Context: According to Central Pollution Control Board (CPCB), Ground-level ozone (O3) has been
identified as a prominent pollutant in Delhi.
• Kigali Amendment: The Kigali Amendment to Montreal Protocol aims for the phase-down of
hydrofluorocarbons (HFCs) by cutting their production and consumption. The goal is to achieve
over 80% reduction in HFC consumption by 2047. India has adopted this Amendment.
o An important feature of this amendment is the principle of Common but Differentiated
Responsibilities and Respective Capabilities which recognizes the development
imperatives of high-growth economies like India, and provides a realistic roadmap for the
implementation of a phase-out schedule for high global warming potential (GWP) HFCs.

FORMATION OF CYCLONE
Relevance
GS Paper I: Geography
Context: The Indian Meteorological Department (IMD) has said that a cyclonic or low-pressure
area is developing in the Bay of Bengal that can lead to high rainfall in the Southern States.
MORE ON THE NEWS:
• This low-pressure area developing in the Bay of Bengal will be termed as Cyclone Mocha which is
likely to intensify into a cyclonic storm in the days ahead.
• The name Mocha (Mokha) is suggested by Yemen after the Red Sea port city, which is known to
have introduced coffee to the world over 500 years ago.
TYPES OF CYCLONES:
There are two types of cyclones: tropical cyclones and extra tropical cyclones.
• Tropical cyclones:
o These are intense circular storms that originate over warm tropical oceans in tropical areas
and move over to the coastal areas bringing about large-scale destruction caused by violent
winds, very heavy rainfall and storm surges.
o They are characterized by low atmospheric pressure.
o The conditions favourable for the formation and intensification of tropical storms are:
➢ Large sea surface with temperature higher than 27° C.
➢ Presence of the Coriolis force.
➢ Small variations in the vertical wind speed.
➢ A pre-existing weak low- pressure area or low-level-cyclonic circulation.
➢ Upper divergence above the sea level system.
Air Mass
• Air Mass is an extremely large body of air whose properties of temperature and moisture
content (humidity), at any given altitude, are similar.
o It can cover hundreds of thousands of square miles of area.
o It may have only a little horizontal variation in temperature and moisture throughout the
air mass.
• When an air mass remains over a homogenous area for a sufficiently longer time, it acquires
the characteristics of the area. The homogenous regions can be the vast ocean surface or vast
plains.
Fronts
• When two different air masses (having distinctly different properties) meet, the boundary zone
between them is called a front.
• There are four types of fronts:
o Stationary front: When the front remains stationary, it is called a stationary front.
o Cold front: When the cold air moves towards the warm air mass, its contact zone is called
the cold front.
o Warm front: If the warm air mass moves towards the cold air mass, the contact zone is
a warm front.
o Occluded front: If an air mass is fully lifted above the land surface, it is called the
occluded front.
➢ The fronts occur in middle latitudes and are characterized by steep gradient in
temperature and pressure. They bring abrupt changes in temperature and cause the
air to rise to form clouds and cause precipitation.
• Increased Cyclonic Activity in the Arabian Sea: Recent research suggests that there has been an
increase in the number of tropical cyclones forming in the Arabian Sea in recent decades, and this
trend is expected to continue in the future due to the effects of climate change.
o The Arabian Sea is a region of the northern Indian Ocean that is bounded by the Indian
subcontinent to the east, the Arabian Peninsula to the west, and the Somali Peninsula to
the south.
o Historically, this region has seen relatively few tropical cyclones compared to other parts of
the world, such as the Western Pacific and the Atlantic.
o However, in recent years, there has been an increase in the number of cyclones forming in
the Arabian Sea.
o According studies, the number of cyclones forming in the Arabian Sea has increased by about
50% over the past four decades, and the trend is expected to continue in the future.
o This increase in cyclone activity is linked to rising sea surface temperatures in the region,
which are a result of global warming and climate change.
o The impact of this increase in cyclone activity could be significant for the coastal communities
in the region, which are vulnerable to the effects of tropical cyclones, such as storm surges,
heavy rainfall, and strong winds.
NAMING OF CYCLONES:
• Cyclones are named by the
regional specialized
meteorological centers
(RSMCs) and Tropical
Cyclone Warning Centers
(TCWCs) across the world.
• The India Meteorological
Department (IMD) is one of
the RSMCs and is responsible
for naming cyclones that
develop over the north

