SUPPLEMENTARY REQUIREMENTS RELATED TO ANO-M SUBPART F
MAINTENANCE ORGANISATION APPROVAL
A. AUTHORITY:
A1. This Airworthiness Notice has been issued under the authority vested in DG CAA in pursuance of
Rules 4, 5, 25 thru 30, 333(3), 333(5) and 360 together with all other enabling provisions of Civil
Aviation Rules, 1994 (CARs, 1994).
B. PURPOSE:
B1. The purpose of this Airworthiness Notice is to prescribe supplementary requirements related to
approval of a maintenance organisation in accordance with Subpart F of ANO-M-AWRG (Latest
Revision) (hereinafter referred as ANO-M).
C. SCOPE:
C1. This Airworthiness Notice shall be applicable to organisations holding or applying for issuance or
change of maintenance organisation approval as per ANO-M Subpart F.
D. DESCRIPTION:
D1. DEFINITIONS:
Any term used in this AWNOT shall have the same meaning as given in the CARs, 1994, ANO-M,
AWNOT-095-AWRG (latest revision), AWNOT-017-AWRG (latest revision) and relevant ICAO
Annexes.
D2. INTRODUCTION:
D2.1 ANO-M establishes the measures to be taken to ensure that continuing airworthiness of an
aircraft is maintained, including maintenance and it specifies the conditions to be met by the
persons or organisations involved in such continuing airworthiness management.
D2.4 This AWNOT is addressing following topics related to ANO-M Subpart F maintenance
organisation approval and the requirements / conditions / information specified under their
particular headings shall be complied in conjunction with ANO-M Subpart F requirements:
D3.1 APPLICATION:
D3.1.1 Covering letter on official letterhead of the organisation, signed by the appointed
Accountable Manager or its appropriate representative, which shall include
following:
D3.1.1.2 Name & Designation of the Nominated Personnel, for which PCAA Form
4s are being submitted as per Para D3.1.4 below.
D3.1.2 PCAA Form 2 (Latest revision of CAAF-602-AWRG), duly filled and signed by the
organisation’s appointed Accountable Manager.
D3.1.4 PCAA Form 4 (Latest revision of CAAF-604-AWRG), duly filled for each Nominated
Person, required as per ANO-M Paras ANO.M.A.606(b) and AMC.M.A.606(b) and
as specified in Part B of the submitted draft MOM, in compliance with requirements
of Para D7 below.
D3.1.5 Evidence of deposit of the applicable fees in accordance with the latest revision of
AWNOT-003 or Authorisation to deduct such fees from the organisation’s Advance
Deposit Account, if maintained.
D3.2 ASSESSMENT:
The applicant shall facilitate and grant access to PCAA in its assessment of the organisation
for grant of maintenance organisation approval in accordance with ANO-M Subpart F, which
shall include but not limited to following activities:
D3.2.1 Evaluation of the application package for its contents and correctness of the
provided information.
D3.2.3 Review of the submitted PCAA Form 4s in accordance with ANO-M Subpart F and
this AWNOT requirements and their acceptance.
D3.2.4 Audit of the organisation to verify the organisation's compliance with ANO-M
Subpart F and this AWNOT requirements and satisfactory correction of any pointed
out findings.
D3.2.5 A meeting with the appointed Accountable Manager during assessment for the
approval to ensure that he/she fully understands the significance of the approval
and the reason for signing the commitment of the organisation in MOM to comply
with the procedures specified therein.
Subject to compliance of all applicable requirements of ANO-M Subpart F and this AWNOT
and satisfactory recommendation of the Principal Airworthiness Field Office for the
organisation, which will take recommendations from the concerned Airworthiness Field
Office(s) as applicable, the applicant shall be issued maintenance organisation approval in
accordance with ANO-M Subpart F by Airworthiness Directorate, HQCAA with the
conditions specified therein including:
D3.3.1 The extent and validity of the approval shall be as indicated on the issued PCAA
Form 3-MF having the organisation’s Approval Reference.
D3.3.2 The scope of work deemed to constitute the approval shall be as specified in the
organisation’s approved MOM.
D3.3.3 The continued validity of the approval shall be subject to continued compliance of
ANO-M Subpart F and this AWNOT by the organisation including facilitating and
granting access to PCAA in determination of such continued compliance.
D4.1 An ANO-M Subpart F AMO approval is valid for unlimited duration as per ANO-M Para
ANO.M.A.618(a) subject to the conditions specified therein and Para D3.3 above. However,
an approved ANO-M Subpart F AMO is required to be completely audited at a period not
exceeding 24 months.
