ZLD) project.

The bio-ethanol project will also generate DDGS (Distillers Dried Grain soluble) powder as a by-
product which is highly rich in protein content and will be used as a cattle or poultry feed.

The project is an Industrial project classified under schedule 5 (g): distillery and 1 (d): Cogen power
as per EIA notification S O 1533 dated 14th September 2006. The project is non molasses based
distillery = 200 KLD falling under category B as per vide notification dated 13th June 2019.

As per above notification, detailed prefeasibility report follows.

2. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION


2.1 Identification of Project and Project Proponent
SGS BIOFUELS PRIVATE LIMITED (hereinafter referred to as “SGS BIOFUELS”) is an Indian
company incorporated under the provisions of the Companies Act, 2013 and having its registered
office at H.N.411/A1, KALI MANDIR, RAVINAGAR CHANDAULI MUGHALSARAI
Chandauli UP 232101 IN. The company is a new venture of Sri Govind Group of Industries, a
national conglomerate having presence across sectors including but not limited to Cement
Manufacturing, Cattle Feed Manufacturing, PP Woven Sack Manufacturing, Real Estate
Development & Operation, Hotels & Hospitality, Education, Logistics, etc. The promoters of SGS
Biofuels are Shri Vishnu Kant Agarwal, Shri Vikram Chaudhary & Shri Vikash Chaudhary. With
the launch of new Ethanol Promotion Policy by the Government of India & Government of Bihar
and in order to enhance ethanol availability in the country for blending with petrol, SGS
BIOFUELS is planning to set up Grain (Rice) to Ethanol bio-refinery project The project is
proposed at BIADA, Nawanagar, Industrial Area, Dist- Buxar, State – Bihar.

2.2 Brief description of nature of the project

The present proposal is to set up a distillery using grains as raw material. The product ethanol is
mostly intended for use as fuel for blending with petrol. The project is predominantly agro based
and is very much environment friendly. It will use renewable sources of energy for self-sufficiency
in its requirement of power.
CO2 will be the by -product it will be collected, liquefied stored and sold to other users.
The proposed distillery will be designed to have zero liquid discharge technologies. The bio-ethanol
project will also generate DDGS (Distillers Dried Grain soluble) powder as a by-product which is
highly rich in protein content and will be used as a cattle or poultry feed.
Silent feature of the project
• Technology available indigenously with successful plants running based on the technology
with focus on reducing water, energy and carbon footprint.
• Provided with most efficient Fed batch Fermentation technology
• Distillation operating on Multi-Pressure Technology – an efficiently heat integrated system,
operating on fully automated PLC control system.
• Most efficient process technologies for liquefaction, fermentation, MPR distillation,
dehydration and evaporation to attain maximum and sustainable plant outputs.
• Extensively process and heat integrated system to reduce energy consumption
• Water management design based upon three principles of reduce, reuse and recycle water to
minimize fresh water requirement.
• Zero effluent and liquid discharge norms applied while designing the plant.
• Ethanol produced from the proposed 1G ethanol facility will be as per Indian specifications
(IS 15464:2004) of anhydrous ethanol for use of blending in automobile fuel.

2.3 Need for the Project and Its Importance to the Country or Region
The project will help in implementation of EBP (Ethanol Blended Petrol Programme) o government
of India. Ethanol is used for blending petrol. The proposed project will contribute to narrow the gap
of demand/ supply of ethanol. The Government has set a target of blending petrol with 10% ethanol

by 2022 which is to be increased to 20% blending target by 2030. The goal is to reduce dependence
on imported crude oil and to provide a cleaner fuel. Blending 20% ethanol with petrol can help
create economic activity of over Rs. 1 lakh Crore every year in the country and save precious
foreign exchange. The project will help fulfilling the demand for Ethanol. In addition it will create
employment and business generation in rural India.
Project will increase income of farmers as other feedstock such as cereals like rice, wheat, barley,
corn etc. which will be used for production of Fuel Ethanol. GOI is encouraging projects to produce
ethanol from grains.

2.4 Demands-Supply Gap


Currently the petrol sold in the country is mixed with 5% of ethanol available from various locally
available sources. India is on the path of achieving a 10% blending target by 2022 which is at
present approx 5% only. Government of India has fixed a target of 10% blending of fuel ethanol
with Petrol by 2022, 15% blending by 2026 and 20% blending by 2030. Government of India is
also planning to prepone the achievement of 20% blending target by year 2025.

India is one of the largest importers of crude oil. The indigenous production of ethanol and its
increasing blending in petrol will keep reducing this requirement imported crude oil.

