About AISECT
All India Society for Electronics and Computer Training (AISECT) is India’s leading
educational, training and service network with an unrivalled spread of more than 20,000
multi-purpose centers across 27 states and 3 UTs of the country. Established in 1985,
AISECT has been continuously working towards it mission to reach out to the remotest
corner of India and promote ICT based training and services to empower people, generate
employment and connect employable people to existing employment opportunities, and
unfold entrepreneurship opportunities for the youth to create an inclusive society.

AISECT as a group of institutions has ventured in every stage of education be it pre-school


education, school education, higher education and vocational education. Through the
plethora of programs, academies and platforms, we have trained over 1.6 million people,
generated over 12,000 rural entrepreneurs, created employment avenues within the
AISECT network for more than 50,000 people and empowered the lives of over 3 million
people through innovative services. Our unique business model was recognized as “the
most sustainable and scalable form of IT penetration and popularization in India” in a pilot
study conducted by World Bank in collaboration with IIM-A.

Under skill development initiatives, AISECT has partnered with government of the country
at various levels including Central government, State governments and district levels.
AISECT has been working primarily in rural and semi urban areas for skilling activities
while we have developed significant level of presence in urban areas as well. AISECT’s
multipurpose centers cover more than 8000 panchayats, hundreds of blocks and more than
320 districts of India. AISECT is an ISO 9001:2008 certified organization committed
towards the quality and standards across all operations and verticals.

AISECT has been an active and one of the leading partners of National Skill Development
Corporation (NSDC) since 2011. Through its partnership with NSDC, AISECT aims to skill
1.3 million youth in a span of 10 years. AISECT has its headquarters set up at The City of
Lakes – Bhopal, Madhya Pradesh with National office at Delhi and 30 other regional offices
across India.

across India. Since if inception, AISECT has significantly helped foster technology
precipitated growth in rural, semi-urban and urban India.

So far, AISECT has reached to 50 bigger cities, 320+ districts, 1200+ blocks and 8000+
panchayats. Through its initiative on financial inclusion, AISECT has successfully
established more than 1500 banking kiosks across regions.

Our Activities
AISECT is an entrepreneurial venture and has been venturing in various aspects of rural
and urban development be it in terms of education, skill development, financial inclusion,
ICT intervention or e-governance. It’s a proud achievement of AISECT that we have created
an impact across regions through every intervention.

Skill Development
AISECT has been involved in skill development and training from the past 28 years and has
been training around 1, 00,000 students every year. AISECT
works with various government departments including
Ministry of Skill Development and Entrepreneurship,
Ministry of Rural Development, Ministry of Information and
Communication Technology, Ministry of Human Resource
Development, and state departments like Department of
Panchayati Raj and Rural Development, Department of
Technical and Skill Development, Department of SC/CT
Welfare, Women and Child Care Department etc.

We have partnered with National Skill Development Corporation (NSDC) in 2011 and aim
to skill 1.3 million youth in a span of 10 years.

Skill Content
AISECT houses a highly dedicated and experienced team of content creation. The in-house
content development team has developed more than 50 modules of skill development
courses. The team is active in standardization the curriculum as per various requirements
and also incorporating the demands from the field to come up with new courses from time
to time and working on improvising the existing content

Our Understanding of Skill Development


AISECT believes in enhancing employability as one of the key development programs. It is
understood that youth of any country is the potential source of significant strength to
national economy, provided we are able to equip and continuously upgrade the skills of the
population in the working age group. With this understanding, AISECT designs skill
development project specific to the need of the region, aspirations of the target youth,
placement opportunities and learners’ availability.
Before we execute a skilling project, we strategically design the action plan which includes
communication and mobilization strategies, content creation, resource mobilization,
training delivery, assessment and certification, placement opportunities, entrepreneurship

opportunities analysis, post placement tracking and additional services like FI, adhaar
enrolments etc.
• Job market and industry survey
Before the commencement of any training and skill development programme it is very
necessary to gauge the demand of the proposed trade in the job market. This helps to
estimate the types and the number of the jobs available so that training comes out to be
fruitful. The job market survey also helps to integrate the industry demand in the course
curriculum. Also by knowing the future opportunities available with the prescribed trade,
would help to counsel the student for appropriate career. During this activity all the
industries/companies present in and around the training locations are visited. This is done
under the guidance of the AISECT HO by the field staff at different location.
• Mobilization strategies
To ensure comprehensive reach to the target audience, AISECT develops communication products
strategically as per the demand of the locality. This shall include brochures, flyers, standees,
awareness campaigns, road shows, kiosks at the local level, mobile vans, co-branded
advertisements and campaigns with the partner organization, strategic partnerships with local
NGOs and CBOs.

For proposed districts in Punjab, AISECT shall utilize following measures for mobilizing the
suitable candidates for the program.

1. Social Media:

We have independent webpage for every scheme wherever AISECT is participating to
provide candidates better user interface. We also provide complete information and update
on AISECT Facebook page https://www.facebook.com/AISECTNetwork/?fref=ts to
mobilize target beneficiaries to participate in various national skill development schemes.
AISECT also maintains a live Twitter handle for announcing various upcoming initiatives.

