NUMBERING OF ROADS STREETS & HOUSES

AMENDMENTS TO HMC ACT OF 1955 (ACT-II OF 1956) AND SECTION 200


& 201 OF A.P MUNICIPALITIES ACT 1965

NAMING OF STREETS, ETC.,

Section 418 of MCH Act: Naming of Streets, and numbering of houses:-

(1) The Commissioner may, from time to time-

(a) With the sanction of the Corporation, determine the name by which any
street shall be known:-
(b) Cause to be put up or painted on a conspicuous part of any house at or near
each end, corner or entrance to every street the name so determined;
(c) With the sanction of the Corporation determine the number by which any
premises shall be known;
(d) By written notice require the owner of any premises either to put or paint
or number on such premises in such position and manner as may be
specified in such notice, or to signify in writing his desire that the work
shall be executed under the orders of the Commissioner.

(2) No person shall, without the written permission of the Commissioner or


without other lawful authority, destroy, remove, deface or in any way injure
any such name or number, or put up or paint any name or number, different
from that put up or painted by order of the Commissioner.

(3) Where a number is put up or painted on any premises under the orders of the
Commissioner in accordance with clause (d) of sub-section (1), the expenses
of such work shall be payable by the owner of the premises:
Provided that the maximum rate of charge for such work shall be fixed by the
Commissioner with the previous sanction of the Corporation.

(4) There shall be a separate cell for House Numbering and GIS in the Municipal
Corporation headed by a Town Planning Officer.

200 of A.P.M. Act 1965: Naming of public streets:

1. The Council shall give names to all public streets and may, with the approval
of the Government, alter the name of any public street.
2. The Municipal Engineer or where there is no Municipal Engineer, the
Commissioner shall cause to be put up or painted in English and in the main
language of the district on a conspicuous part of some buildings wall or place,
at or near each end, corner or turning the name of every public street.
3. No person shall, without lawful authority, destroy, pull down, or deface any
such name or put up any name different from that put up by order of the said
officer.
4. There shall be a separate cell for House Numbering and GIS in a Municipality [To be added]

headed by a Town Planning Officer.

201 of APM Act. 1965: Numbering of buildings:

1. The Commissioner shall cause a number to be affixed or painted to the side or


outer-door of any building or to some place at the entrance of the premises.
The expenses of such work shall be payable by the owner of the premises.
2. No person shall, without lawful authority, destroy, pull down or deface any
such number.
3. When a number has been affixed or painted under sub-section (1) the owner of
the building shall be bound to maintain such number and to replace it, if
removed, or defaced; and if he fails to do so, the Commissioner may, by
notice, require him to replace it.

HYDERABAD MUNICIPAL CORPORATON

(NAMING AND NUMBERING OF ROADS AND STREETS AND


NUMBERING OF HOUSES)
RULES, 2008

In exercise of the powers conferred by sub-section (1) of Section 585, read


with Section 418 of the Hyderabad Municipal Corporation Act, 1955 (Act-II of 1956),
and Section 200 & 201 of A.P. Municipalities Act, 1965, the Governor of Andhra
Pradesh, hereby makes the following rules, namely;

RULES

1. Short Title and Commencement:- These rules may be called Municipal


Corporations/Municipalities (Naming and numbering of roads and streets and
numbering of Houses/Premises) Rules 2008:
These rules, shall extend to the limits of Hyderabad Municipal
Corporation/Municipalities.

2. Definition:- In these rules, unless the context otherwise requires:-

(i) “Act” means Hyderabad Municipal Corporation Act. 1955, (Act II of


1956) & Municipalities Act, 1965.
(ii) “Commissioner” means the Commissioner of Municipal Corporations/
Municipalities.
(iii) “Corporation” means the Municipal Corporation of the City
of Hyderabad, Vishakapatnam, Vijayawada and the Corporations
declared by the Government under Municipal Corporation Act, 1994.
(iv)“Municipality” means a Municipality of such grade as may be
declared by the Government, from time to time, by notification in the
Andhra Pradesh Gazette on the basis of its income and such other
criteria as may be prescribed.
(v) “Government” means the Government of Andhra Pradesh.

