The d ils furnished in the DPR on various aspects such as infrastructure, ‘assets, man power, ete., were gathered from the railway offices concerned. Assistance of WAT division and RVNL unit based at Visakhapatnam was taken in preparing the maps and abstract estimates incorporated in the DPR. The above DPR has been prepared in consultation with SCR/HQ, ECOR/HQ, Waltair Division, representatives of organized labour of both SCR and ECoR and other stakeholders. In addition, the undersigned held wide ranging discussions informally with many officers and staff of both the railways. Financial prudence and operational fluidity of the new zone were kept in mind while preparing the DPR. It is hoped that this DPR will pave the way for smooth commencement of the new Cj er (R.Dhananjayulu) OSD/SCoR/VSKP zone as per the timeframe to be approved by Railway Board. Enclosed: 1. Since the present Waltair division will be discontinued of fortation of SCOR. the available office space of the division can be refurbished aid reconfigured within a short time for ‘commencing the new zonal headquarters. 12 Since adequate vacant raifway lands ‘are available at Visakhapamam for Ueveloping new zonal headquarters and requisite residential accommodation, there is no need for any land acquisition on account of formation of SCOR. Page 2 of 41 =. 23 3.0 at 32 Creation of South Coast Rail ay On 27.02.2019, Hon'ble Minister of Railways announced creation of new zone ~ South Coast Railway with Headquarters at Visakhapatnam. It was declared thot the new zone will comprise of existing Guntakal (GTL). Guntur (GNT) and Vijayawada (BZA) divisions of South’ Cental Railway and: the present Waltair (WAT) division of FCOR shall be split into two parts with one part getting merged with the neighboring BZA division and becomes part of new South Coast Railway (SCoR) and the remaining part of Waltair division shall be converted into @ new division with Headquarter at Rayagada (RGDA) under East Coast Railway (ECOR }. Railway Board posted OSD/SCoR at VSKP vide letter No.E(O)III- 2019/TR/96 dated 08.03.2019 to undertake planning and preparatory work for the formation of new zone at Visakhapatnath (VSKP), such as, survey of existing infrastructural facilities. requirement of land acquisition, preparation of DPR for additional requirements and blue print for smooth transition of staff into new zone, It was stipulated that DPR must be submitted within six months, [As instructed by Railway Board, OSD/SCoR’s office started functioning at ‘VSKP with minimal staff In consultation with all stakeholders i.e.. SCR/HQ, ECoR/HQ, WAT diyision and others, this DPR has been prepared to facilitate formation and commencement of new zone = South Coast Railway (SCOR). ‘Jurisdiction of South Coast Railway The present divisions of BZA: G part of SCoR on “as is where is” basis with all their infrastructure and assets. and GNT of SCR will become integral Keeping in view of operational issues, it is proposed (o bifureate the present WAT division between SCOR and ECoR as follows: i) Koraput-Singapur Road (164 KM) section will form part of the proposed RGDA division under ECoR. Page 3 of 41 ii) Kothayalasa (KTV)-Kirandut Line (KRDL) (KK line) This is an important mineral route with ruling gradient of 1 in 60 with some block sections prone for stalling of loaded freight trains. Hence, it is preferable to fix inter-zonal boundary in such # way that on either sides of the interchange point there shall not be any stalling prone sections. Further, it would be preferable to have the interchange point 4 a station which has better operational flexibility in the form of more running lines to regulate trains and also availability of field officers ‘and supervisors for troubleshooting. Keeping these factors in view, it would be ideal to split the KK Hine at Araku station with Kothavalasa (KTV)-Araku (ARK) (including) (106 KM) to be retained with SCoR and Arak (excluding) - Kirandul (KRDL) (340 KM) to be part of RGDA division under ECoR. iii) Vizianagaram (VZM)-Singapur Road (SPRD) Section ‘This double line Section is part of the Important RV line, where 3" line ‘works afe in progress. In this section, it is proposed to keep Kuneru (KNRT) as the zonal interchange point with Kunera (KNRT) (exeluding)-Singapur Road (SPRD) (37 KM) forming part of the proposed RGDA division under ECOR. The section from VZM 10 ANRI (including) (102 KM) along with Bobbili (VBL) - Salur (SALR) brangh line (17 KM) will form part of SCOR. ix) __Naupada (NWP)-Gunupur (G PR) line branch line seotion with rail connectivity only at one c.. at Naupada staffon with Vizianagaram (VZM)-Palasa (PSA) main line, operational control of this section cannot be split between Since this is end, two railways/divisions. At present only four pairs of coaching services fre run in-a day. out of which three pairs are for Palasa direction and ‘one for VSKP direction. Majority of the passengers originating on this branch line and travelling for destinations beyond Naupada are bound for destinations towards Palasa direction, As such this branch line is operationally more oriented towards Palasa direetion rather than Visakhapatnam direction. No freight trains are running on this branch line at present. Page 4 of 44 » It is pertinent 10 note that once-the sanctioned new Tine between Theruvali (THY) and Gunupur (GNPR) (79 KMs) is completed, there will be a through rail connection between VZM-PSA main line and VZM-Raipur (RV Line) and many freight trains and long distance ‘coaching trains will run