Arabian Sea, by following a standard procedure.
• In 2000, a group of nations comprising Bangladesh, India, the Maldives, Myanmar, Oman,
Pakistan, Sri Lanka, and Thailand decided to start naming cyclones in the region.
• After each country sent in suggestions, the WMO/ESCAP Panel on Tropical Cyclones (PTC) finalized
the list.
o The list of 169 cyclone names released by the IMD in 2020 was provided by these countries,
with 13 suggestions from each of the 13 countries.
o In 2018, the WMO/ESCAP expanded to include five more countries: Iran, Qatar, Saudi Arabia,
United Arab Emirates, and Yemen.
o The cyclone names are assigned in a sequential manner, with names starting from A to Z,
excluding Q, U, X, Y, and Z.
SIGNIFICANCE:
It is important to name cyclones because:
• Adopting names for cyclones makes it easier for people to remember.
• With a name, it is also easy to identify individual cyclones, create awareness of its development,
rapidly disseminate warnings to increase community preparedness and remove confusion where
there are multiple cyclonic systems over a region.

the States is crucial to designing and implementing effective disaster mitigation measures.
• Capacity building of all stakeholders involved: Training and capacity building of all stakeholders
involved in disaster management activities, including government officials, first responders, and
the public, is essential to ensure effective and coordinated responses to cyclones.

o It is believed that tighter regulation could slow the growth of the pharmaceutical
industry.
• Fragmented regulatory structure: India has one of the most fragmented regulatory structures
with each State having its own drug regulator. One regulator cannot inspect facilities in another
jurisdiction.
• Opposition to centralized authority: There must be a central authority that has legal powers to
hold companies liable for failures to recall drugs. However, pharmaceutical industry and state drug
regulators have opposed centralization of regulatory powers.
• Bad publicity to pharma companies: A drug recall will mandate companies to publicize the
product in media, which will generate bad publicity for pharma companies. This will not only harm
them individually but will dent India’s image on the global scale.
WAY FORWARD
• India as a whole is the single-largest market for drugs, and it should have one regulator. In
absence of centralized regulator, incompetence of a regulator in one State can lead to adverse
effects for patients in other States.
• The recent incidents of poor quality of Indian pharma products abroad have forced authorities
to look into the matter. Such events may degrade reputation of Indian products.
• There is a need for centralisation of licensing aspect of drug regulation. All manufacturing
facilities should be licensed by a national regulator to ensure uniform quality of drugs.