D4.2 An ANO-M Subpart F AMO shall facilitate and grant access to PCAA in its assessment of
the organisation for continuation of maintenance organisation approval in accordance with
ANO-M Subpart F, which shall include but not limited to following activities:
D4.2.1 Audit(s) of the organisation covering all aspects of its approval in a period not
exceeding 24 months from the date of the issuance / last continuation of the
approval to verify the organisation's compliance with ANO-M Subpart F and this
AWNOT requirements and satisfactory correction of any pointed out findings.
D4.2.2 A meeting with the accepted Accountable Manager at least once every 24 months
continuation period to ensure that he/she remains informed of significant issues
arising during audits.
D4.2.3 Deposit of the applicable fees in accordance with the latest revision of AWNOT-003
by the organisation or Authorisation to deduct such fees from the organisation’s
Advance Deposit Account, if maintained. Intimation in this regard shall be submitted
by the organisation at least 02 months prior to the completion of every 24 months
continuation period to its Principal Airworthiness Field Office.
D4.3 Subject to compliance of all applicable requirements of ANO-M Subpart F and this AWNOT
and satisfactory recommendation of the Principal Airworthiness Field Office for the
organisation, which will take recommendations from the concerned Airworthiness Field
Office(s) as applicable, the maintenance organisation approval of the organisation shall
continue to remain valid in accordance with ANO-M Subpart F subject to the conditions
specified therein including conditions of the Para D3.3 above.
D5.1.1 As per ANO-M Para ANO.M.A.617, an ANO-M Subpart F AMO shall notify any
proposal for change in the organisation to its Principal Airworthiness Field Office,
which shall include following changes not related to enhancement or reduction in its
scope of approval:
D5.1.1.4 Change in equipment, tools, material and certifying staff that could affect
the approval.
D5.1.2 These changes shall be notified adequate time before they take place in the
organisation except any unplanned change in personnel due to any unavoidable
circumstances, which shall be notified at the earliest opportunity.
D5.1.3 The ANO-M Subpart F AMO shall comply with any conditions prescribed by PCAA
under which the organisation may operate during these notified changes unless its
approval has been suspended by PCAA due to the nature or the extent of the
changes.
D5.1.4 Notwithstanding Para D5.1.3 above, following conditions shall apply in all the
relevant cases for any notified or un-notified changes in an ANO-M Subpart F AMO,
for which PCAA has not prescribed any particular condition to the organisation or
suspended its approval:
earliest but not exceeding 30 days from the day of vacancy of the post
unless otherwise is accepted by PCAA in writing.
D5.2.1 Application:
An ANO-M Subpart F AMO shall apply for change of its approval to enhance or
reduce its granted privilege and scope of work as per ANO-M Paras ANO.M.A.602
and AMC.M.A.602. The application package shall be submitted to the Principal
Airworthiness Field Office for the organisation, which shall contain the documents
required in application package for issuance of the approval as per Para D3.1
above, as applicable.
D5.2.2 Assessment:
For enhancement in ‘Scope of Approval’, the organisation shall comply with the
applicable requirements for issuance of maintenance organisation approval as per
ANO-M Subpart F and this AWNOT in regards to the requested additional privilege.
The organisation shall facilitate and grant access to PCAA in its assessment of the
organisation for change of maintenance organisation approval in accordance with
ANO-M Subpart F, which shall include but not limited to the activities as specified in
Para D3.2 above.
D6.1 A draft MOM shall be submitted by an organisation with its application for ANO-M Subpart F
maintenance organisation approval as per Para D3.1 above and it will be scrutinised as per
ANO-M Subpart F requirements during the maintenance organisation approval issuance
process. After correction of any pointed out deficiencies / discrepancies during the approval
process and as per PCAA instructions, the organisation shall submit fair copies of the MOM,
one (01) each for Airworthiness Directorate, HQCAA, Principal and concerned (if any)
Airworthiness Field Office(s) and the organisation itself, to its Principal Airworthiness Field
Office, which will forward them to Airworthiness Directorate, HQCAA for approval.
D6.2 Any proposed amendment in the approved MOM, which can include its complete revision,
shall be submitted by the organisation to its Principal Airworthiness Field Office for scrutiny
as per ANO-M Subpart F requirements, which can involve consultation with any concerned
Airworthiness Field Office(s) as required. After correction of any pointed out deficiencies /
discrepancies during the scrutiny process and as per PCAA instructions, the organisation
shall submit fair copies of the amendment for each approved copy of the MOM to its
Principal Airworthiness Field Office for approval.
D6.3 Notwithstanding Para D6.2 above, eligible minor amendments as specified in any particular
organisation’s indirect approval procedure, approved by PCAA as part of its MOM, may be
indirectly approved in accordance with ANO-M Para ANO.M.A.604(c). Nevertheless, the
indirect approval of the eligible minor amendment shall be subject to compliance of the
approved indirect approval procedure and the organisation shall submit copies of the
amendment for each approved copy of the MOM to its Principal Airworthiness Field Office,
Airworthiness Directorate, HQCAA and the concerned Airworthiness Field Office(s), if any,
for incorporation in their approved copies.