on this section. Keeping this perspective in ‘View, it would be ideal to keep the entire NWP-GNPR branch line with ECOR $o that the trains coming from Khurda Road (KUR) division and bound for Raipur and Rayagada divisions requiring passage through PSA-NWP-GNPR-THV route will nun entirely under one railway's jurisdiétion. It is. therefore, proposed to keep PSA-NWP main Tine (25KM) and NWP-GNPR (90 KM) under ECOR. Since, till such time THV-GNPR new line is completed. RGDA division will not have direet rail connectivity with this section, it is suggested 16 keep PSASNWP (including) main line and NWP-GNPR branch line under Khurda Road (KUR) division of ECoR for the time being. This would facilitate transfer of these two sections to Rayagada division once THV-GNPR new line is commissioned fully, thus the entire route will continue to remain under the operational control of ECOR. ‘The following sections which are presently with WAT division shall form part of SCOR: 1, Duwada (DVD) — Visakhapatnam (VSKP) — Vizainagaranr 7M) Nauplia NSP aan Line — 2. All ‘the ral linkages in VSKP area such as Simhachalam North (SCMN) - Vadtapudi (VDPD) — Visakhapatnam Steel Plant (VSPS), Simhachalam North (SCMN) ~ Duyvada (DVD) Bypass line, Duvvada (DVD) -laggayapalem (GPM). Duvvada (DVD) - Yadlapudi (VDPD), ete. Since, advanced office management tools, such as e-Office, IPAS, FOIS. ‘TMS. MMIS, IREPS. IRPSM. e-DAS, etc., are now available, it is felt that SCoR should take full advantage of such tools and evolve in earnest as a smart railway headquarter with lean organization. 4.1.4 Among the seven new zonal railways. SWR, SECR and NCR seem to be working with optimal number of Gazetted cadre. Keeping in view of the anticipated workload of SCoR in terms of train operations, freight loading, ‘number of passengers, infrastructure/asset base, ete, it would be appropriate compare it with SECR and NCR. Details of department-wise indicative break-up of 170 cadre strength (except (GM) are: enclosed at Annexure ~ III, Non-Gavetted Cadre On the non-gazetted front also among the new zonal railways, WCR, SWR, SECR and NCR are having relatively less deployment in headquarters office ‘as compared to other new zonal railways Which were formed in 2003. Among these four zones, from work toad point of view, WR. SECR and NCR are comparable to the anticipated work load of SCOR. The work charged posts under these tWo establishments will continue to get sanctioned and operated 2s per the provisions available under various projects and. works under the territorial jurisdiction of SCOR. It is, therefore. proposed to bifureate the present work charged establishment under SCR and ECoR proportionately on the basis of the projects and works located within the ju indicated in Paras 14.0 and 15.0. Infrastructure for new zonal headquarters _ Setting up of new zonal headquarters at VSKP primarily needs offiee space for onal headquarters and its ancillary units, residential quarters for both officers and staff, welfare infrastructure, such as hospitals and recreational facitities. Keeping in view of the number of officers and staff proposed to be deployed at new zonal headquarters, office space requirement is worked out as per the norms in terms of SQM (square meters) for different grades of officers and staf? as stipulated in Railway Board's eter no, 5720-w dated 12.08.1976, The norms are as follows: Grade SOM 60 30. The existing office of WAT division has a plinth area about 11,536 SQM of office space in both ground and first floors together. As such, new zonal headquarters can straight away be accommodated in the existing WAT divisional office to begin with 5.4. * The construction offices which are already located at Visakhapatnam have got a combined office space of 2872 SQM of plinth area. This office Space is * presently not fully used. Presently there are 59 officers’ chambers in the divisional office as against the need for 170 officers’ chambers in the new headquarters office when all officers are posted as per the proposed gazetted cadre strength. Ttis, however, Page 10 of 41 likely that the Full complement of offi xs will got posted over @ period of 2 years after conimencement of the new zone. 5.7.3 All. the existing officers’ chambers in the divisional office will be upgraded to serve the requirements of senior officers of headquarters. Further, additional chambers will be added to meet the shortfall. The approximate cost of such refurbishing works out to €4.75 crore vide details furnished at Annexure-V. This cost would be incurred in phases as the officers Keep joining the new zonal headquarters: ‘The exact space allocation and reconfiguring/refurbishing, works will be taken up on approval of DPR by the project cell under OSDIVSKP in coordination with WAT division. 3.7.4 Ibis pertinent to note that some of the § that are proposed to be procured as part of shove refurbishment works such as furniture. computers, AC units, ete., can be relocated to the newly proposed zonal headquarters building for further usage. 