Construction Management

1. Scope
This standard is applied to management of distribution construction work in order to
conduct its managing work efficiently.

2. Definition
2.1 Construction management

Construction management is to verify that a contractor, which is commissioned to


construct electric facilities by an orderer, is constructing them according to the design
standard, construction standard or relevant documents, and to conduct management of
quality, construction, safety and work process following standards.

2.2 Orderer

Orderer is the company which orders a work or service to design workers or


construction workers to construct distribution facilities.

2.3 Contractor

Contractor is the company which conducts construction commissioned by orderer.

2.4 Main supervisor

Supervisor is someone who supervises or instructs a construction work and belongs to


the orderer. A supervisor manages and controls whole execution procedure of
construction project after a contractor is selected. The manager of construction division
appoints a supervisor among engineers in construction division by each project.

2.5 Assistant supervisor

Assistant supervisors are appointed among technicians by the manager of construction


division considering the scale of project. They take the role of assisting the main
supervisor for execution of the project.

2.6 Site engineer

In projects commenced by contractor, one site engineer shall be appointed by each


project and proceed the construction project according to a supervisor's direction.

2.7 Lineman (or Cableman)

Lineman is a worker who carries out construction on the field. He shall follow the
command from site-engineer.

2.8 Design papers

Design papers contain specifications, design drawings and explanation of work site
to conduct a construction work of electric facilities.

2.9 Verification

Verification means that a orderer or supervisor verifies whether contractor would do


construction work in a way suitable to construction standard, and checks whether
contractor’s executed results after instruction, adjustment, approval and inspection by
supervisor are fit with a basic purpose.

2.10 Inspection

Inspection means that a supervisor inspects or checks a quality, specification,


quantity or others of a finished product to get construction quality stated on contract
documents.

2.11 Planning division

Planning division examines, establishes and designs construction plans according to


annual construction plans or requests from a new customer. Project sub-department in
regional department or planning division in sub-department takes this role.

2.12 Contract division

Contract division deals with a whole procedure of bidding and selecting contractors.

2.13 Construction division

Construction division takes the roles of implementing construction project,


supervising construction procedure and managing execution of project.

2.11 Work order

It is a document giving detailed order, attentions and requirements issued by a

supervisor.

2.12 Correction request

It is a document issued by a supervisor to correct defects found according to the


inspection result of checklist at each construction procedure.

2.13 Construction execution plan

It is a document containing construction execution plan to ensure construction quality


and safety made by a site engineer in contractor.

2.14 Work start report

It is a document submitted to the orderer informing that construction begins.

2.15 Work completion report

It is a document submitted to the orderer informing that construction is completed

2.16 Work completion inspection

It is a commissioning inspection to check whether all facilities are constructed


complying with design specification.

2.17 Supervisory diary

It is a document to record all daily activities concerning work.

2.18 Work acceptance committee

It is a committee to carry out work completion inspection and judge the integrity of
construction after work completion report submitted.

2.19 Work acceptance report

It is a report about results of work acceptance inspection.

2.20 Quality evaluation report

It is a documentary report containing the evaluation result of construction quality by


work acceptance committee.

2.21 Modification request

Work acceptance issues modification request if it is required to modify imperfect


construction part after completion of work and inspection.

3. Basic Duty
3.1 Manager of construction division

The construction division manager has the following responsibilities and authorities.
- Appointment of supervisor (main, assistant)
- Appointment of work acceptance committee member
- Approval of daily construction plan
- Approval of correction request
- Approval of interim inspection report
- Approval of sanction for contractor including workers, and result report
- Approval of miscellaneous activities necessary for construction quality control
- Approval of request for design modification
- Attendance of work completion inspection

3.2 Manager of planning division

The planning division manager has the following responsibilities and authorities
- Approval of design for each project
- Approval of design modification requested by construction division

3.3 Manager of project division

The project division manager has the following responsibilities and authorities
- Appointment of a supervisor for each project
- Attendance / approval of work completion inspection
- Approval of work acceptance report

3.4 Supervisor

The main supervisor has the following responsibilities and authorities


- Examination / Approval of work start report
- Examination of design modification requested by construction division
- Examination of work completion report
- Approval of recess / re-construction
- Attendance at work completion inspection