• India has sought to build strong economic and diplomatic ties with West Asian countries,
including Saudi Arabia, Iran, and Israel, while also maintaining traditional relationships with these
countries.
• India has avoided taking sides (stuck to the principal of non-Alignment) in regional conflicts and
has focused on promoting peace and stability through diplomatic initiatives.
• As its strategic interests in the region grow, India is increasingly engaging with West Asia on
multiple fronts, including energy, trade, and security.
INDIA'S "LOOK WEST" POLICY HAS SEVERAL ADVANTAGES FOR THE COUNTRY, INCLUDING:
• Access to energy resources: The West Asian region is home to some of the world's largest oil and
gas reserves, and India's closer engagement with these countries allows it to secure its energy
needs and diversify its energy sources.
• Economic opportunities: India's engagement with West Asian countries provides significant
economic opportunities, including trade and investment, and access to markets for Indian goods
and services.
• Regional stability: By promoting regional economic cooperation and stability, India's Look West
policy aims to reduce tensions and conflicts in the region, which could have negative spillover
effects on India.
• Strategic partnerships: India's closer engagement with West Asian countries has led to the
development of strategic partnerships, which can help India advance its interests in the region
and beyond.
• Improved connectivity: India's Look West policy also aims to improve connectivity between India
and the West Asian region, including through the development of transportation and
communication infrastructure, which can facilitate greater people-to-people contact and cultural
exchanges.
West Asia:
• West Asia serves as a land bridge connecting three
continents: Asia, Africa, and Europe, making it an
important gateway between Asia and Africa, and a
back-door to Europe.
• It is surrounded by three seas: the Mediterranean,
Red, and Arabian Sea, and is a hub for international
trade with various regions.
• West Asia is home to two significant waterways, the
straits of Bosphorus and Dardanelles.
• In the past, Arabs acted as a bridge between India
and the West, facilitating the exchange of
knowledge, such as numerals, as well as the trade of spices, foodstuffs, jewelry, textiles, muslin,
and other goods from India to the Arab region.
• Meanwhile, pearls and dates were exported from the Gulf region.
• Palestine Issue: India has maintained its stand on the "two-state" solution between Israel and
Palestine, and has reiterated its support for all efforts for a resolution, including on the
contentious issue of Jerusalem, which Israel has claimed in its entirety since 1967.
• Forging Strategic Ties: The support of Gulf countries is important for India's bid for a Permanent
Seat at the United Nations Security Council. India and UAE have elevated their relationship to a
Strategic Partnership.
• Protecting Interests of Diaspora: Protecting the interests of the 9 million strong Indian diaspora
in the Gulf is an important element of India's policy priorities in the region. The Indian diaspora in
the Gulf is a major source of remittances.
• Military Cooperation: The growing threats of Islamic fundamentalism and terrorism have become
concerns for both India and the Gulf countries. India has been deepening defence cooperation
with countries like the United Arab Emirates and Oman, conducting regular bilateral exercises
between their forces.
• Fighting Piracy: Piracy activities off the Gulf of Aden in the Indian Ocean have affected both India
and the Gulf countries. Cooperation with the Gulf countries in fighting piracy would strengthen
India's presence in the strategic waters of the Indian Ocean.
• Strengthening Soft Power: In West Asia, India's most distinct soft power asset is the diaspora and
its role in buttressing a positive image of the country. India's policy of non-interference and
neutrality are other dimensions of soft power.
CHALLENGES:
• Political Instability: The security situation in West Asia has been continuously deteriorating ever
since the onset of the Arab Spring in December 2010.
o The internal security situation in Syria, Iraq, and Yemen has gone from bad to worse. The
regional powers continue to fight proxy wars on sectarian lines, pumping huge amounts of
money and weapons to bolster their favoured groups.
o The involvement of extra-regional players such as the USA and Russia in the internal conflicts
in West Asia (Syria) has further aggravated the situation.
• Terrorism: Terrorism has emerged as the biggest security threat in the region. The rise of the
Islamic State and other terror groups has created a threat to the Indian diaspora residing in West
Asia.
o Also, the radicalization of Indian youth and their joining the Islamic State has been another
major problem.
• Saudi–Iran–Israel rivalry: The rivalry has been destabilizing West Asia and influencing West Asian
geopolitics.
o The recent withdrawal of the US from JCPOA can be seen through the prism of this rivalry. It
will be a difficult task for India to continue to balance its relations with all three countries
without antagonizing any of them.
• India–Israel close ties: India’s deepening defence and strategic relations with Israel have not gone
down well with Iran, which has started to play its China and Pakistan card to extract more from
India.
• China factor: China has made rapid inroads in the Gulf by having acquired equity stakes in the
region’s upstream oil and gas sector and having successfully penetrated Arab markets.
o China is continuously making inroads to West Asia through the OBOR initiative.
o India’s incapacity to manage its own periphery, South Asia, has made Gulf Arabs more inclined
to seek China as a better security partner, rather than India.
• Pakistan factor: India’s “trust deficit” with Pakistan has incapacitated India from advancing its
commercial interests in West Asia, including the bringing to fruition of the Iran-India-Pakistan (IPI)
and Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline projects.
• Arab slowdown & Nationalization: The decline of oil and gas prices, along with the rising cost of
“war conditions,” has led to the slowing of Arab Gulf economies, resulting in salary cuts, layoffs,
contracting employment opportunities, and nationalization of workforces at the cost of the Indian
expatriate community.
• US Sanctions on Iran: The US withdrawal from the Iran nuclear deal and its threatened imposition
of economic sanctions on Iran may weaken the dialogue mechanisms, embolden conservatives,
and threaten regional stability even more. India also has significant oil trade with Iran and stakes
in connectivity through Chabahar port and other projects.