3.7.5 Even though the proposed staff strength of SCOR/HQ is 1200 as compared to 1041 of WAT divisional office. the actual number of non-gazetted staff that would be working in the headquarters office will be mote or fess same as the present divi itial two years of commencement of new office. As such no additional office space is required on staff account. os building for SCoR headquarters 5.8.1 The existing divisional office building was made of stone masonry. with RCC roof slab supported by MS-Steel beams encased in concrete. “This building ‘was initially constructed in the-year 1963 and subsequently exy in phases, The building has already completed 56 years of service and its continued usage beyond a few more years may. call for heavy repairs and we lacks many of the facilities that are maintenance. Moreover, this buil required for smooth and efficient functioning of a railway headquarters. Specialist railway doctors Cover the fields of medicine, surgery, gynecology: ophthalmology and aviesthésia. Specialist consultants and honorary visiting doctors’ are hired for dental, orthopedics, and ENT {eatments. This hospital has tie up for'referrals with reputed hospitals in VSKP for Cardiology, Nephrology and Cancer treatment and also for specialist diagnostics & investigations, Page 14 of a1 5.10.2 With the establishment of zonal headquarters at VSKP, there is a need to augment the medical infrastructure and availability of doctors and paramedical staff of existing Divisional Railway Hospital to the level of SCR’s Central Hospital at Lallaguda, Secunderabad. This upgradation can be planned in due course after commencement of SCoR. 6.0 Residential quarters for officers and staff 6.1 Visakhapatnam is a vibrant city of about 25 lakhs population with immense ‘opportunities for education, employment and recreation. It is an important economic and industrial hub on East Coast between Kolkata and Chennai cities. As'a result of its growth potential, this city has emerged as a popular and staff. place of posting among non-Metro cities for railway office 6.2 GMISCOR’s residence-cum-office ‘There are two buildings at VSKP, which have the ambience and facilities to serve as: GM's residence-cum-office. i.e. (i) East Point Officers’ Rest House (Classic) building near R.K.Beach and (ii) present DRM/WAT's residence- cum-office opposite to VSKP railway station. ‘The East Point ORH building was built way back in 1892 and is located at a Vantage location with beautiful ambience and is maintained very well. It was learnt that recently an amount of 274 lakhs was spent to renew and refurbish this iding. Further this building has sufficient open space in the front and also around it for developing beautiful landscaping and is also having ~~ sufficient floor space. It can, therefore. serve eminently cum-office with minimal modifications. Alternatively, the present DRM’s residence-cum-office also can be upgraded and utilized for the purpose. as the post of DRM/WAT will not be operated ‘once the present Waltair division is split and discontinued In the event of choosing the present East Point ORH (classic) building for GM’s residence-cum-office, we may plan to construct four more suites for ORH in the premises of Nova building at East Point Colony Page 15 of 41 6.3 Quarters for JAG and above officers 6.3.41 With the establishment of new zonal headquarters at VSKP, about 100 senior officers are expected to be posted additionally here.. It is, therefore, required to construct new Type-V and Type-Vi quarters. While assessing the need for new quarters for officers. it is presumed that for senior officers in SAG and above, almost 100% requirement is to be met, while for JAG/SG it would be 75%. As ‘on date, out of 97 officers who are posted in VSKP area 72% are residing in railway quarters and the rest in private houses. Incidentally. as many as 54 ‘Type IV quarters were allotted to non-gazetted staff over a period of time for ‘want of demand from officers, Itis, therefore, suggested that assessment of the demand for quarters for JS/SS officers can be undertaken on commissioning of the new zonal headquarters at VSKP and proposals for construction of new ‘quarters can be considered in the event of clear demand, 7 of WAT division. the entire staff of present WAT ion will be distributed between RGDA division on one hand and BZA division and SCoR headquarters on the other band, And the actual number of siaff that would be posted at SCOR/HQ may be more or less same as that of the present WAT divisional office. As such, it is unlikely that any additional non-gazetted staff will: be posted at VSKP inthe aftermath of formation of SCOR. Thus the overall head count of non-gazetted staff at VSKP will remain more or less unchanged. It is also pertinent to note that out of 1422 Type-II & III quarters available presently in the vici for 15%, are lying vacant for want of demand. With this, the earmarked area of 20 acres can be cleared and offered for construction of new zonal headquarters office. An index map of above proposed location is placed at Annexure-WiIl_ 7.3 Land for residential quarters 7.3.1 SAG above in East Point Officers’ Colony It is proposed to develop the officers’ colony for GM, AGM/PHODs and HODs in the existing East Point Officers’ colony area, where we have about 6.5 acres of land available. East Point colony area is a preferred location for developing residential colony for PHODS/HODs as it is very close to RK Page 19 of a1 732 14 beach. which is a popular place for recreation and walkingjogging, Incidlentalty, this colony is also free from the «dust pollution which is experienced in VSKP station area because ofits proximity to coal and mineral handling herths of the Port ‘There are three buildings which are presently being used as East Point Offi crs’ Rest House, out of which one is a well preserved heritage building, ‘This building is in excellent condition and can serve as GM's residence-cum- office. ‘The other two buildings can continue (o function as ORH, Apart from ORH, the