The beginnings of the social institute go back to the General Pensions Law of 1925, named
“Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado” (ISSSTE), the ISSSTE
adopted a secure financing scheme with reserves and long-term investment programs. The ISSSTE
is a Parastatal Entity of direct budgetary control, which oversees the administration of insurance,
benefits and services established in its own Law, as well as those of its six decentralized bodies, its
delegations, and its other administrative units, decentralized, to guarantee active workers, retirees,
pensioners, and dependent family members subject to their regime, the right to social security
embodied in the Political Constitution of the United Mexican States. In this sense, ISSSTE responds
to a comprehensive vision of social security, granting its beneficiaries the following insurance,
benefits, and services:
Its mission is to contribute to satisfy levels of comprehensive well-being of workers at the service of
the State, pensioners, retirees and entitled family members, with the effective and efficient granting
of insurance, benefits, and services, with careful attention, respect for human rights, not
discrimination and gender equity, quality, and warmth.
Its vision is to position ISSSTE as the institution that guarantees the comprehensive protection of
Federal Public Administration workers, pensioners, retirees and their families according to the new
demographic profile of entitlements, with the granting of insurance, benefits and services in
accordance with current regulations, under regulated codes of quality and warmth, with financial
solvency, which allow the generation of values and practices that promote the sustained
improvement of well-being, quality of life and the development of human capital.
Offering medical services and social prevention programs, to an affiliated population of 1,865,630
according to the 2020 census.
