SCOPE OF WORK
The broad Scope of Works for Contractor involves audit of existing electrical system of retail
outlets in line with OISD-225 and IE Rules and carry out compliance Audit as per call-up
received from Divisional Offices for the previous Audit punch points in line with IOCL
standard specifications and drawings given in the tender.

1.1 Estimation of entire load of the RO and phase wise NC
load distribution. Necessary modification in load
connections/distributions (In R/Y/B phase) and
associated cabling works to be recommended.
1.2 Wires inside the panel to be checked for proper C
dressing insulation rupture and loose connections
including crimping with proper size of lugs.
Observations & correction action, if any should be
recorded in detail.
1.3 Check for quality of State Electricity Board supply at NC
Retail Outlet regarding voltage fluctuation -

1.4 Observations for Suitability e.g. Rating / Working NC
Condition / Functioning of installed Voltage
Stabilizers/CVTs (if installed) should be recorded for
corrective action if any required.
1.5 Ensure that cable glands are fixed properly and C
firmly. (Observations if any should be recorded)
1.6 Check the cables are properly dressed / tagged for NC
easy identification. Tagging to be done inside panel
room at no extra cost.
1.7 Check for spare opening/cable entry point in the NC
panel, to be blocked, if present.
1.8 Safety Devices like ELCB/MCB are to be checked for C
it’s operationally, rating & fixing properly to the
panel, to be recorded.
1.9 Check Ammeter, Voltmeter and Selector Switches NC
are working properly.

ELECTRICAL SYSTEM – AUDIT REPORT
1. Audit of Electrical System by qualified electrical engineer in line with attached Check-list is
to be done . During audit, the actual site condition/status must be noted as observation,
duly supported with measured data, etc..
2. Detail of Lighting Fixtures along-with their rating & condition including Canopy lights is to
be recorded
3. Detail of Diesel Gensets along-with their make, rating, frequency & condition is to be
recorded .
4. Lux Level Diagram under Canopy, Ingress, Egress & Yard lightings are to be audited . This
will compulsorily require party to visit the RO and be available till late evening hours.
5. Preparation of Single line diagram of Power Distribution, Cable Route, Earthing Grid and
Wiring Diagram of Panel, mentioning their size & length.
6. Checking of resistance of earth stations based on observation and single line diagram. It is
in the scope of party to arrange all the required equipments for testing including meggar
which may specifically be noted.

7. Providing directional estimate for compliance of audit points and observations This to be
prepared based on site observations & recommendations. For directional estimate, IOCL
divisional office shall provide the existing schedule of items with rates in vogue. Wherever
additional items are required over and above the IOCL SOR items same to be clearly
mentioned separately and ratesto be provided after local market enquiry.
8. Submission of Report (hard-copy along with soft copy) duly filled and certified by Dealer
along-with photographs
9. Unless otherwise specified, all materials, laborers, tools, tackles, equipments,
transportation, etc shall be provided by the tenderer only to complete the Project in all
respect.
10. Bidder should note that the complete job shall be carried out in a working Oil Installation.
There would be a requirement of taking necessary Work Permit. The job shall be carried out
as per location convenience to avoid any stoppage of Sales. There will be restriction of
using mobile phones inside the premises.
11. Successful Party should have Electrical Equipments like Tong Testers, Earth Testing Units,
IR Value checking Units, Relay Testing Units, Lux Meters, Digital Meters, etc.
12. Indian Oil shall be providing only the RO layout drawing. The tools and tackles required for
completion of work shall be arranged by party. Indian Oil shall provide assistance at the
location (through available Operator) for lifting of Man Holes Covers.
13. The contractor should also update the Electrical Audit and its compliance in the Retail
Dashboard Portal (RDB) within 24 hours of Audit.
14. Party will have to place sufficient Electrical Auditors so as to carry Audits of the RO within
the time frame.( Electrical Auditor will be minimum Diploma/ Degree in Electrical
Engineering ) & The contractor will be class A Electrical License holder.
15. Only Electrical Auditor person qualified in the competency test of Indian Oil will be carrying
out Electrical Audit of RO’s.
16. Call-ups shall be placed in lot of maximum 30 ROs at a time. Completion period for 30 ROs
is also being considered as four weeks from placement of call-up orders.
17. The scope of work will include visits to the ROs once in a year for complete Electrical Safety
Audit as per the checklist given in the tender and list of envisaged activities.
18. The compliance Audit will be carried out by the Auditor by visiting the RO’s as per call-up
given by DO for checking the compliance of punch points in the ROs.
19. Electrical safety audit format is changeable. Format can be changed as per IOCL latest
guidelines received.
20. Successful Bidder will have to use Smart Phone with geofencing app.
21. Electrical Auditor have to ensure online work permit before carrying out the job on the site.