Bast Point area has 11 Type-V quarters, of which 04 units (G+Iflats) were built in 2017 and the balance 7 units were built around the ‘year 1992. Some of these old units may be demolished to make room for developing an integrated colony for senior officers It is proposed to construct 13 independent duplex houses with common Jandseaping in the middle for AGM and PHODs. Since land availability is limited in this premium locality, 40 Type-VI units for HODS/SAG officers can be constructed as multistory flats with common utilities such as. greenery. landscaping, parking etc. It is teatalively proposed to construct these flats in two towers of G+7 each with stills serving as parking areas and each floor ‘accommodating 3 flats. Multistory buildings with G+7 height would give excellent sea view to the occupants on the lines of similar premium sea-facing flats built in this much sought afier residential area ofthe city. JAGISG quarters ‘As already brought out in Para 7.2 above. even after earmarking 20 acres for zonal headquarters office, weestill have 12 acres of land with lot of open spaces in wireless colony near divisional office. Further, vacant lands are also available in New Colony opposite to Cricket Stadium, which is barely | KM from the divisional office. It is:proposed. to construct. Type-V_ quarters for JAGISG officers numbering S0 units in the readily available vacant lands cither in wireless colony or in New Colony. ‘Alternative location for SCoR/HQ and Officers colony at Mudasarlova We have another option of constructing new zonal headquarters away from ‘allway area om the lines of ECoR headquarters at Chandrasekharpur which is about 8 km from Bhubaneswar station. Page 20 of 43 Corporation (GVMC) in lieu of the fay land foregone for wi city's main thoroughfares through an agreement signed on 12,01,2016 by the Commissioner. GVMC and S-DEN/HQ of Waltsir Division after due process of approvals, However. the change of ownership title in favour of railways im respect of this land parce! is yet to be effected in the revenue records. The ‘matter is being pursued by WAT division. It is also understood that out of 52.22 acres, one single comer piece of 13 acres is involved in a court case which is being resolved by GVMC. This land is focated about 14 KMs from VSKP station amidst lush green surroundings: and is having proper road approach linking it to an important BRIS road. This location can be an ideal Place for developing a fully imtegrated new zonal headquarters provided we also build residential colonies tor all senior officers. ‘The only disadvantage of this location is that it may be inconvenient for the staff who are residing in VSKP railway station area either in railway colonies of in private Houses and for general public also this place is inconvenient to ‘access as compared to the location proposed vide Para 7.2. 7.8 Keeping in view of above, a well-considered decision needs to be taken in regard to location ofathe new zonal headquarters at VSKP_In_any-case—as detailed above, no land acquisition is required for setting up of new zonal ——freadiqaarers aaa eatony— 7 8.0 Transfer of posts for SCoR/HQ and RGDA division 8.1 Transfer of non-gazetted posts The following are the present staff sanctions available Ti Hion-gazetted cadre ai SCR/HQ, ECOR/HQ and Waltair divisional office. Taking into account around #00 vacaieies at SCR/HQ and the anticipated options for transfer from the staff of SCR te ‘oRMIQ, there say not be much dislocation tothe staf working presently SCRINQ. Consequently the present work load of ECoR/HQ would come down noticeably. As such, out of its sanctioned non- ‘gazetted cadre strength of 1977 operated at its headquarters office at least 200 Posts, which account fora mere 10% of its staff strength, needs to be spared for SCOR/HQ. Since RGDA division needs better HR support, these 200 ‘posts may be directly transferred to RGDA division within ECoR instead of gi to SCoR/HQ. “The posts deployed presently at various field units within the present Waltair division at all locations other than the divisional office shall continue unchanged on ‘as is where is” basis and will get transferred to either BZA division or RGDA division or KUR division as the case may be depending upon their respective territorial jurisdictions as depicted at Annexure-I. Transfer of Gazetted posts The following area the present gazetted sanctions available at_SCR headquarters, ECOR headquarters and WATT divisional office. ____ Sanctioned strength SCR HQ: ~ 261 ECoRHQ 223 WAT divisional office | __$9 Against above sanctions, it is proposed to deploy sanctioned strength of 170 in half in terms of physical infrastructure & assets and workload, it would be appropriate to transfer 90 posts in gazetted cadre from SCR headquarters to SCoR headquarters leaving 171 posts for SCR/HQ. which is almost equal to the gazetted strength proposed for SCOR. Page 23 of a1 822 Waltair division also is getting split more or less equally between proposed SCoR and BGoR, However, since RGDA is a new division requiring full complement of officers for running divisional set up, itis proposed to transfer 39 posts to RGDA division, which is 66% of existing sanctioned strength of WAT division, The balance 20 posts of WAT division will be transferred to BZA division to handle the enhanced workload as a result of merger of half of WAT division and no gazetted post will be transferred to SCoR headquarters. Detwils of department-vise and grade-wise gazetted posts proposed to be distributed between RGDA and BZA divisions are furnished at Annexure-X. [As far as BCOR is concerned. 