ABOUT LEGISLATIVE COUNCIL
• It is the Upper House in a

Abolition): The Parliament
can create or abolish a
Legislative Council by a
simple majority, if the
legislative assembly of the
concerned state, by a special
majority, passes a resolution
to that effect.
• Composition: Under Article
171 of the Constitution, the
Legislative Council of a state
shall not have more than
one-third of the total
strength of the State
Assembly, and not less than
40 members.
• It is a continuing chamber,
that is, it is a permanent
body and is not subject to dissolution.
• Tenure: Six years, with one-third of the members retiring every two years.
• Eligibility: Must be a citizen of India.
o Must be not less than 30 years of age.
o Must possess other qualifications prescribed by the Parliament.
o A person to be elected to the Legislative Council must be an elector for an assembly
constituency in the concerned state and to be qualified for governor's nomination, he must
be a resident in the concerned state.
• Manner of Election: One-third of the MLCs are elected by the state’s MLAs,
o Another 1/3rd by a special electorate comprising sitting members of local governments such
as municipalities and district boards,
o 1/12th by an electorate of teachers and another 1/12th by registered graduates.
o The remaining members are appointed by the Governor for distinguished services in various
fields namely, literature, science, art, cooperative movement and social service.
• Role of Legislative Council: It can ensure individuals who might not be cut out for the elections
are able to contribute to the legislative process (like artists, scientists, etc).
o It can keep an eye on hasty decisions taken by the Legislative Assembly.

Context: Researchers from Texas Tech University developed a deep learning model to classify cancer
cells by type.
o Cancer cells that initiate metastasis or the spread of the disease from its primary location.
o Distinguishing metastasis-initiating cell types can determine the severity of cancer and help
medical practitioners decide on a course of treatment.
ABOUT METASTASIS
• Metastasis is the general term used to
describe the spread of cancer cells
from the primary tumor to surrounding
tissues and to distant organs and is the
primary cause of cancer morbidity and
mortality.
• In metastasis, cancer cells break away
from the original (primary) tumor,
travel through the blood or lymph
system, and form a new tumor in other
organs or tissues of the body.
• The new, metastatic tumor is the same
type of cancer as the primary tumor.
For example, if breast cancer spreads to
the lung, the cancer cells in the lung are breast cancer cells, not lung cancer cells.
• Metastasis involves a series of sequential and interrelated steps.
o In order to complete the metastatic cascade, cancer cells must detach from the primary
tumor, intravasate into the circulatory and lymphatic systems, evade immune attack,
extravasate at distant capillary beds, and invade and proliferate in distant organs.
• Metastatic cells also establish a microenvironment that facilitates angiogenesis and
proliferation, resulting in macroscopic, malignant secondary tumors.

Context: Recently, an Indian Air Force (IAF) MiG-21 crashed in Rajasthan's Hanumangarh district.
ABOUT MIG-21
• The MiG-21 is India’s longest-serving fighter plane.
o India got its first single-engine MiG-21 in 1963, and since then it has inducted over 800
variants of the Soviet-origin supersonic fighters to bolster its combat potential.
o It remained the frontline fighter jet of the force for a long time.
• The MiG-21 Bison version:
o The MiG-21 Bison was the upgraded version of the MiG-21bis which was first inducted into
service in 1976.
➢ The first upgrade of Bison version was received 2001 and the last of these upgraded
fighters was received in 2008.
• Flying coffins:
o The MiG-21 aircrafts were dubbed as ‘flying coffins’ for their dismissive flying record and high
number of pilot casualties.
o In the last 60 years, more than 200 pilots and 60 civilians have lost their lives in these crashes.
o Majority of the MiG-21 were licence-produced in India.
• Currently, the IAF has around 70 MiG-21 aircraft and 50 MiG-29 variants.
o IAF has drawn up a three-year plan to phase out all the four remaining squadrons of MiG-21s
by 2025.
o It also plans to retire the MiG-29 fleet and the process will start in next five years.

