A RESOLUTION APPROVING THE PROPOSED PUBLIC SERVICE CONTINUITY PLAN


OF THE MUNICIPALITY OF PRESIDENT QUIRINO.

WHEREAS, it is the policy of the State to uphold the maintenance of peace and order, the
protection of life, liberty, and property, and the promotion of general welfare;

WHEREAS, the Municipality of President Quirino is exposed to hazards such as earthquakes,


floods, fires, outbreak of infectious disease, droughts, civil unrests, explosives and terrorisms,
among others, which may adversely impact and cause disruptions in the delivery of key
essential services by the Municipal Government;
WHEREAS, the Sendai Framework for Disaster Risk Reduction (SFDRR), in accordance with the
‘’Build Back Better’’ principle, recommended that the local governments should ensure the
continuity of operations and planning, including social and economic recovery, and the provision
of basic services in the post-disaster phase;

WHEREAS, the United Nations Development Programme’s Business Continuity Management


Policy likewise advocates for the establishment of service-driven strategic and operational
framework through utilization of incident management, disaster recovery, and risk assessment
in ensuring the continued delivery of key or essential services despite exposure to service
disruptions or internal and external threats;

WHEREAS, R.A. No. 10121, otherwise known as the ‘’Philippine Disaster Risk Reduction and
Management Act of 2010’’, institutionalized as a policy the development of policies and plans
and the implementation of actions and measures pertaining to all aspects of disaster risk
reduction and management, including good governance, risk assessment and early warning,
knowledge building and awareness raising, reducing underlying risk factors, and preparedness
for effective response and early recovery;

WHEREAS, the National Disaster Risk Reduction and Management Council (NDRRMC)
Memorandum No. 33, series of 2018, enjoins local government units to formulate their
respective Public Service Continuity Plans following the template stated therein;

WHEREAS, the Public Safety and Continuity Management shall ensure continued performance
through timely and orderly recovery, resumption of the delivery of vital services to the public,
minimize damage and loss to critical processes, reduce or mitigate disruptions, successions
among agency leadership, and continuity capabilities;

WHEREAS, a Public Service Continuity Plan will address the possible causes of disruption to
critical services, identification of strategies to prevent or mitigate disruptions and respond
effectively when it happens, including vertical and horizontal coordination among concerned
stakeholders;

WHEREAS, the Municipal Government of President Quirino has successfully formulated its
Public Service Continuity Plan for CY 2021-2022 through its Public Service Continuity Core
Team;

WHEREAS, after thorough examination of available documents relevant to the subject


proposed legislative measure, the Municipal Disaster Risk Reduction and Management Council
(MDRRMC) deems it necessary to enact this instrument;

WHEREFORE, premises considered and upon unanimous sponsorship of all the members
present, it was-

RESOLVED, as it is hereby resolved to ADOPT and APPROVE the Public Service Continuity Plan
of the Municipality of {resident Quirino, Sultan Kudarat for CY 2021-2022.

RESOLVED FURTHER, that copies of this Resolution be furnished all concerned for
information, guidance and reference.

UNANIMOUSLY APPROVED: November 3, 2021.