3.5 Inspector

The main inspector has the following responsibilities and authorities


A. Attendance and control at construction site
B. Inspection of the followings for the day's work on site
○ Examination of daily construction plan submitted by site engineer.
○ Whether all materials necessary for the day's work amount are equipped before
work will begin, including proper tools and technicians
○ Provision of instructions for the day's work before work start
○ Whether the construction is carried out by use of correct tools and construction
methods according to design documents and GECOL's relevant standards.
C. Interim check and measurement (during construction)
○ Interim check and measurement according to checklists provided in GCS
○ Right to give correction order for slight error during the work.
○ Right to ask construction division manager for issuing correction request in case
that serious errors are detected and shall be corrected before next steps of work
begins.
○ Right to stop the proceedings of work when hazards for construction quality are
detected
○ Collection and management of data for work acceptant report
D. Record, report daily inspection diary to construction division manager
E. Material control
○ Request for material procurement
○ Issuing a delivery order
○ Issuing a warehousing order
○ Decision re-use of the removed materials
○ Confirmation of removed / remained materials of the daily construction
F. Attendance at work completion inspection

3.6 Member in work acceptance committee

A. Work acceptance committee can be composed according to the decision of project


division considering the size of project.
B. Work acceptance committee has following member
○ An engineer in project division
○ Main inspector in construction division
C. Work acceptance committee has following responsibilities and authorities
○ Interim check and measurement
○ Work completion inspection
○ Production of quality evaluation report

3.7 Site engineer

A site engineer is an engineer endowed with responsibilities and authorities from the
cooperation company to accomplish the construction according to GECOL's design
specification with high construction quality and safety. Followings are main tasks of a
site engineer.
A. Production / submit of work start report
B. Production / submit of daily work plan
C. Supervision and control of technician's work on site
D. Control of material received from GECOL
E. Production / submit of work completion report
F. Ask GECOL for work completion inspection
G. Sum up the remained / removed materials
3.8 Lineman (or Cableman)

Lineman (or cableman) are experienced / skilled technician carrying out installation of
electrical facilities by themselves.

3.9 Contractor

A contractor should have all the responsibility for a site working and a construction
method according to the contract document, and construct all the facilities with faith and
sincerity within construction duration of the contract. If a contractor receive the order of
stopping, restarting a construction or any measures necessary for the work, the
contractor should follow the order and try to assist a supervisor as long as there’s no
special reason.

4.2 Appointment of supervisor and inspector

4.2.1 Supervisor

A. The project division manager appoints supervisors among engineers engaged in


project division. The number of supervisors required depends on the size of project.
B. He can be replaced with other engineer under decision of project division manager.

4.2.2 Inspector

A. The construction division manager appoints supervisors among technicians engaged


in project division after the contractor is chosen.
B. Assistant inspectors can be appointed considering the size of project.
C. Typically, their duty is expired until the ends of project, but inspectors can be
replaced with other people.

4.3 Work start report (Appendix #2)

A. When contractor is chosen, the supervisor shall provide one copy of design
document such as drawings and detailed specification.
B. A site engineer shall write out work start report after contract based on the design
document from GECOL, and then submit it to supervisor and inspector within 2
weeks, respectively.
C. Work start report shall contain followings. Refer to Appendix #6 for sample
○ Daily work schedule (required manpower, work tools and so on)
○ Qualification of involved technicians
○ Safety action plan
○ Work tools, test equipments
D. Supervisor examines the work start report, and project division manager approves
finally. When examined by inspector, construction division manager gives final
approval.
E. When the work start report is approved, the supervisor shall inform that fact to the
inspector, and issue the work order to contactor. Site engineer shall submit one copy
of work start report to inspector.

4.4 Work order

A. Work order is issued by supervisor, but an inspector can be commissioned to issue


the work order under supervisor's approval.