Context: May 8 marks World Thalassaemia Day, which is a special day dedicated to raising awareness
about a genetic disorder called Thalassaemia.
ABOUT THALASSAEMIA
• Thalassaemia is a genetic-blood disorder that requires people to have regular blood transfusions
mostly throughout the span of their life.
• Thalassaemia is part of a group of disorders called hemoglobinopathies.
o Hemoglobinopathies are a group of disorders that are passed down through families
(inherited) in which there is abnormal production or structure of haemoglobin molecules.
o Thalassaemia, Hemophilia and Sickle Cell Disorder all come under the umbrella of
hemoglobinopathies.
• Causes: Thalassaemia is caused by mutations in the genes that control the production of
hemoglobin. These mutations can be inherited from one or both parents who carry the mutated
genes.
• Symptoms: Mild cases may have no symptoms or mild anemia, while severe cases can cause life-
threatening complications such as heart failure and organ damage.
o Common symptoms of Thalassaemia include fatigue, weakness, pale skin, jaundice, and
delayed growth and development in children.
• Types of Thalassaemia: There are two main types of Thalassaemia:
o Alpha Thalassaemia: occurs when there is a mutation in one or more of the four alpha globin
genes,
o Beta Thalassaemia: occurs when there is a mutation in one or both of the two beta globin
genes.
• Treatment: Mild cases may not require any treatment, while severe cases may require regular
blood transfusions, iron chelation therapy to remove excess iron from the body, and bone
marrow transplants.
o Symptomatic treatment may also be used to manage complications such as anemia,
infections, and organ damage.
• Prevention: Thalassaemia is a genetic disorder, so there is no way to prevent it. However, genetic
counseling and testing can help identify carriers of the mutated genes and guide family planning
decisions.

Respiratory syncytial virus (RSV) is a seasonal virus that can cause mild to severe

touching contaminated surfaces.
Symptoms RSV can cause symptoms such as coughing, wheezing, fever, runny nose, and

Vulnerability Infants, older adults, and people with weakened immune systems are most at risk
for severe RSV infection.
Diagnosis RSV can be diagnosed through a respiratory sample, such as from a nasal or throat
swab, that is tested in a laboratory.
Treatment Treatment for RSV is mainly supportive, such as with fluids, oxygen therapy, and
fever reducers. Severe cases may require hospitalization.
● RSV in India: According to the research, the annual incidence rate in India is 53 per 1,000 children
(5.3%), with an estimated 61,86,500 cases of RSV associated with acute lower respiratory
infection in children under the age of five. RSV killed 97 percent of children under the age of five
in low- and middle-income nations.