2.5 Imports vs. Indigenous Production


Our country is self-sufficient in its requirement of ethanol hence there is no import requirement.

2.6 Export Possibility


At proposed quantity is expected to be consumed in our country only and no export potential is
envisaged.

2.7 Domestic/ Export Markets


Domestic market
Ministry of Petroleum & Natural Gas (MoP&NG) vide its notification dated 20th September, 2006
directed the Oil Marketing Companies (OMCs) to sell 5% Ethanol Blended Petrol subject to
commercial viability as per Bureau of Indian Standards specifications in notified 20 States and 4
UTs with effect from 1st November, 2006. The additional 10 States included Delhi, Himachal
Pradesh, Madhya Pradesh, Chandigarh, Kerala, Rajasthan, West Bengal, Odisha, Bihar and
Jharkhand. Market places such as New Delhi, Ghaziabad, Chandigarh, Pune, Surat and Vadodara as
well as chemical industries of Uttarakhand, Uttar Pradesh & Haryana are the potential domestic
market for rectified spirit(RS), ENA(Extra Neutral Alcohol) as well as AA (Anhydrous Alcohol).
Export market
Currently India exports 75 million liters of ENA to various countries. As the project can also make
good quality ENA the same can too be exported to countries in east and West Africa. Possibility at
this capacity is envisaged, however in current scenario the proposed production is expected to be
consumed in India only.
2.8 Employment Generation (Direct and indirect) due to the project
Proposed Employment: 158 Nos. (Total Regular + Contract).
Apart from above several persons will get indirect employment especially in agricultural sector,
transportation, selling cattle feed and producing fertilizers and soil conditioners.

3 PROJECT DESCRIPTION
3.1 Type of Project Including Interlinked and Interdependent Projects, If Any.
No interlinked and interdependent project with the proposed plant, however power plant of 6 MW

through cogeneration is proposed. CO2 will also be generated as by product from the fermentation
process which is turn can be utilized after further treatment at CO2 plant in for industrial or food
grade application.

3.2 Location
The unit is spread over 15.4Ha (38.2Acres) of land in BIADA, Nawanagar, Industrial Area, Dist-
Buxar, State – Bihar. (Toposheet no. 72C3)
The co- ordinates of the main lease area are:

3.3 Details of Alternate Sites considered and the basis of selecting the proposed site,
particularly the environmental considerations gone into should be highlighted
The project is agro based as raw material is grains and its by -products DDSG is also used as cattle-
feed. Location at proposed site is such that transportation of grains and rice husk for generation of
power distances are reduced which is better from environment.
Hence no alternate site is considered.

3.4 Size or magnitude of operation


It is proposed to produce 200 KLD of Fuel Ethanol from grain based operation. The project will be
self-sufficient in its requirement of power as 6 MW power plant is also proposed with the distillery
unit.

With the technology adopted there will be CO2 as by -product it will be collected, liquefied stored
and sold to other users.

The proposed distillery will be designed to have zero liquid discharge technologies. The bio-ethanol
project will also generate DDGS (Distillers Dried Grain soluble) powder i.e ~ 145MT/day as a by-
product which is highly rich in protein content and will be used as a cattle or poultry.

3.5 Project description with process details (a schematic diagram/ flowchart showing the
project layout, components of the project etc. should be given)
The overall process is shown on the attached Block Flow Diagram, and Process Flow Diagrams.
The following describes the production of Fuel Ethanol and co-products from grain. The detail of
layout plan is given in site layout plan.
PROCESS DESCRIPTION
Grain handling and milling:
Properly cleaned grains stored in the silos are lifted by bucket elevator and are passed through
vibrating screen, de-stoner and magnetic separator to remove dust, iron parts and stones. The grains
so cleaned are conveyed by bucket elevator to an intermediate Hopper, for controlled feeding using
rotary air lock valve in Hammer Mill. From hammer mill the flour is pneumatically conveyed to
flour bin from where the flour is carried to pre-masher unit where flour is mixed with water.
Liquefaction
Feedstock Flour is transferred to Pre-masher and mixed with Recycle Streams, thin stillage and
liquefying enzyme. Slurry from Pre-masher is taken to Liquefaction tank where temperature is
maintained by means of steam. Necessary retention time is maintained in the Liquefaction Tank. In
liquefaction process, starch is hydrolyzed to dextrin. Contents in slurry tank are kept in suspension
by agitation. The liquefied slurry is cooled in slurry cooler (PHE) and transferred to pre-
fermentation and Fermentation section.
Fermentation section
Yeast seed material is prepared in yeast activation vessel (pre-fermenter) by inoculating sterilized
mash with yeast. Optimum temperature is maintained by circulating cooling water. The contents of
the yeast activation vessel are transferred to fermenter. To prepare the mash for Fermentation, it is
diluted with water. Yeast is added in sufficient quantity to complete fermentation to produce
alcohol. Reaction heat is removed by passing the mash through heat exchangers to maintain an