B. When work order is made by the supervisor, it shall be issued through final
approval of project division manager. If made by inspector, construction division
manager gives final approval.
C. Two copies of work order is issued; one for contractor and the other for GECOL.
All the work orders shall be filed.
D. Work order is issued to order the followings by using form in Appendix #1.
○ Start / Recess of work
○ Detailed instruction and cautions necessary for the day's work
○ Receipt of materials form GECOL, Stocking removed materials in GECOL
○ Modified design specification during construction
○ Miscellaneous things for proceeding of the work

4.5 Daily inspecting on site

A. Principally the designated supervisor shall supervise, inspect, control and manage
everything on site. Inspectors can be commissioned to inspect whole things on site
instead of supervisor.
B. Inspector shall be well aware of everything concerned with the day's work. For
daily inspecting on site, inspector shall be equipped with the followings
○ Work procedure(chapter Ⅳ) and checklist(chapter Ⅴ) of each GCS
○ Test equipments
C. Inspectors shall attend the construction site. No proceeding of construction work is
allowed without attendance of them.
D. The site engineer shall submit the day's construction plan to supervisor (or
inspector) at least 3 working days prior to start of the work. The supervisor (or
inspector) shall issue work order to permit the day's work at least 1 working day
before.
E. Inspector shall check the followings before giving order to start the day's work
according to daily construction submitted by site engineer.
○ Attendance of the site engineer. Without him, the day's work is not permitted to
proceed.
○ The number of technicians and their qualification. If the number of technicians is
less than the daily construction plan, or any unqualified technicians attend, the
day's work is not permitted to proceed.
○ Checking physical and mental condition of technicians. The technicians in poor
condition shall be excluded, and shall be replaced with new ones.

○ Checking the kind, number and condition of work tools, equipments and so on
according to the daily construction plan. If they don't comply, proceeding the
day's work is not allowed.
○ Checking the condition of materials delivered to site. If materials supplied from
GECOL are damaged before installation, the contractor shall replace with new
one or pay compensation according to GOM 06. If the day's work can't proceed
by the damaged materials, the contractor loses one day of construction period.
○ Checking whether quantity of materials delivered to site complies with daily
construction plan. If the day's work can't proceed by lack of materials, the
contractor loses one day of construction period.
○ Checking safety actions such as work area protection, wearing individual safety
equipments and so on. The work shall not be permitted to proceed without
correction of defects.
F. Site engineer shall hold safety meeting with technicians, and appoint their
respective tasks. Inspector shall check whether technicians keep it in mind.
G. Site engineer shall control, monitor technicians' work on the ground. In addition,
he shall keep watch on technicians' action; whether they are laid under danger,
whether they work correctly with correct tools and method, and so on.
H. If the work is carried out incorrectly, inspector shall give the site engineer proper
instruction to correct faulty installation, hazardous action and so on.
I. Inspectors shall check, measure all the interim check points specified on checklist
in GCS with site engineer's attendance. If defects are detected, main inspector
shall issue correction request according to '4.6'.
J. After the day's work is completed, the supervisor (or inspector) shall make daily
inspection diary and report it to project division manager (or construction division
manager) by use of document form in Appendix #2. All the daily inspection
diaries shall be filed up.
K. Site engineer shall sum up the total of installed / remained / removed materials,
and supervisor (or inspector) shall approve the tabulation

4.6 Correction request (Appendix #4)

A. Inspector shall ask supervisor to issue correction request according to the result of
interim inspection. Supervisor shall issue correction request.
B. Proceeding to next step of construction is not allowed until the defects are
corrected. The objects depend on the kinds of procedure.

C. The site engineer shall report the correction result, and request re-inspection by
letter.
D. If there are materials which can’t be reused, the contractor shall replace with new
one, or compensate.

4.7 Material control

4.7.1 Receiving materials from GECOL

A. Supervisor (or inspector) shall issue the material receiving voucher.


B. Site engineer shall receive the materials as soon as possible, and take proper
management to keep them in good condition.
4.7.2 Stocking materials into GECOL

A. When all the installation is completed, site engineers shall make the details for
materials which are to be stocked.
B. Supervisor shall examine and approve whether the details of materials are correct.
C. Site engineer shall get the confirmation from GECOL staffs in charge of
storehouse, and submit one copy of stocking voucher. The original one shall be
included in the work acceptance report.