. (vi)“House” means any building/premises defined in sub-section (3) to
Section 2 of the Act, with a opening to a road, street or access towards
the identified land mark of area under these rules.
(vii)“House Number” means the number under these rules to a
building/premises whether assessed to Property Tax or not and shall not
have any relationship to the ownership rights of the building and more
assignment of this number shall not create or vest any right of whatsoever
nature in any person.
(viii)“Ward” means the area geographically divided as revenue wards by the
Municipal Corporation/Municipality.
(ix)“Wards and expressions used in these rules but” not defined herein shall
carry the same meaning as is assigned to them in the Hyderabad Municipal
Corporation Act, 1955 (Act II of 1956) & Municipalities Act, 1965.
(x) “Locality” means the area divided as sub-divisions in ward based on local
factors like roads, popular name, land mark, institutional building or
historical building, population etc.
(xi)“Premises” means compounded area holding more than one house
containing independent numbers with reference to the premises number.
(xii)“Street” is a circulation space providing access to individual premises
from the main road of the locality. The physical definition for a street will
vary from one place to other within the municipal area.
(xiii)“Road” is a main circulation space giving access to streets, the physical
definition for a road may vary in the municipal area from that of a local
road forming the boundaries of a locality to that of town/city level roads
like sub-arterial, arterial, ring road, state high way, national highway etc.

3. Numbering and Naming Streets:-


City Centre:- The icon of the town/city shall be the city centre with reference
to which the street numbers in a locality of a ward shall be assigned.

(1) All the streets in each locality of a ward shall be numbered in one
series according to geographical location with reference to city centre.

(2) For the purpose of numbering of the roads each road having a distinct
name shall be treated as separate road and only one number shall be
assigned even if it cuts across many wards/localities.

(3) (1) Wherever streets are not named after persons or features, they shall
be named as Street.No:1,2,3 and likewise with the name of the locality.

Provided, where the streets have no approved names but are known by
names through long local usage, it shall be competent for the
Commissioners to adopt such local name for the purpose of naming of
the streets.

(4) Street nearest to city centre in each locality in a ward shall be assigned
the number one.

(5) The street numbers shall be assigned by the Town Planning wing of
Municipal Corporation/Municipality at the time of approval of the
layout together with the name of the locality and no person or group of
persons or institution shall adopt any existing name without specific
approval of the Commissioner for newly coming up colonies or
settlements of the Municipal Corporation/Municipality.

(6) The House Number shall also be assigned by the Town Planning wing
of the Municipal/Municipality at the time of approval of building
plans.

(7) The assessment of vacant land/house shall be taken up on the basis of


number so assigned by the Town Planning wing of Municipal
Corporation / Municipality.

(8). Display of Streets Name/Number Boards and Plates:- The name


boards or plates shall be displayed in each street with the name of the
street and number of division of the street along with the starting and
ending number falling in the street.

(9) Numbering of Houses:-


(1) Each house on the street shall be assigned with a number
commencing from street number one and ending with last street in

the locality. All the houses on both sides of the street shall be
continuously numbered in clockwise direction. The numbers shall
be assigned continuously on one side and then continued on the
other side in reverse direction. The vacant lands falling in the
process shall also be numbered as per their turn in continuity.

(2) The assignment of numbers to the vacant lands shall be with


reference to the ownership as far as possible.

(3) The houses on roads (sub-arterial, arterial, ring road, main road and
national highway) shall be numbered in one continuous series
throughout the length of the road irrespective of the fact that the
road runs through more than one ward/locality.

(10). Numbering of Huts:- Huts put up temporarily shall not be assigned


any numbers:
Provided that huts and thatched sheds which come up on regular basis
and likely to continue for long periods shall be numbered and house
numbers shall be displayed using a metallic plate on the house.