optimum temperature. The recirculating pumps empty the fermenters into Beer Well. CO2 is
transferred to CO2 vent line. After emptying fermenter, it is cleaned with CIP using cleaning
nozzles. After CIP, Fermenter is ready for next batch to be filled.
Distillation
Pre-heated fermented wash is fed into a series of distillation columns to increase the alcohol
concentration and remove various impurities
DISTILLATION – (WASH TO AA MODE)
Following Columns will be under operation

2. Degasifying Column
3. Rectifier cum Exhaust Column
4. Alcohol Scrubber
Molecular sieve dehydration plant (MSDH):
Rectified Spirit containing at least 95% v/v alcohol is pumped from RS feed tank to dehydration
section.
Superheated hydrous alcohol vapors are sent to twin adsorbent beds. The twin adsorbent beds
operate in cyclic manner. Twin beds are provided to allow for bed regeneration in continuous
operation. While one bed is in dehydration mode, the other is in regeneration mode. The Adsorbent
Bed will absorb moisture present in feed vapors and dehydrated alcohol vapors are released from
bottom of the bed.
The vapors are passed through condenser where vapors are condensed. Condensed product alcohol
(@ 99.% v/v strength as required for fuel blending) is collected in product receiver. From product
receiver is pumped to product cooler where it is cooled and sent for anhydrous alcohol storage.
Decantation:
Spent wash after distillation is fed to Centrifuge Decanter for separation of suspended solids. Wet
cake is removed from bottom of Decanter.
Thin slops from decanter is partly recycled into the process and rest is evaporated for further
concentration. The concentrated thin slops called as Syrup is mixed with Wet cake and sold in wet
form as cattle feed (DWGS).

Alternatively the entire mixture can be dried in a DWGS Dryer and then sold in dry form as Cattle
feed (DDGS).
Integrated evaporation section:
Shell & Tube type Evaporators working on the principle of Falling film Evaporation will be used
for evaporation of thin slop using steam of medium pressure which is fed to the first effect. The
product at the desired concentration is obtained at the outlet of the finisher. Steam condensate is
collected, treated and recycled.
DDGS dryer:
Wet distiller’s grains shall be fed to a rotary dryer at controlled rate through a suitable feeding
system. The Rotary Tube Bundle is enclosed in an insulated dryer housing. Dry, saturated steam is
supplied to the tube bundle through rotary joint at one end & the condensate is discharged through
rotary joint mounted at another end.
The water vapor is exhausted through an exhaust blower after passing through a cyclone separator
for separating fines.
Dry product partially recycled back to feed conditioner for feed conditioning through product screw
& recycle conveyor.
Effluent Treatment Plant
The effluent i.e., rejects from various treatment plants like DM water plant and cooling tower blow
down, boiler blow down will be collected in the tank and fed to ETP plant to recover maximum
water. All effluents collected in the tank, first feed to clarifier in which chemical treatment (lime
and dolomite treatment) will be given to remove suspended solids, hardness and silica. After this
chemical treatment clarified water is first filtered through media-based filter and sent to membrane
process system consisting of Ultra Filtration and Reverse Osmosis (RO). RO permeate is recycled
back to process. R O rejects will be sent to PCTP.
Water treatment plant:
The raw water is feed to CLARIFIER & HRSCC and fed to filter feed tank. After DMF and ACF
treatment, it is collected in process water tank. Around 1744 KLD is used as soft water for
liquefaction, cooling tower and sealing purposes. Initially 1015 KLD thereafter 181 KLD will be

used as D M water for boiler Additional 302 KLD D M water is required for distillation. 20 KLD
of water is used for domestic purpose.

The process condensate from the evaporation section is treated in this unit and this
treated condensate is then recycled back to process thus reducing the fresh water
consumption.

3.7 Resource Optimization/ Recycling and Reuse envisaged in the project, if any should be
briefly outlined.
Initial requirement of water shall be 3673 KLD. Due to effective collection and recycling actual
water consumption shall reduce to 1380 KLD.

