ABSTRACT

The writing of this law has the purpose of knowing how the obligations -of business
actors in providing information to consumers regarding goods sold, especially reconditioned
cellular phones, are reviewed in accordance with Law No. 8 of 1999 concerning Consumer
Protection with Locations in Plasa Malang which is one of the largest and most complete mobile
phone shopping centers in Malang City. This legal research is a descriptive empirical research,
the data collection techniques used by the author are interviews and library research in the form
of books, legislation, documents, the internet and so forth. Data analysis using juridical
sosilogical data analysis.
The results of the study of the problems raised by the author, can be concluded that,
First regarding the implementation of article 7 letter (b) of Law No. 8 of 1999 concerning
Consumer Protection is not well implemented, this is because business people do not know that
there are rules and also want to get more profits. Second, the solution to the constraints of the
implementation of article 7 letter (b) of Law No. 8 of 1999 concerning Consumer Protection,
namely by means of compensation which is the responsibility of the business actor for
committing an unlawful act which results in another person experiencing a loss, compensation
here can be in the form of returning goods or returning money worth of goods.