18% of its present jurisdiction in terms of track: and 28% of ite staff is getting transferred to SCR. As such, out of its canctioned gauetted cadre strength of 228 operated at its headquarters office, 40 posts can be spared tor SCoR/HQ which accounts for 18% of its total strength, Even after sparing 40 posts to SCoR/HQ. FCOR/HQ will still be left with 183 posts, which would be more than the gazetted strength proposed for SCoR/HQ, Out of the requirement of 170 posts required for SCORMHQ, palance 40 posts need to be created over a period of one or two years from the commencement of SCOR. Since Visakhapatnam city has emerged as a preferred place of posting among non-Metro cities with immense opportunities for education, employment and recreation. itis expected that the Page 24 of 41 92 93 ew zonal headquarters will attract adequate number of volunteers who would opt for working at ‘oR/Q. Moreover, since Waltair division will not be in existence on formation of SCoR. most of its staff are expected to opt for SCOR headquarters Options are to be called from volunteers against the sanctioned cadre ‘strength that would be notified, Since, Waltair division will no longer be in existence ‘on commencement of SCoR. staff working in this division should be given first priority among the optees for SCoR/HQ’s posts. Since about 87% of SCoR's territorial jurisdiction will comprise of the present SCR, it is appropriate to give second priority for the opiees from the present SCR, both its headquarters and all the divisions. Since a part of ECoR is also going to get merged with SCoR. 3" priority should be given to the optees from ECoR. Since only a small portion of Waltair division is proposed to be added to Khurda Road division, no options need to be extended to that division. This principle will be applicable to BZA division also, However, the seniority of those staiT of present Waltair division working against the posts belonging to divisional seniority and opting, for BZA division on formation of SCOR will be merged with that of BZA division duly imerpolating Waltir division staff with BZA division staff within the framework of extant instructions. Staff in sonal seniority units Since SCoR will be a new administrative unit, fresh seniority lists are to drawn for the staff under zonal seniority lists in respect of posts such as SSEs treating HQ and all the three divisions as one seniority unit. Options need to be called from all such staff working in both SCR and ECoR and those of them who opt for SCOR shall be put on the fresh zonal seniority list to be drawn for SCoR. Staff in HQ's seniority units While deciding upon the HQ's seniority units, it may be appropriate to club certain categories with less staff imo single seniority units to improve their career prospects and enable job rotation. For instance, ministerial staff of HQ can be divided into four or five seniority units instead "ofeach department having its own seniority unit. Similarly, entire Stores cadre can be divided into ‘wo seniority units, i¢.. one for HQ alone and the other for all divisions together~After-deciding- upon the Seniority units at SCORTHQ. fresh seniority lists shall be drawn with optees for SCOR/HQ as per the priorities listed at Para 9.1 Giving options for Group “B° officers Since SCoR is being formed by taking almost half of SCR and one fourth of ECOR. it may be appropriate to give options to all Group “B® officers working ‘on both these railways on the day of formation of new zone to opt for SCOR, if they wish to. Such options may ‘be considered appropriately in due course depending upon availability of vacancies. New seniority lists shall be drawn, cadre-wise, as per extant instructions. However. it is essential to advise all Page 27 of a1 officers to continue to work on ‘as is Whereis’ basision formation of new:zone to avoid any disruption in the working systems, 10.0 Road map for commencement of SCoR 10.1 Approval of DPR The foremost step in formation af SCoR would be approval of this DPR by Railway Board with appropriate modifications if any. Approval of DPR will set the tone for initiating various steps culminating in commencement of SCoR as per the time schedule to be decided by Railway Board. 10.2 Notifying date of commencement of SCOR 7 On approval of the DPR, Railway Board may consider to notify a date for formal commencement of new SCOR. A minimum preparatory time of about 04 months may be considered from the date of issue of notification to the actual commencement so that the existing office spaces of Waltair divisional office can be refurbished/reconfigured to suit new zonal headquarters. It i, therefore, suggested that new zone may be commenced earliest by: 1 February 2020, -Altematively. if it. is. considered appropriate to synchronize commencement of new zone with the new financial year, we may consider commencing ivan 1 April 2020. Railway Board may allocate necessary funds for meeting the expenditure of the new zone from the date of commencement. ag Setting prof pret cet wneber- OSDISC aR ‘On approval of DPR. Railway Board may consider to create @ small project cell under OSD/SCoR comprising of J AG/SG officers drawn from Engineering, Electrical and S&T'duly assisted by minimum complement of JS officers & supervisors to process for the works associated with refurbishing/reconfiguring the existing divisional office into.new zonal office and execute the works expeditiously. SrDEM/WAT can