Linear Asset Management For Line Performance
Improvements
Liza van der Merwe, Eskom Holdings SOC Ltd
Eskom’s strategic objective
Eskom’s aspiration is to become a high-performance organisation
and top global utility
• Key Question: what thinking is required to achieve Eskom’s strategic
objective?
• 2nd Question: What capabilities are required to manage linear assets
for optimum performance?
• Reference model: Russell Ackoff’s data to wisdom framework
• Answers: How can SAP PM with LAM support these objectives?

Presentation Overview
• Topics I’ll cover in the linear asset management context:
• Data management
• Information processing
• Knowledge management
• Understanding the systems context
• Evaluated effectiveness
• Key Points to Take Home

Mastering SAP Plant

Maintenance
Concepts defined
LAM – Linear Asset Management LAM ≠ Network modelling

The ability to reference Functional Locations,

Equipment, Works Orders & Notifications
relative to one another along a line
Key enabler to integrate EAM with Geographical
Information System (GIS)
GIS is an electronic information system that merge the
technologies of cartography, statistical analysis and
database for building models of the world to support
decisions

LAM is for YOU if
• You manage linear assets and want to allocate work only along
sections of the line or indicate notifications where they relate to
• You want to allow patterns to emerge over time of problem sections
along your linear assets
• You have plans to integrate your GIS & SAP PM into a common asset
base
• You want to improve the quality of your master data management

How?

Mastering SAP Plant
Maintenance
Data management of linear assets
Our progress:
Resolved master data management accountabilities
• Line Engineering Services has accepted accountability to ensure verified
as-build plant is in SAP PM as part of asset hand-over
• Operations & Maintenance only maintain works plan and rotable
equipment
Our gap:
Issue: tool to load line design into GIS to update into SAP not rolled out yet

Mastering SAP Plant

Maintenance
Data management of linear assets
Our progress:
• Deployed integration via enterprise integration bus messages
SAP PM enhancement pack 6 promise tight GIS integration… ?
Our opportunities:
• Replace with service level integration for single version of the truth
• Need to extend the FLOC object model to include servitude for
vegetation management purposes – SAP RE-FX/LUM
• LAM characteristics defined, still to be captured
– SAP use LAM to represent dynamic segmentation in GIS

Maintenance
Information → know-what
Information is the what, where, when and how-much in context
LAM shows PM objects relative to one another along a line
GIS map provide real world context to linear assets → know-where
GIS can establish connections and
relationships between geographically
referenced data
• An important tool in understanding
and managing the environment

Mastering SAP Plant

Maintenance
Information for linear asset management
Require a rich intuitive & interactive map for visualization & exploration
Situational Awareness → timely what + where + when + how-much
Our Gaps:
• Intranet map still to be deployed
• Require a prioritized information plan
– Business objects to add to the map
– Environmental aspects to add to the map
• Refresh & deploy Spatial Report on Lines

Knowledge → know-how
The “so what” of the “know what”… Define business
→ What to do and how to do it processes based on
Defined business processes analysis, eg:
Process control manuals (PCM): • How environmental
aspects interact
• Standardize with linear assets
• Optimize • What maintenance
• Simplify to do as a result

Spatial analysis for LAM on GIS
GIS supports powerful spatial Our opportunity:
analysis based on intelligent maps • Plan servitude vegetation
– What if scenarios management in GIS from
– What to do photography, maps & fault
– How to do it history
Convert results of analysis into • Load Vegetation management
dynamic segments along the line plan into SAP PM using LAM
Integrate into PM as notifications – Cut ‒ Chemical spray
using LAM characteristics – Burn ‒ Tracer belt
– Clear preparation
Mastering SAP Plant SAP PM is repository of work done elsewhere ‒ Forced grazing
Maintenance
Knowledge of linear asset management
Our gaps:
O&M PCM’s not at required level of detail for LAM
Helicopter based line inspection tools developed
Deployment to & training of Grid inspectors slow:
• Shortages of helicopters
• Commercial process
Our management challenge:
Agreed classification between maintenance requests and breakdown
When lines flown and defects identified and map display state of the assets…
either heads will role or the classification will change!
Mastering SAP Plant
Maintenance
Understanding → know-why
• Explanations require systems thinking
– What is this system a part of?
– What are the behaviour of the containing systems?
• Strategic thought process
– Synthetic
– Divergent
– Creative
• In a synthetic mode of thinking components are explained in terms
of their contribution to the total system

Understanding linear asset management
Explain impact of
• Climate change on future asset management strategies
• El Nino & La Nina on seasonal trends on line performance KPI’s
• Increase in ambient temperatures on peak demand in winter
• Solar storms on resilience of the electricity infrastructure
• …..

Effectiveness of linear asset management
• Annually evaluate whether systems, processes, Wisdom
structures & organisational culture in place contribute
to increased effectiveness
• Evaluate appropriate response strategy based on
outcome of assessment
• If better intelligence is required…
evaluate what you have, whether it is the right stuff &
the next steps to get you to your destination

Ackoff’s Hierarchy of Needs
• Asset Manager can use this value chain as a maturity model for
Wisdom
planning & deploying (L)AM capabilities
Understanding
• Hierarchy has sequence - climb the mountain from the base camp
Knowledge
• Evaluate where you are now
Information
• Plan next step based on final destination
Data
– Strategic objectives & organisational values
– Assess both the mountain and the next step of the journey from the cockpit
– “Begin with the end in mind”
Answered question about the required thinking to become a high-performance organisation

Key Points to Take Home
Ackoff’s framework can provide understanding of your IS requirements
1. Evaluate where you are at based on the level of your thinking
2. Evaluate your organisation’s deployed capabilities
3. Evaluate the maturity of those capabilities for that level
4. Evaluate your next steps for continuous improvement

May your be effective in realising your objectives & values