D6.4 Evidence of deposit of the applicable fees in accordance with the latest revision of AWNOT-
003 or Authorisation to deduct such fees from the organisation’s Advance Deposit Account,
if maintained, shall be required for processing of the MOM and its amendments approval.
Note: In the context of ANO-M Subpart F and this AWNOT, the Accountable Manager is not
considered as Nominated Personnel and does not require acceptance on PCAA Form 4.
Approval of the organisation’s MOM containing the Accountable Manager’s signed
commitment statement shall constitute his/her formal acceptance, when PCAA is satisfied
that he/she fully understands the significance of the approval and the reason for signing the
commitment of the organisation in MOM to comply with the procedures specified therein.
D7.2.1 Practical experience and expertise in the application of aviation safety standards
and safe maintenance practices.
D7.2.3 Five (05) years’ aviation experience, out of which at least three (03) years shall be
practical maintenance experience.
D7.2.4 Knowledge of the relevant type(s) of aircraft and components included in the
organisation’s scope of approval, which shall be demonstrated through any of the
following:
D7.3.1 For acceptance of the required Nominated Personnel, PCAA Form 4 (Latest
revision of CAAF-604-AWRG) along with the necessary evidences to demonstrate
compliance of the applicable requirements of Para D7.2 above shall be submitted to
the Principal Airworthiness Field Office for the organisation as follows:
D7.3.1.1 With the application for ANO-M Subpart F approval as per Para D3.1
above in case of the initial nominations.
D7.3.2 The submitted application for acceptance of the Nominated Personnel will be
reviewed for availability of all the required information and necessary evidences in
accordance with the requirements of ANO-M Subpart F and this AWNOT and the
organisation shall be required to rectify any pointed out deficiencies / discrepancies
and submit any further evidence as required to satisfy PCAA in regards to the
compliance of the applicable requirements.
D7.3.4 After satisfactory review of the application, the Nominated Personnel shall be
required to appear in an interview in the Principal Airworthiness Field Office for the
organisation for their assessment in regards to knowledge, background and
experience requirements as per Para D7.2 above.
D7.3.5 If compliance of the applicable requirements of ANO-M Subpart F and this AWNOT
is established and recommended by the Principal Airworthiness Field Office for the
organisation, formal acceptance of the Nominated Personnel will be notified to the
organisation by Airworthiness Directorate, HQCAA along with the submitted PCAA
D7.3.6 Notwithstanding Para D7.3.5 and the requirements of Para D7.2 above, Director
Airworthiness, PCAA may accept any Nominated Personnel with certain conditions
of acceptance in terms of limited or provisional validity, performance monitoring,
undergo further training and/or gain further experience etc., based upon his/her
current status of compliance of the applicable requirements and his/her ability to
reach status of their satisfactory compliance. In addition, the nominated personnel
approved under previous PCAA regulations for maintenance organisation approval
may be initially accepted without ensuring compliance of all the applicable
requirements subject to the condition that they shall comply with the applicable
requirements in the time period specified in conditions of their initial acceptance.
D7.3.7 Evidence of deposit of the applicable fees in accordance with the latest revision of
AWNOT-003 or Authorisation to deduct such fees from the organisation’s Advance
Deposit Account, if maintained, shall be required for processing of the applications
for acceptance of the nominated personnel.
D7.4.1 Initial acceptance of all nominated personnel shall be subject to six (06) months
probationary period, during which, performance of the nominated personnel will be
closely monitored by PCAA.
D7.4.2 Acceptance of all nominated personnel shall be subject to the condition that they
shall satisfactorily fulfil their responsibility to ensure continued compliance with
ANO-M and this AWNOT by their organisation.
D8.1 In accordance with the requirements of ANO-M Paras ANO.M.A.606 and ANO.M.A.607, an
organisation holding or applying for ANO-M Subpart F approval shall have qualified
personnel as required by its scope of approval for performance and certification of aircraft
and/or component maintenance including any specialised tasks, if performed as per the
approved procedures in its MOM.
D8.2 The organisation shall ensure that its personnel involved in maintenance are qualified as per
the following requirements and are assessed for their competence as per requirements of
Para D9 below:
D8.2.1 For issuance of Aircraft Certificate of Release to Service (CRS) as per ANO-M Para
ANO.M.A.612, the certifying staff shall be qualified as per the latest revision of
ANO-066-AWRG.
D8.2.2 For issuance of Component CRS i.e. PCAA Form 1 as per ANO-M Para
ANO.M.A.613, the certifying staff shall be qualified as per the latest revision of
AWNOT-025-AWEG.
