3-2-1 SUMMARY

Three (3) New things I learned


1.) I've learned that International Relation (IR) is a dynamic system with multiple but mutuallly functioning
componets comes from interfacing changes in the nature of continuities and global disciplines,
2.) I've realized that the relationship between nations are define by its independent and soveriegn bounderies or control, but
however reunite through an inescapable condition of mutual understanding and interaction,

3.) Also, I've observe that IR comes from a long decade of international studies. It was a rational view and outlook beyond the
importance of having a good relation between countries,

What is foreign Policy? Give 3 examples of foreign policy and explaine each example that you gave.

A.) What is Foreign Policy?

foreign policy, general objectives that guide the activities and relationships of one state in its interactions with other states. The
development of foreign policy is influenced by domestic considerations, the policies or behaviour of other states, or plans to
advance specific geopolitical designs.

Example

1.) Liberalism

The theory of liberalism emphasizes liberty and equality in all aspects and believes that the rights of the individual are superior to
the needs of the state.

2.) Economic Structuralism


Economic structuralism, or Marxism, was pioneered by Karl Marx, who believed that capitalism was immoral because it is the
immoral exploitation of the many by the few.

3.) Constructivism
Constructivism believes that ideas influence identities and drive interests. The current structures only exist because years of
social practice have made it so.

Performance Management

 What is the role of Civil Service Commission in the Philippine bureaucracy?

The Civil Service Commission (CSC) work as a central personnel agency, in charge for policies, plans, and program-making
concerning all public service employees in the government.

 Summarize the CSC’s past initiatives on performance evaluation and appraisal systems.

As government central personnel agency, the CSC was mandated to adopt a performance evaluation and appraisal systems that

examine how well an employee is performing in her or his job in workplace .

 Discuss Memorandum Circular No. 7, s. 2007.

Memorandum Circular No. 7, s. 2007, also known as the “Installation of Performance Management System” (PMS) is a concept
that creates a culture of individual and collective efficiency, productivity, accountability and ultimately, performance-based
security of tenure in government.

 Discuss RA 9485 or Anti-Red Tape Act (ARTA).

Republic Act 9485, otherwise known as the “Anti-Red Tape Act of 2007”, is an act to improve efficiency in the
delivery of government service to the public by reducing bureaucratic red tape, preventing graft and corruption,

 Discuss Administrative Order 214, Section 5.


Section 5 of the Administrative Order No. 241 provides that agencies shall institutes a Performance Evaluation System
based on the objectivity measured output and performance of personnel and units, such as Performance System-Office
Performance Evaluation System developed by the CSC

1. Goal aligned to agency mandate and organizational priorities.


2. Output/outcome-based.
3. Team approach to performance management.
4. User-friendly.
5. Information system that supports monitoring and evaluation.

How to establish the SPMS in your organization?

To mobilize an effective Strategic Performance Management System (SPMS), the organization shall utilize a Performance
Management Team (PMT) to ensure and overview the efficiency of working personnel's who are in charge of achieving a
specific output with a means of meeting the major objectives of the firm. Neccessarily, part of the outlook is to determine the
existing performance management system (PMS), onward may possibly affect the current workplace environment or mechanism
used for a performance-based workforce/flow effectiveness.