continue to function as associate finance for this work, » 10.4 Calling for options for SCoR/HQ Once the DPR is approved. cadre strength of both officers and staff to be posted at SCOR/HQ may be indicated by Railway Board along with necessary guidelines 10 be followed for inviting options from non-gazetied staff and Group *B" officers. On notifying the date of commencement of SCoR, Railway Board may post a personnel officer of IAG finalizing them within the broad guidelines issued by Railway Board. The personnel department of Waltair division may assist in this process. ‘SG under OSD/SCoR to oversee the process of calling for options and 10.5 Posting of senior officers for SCOR GM, PHODs and minimum complement of headquarters officers may be posted at least one or two months in advance of actual date of commencement ‘of the new zone so that necessary preparatory works can be undertaken under the guidance of senior officers. While posting officers to SCORHQ, Railway: Board may consider posting at least some officers, who have earlier worked on SCR so that the new zonal headquarters get smoothly integrated with its divisions, which are predominantly from SCR even though SCoR/HQ is located at Visakhapatnam. 10.6 Office automation of SCoR/HQ Apart from the Pan-India 1 based systems implemented on IR such as FOIS, TMS, COIS, IPAS, MMIS, PRS, UTS, etc., SCR has taken many digital initiatives such as e-office, e-DAS, UMID, which have contributed in : improving the working systems tremendously at both zonal headquarters and divisional offices. Thgse initiatives have improved the employee productivity and brought in trauspareney in the working systems. Since 87% of SCoR's - jurisdiction swould -be-drawn-from-the- present” SCR it-is-only-togical to implement all these digital initiatives at SCoR/HQ right from the inception ion (who itself. To make the new central control work effectively from the inception itself the stat chosen to. run it should be sent for a brief training-eum-familiarization programme to SCR's central contol at Secunderabad. 112 _ Redistribution of the present Waltair divisional control systems 1.2.1 Prevently-there are S operating section controls and 3-TPC section contols in sWaltaie divisional contfol. These contro boards, are to be reconfigured : keeping in-view of the proposed disribution of the present WAT 4 jurisdiction vide Para 3.0.and its stib-paras. 11.2.2 Going by the extent of jurisdiction and the qu — operating section controls and 2.TPC section boards may be shifted to RGDA ad the balance 1 be shifed 10 BZA division, If required, minor reconfiguration of existing operating and TPC boards needs to be undertaken at BZA control office so that as far as possible the overall number of operating ‘and TPC control boards as they are existing today at BZA and WAT divisional controls do not increase’ as-a reSult of reorganization. In the event of any unavoidable delay in shifting of the operating/TPC control boards to either BZA or RGDA, vwe may continue them for some more time as an interim measure at VSKP as part of SCOR’s central control to avoid any disruption to train operations 11.2.4 The other departmental controls such as Engineering, C&W, S&T test room, TLC, Security control. Electrical General, Commercial Control etc., which are functioning at the present WAT divisional control should be shified to RGDA However. keeping in ion and fess work load. the number of staff deployed at RGDA divisional control office shold be reduced appropriately and the balance staff should be spared either for BZA control to augment its capacity to handle extra workload as a consequence of merger of part of present WAT division with BZA division or for running the new Central Control of SCOR/HO. 11.3 Materials management during transition period With a view to ensuring disruption free supply of materials for all the field units entrusted with thé task of maintaining rail infrastructure and assets and also workshops on SCOR, the present arrangement of material supply through the contracts already put in place by SCR/HQ and ECoRIMQ shall continue even after commencement of SCoR. The operating and running staff who are working presently on that part of Waltair division which is going to be merged with BZA division should be given a short term bridge course to enable them t migrate from ECoR working sysiems to SCR working systems. ‘The operators OF track machines and tower cars should also be given appropriate training to switch over to SCR system fully ‘Similarly, all infrastructure/asset maintaining, departments should also ensure. that their respective departmental staft working in that part of Waltair division, which is going fo be merged with BZA division, should seamlessly migrate to SCR’s system of working. ‘The present system of crew management theluding crew lobbies and running rooms on WAT division shall continue even afier formation of SCoR and RGDA division till their review after commencement of SCoR- Similarly, the present system of working of ticket checking staff. both amenities and squads, also need to continue till i review after commencement of SCOR. In regard to safety ingpections/checks pertaining to track. signals, C&W, TRD, stations, LCS, ete., im present WAT division shall continue as they are in vogue now:-till_the ‘new SCoR_headquarters: issues futher instructions—to migrate to the practices adopted on SCR Sub-divisional establishment at VSKP Criticality of VSKP area in ECoR’s operations . In the context of discontinuance of present