Power demand:
Power consumption for the project is expected to be 5.8 MW. The project will have own power
generation capacity by using coal/rice husk fired boiler of 50 TPH steam generation capacity. At 67
kg/cm2 pressure. High pressure steam will be first used to run the turbine coupled to a generator to
generate 6 MW electric power.
Outlet steam from turbine at low pressure shall be used in process.
Condensate shall be recycled.

Liquid waste
• 100% Spent Wash (1228 KLD)will be decanted in Centrifuge Decanters for separation of
Suspended Solids. Thin slops 1035 KLD and193 KLD wet cake will be separated.
• Part of thin Slope (259 KLD) will be recycled back to process and balance (766 KLD) will be
fed to MEE Plant for concentration of remaining solids to form Syrup (78 KLD). This Syrup is
mixed with the Wet Cake (271 KLD) which is known as DWGS and will be sold as Cattle
Feed.
• DWGS may be further dried to form DDGS (93 MTD) and sold as cattle/poultry feed with
better self life.
• The process condensate will be cooled and treated in CPU. The treated water is then recycled
into process for cooling water replenishment.
• In this manner distillery project will be “ZERO LIQUID DISCHARGE” project.
Solid waste
• Fly Ash from the boiler will be sold to brick/cement manufacturers.
• Used oil & grease generated from plant machinery / Gear boxes & D.G. Set is being / will be

4. SITE ANALYSIS
4.1 Connectivity
4.1.1 Nearest Railway Station
Dumraon railway Station approx. 16.50 km NNW.

Jayprakash Narayan International Airport, about 92 km, E aerial distance.

National Highway-30 approx. 6.2 km SE and SH-79 approx. 0.2 km, W aerial distance.

Kao River is 4 Km, N direction from the project site. Thora river is 4.3 Km, W direction & Cher
river is 9 Km, E direction.
4.2 Landform, land use and land ownership
The proposed site admeasuring 15.46Ha (38.2 Acres) is located in an industrial area and is
designated as land for industrial use.
4.3 Topography
Buxar district is a part of the southern Ganga Plain. Physiography of the district is a alluvial plain
having gentle slope towards north. The plain land is marked by presence of several minor
depressions. The elevation of the land surface in the district varies between 55 m to 85 m above
MSL.
Broadly the district can be divided into two micro physiographic units: -
1. The low-lying northern plain - extends from the Ganga. The river Ganga, has built a long natural
levee along its course. Every year this unit gets fresh deposit of silt. As a result of siltation the
region is rich in fertile soil. The low-lying areas are important for the cultivation of wheat, Maize
and gram. The entire geographical area of Simri and Chakki blocks and a
part of Buxar and Brahampur blocks fall under this category.
2. The flat region of the south – It extends southwards of the railway line, which passes through the
district in east-west direction. This geomorphic unit is densely populated, covered by network of

canal of Sone Canal System. Its western limit follows the course of river Ganga followed by
Karmnasa. This unit covers major part of the district occupying entire geographical area of
Chausa, Rajpur, Kesath, Nawanagar, Itarhi, Dumraon blocks and parts of Buxar & Barhampur
blocks. The unit is considered to be suitable for wheat and paddy cultivation.

4.4 Existing Land Use Pattern (agriculture, non- agriculture, forest, water bodies, including
area under CRZ) and Shortest Distances from Forests, Eco-Sensitive Areas, Water Bodies
(distance from the HFL of the river), CRZ, In case of notified industrial area, a copy of the
Gazette notification should be given.
The land use of the project area is Industrial.

4.5 Existing Infrastructure


The required infrastructure will be in place as proposed site is barren land. National Highway-30
approx. 6.2 km SE and SH-79 approx. 0.2 km, W aerial distance.

4.6 Soil Classification


There are mainly three types of soil found in the district:
a. Recent Alluvium Soil (Levee Soil) -
It is found along the banks of the river Ganga. It is a new alluvium calcareous soil and white to
light grey in colour. It is light in texture and has medium to high fertility. The pH varies between
6.6 and 7.5. Main crops are Maize, sugarcane, Wheat, Gram and other Rabi crops.

b. Tal Soil (Kewal soil) - It is found in south of the levee soil. It is light to dark grey in colour and
very fertile. Its water retention capacity is high. Its texture ranges from medium to heavy and pH
varies between 7 and 8. This soil is suitable for Rabi crops, Wheat, Gram, Peas and Barley etc.

c. Old Alluvium Soil - It is a combination of Kewal soil and clayey soil. According to textural
analysis clay is the dominant particle of this soil. It covers the central part of the district, which is
free from floods. pH value ranges from 7 to 8.5. Its colour is reddish yellow to grey. The fertility
of this soil is low to medium in upper layer, and medium to high in the lower layers.