Provided further, that huts and other semi-permanent structures coming


upon hill tops and other vacant places in a zig-zag manner shall also be
numbered on the basis of their location i.e., (North, South, East, West)
to a distinct landmark existing on the site or by using the temporarily
assumed name of the locality.
Colour:
Colour codes shall be used for the house number plates and street/road
name boards in the Municipal area.
The heritage buildings/government buildings, Municipal buildings
shall be coded by coloured number plates.

11. Maintenance of Registers:-


(1) The Municipal Corporation/Municipality shall consolidate and
maintain a register showing the names of the various localities in the
city together with their boundaries. The localities or colonies having

the same name shall be identified to newly adopted names and
documented accordingly in the register.

(2) No change of name shall be allowed once the names are documented,
except with the prior approval of the Government.

12. Maintenance of Ward/Locality maps:


There shall be plans prepared for wards/localities in the municipal area
indicating the door numbers/sheet nos/road nos etc. in addition to status of
structure ie. Heritage buildings/Government Buildings/Municipal
Buildings.

13. Building with Additional Floors and Multi Storeyed Buildings:-


Buildings with more than one floor shall be assigned only one house
number but the independent residential units will be allotted consecutive
numbers with floor numbers for each floor separately.

14. Authorities to Assign the House Numbers: The Commissioner or the


Officer nominated by him shall be competent to assign the house numbers
under these rules.

15. Publication of Correlation Statement:- There shall be a correlation


statement prepared showing the old and the new number of houses etc. in
the locality. As soon as the assigning of house numbers is over, the
Commissioner or the Dy. Commissioner nominated by the Commissioner
for the purpose shall publish the correlation statements in the Hyderabad
District Gazette.

16. Review:-

(1) Review petition against any discrepancy, omission or commission or


any aberration arising on account of assignment of house numbers
shall be filed within 90 days from the date of publication of the
correlation statement in the District Gazette before the Commissioner
or the Officer nominated by him for the purpose.

(2) A review petition shall be disposed off after conducting a summary


enquiry and correction if any to the original publication and shall be
published in District Gazette.

17. Publication of Date of Commencement:- On expiry of 30 days period
from the date of publication under sub rule (2) of Rule 14 is published, the
Commissioner shall, by a separate notification in Hyderabad District
Gazette and also in local news papers, shall publish the date from which
the house numbers are given effect to.

18. Power to issue Clarifications Etc.:- The Commissioner shall be


competent to issue any clarification and also to interpret any of these rules
and issue such directions for proper implementation of these rules and
decision of the Commissioner in this regard shall be final.

RULES, 1995
[G.O.Ms.No:54, Municipal Administration and Urban Development
(F1) (M.A), 10th February, 1995].

In exercise of the powers conferred by sub-section (1) of Section 585, read


with Section 418 of the Hyderabad Municipal Corporation Act, 1955 (Act-II of 1956),
the Governor of Andhra Pradesh, hereby makes the following rules, namely;

RULES

1. Short Title and Commencement:- These rules may be called the


Hyderabad Municipal Corporation (Naming and numbering of roads and streets and
numbering of Houses) Rules, 1995.

These rules, shall extend to the limits of Hyderabad Municipal Corporation.

2. Definition:- In these rules, unless the context otherwise requires:-

(i) “Act” means Hyderabad Municipal Corporation Act. 1955, (Act II of


1956).
(ii) “Commissioner” means the Commissioner of Hyderabad Municipal
Corporation.
(iii) “Corporation” means the Municipal Corporation of
Hyderabad.
(iv)“Government” means the Government of Andhra Pradesh.
(v) “House” means any building defined in sub-section (3) to Section 2 of
the Act, with a opening to a road, street or access towards the identified
land mark of area under these rules.
(vi)“House Number” means the number assigned under these rules to a
building, whether assessed to Property Tax or not and shall not have
any relationship to the ownership rights of the building and more
assignment of this number shall not create or vest any right of
whatsoever nature in any person.