D8.2.3 For carrying out and certifying Non-Destructive Testing (NDT) specialised tasks
during aircraft or component maintenance, the NDT personnel shall be qualified as
per the latest revision of AWNOT-025-AWEG.
D8.2.4 For carrying out and certifying any other specialised tasks such as non-destructive
inspections, welding and structural repairs etc. during aircraft or component
D8.3 The organisation shall provide initial and recurrent trainings to its personnel involved in
maintenance to:
D8.3.1 Assist them in complying with the requirements for issuance of the required
qualification;
D9.1.1 For non-certifying personnel assisting certifying staff or working under his/her
supervision, the supervising certifying staff shall ensure that the non-certifying
personnel are adequately trained and competent to carry out the work being
performed under his/her supervision and he/she shall be responsible for the
performed work. The organisation shall keep qualification, experience and training
records for non-certifying personnel.
D9.1.2 For certifying staff issuing CRS following aircraft maintenance or issuing PCAA
Form 1 following component maintenance, the organisation shall ensure through a
procedure in its MOM that a certifying staff shall not exercise his/her privileges
unless he/she can demonstrate compliance of ANO-066 Para 66.A.20(b) and has
an adequate understanding of the relevant aircraft and/or aircraft component(s) to
be maintained together with the associated organisation procedures.
D9.2 The MOM procedure for assessment of competence, qualification and capability of a
prospective certifying staff for certification privileges on a particular aircraft and/or aircraft
component to be maintained by the organisation shall include:
D9.2.1 Ensuring that he/she has the required qualification such as ANO-066 AML endorsed
with the relevant type rating in the required category for aircraft maintenance and/or
appropriate AWNOT-025 Shop Approval for component maintenance.
D9.2.2 Ensuring that he/she can demonstrate and/or provide evidence for compliance of
ANO-066 Para 66.A.20(b) requirements, which include:
D9.2.3 Ensuring that he/she has received training and/or has relevant maintenance
experience on the product type such that he/she understands how the product
functions, what are the more common defects with associated consequences.
D9.2.5 Keeping records of all evidences, documents and information that support his/her
competence, qualification and capability related to the certification privilege
authorised to him/her.
D9.2.6 Adding his/her name in the organisation’s current list of certifying staff maintained
as per ANO-M Para ANO.M.A.607(c) only after ensuring compliance of the
procedure’s requirements.
D9.2.7 Intimating him/her about addition of his/her name in the current list of certifying staff
and only then he/she can exercise the authorised certification privileges.
D9.3 For compliance of Paras D9.2.2.2 and D9.2.3 above, the organisation may ensure
competence of the prospective certifying staff to certify maintenance on the particular
aircraft and/or component in any combination of following ways:
D9.3.1 Adequate previous experience in certification of the product type and providing
information on major differences of the particular aircraft or component to be
maintained, if required, and/or;
D9.3.2 Working under the supervision of an authorised certifying staff for sufficient time to
assess his/her competence, where sufficient time could be as little as a few weeks if
he/she is fully exposed to relevant work, and he/she need not be assessed against
the complete spectrum of intended duties and/or;
D9.3.3 Written confirmation from his/her previous employer about his/her authorised
certification privileges, if he/she was previously employed as certifying staff in an
AMO.
D10.1 As per ANO-M Para ANO.M.A.103(b), the maintenance organisations, currently approved
under the ANO-001-AWRG and are not required to obtain ANO-145 approval, shall continue
to comply with the ANO-001-AWRG until the implementation of Section A Subpart F of
ANO-M as per ANO-M Para ANO.M.A.103(a) i.e. as per the latest directives of Director
Airworthiness, PCAA.
D10.2 Therefore, through this AWNOT, these latest directives for implementation of ANO-M
Subpart F are being issued i.e. the maintenance organisations, currently approved under
the ANO-001-AWRG and are not required to obtain ANO-145 approval, shall acquire ANO-

M Subpart F or ANO-145 maintenance organisation approval until 31 December, 2021
and after which their ANO-001 approval will no longer remain valid. However, time period for
submission of application for ANO-M Subpart F approval by an ANO-001 AMO to acquire
the approval within the prescribed date shall be as per the instructions of the Airworthiness
Field Office having jurisdiction over the ANO-001 AMO’s principal place of business.
D10.3 Moreover, in accordance with ANO-M Para ANO.M.A.103(a), the implementation of ANO-M
requirements for any new maintenance organisation requiring ANO-M Subpart F approval
shall be from the effectivity date of ANO-M.

IMPLEMENTATION:
This Airworthiness Notice supersedes its previous versions and shall be effective from 20-12-2020
however it shall be implemented with ANO-M continuing airworthiness requirements as per Para
D10 above.