4.8 Request procedure for design modification

A. Designs can be modified when it is impossible to carry out construction according


to design in the following cases.
○ The case that environmental condition has been changed.
○ The case that it is impossible to apply the design by the change of condition
B. The inspector can ask supervisor for the design modification. The project division
manager approves the design modification request.
C. The supervisor shall demand additional materials due to design modification, and
provide modified design specification for the inspector and contractor.
D. If the size of project is changed more than 1/10 of the original, the contract price
can be increase / decreased.
E. Following work flow describes the procedures for design modification

4.9 Request procedure for modification of design application

A. It is principle that the inspector gives order to construction facilities according to


the design specification. When it is undoubtedly considered that the change

contributes the enhancement of safety and construction quality, inspector can give
order to construct the facilities in the different way from the original design
specification.
B. The change is restricted to the trifle cases that don't require additional material,
design modification. And it can be carried out only with the approval of the
supervisor, and then the result shall be reported to supervisor after completion.

4.10 Essential inspection point

A. Chapter 'Ⅴ' in each construction standard provides inspection points; trifle


inspection, essential inspection point (marked with '*'). Especially, essential
inspection shall be executed with inspector's attendance. Unless pass the essential
inspection, it is not allowed to proceed the next step of construction in any cases
before the faulty installations are corrected.
B. Generally it is principle that the supervisor (or inspector) shall inspect the work
according to provided checklists. Site engineer can be commissioned to carry out
some restricted trifle inspection items. Evidential photographs, documents and
other records shall be submitted to verify the accuracy of the result.
C. All the inspection result of essential inspection point shall be filed and contained in
the work acceptance result. Therefore the supervisor (or inspector) shall collect all
the evidence to verify the integrity of the inspection: photographs, measured data
and so on.

4.11 Construction period

A. Construction period is the real working day for the project


B. The supervisor calculates the required working days considering work amount,
and writes down on the work order.
C. Site engineer can request to increase the construction period, and supervisor can
approve it.
D. The supervisor (or inspector) shall count the remained construction period. When
one day's work is carried out, it is considered that one day of construction period
is consumed.
E. If construction is not completed until there remains no construction period, the
contractor shall pay the delay penalty for the project. The amount of delay penalty
is calculated by multiplying contractor price with delayed days. Delayed days are
countered from the date the construction period is expired to the present day.

Followings are example of calculation.

4.12 Work completion report

A. Work completion report is a document that contractor completed all installation


and prepared to have the work acceptance inspection.
B. Work completion report shall be submitted to supervisor (or inspector) before
work acceptance inspection.
C. Refer to Appendix #5 for examples

4.13 Work acceptance inspection

A. Work acceptance inspection is to check whether all facilities are constructed


according to design specification with quality.
B. Supervisor (or inspector), project division manager (or construction division
manager) shall attend the work acceptance inspection.
C. If any defects are detected, the correction request shall be issued by supervisor (or
inspector).

4.14 Construction quality evaluation

A. Construction quality is evaluated according to the checklist in GOM 06.


B. The report shall be contained in work acceptance report, and shall be used as
material to evaluation the performance of contractor

4.15 Work acceptance report

A. If pass the work acceptance inspection, the supervisor (or inspector) shall make
the work acceptance report. In addition, site engineer shall provide all the
evidential materials verifying the integrity of construction.
B. Work acceptance report shall be composed of the followings
○ Evaluation construction quality report
○ Drawings of completed facilities
○ Circuit diagram
○ Slits of received / removed / stocked materials
○ Details of the installed facilities by poles (or stations)
○ Details of facilities which is installed differently from the original design(if
design / construction modified)

○ Work orders
○ Daily inspection diary
○ Interim checklist at every inspection point, including verifications
○ Work correction request
○ Sanction, and result
○ Details of conductor joint(overhead, underground)
○ Individual history card of the equipments; Transformer, RMU, switchgear, etc.
C. The project division manager (or construction division manager) approves the
work acceptance report, the work acceptance report shall be stored at least 3 years
D. Following data shall be submitted to the divisions in charge of operation or
maintenance.
○ Details of conductor joints
○ Individual history card of the equipments; Transformer, RMU, switchgear, e.t.c.
○ Drawings after work completion

4.16 Distribution line energizing procedure

A. All distribution line shall not be energized until work acceptance inspection is
approved.
B. In the following cases, the manipulating switchgear shall be under control of
control center.
○ Energizing newly installed facilities
○ Every manipulation of MV switchgears on existing / newly built distribution line

6. Safety General
Safety management is all planned and systematic activities to maintain the condition
that there is no any inefficient accident and to increase the productivity and minimize
the losses by protecting the human life or property from disasters.