(vii)“Ward” means the area geographically divided as revenue wards by
the Corporation.
viii) “Wards and expressions used in these rules but” not defined herein shall carry
the same meaning as is assigned to them in the Hyderabad Municipal
Corporation Act, 1955 (Act II of 1956).

3. Numbering and Naming Streets:- (1) All the streets in each ward shall be
numbered in one series according to geographical location and all the streets in the
Corporation shall not be numbered in one series.

(2) For the purpose of numbering of the streets each street having a distinct
name shall be treated as separate street and only one number shall be assigned even it
cuts across many wards/localities.

(3) In case of a street bearing the same name but not continuous, each position
of such street shall be treated as separate and be given consecutive serial numbers
after the name of the street.

(4) (1) Wherever streets are not named after persons or features, they shall be
named as first main road or second road and likewise with the name of the locality.

Provided, where the streets have no approved names but are known by names
through long local usage, it shall be competent for the Commissioner to adopt such
local name for the purpose of naming of the streets.

(2) The vest localities or colonies or settlements shall be geographically


divided into distinguishable units and shall be assigned a sector number and all the
streets and cross roads in each sector shall be assigned separate numbers.

5. The longest road or street in each ward shall be assigned the number one.

6. The street numbers shall be assigned by the Town Planning Department of


Corporation at the time of approval of the layout together with the name of the
locality, and no person or group of persons or institution shall adopt any existing
name without specific approval of the Commissioner for newly coming up colonies or
settlements of the Corporation.

7. Display of Streets Name/Number Boards and Plates:- The name boards


or plates shall be displayed in each street with the name of the street and number of
division of the street.

8. Numbering of Houses:- (1) Each house on the street shall be assigned
with a number commencing from East, North East, or North West as the case may be
and all the houses on both sides of the street shall be consecutively numbered in
clockwise direction. The numbers shall be assigned continuously on one side and
then continued on the other side in reverse direction. The vacant lands falling in the
process shall also be numbered as per their turn in continuity and the alphabet “L”
shall be added to such numbers.

(2) The assignment of numbers to the vacant lands shall be with reference to
the ownership as far as possible.

(3) The houses on long streets and National highways shall be numbered in
one continuous series throughout the length of the street irrespective of the fact that
the street on National Highways run through more than one ward.

9. Numbering of Huts:- Huts put up temporarily shall not be assigned any


numbers:

Provided that huts and thatched sheds which come up on regular basis and
likely to continue for long periods shall be numbered and house numbers shall be
displayed using a metallic board on the house.

Provided further that huts and other semi-permanent structures coming upon
hill tops and other vacant places in a zig-zag manner shall also be numbered on the
basis of their location i.e., (North, South, East, West) to a distinct landmark existing
on the site or by using the temporarily assumed name of the locality.

10. Maintenance of Registers:- (1) The Corporation shall consolidate and


maintain a register showing the names of the various localities in the city together
with their boundaries. The localities or colonies having the same name shall be
identified to newly adopted names and documented accordingly in the register.

(2) No change of name shall be allowed once the names are documented as
above, except with the prior approval of the Government.

11. Building with Additional Floors and Multi Storeyed Buildings:-


Buildings with more than one floor shall be assigned only one house number but the
independent residential units will be allotted consecutive numbers with floor numbers
for each floor separately.

12. Authorities to Assign the House Numbers: The Commissioner or the
Officer nominated by him shall be competent to assign the house numbers under these
rules.

13. Publication of Correlation Statement:- As soon as the assigning of


house numbers is over, the Commissioner or the Officer nominated by the
Commissioner for the purpose shall publish the correlation statements in the
Hyderabad District Gazette.

14. Review:- (1) Review petition against any discrepancy, commission or


ommission or any aberration arising on account of assignment of house numbers shall
be filed within 90 days from the date of publication of the correlation statement in the
District Gazette before the Commissioner or the Officer nominated by him for the
purpose.

(2) A review petition shall be disposed of after conducting a summary enquiry