Waltair division on formation of SCOR, the following operational issues are to be kept in mind: 1) Major operational assets of ECoR, such as Electric Loco Shed, Diesel Loco Shed, Coaching and freight examination facilities are all located in VSKP area. ‘These assets cater to not only the present Waltair division but also other divisions of FCOR. In fact ECOR is a major Page 34 of 41 132 ii) VSKP area ~ freight loading railway with heavy dependence on the presemt Waltair division for wagon maintenance and supply of empty rakes for its loading and locos for its freight mobility Present Waltair division controls entire KK Line including both loading and unloading terminals. On formation of SCoR, while the loading terminals will go under the territorial jurisdiction of the Proposed RGA division, the Port and Steel plant where bulk of the iron ore gets unloaded would become part of SCOR and get integrated with BZA division. As such the future RGDA division will depend heavily on BZA division for getting empty rakes for its loading in Kirandul area, Further, the closed circuit rakes running i ‘maintained at VSKP, KK fine are important hub for railway operations Even after discontinuing Wallair divisional set up. VSKP area will continue to be a major hub for railway operations hecause of the following: i) ii) iit) i) vi) vii) Presence of the largest Flectrical Loco Shed on Indian Railways ie., ELS/WAT with a loco holding of 288 and sanctioned staff strength of 787, Presence of the, largest Diesel Loco Shed on Indian Railways ic, DLSAWAT with a loco holding of 320 and sanctioned staff strength of fore * Coaching maintenance facilities with 5 pit lines and IOH shed catering to a total coach holding s Three ROH depots and wagon examination facilities to cater to 132 close circuit rakes. Freight yard where goods trains originate/terminate which forms a hub for all freight operations in VSKP area supporting originating loading of about 40 million tonnes per annum, VSKP Junction station with 08 platforms dealing with a daily average of 110 coaching trains of which 96 are mail/express and 14 are passenger trains. Posting of BZA divisional officers at vskr VSKP area needs close monitoring to ensure smooth functioning of the above assets aid to ensure seamless operations. There is ‘also a need for continuous fiaison with headquarters, particularly during inspections in VSKP area by senior officers. Moreovers presence of senior divisional officers at VSKP vould help during’ unustal ineidents and also for troubleshooting, It is, therefore, proposed to retain one of the present TWO ADRM posts of Waltair S division at VSKP. Under ADRM/YSKP we may post SG/AG officers drawn from Engineering. Mechanical, Flectrical, Traffic and S&T departments in regard to other departments, such as, ‘Commercial, Personnel and Finance also there is a need to post SSIS officers to assist |ADRM. These officers will be “tailed we look after the day today mater related to thelr respective branches in VSKP area. “Thi team of officers headed by ADRM virtually fumetion like a sub-divisional establishment under the overall administrative control of DRMIBZA. The presem construction organization of SCR’ has iS mala office at Secunderabad wit field units at Vijayawada, Guntur, Guntakal and Tirupati fatling within the jurisdiction of SCoR. The details ate furnished at Annexure-XI, As such the sanctioned sirength of the main office at Secunderabad with about 47 officers and 280 staf may be shared more ot less on equal basis between SCR and SCOR. CAOICS of both SCR and SCOR may. however. work out and distribute the posts appropriately: between SCR and SCoR, 14,3 The construction organization of ECOR has a field unit based at VSKP headed by a CE/C. This unit is dealing with one doubling project, which would partly fall in the jurisdiction of SCoR and 13 other works which are located in SCOR. This unit has a sanctioned strength of 11 officers and 166 staff a VSKP. Further, there are field offices under CE/C/VSKP at Jagdalpur, Koraput and Rayagada. On formation of SCoR, the field offices at these locations shall ‘ome Under the jUFIsdietion Of ECOR “and the establishment at VSKP also may be split proportionately between SCoR and ECR. CAO/Cs of both ECR and SCOR may decide the aétual number of officers and staf¥ of CE/C/VSKP to be allocated to their respective railways. 14.4 By clubbing the work charged establishment drawn from the present SCR and Sanee —EEOR- OF SCOR Will be formed wit CAOIC'S office at VSKP and field units at Vijayawada, Guntur, Tirupati, Guntakal and Visakhapatnam. 15.0 S&T Projects Organization of SCoR - 18.1 On the same lines of construction organization, new S&T Projects organization needs to be formed for SCOR headed by a CSTE/Projects under the overall administrative control of PCSTE. This is very much essential to maintain the thrust on executing capacity. building works and safety works with predominant S&T component. Page 37 of a1 152 153 134 “16.0 16.1 prosenily SCR'S SAT projects organization, has, ts main office at Secunderabad with field units at Vijayawada and Guntakal within the jurisdiction of SCOR. These two field units will invariably come under the ‘contra! of SCOR as they are handling projects and works primarily within the jurisdiction of SCoR. In regard to the present establishment under CSTE/Project/SCR in the main office at Secunderabad comprising of 4 officers and 14 staff needs to be apportioned between SCR and SCoR on the basis of the projects and works located within the