2. Awareness Campaign: Every year AISECT organizes several awareness campaigns on PAN

India basis. Though these campaigns, AISECT motivates youth for extending their hands

towards skill development programs. Unemployed youth, School/college dropouts,
candidates from semi-rural and rural areas are main targets for awareness campaigns.

3. Kaushal Vikas Yatras: AISECT conducts Kaushal Vikas Yatras across various regions

including this cluster to create awareness about the skill development programs and
enrolment process for AISECT skill programs. Such programs are highly effective in
reaching to the most interior rural and tribal areas of the region. The data collected through
this campaign is then followed up and suitable programs for candidates are suggested and
then enrolment process is initiated.

4. Other campaigning activities:

a. Local newspaper advertisement: Series of paper ads and classified ads will be
published in the local level popular newspapers.

b. Pamphlet distribution: Another method of effective advertisement is pamphlet


distribution. Pamphlets explaining details of courses available are distributed along
with the Newspapers. Also our centres shall be involved in distribution and other
marketing activities to attract maximum youth.

c. 2 wheeler/4 wheeler Campaign: 2wheeler/4wheeler mass campaign will also be


done at the selected areas of identified location. Mostly Schools, Colleges, Coaching
centres, major markets & crossroad will be covered under this campaigning.

d. Use of local cable channels & TV advertisement: Local cable/TV channels will be
identified for a selected location and advertisement about skill development
programs will be scrolled on them.

AISECT has been working in the districts of this cluster since more than 3 decades. AISECT
has set up more than 150 multi-purpose centers in this region.

• Pre-enrolment counseling and assessments


One to one discussions are required to motivate and guide the individual to participate in
the training process. This is also done as additional activity through Kaushal Vikas Yatras
conducted annually at AISECT across regions. Counselling camps are organised for

candidates and their parent/ guardians to motivate them for taking up training programs.
Applicable assessment tools are used for pre-enrolment assessments wherever necessary.

• Resource mobilization
As per the demand of the project, AISECT ensures mobilization of resources like qualified
and certified trainers, TOT of existing trainers, infrastructure availability, tools and
equipment necessary for training, OJT/internship tie ups and industry experts availability
for guest lectures.
• Content readiness
AISECT develops the content based on the project requirement i.e. MES aligned or NOS
aligned content. In addition, training aides like presentation slides, charts, flipcharts etc are
also customized and prepared for the project.
• Training delivery
Training is delivered through approved trainers using all the technical and non-technical
aides required for the quality delivery. Quality checks and weekly assessments are a part of
the curriculum. All the technical trades include soft skills and basic IT skills as mandatory
part of the course.

• Quality Assurance
AISECT is always careful about quality delivered. Having a separate quality assurance
section, AISECT keeps on inspecting quality of process involved in mobilization, training,
placement and placement tracking. Quality Monitoring is basically done through 3-Tier
method involving BDE, State office and Head Office at different levels.

1. BDE (Business Development Executive) – BDE is responsible for quality assurance


monitoring in training centers located under his area. After inspection, BDE submit
his reports to state office along with his observation and feedback. Generally, BDE
submit his report twice a month.

2. State office – As soon as BDE submit reports to state office, state office goes through
each report carefully and takes appropriate action. State office too monitors
mobilization, training, placement and placement tracking process every month.

3. Head Office – Head office coordinates with both State offices and BDE’s for
monitoring. Quality assurance team from head office randomly selects centers for
surprise visit. Feedback of candidates and employers is also taken by team on
regular basis.

Tools for monitoring:

1. Video/Skype inspection – Inspection through Skype is done on regular basis.

2. Photos – Training Centers, BDE’s and Sate offices is responsible for collecting and
submitting photos of mobilization, training, placement and placement tracking
process as soon as these events happen.

3. Data – Data inspection is done through head office through calls and mails.

4. Visit – Regular and surprise visit is done by all three levels. Any discrepancy found
on visit is strictly considered for appropriate action.

5. Candidate’s feedback – Candidates feedback is submitted on regular basis.

6. Employer’s feedback – Employers feedback plays very important role in quality
assurance. Employer’s feedback is submitted at every placement event and three
months after placement of candidate. It helps in modifying training methodology
and understanding employer’s requirements.

7. FGD (Focus group discussion) – At the end of every batch, a focused group discussion is
organized on the theme and motive of the training. Through it, candidates view
regarding the training and successfulness of training methodology is evaluated, and
if necessary, appropriate changes are proposed.

Experience in RPL Project
RPL is a process for certifying candidates for their skills, knowledge and experience gained
through working and learning. It can be gained at any stage of their lives, through formal
and informal learning. RPL is pretty necessary for candidates living or belonging to rural
areas or underdeveloped areas and not having any certification for skills possessed by
them. It helps them to get their skills polished and becoming more productive. It helps
