Indian government likely used a combination of sources, including government funding,
public-private partnerships, and international financing from institutions such as the World
Bank or the Asian Development Bank.

The financing for such projects is typically structured in a way that minimizes risk for the
lenders and investors, and maximizes returns for the project sponsors. This may involve the
use of complex financial instruments such as project bonds, guarantees, and other credit
enhancements.

In addition to the financial aspects of project finance, there are also important legal and
regulatory considerations that must be taken into account. These include compliance with
environmental regulations, land acquisition laws, labor laws, and other regulations that are
specific to the country and region where the project is being developed.