ART क्लीवनकों • अनिनियम में प्राविाि है नक प्रत्येक ART स्थक्लनिक और बैंक को ICMR की िेशिल
और बैंकों का रनजस्टर ी ऑफ बैंक्स एं र् स्थक्लनिक्स ऑफ इं नर्या के तहत पंजीकृत होिा चानहए।
विवनयमन • राष्ट्रीय रनजस्टर ी दे श के सभी ART क्लीनिकों और बैंकों के नववरण के साथ एक केंद्रीय
र्े ट्ाबेस के रूप में कायड करे गी।
युग्मक दान और • युग्मक दाताओं की जां च, वीयड का संग्रह और भंर्ारण और अंर्ाणु दाताओं का
आपूवता के वलए प्राविाि केवल एक पंजीकृत ART बैंक द्वारा ही नकया जा सकता है ।
शतें • एक बैंक 21 से 55 वषड की आयु के पुरुषों से वीयड और 23 से 35 वषड की आयु की
मनहलाओं से अंर्ाणु प्राप्त कर सकता है ।
• एक अंर्ाणु दाता एक नववानहत मनहला होिी चानहए, नजसका खुद का कम से कम
एक जीनवत बच्चा (न्यूितम तीि वषड की आयु) हो।
• मनहला अपिे जीवि में केवल एक बार अंर्ाणु दाि कर सकती है और उससे सात से
अनिक अंर्ाणु िहीं निकाले जा सकते हैं ।
• एक बैंक सेवाओं की मां ग करिे वाले एक से अनिक जोडे को एकल दाता के युग्मक
की आपूनतड िहीं कर सकता है ।
ART सेिाओं की • ART प्रनियाएं केवल ART से वाओं की मां ग करिे वाले पक्ष और साथ ही दाता दोिों
पेशकश के वलए की नलस्थखत सूनचत सहमनत के साथ ही की जा सकती हैं ।
शतें • ART सेवाओं की मां ग करिे वाली पाट्ी को वर्म्बाणुजनकोवशका दाता के पक्ष में
बीमा कवरे ज प्रदाि करिे की आवश्यकता होगी (नकसी भी िुकसाि, क्षनत, या दाता
की मृत्यु के नलए)।
• क्लीनिक को पूवड-नििाड ररत नलंग वाले बच्चे को प्रदाि करिे की पेशकश करिे से
प्रनतबंनित नकया गया है ।
• इस अनिनियम में भ्रूण आरोपण से पहले आिुवंनशक रोगों की जााँ च की भी
आवश्यकता है ।
ART के माध्यम • ART के माध्यम से पैदा हुए बच्चे को दं पनत्त (कमीशि कपल) का जैनवक बच्चा मािा
से पैदा हुए बच्चे जाएगा और वह कमीशनिंग कपल के प्राकृनतक बच्चे के नलए उपलब्ध अनिकारों और
के अवधकार नवशेषानिकारों का हकदार होगा।
• दाता का बच्चे पर माता-नपता वाला कोई अनिकार िहीं होगा।
राष्ट्िीय और राज्य • यह अनिनियम प्रदाि करता है नक सरोगेसी (नवनियमि) अनिनियम, 2021 के तहत
बोर्ा गनठत सरोगेसी के नलए राष्ट्रीय और राि बोर्ड ART सेवाओं के नियमि के नलए
िमशः राष्ट्रीय और राि बोर्ड के रूप में कायड करें गे।

रे न्ट्स्परे टरी वसंवकवटयल िायरस (RSV) के बारे में जानकारी:
RSV क्या है ? रे स्थस्परे ट्री नसंिाइनट्यल वायरस (RSV) एक मौसमी वायरस है जो खासकर छोट्े बच्चों और बडे
वयस्कों में, हल्के से लेकर गंभीर श्वसि बीमारी का कारण बि सकता है ।
हस्तांतरण RSV श्वसि स्राव से फैलता है , जैसे खां सिे या छींकिे से, या दू नषत सतहों को छूिे से।
लक्षण RSV खां सी, घरघराहट्, बुखार, िाक बहिे और सां स लेिे में कनठिाई जैसे लक्षण पैदा कर सकता
है । इससे ब्ोंकाइनट्स और निमोनिया हो सकता है ।
र्ेद्यता नशशुओ,ं वृि वयस्कों और कमजोर प्रनतरक्षा प्रणाली वाले लोगों को गंभीर RSV संिमण का
सबसे अनिक खतरा होता है ।
वनदान RSV का निदाि एक श्वसि िमूिे के माध्यम से नकया जा सकता है , जैसे नक िाक या गले की
सूजि से, नजसका प्रयोगशाला में परीक्षण नकया जाता है ।
इलाज RSV के नलए उपचार मुख्य रूप से सहायक है , जैसे नक तरल पदाथड, ऑक्सीजि थेरेपी और
