TECHNICAL TERMS & CONDITIONS FOR PROCUREMENT OF 01 X BORESCOPE MACHINE

1 The bidder must be the manufacturer of Borescope Machine or authorized by
the manufacturer to sell their product. In case the bidder is authorized by the
manufacturer then Authorization certificate by the manufacturer must be
submitted along with the quotation.
2 The bidder must provide Original Equipment Manufacturer (OEM) certificate in
English (mentioning year of product) along with the Borescope Machine.
3 The supplier is to submit original copies of Brochures/manuals (in English)
containing detail technical data, diagrams, circuit diagram, information and
photograph of the Borescope Machine along with the offer.
4 The Borescope Machine with all accessories/components must be brand new,
unused and latest product of not earlier than year of 2022 and a certificate in
this regard is to be provided by the manufacturer during shipment along with
the Borescope Machine.
5 The supplier is to provide warranty for 01 year trouble free operation of the
Borescope Machine from the date of acceptance in BAF.
6 The bidder/supplier is to submit written guarantee certificate along with the offer
for supplying 10 years spares support for the Borescope Machines from the
date of acceptance in BAF.
7 The supplier is to mention the cost of each Borescope Machine and freight by
Air up to Hazrat Shahjalal international airport, Dhaka and by sea up to
Chattogram port separately. Mentionable that the freight will be paid at actual
but not more than the quoted freight.
8 If the Borescope Machine or any item is found unserviceable during
acceptance check the same must be replaced with new serviceable one by the
supplier at their own expenses including both ways freight and insurance
charges within 60 days on forwarding of discrepancy report.
9 If any Borescope Machine or any item is found unserviceable during warranty
period, the same must be replaced/repaired by the supplier at their own
expenses including both ways freight and insurance charges within 60 days on
forwarding of unsatisfactory report. Unserviceable period due to delay in
warranty replacement/repair will be added to the total warranty period.
10 Two sets of operational manual, 02 x set of maintenance manual and 02 x set
of Illustrate Parts Catalogue (IPC) of supplied Borescope Machine coveting
component technical specification, safety precaution and trouble shooting,
details drawing and circuit diagram etc are to be provided (all in English) with
each Borescope Machine.
11 The supplier is to submit the list of fast moving consumable spare parts for 04 x
Borescope Machine with their cost separately which will be required for first two
years maintenance. BAF has the option to accept/reject part or whole list of
spare parts. However, the price quoted for fast moving consumable spare parts
will not be considered for deciding the financial position of the bidder.
12 The Borescope Machine are to be positioned at 201 MU BAF Dhaka
cantonment at supplier’s expenses and arrangement.
13 Inspection, functional and operational test of supplied Borescope Machine are
to be carried out at BAF BBD/201 MU BAF in presence of the supplier’s
engineer/specialist. All the expenses including installation of the Borescope
Machine, electric cables, connections and other fittings are to be borne by the
suppliers.

14 On site familiarization training on operation, maintenance, trouble shooting and
rectification is to be provided by the supplier’s foreign Engineer/specialist for a
group of 06 (six) BAF personnel for a period of 05 (five) working days at
Bangladesh Air Force Base Bangabandhu, Dhaka during acceptance the
Borescope Machine. In this regard, the bidder is to quote the training cost
separately which will be included in the financial part of the contract. All
other expenditure including air tickets, fooding, transport (both internal
and external) for the specialists are to be arranged & borne by the
supplier. Mentionable that, BAF has the right to accept/reject the training.
15 Acceptance certificate will be given by Central Quality Control Unit (CQCU)
BAF after satisfactory survey, inspection, functional test.
16 The Borescope Machine along with required components are to be delivered
within 300 days after signing the contract.

Ser Miscellaneous Terms & Conditions To be filled up

01 The bidder must mention the full address including Telephone number, Fax
number and e-mail address in the offer. The bidder also mentions the name
and full address (including Telephone number, Fax number and e-mail address)
of the local agent (if any) in the offer.
02 Item with changed/ dissimilar part no/ description (if any) is to be mentioned
during submission of offer.
03 If any change is required in contract/ LC due to fault of supplier, all expenses
shall have to be borne by the supplier.
04 Normally transshipment is not allowed. However, if the bidder needs
transshipment they are to mention in the offer about their requirement. In case
of such requirement, the transshipment may only be allowed under single AWB/
BL.
05 The bidder is to mention the country of origin, country of manufacture and port
of shipment of the items in the offer.
06 No increase of price at any stage after submission of offer will be accepted by
BAF.
07 The bidder is to quote FCA/ FOB cost and freight charges (by both air and sea)
separately & clearly in financial offer. Any price/ cost quoted in the pages of
quotation other than financial offer will not be considered.
08 For failure to supply the contracted goods in time, DGDP/ BAF may cancel the
contract with necessary punitive action.
09 Offer must remain valid till 30 June 2022 from the date of opening the tender.
Within the validity of the offer, withdrawal of offer or unwillingness to sign the
contract by the bidder will not be accepted and in such cases action would be
taken against the principal supplier and local agent as per DGDP rules.
10 Delivery schedule mentioned in the tender specifications may be changed by
DGDP/ BAF due to delay in concluding the contract. In this case, the contract
would be signed within offer validity period. DGDP/ BAF also reserves the right
to get the offer validity extended with the consent of the supplier.
11 Part shipment and part payment: Not allowed.
12 Payment Terms. 100% Payment in foreign currency (FC) will be made through
an irrevocable Letter of Credit (LC) opened with scheduled bank in Bangladesh
and negotiating bank recommended by the supplier under following terms and
conditions:
a. 80% of CFR/ CPT value will be released on production of shipping
documents to the bank.

b. 20% of CFR/ CPT value will be released on satisfactory acceptance

of 100% items by BAF after inspection/ functional test (as applicable),
on production of Certificate Receipt Voucher (CRV) and written
clearance from DGDP.
13 AWB/BL must be in the name of consignee.
14 Compliance of tender terms and conditions should be mentioned in the
quotations by the bidders as per the above sequence.
15 Bidders are requested to submit soft copy of Financial Offer in a CD according
to the given proforma along with the hard copy of Financial Offer in closed
envelop.
16 Any other terms and conditions not covered here will be as per DGDP rules and
regulations
