This first tutorial activity is based from your first reading, the article titled “Sir John Kaputin”. In the
article Sir John has mentioned several issues that affects the effective performance of the
government.

Students are required to choose ONLY ONE of issues mentioned in the article and make an in-depth
discussion about it. You should also discuss the course of actions needed to be taken to address that
particular issue. You are also required to identify institutions and instrumentalists of government
that would be responsible for addressing the issue and the legitimate systems and procedures that
needed to be followed to address the issue. (Discussion should be 2 page long) (Worth 5marks)