6.1 Organization and its duty

6.1.1 Organization

For safety for all kinds of construction site in a company, the organization for safety

6.2 Safety management coaching and supervising

The supervisor should do the following works for the contractor to do their best for
safety management and keep to the rules or instructions.

○ Investigation the safety organization of contractor followed by the rules and its
possibility to execute.
○ Investigation the mission achievement ability and empowerment to the person who
in charge of safety.
○ Investigation the effectiveness of the safety planning report which linked with the
construction plan.
○ Investigation the effectiveness of the prevention plan for harmfulness or dangerous
situation (if any).

6.2.2 Under construction investigation

- The dangerousness of electricity and its prevention methods
- Repairing and maintenance process of the facilities on site
- The safety working process for special working methods
- The handling or using methods of safety tools

○ The contractor should have training course for the person who in charge of safety on
site to develop his ability for safety management with following items.
- The safety rules or instructions
- The instruction methods for safety working
- The safety management for facilities, tools or machines
- The roles and missions as a supervisor
- Work process when some abnormal condition discovered and the accidents
occurred

6.4.3 Recording the training results

There should be the training time, the place for training, the name of instructor, the
contents of training, the signature of trainees in the record of training result.

6.5 Investigation the record of the training results

The supervisor should investigate the record of the training results which submitted
by the contractor and take the corrective measures if there are any defects.

6.6 Accident treatment

When an accident is occurred on site, the supervisor should let the contractor take
emergency measures and inform it to the staff-member who in charge of safety
management right off without waiting.

8. Material Management
This standard contains basic contents about material management and the way of
operating it.

8.1 Material management division

○ Material management division shall set up a material supply plan yearly.


○ Material management division shall check the condition of stock and always keep
a certain quantity of materials.
○ The way of storing materials shall be proper not to give a damage to materials and
a depreciation of an origin function of them.
○ The way of storing materials shall be proper to protect them from a fire, a theft, a
flood damage and other kinds of disaster, and secure the safety during dealing them.
○ All the work related to storing and delivering materials from warehouse shall be
done under the control of a person in Material management division, and before storing
and delivering, an examination or inspection shall be conducted according to a
prescribed procedure.
○ The result of the examination or inspection shall be come out of an external
appearance check, quantity check and test together.
- A test for materials shall be conducted only for materials, which need to have the
test, and passed through an appearance check and quantity check.
- Materials, which is impossible for GECOL to take a test, shall be requested to an
official test institute approved by the government.
○ When delivering materials that the examination or inspection is finished, a
prescribed document, which shows materials have no defect, shall be handed over to the
receiver (a person in construction division or contractor).

8.2 Construction division

○ When a construction plan is set up, Construction division shall ask for supplying
materials according to a prescribed procedure and write the day of use clearly.
○ Responsibility for receiving materials is on a supervisor in Construction division.
But in emergency case or other special kinds of reasons, contractor can receive
materials from material management division.
○ When receiving materials from Material management division, supervisor should
check the list of materials and conduct an inspection of external appearance at the scene.

○ Materials shall be transported in a safety and economic way according to the


transportation plan.
○ As for a defect or inferiority that there happens during a construction period, a
supervisor shall judge the final decision whether a manufacturer is responsible for that
after an investigation with consideration of all the condition relevant to construction
work.
○ If a supervisor judges the defect came from a manufacturer, he shall report the
investigation result to materials management division, and let them consider it in the
next year material supply plan.

8.3 Contractor

○ When receiving materials from a supervisor, contractor shall conduct an


inspection of an external appearance and record on the material list whether there is a
defect of materials.
○ The material lists, which shows if there is a defect on materials, are given to a
supervisor and a contractor separately.
○ After receiving materials from a supervisor, the way of storing materials shall be
proper not to give a damage to materials and a depreciation of an origin function of
them.
○ The way of storing materials shall be proper to protect them from a fire, a theft, a
flood damage and other kinds of disaster, and secure the safety during dealing them.
○ As for a defect or inferiority that there happens during a construction period, a
supervisor and a contractor shall investigate together where the defect came from.
○ If a supervisor judges the defect came from a manufacturer, the contractor shall
report the investigation result to materials management division through Construction
division. If a supervisor judges the defect came from the contractor, the contractor shall
compensate for the materials.