jurisdietions of SCR and §CoR. This may be done by PCSTEs of bath SCR and SCoR {i tegard to ECoR, one Dy.CSTE/Projeets is posted at VSKP 10 look after the S&T projects and works undertaken in the present Wallalr division. This unit has a sanctioned sirengih-of $ offders and 46 staff. On formation of SCOR, there is a need to identify those projects and works which ate located in that part of present WAT division which is going to be merged with SCOR and the: work charued establishment chargeable to them should be sepregated from TECoR and merged with S&T projests unit of SCOR. This may be done jointly by PCSTEs of both SCR and SCOR, By clubbing the work charged establishment drawn fromthe Present SCR and, ECOR, new S&T projects organization of SCoR will be formed with CSTE/Projects’ office it VSKP-and field units at Vijayawada, Guntakal and Visakhapatnam. Track Machines Organization (TMO) — Since track machines play: veryetitial role in track muintenance, nevessary sseps shouldbe initiated well in advance of commencement of SCOR to ensure seamless working of track machines all over the new railway. Both assets in ‘the form of track machines aga their maintenance infrastructure and the requisite staff should be aligned properly to ensure smooth Taunching of Track Machines Organization (TMO) on SCOR. TMO of present SCR portion SCR follows division oriented system for track machines working. ‘Track Machines are assigned to cach ofthe divisions. With this, 225 posts of SSEJE and 568 posts of Artisans and Level-l would get transferred from SCR to SCoR in TMO. In regard to LOR. it is learnt that the entire TMO establishment is maintained at zonal level and no specific sanctions are assigned to Waltair division. It was Understood that ECOR has a total sanetioned strength of 421 SSE/JEs and 1083 Artisans/Level-I staff. As such ECoR may arrange to transfer to SCoR 88 Posts of SSEJEs and 221 posts of Artisans/L evel-I categories along with the track machine assets proportionately-considering the fact that about 21% of running track KMs of the present ECoR is getting transferred to SCOR. Page 39 of a2 The posts of TMO that are going to be transferred from ECOR to SCOR will be merged with that of SCoR's cadre, 2. SSEJE posts with SCOR’s zonal seniority and Artisans/Level-l posts with BZA divisional seniority. Wis suggested that the present TMO staff of ECoR. irrespective of where they are presently working, should be given options to come to SCoR and the seniority of such optees will be merged with that of SCoR"s respective seniority units, i.e. zonal level for SSEUJE and BZA division level for Artisan/Level-l. Since as much as 979 KM of running track of the present Waltair division is getting added to BZA division, it would be advisable to continue with the present Satellite Depot of Track Machines at VSKP to ensure better availability of track machines for the line working. Further, it is also suggested that all the posts of TMO that are getting transferred (rom ECoR to SCOR nay be based at VSKP to utilize theif services more effectively in the sections which are becoming part of BZA division. With this, expanded BZA division P. even though all will have two TMO bases ~ one each at BZA and Artisans/Level-l staff would come under same seniority unit of BZA division. 17.0. Financial implications of formation of SCoR: 17.1 Capital expenditure : Sinee sufficient vacantrailway lands are readily available in VSKP area, no expenditure is involved in land acquisition for setting up of SCOR. Since it ts — —repsectrreommefice the operations of SCoR-HQ in the enisting premises ef : the present Waltair division, no: major capital expenditure is involved in the first phase. However, an amount of about 4.8 crore is required Tor refurbishing/reconfiguring Waltair divisional office to suit the requirements of new SCoR/HQ. Further, an amount of about 21.3 erore is required for reconfiguring the operational control boards and TPC boards at BZA. ‘As brought out in Para 5.8 a new headquarters building with floor space of 23000 SQM needs to be built for SCOR in the next 2 years. This would cost about 2111.02 erore as per the abstract estimates. Further, as brought out in Para 6.3, construction of officers’ quarters would cost about 269.76 crore. The proposals for new quarters are restricted only to senior officers, which may be constructed in the next 2 years to facilitate theit working and also to avoid recurring expenditure on leasing of private accommodation for them Page 40 of 41 17.2. Expenditure on staff lable with SCR/HQ and Walt Since the existing posts a ir division are proposed to be redistributed for SCoR/HQ and RGDA division as detailed vide Para 8.1.2, no new posts of staff are proposed to be ereated on account of formation of both SCoR and RGDA division. As such no additional recurring revenue expenditure is involved on staff aecount. In respect of officers, the complete requirement of RGDA division ean be met by transferring requisite number of posts from the present Waltair division. In regard to senior level posts, ie, SAG and above, for SCoR/HQ can be met cither by transferring some posts from SCR/HQ and ECoR/HQ or elsewhere. since availability of senior level posts (HAG/SAG) has improved afler cadre Only in respect of SG/AG and below, about 40 posts are to be restructurin, created for operation at SCOR/HQ. if it is not feasible to transfer them from elsewhere. ‘The likely additional recurring expenditure on account of their salaries would be 86.3 crore per annum. 18.0.