The content of Zinc is very poor in this soil and hence, it requires Zinc Sulphate to maintain its
fertility. The main crops grown in this soil are paddy, wheat, gram and linseeds.

4.7 Climatic Data from Secondary Sources
The westerly wind accompanied by dust storms around middle March marks the beginning of the
summer season. During May-June the ambient temperature raises upto 450C. The winter starts
towards the middle of October and during January-February ambient temperature dips down to
40C. The average annual rainfall is 1021 mm. Nearly 85% of annual rainfall is due to Southwest
monsoon (active between June to September.

4.8 Social Infrastructure Available


Social infrastructure like community center, hospital and electricity is available in Nawanagar as
well as in Buxar.

5 PLANNING BRIEF

No infrastructure demand except making a road near the factory from highway.
5.5 Amenities/Facilities
No amenities and facilities are required for the proposed project. Project will have self-power
generation of 6 MW.
6 PROPOSED INFRASTRUCTURE
6.1 Industrial Area (Processing Area)
The project will have following infrastructure facilities:
• Storage area for coal, rice husk and rice

• Water treatment plant to generate soft water and DM water.

• Boiler of 50 TPH steam generation capacity at 67 kg/cm2 complete with air pollution
control equipment.

• 6 MW capacity turbogenerator
• Grain processing equipment, liquefiers, fermenters, distillation units, centrifuge decanter,
MEE, DDGS dryer, CPU etc

• Storage tanks for Ethanol.


• Storage silos for DDGS, DWGS, flyash

6.2 Residential Area (Non Processing Area)


As the local people from nearby villages shall be engaged in project activity. Therefore no housing /
building are proposed.

Approx. 51,030.86 sq mt of landscape area shall be covered with the good green belt and green area

6.10 Power Requirement & Supply/Source.


Power consumption for the project including its own power plant shall be around 5.8 MW. The
company will generate own power.
7. REHABILITATION AND RESETTLEMENT (R&R) PLAN
Since the project is proposed in an industrial area, issues of rehabilitation and resettlement are no
issues.
8 ROJECT SCHEDULE & COST ESTIMATES
8.1 Likely date of start of construction and likely date of completion (Time schedule for the
project to be given).
The project will commence once Environmental Clearance and other necessary clearances are
obtained from the respective departments. The construction activity may be completed in about 18
months’ time. The commissioning of project may be completed within 24 months.

8.2 Estimated project cost along with analysis in terms of economic viability of the project
The total cost of project would be around Rs. 210.16 crores including working capital, preoperative
expenses, margin money, CER funds and EMP cost. Fixed capital is Rs 180 Cr.
Assuming ethanol rate of Rs 51.55 per litre and rice cost of Rs 18000 per MT, project payback
period works out between 3 to 4 years.
Corporate Environment Responsibility (CER):
As per the O.M. F. No. 22-65/2017- IA.III dated 1st May, 2018, the estimated expenditure for
conducting CER is given in Table No. 3.

The proponent intends to use these funds to increase awareness in farmers to increase crop yield
and fodder yield and skill development. In addition creation of infrastructure for drinking water
provision, rain water harvesting, soil moisture conservation etc, shall be carried out.

Final decision shall be taken in concurrent with SEAC and district officials.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)


The proposed project will revive rural economy by creating jobs and additional income to farmers.
The proposed project will require around ~ 1, 80,000 MT of rice annually, which will be sourced
from over Open Market thus directly around ~ 1.0 – 1.5 lakh farmers in the vicinity of project site.
Collection of rice from farmers will help increase their income directly. In addition, the proposed
project will create more than 250 agricultural jobs through sourcing of rice husk and setting up
cattle feed distribution mechanism.

The proposed ethanol plant will produce around ~ 7 – 7.5 Crore litre of ethanol annually that will
blend with gasoline thereby saving crude imports. Ethanol blending in to gasoline will reduce crude
imports. The proposed project will contribute in reviving economy through forex saving, generating
tax revenue and GST revenues. The proposed project will benefit environment by reduction in
green house emission on account of ethanol blending into gasoline.
The project is most environment friendly project using agricultural wastes/ produce for manufacture
of alcohol. It is designed for zero liquid discharge. Adequate mitigation and safety measures have
been incorporated to ensure operation within prescribed norms and safety of in plant and outside
population.
