I. Filling out the template:
Column 1 Indicate the priority rank number of the proposed projects (by straight ranking, only one project/item per rank and without subranking)
Column 2 Indicate the title or description of the Tier 2 proposal
Column 3 Indicate a brief justification of the proposal
Column 4 Indicate "complete" or "incomplete" as to the required applicable implementation readiness documents for each capital outlay proposals as provided under Item 3.2.3.2 of NBM 147, to wit:
a) Feasibility Studies
b) Detailed Engineering Designs
c) Annual Procurement Plans
d) Relocation Action Plans
e) Right of Way Acquisitions
f) Agency Operational Plans
g) Agency Sector Roadmaps
h) Network Plans
i) Inter-Agency Clearances and Permits

DICT endorsed ISSP (for ICT)
j) Proofs of coordination with LGU Implementers

For those projects tag as "incomplete", state the specific applicable documents which are yet to be complied by the SUC
Column 5 Indicate the BUR for FY 2022, computed as total current year's obligations over total allotment (for MOOE and CO only) of the program where the proposed project/item falls. You may refer to the attached DBM computed BUR per program.
Column 6 Indicate the specific applicable expenditure priority as provided under NBM 147 such as: infrastructure development, human capital development (health, education, social protection, labor and employment); food security, enterprise development, research and development
(R&D) and innovation, digital transformation of the government, accelerate climate action and strengthen disaster resilience, among others. Please refer to Items 2.1 to 2.8 of NBM 147 for the detailed priorities for FY 2024.

Column 7 Indicate the proposed amount (in thousand pesos) according to allotment class (PS, MOOE or CO)

II. The duly filled out template in excel file as well as the powerpoint presentation must be emailed on or before April 25, 2023 to dbmro8@dbm.gov.ph and copy furnish the following accordingly:
