RATIONALE: if { The amendments on policies and guidelines on the organization and staffing of the PNP Mobile Forces are necessary to standardize and rationalize further its distribution and to ensure maximum economy and efficiency in terms of manpower and materiel in meeting the challenges of the times. Likewise, the nomenclature provides uniformity in the mission and functions of the PNP mobile forces. 3. PURPOSE: ‘| This Memorandum Circular (MC) sets forth the implementation of certain provisions of Republic Act (RA) No. 6975, as amended by RA No. 8551, and Executive Order No. 546, series of 2006, entitled “Directing the Philippine National | | Page 1 of 18 Pages CONFIDENTIAL CONFIDENTIAL Police to Undertake Active Support to the Armed Forces of the Philippines in Internal Security Operations for the Suppression of Insurgency and Other Threat to National Security, Amending Certain Provisions of Executive No. 110, Series of 1999 and for Other Purposes”. This MC likewise covers the implementation of pertinent provisions of the RA 9372 otherwise known as the “Human Security Act of 2006". In view of developments on policing, there is a need to harmonize the PNP Strategy on Intemal Security as well as to strengthen and rationalize the distribution of the PNP Mobile Forces. 4, DEFINITION OF TERWS: a. Administrative Supervision — refers to the authority of a Commander to generally oversee the operations of his Unit and to ensure that it is managed effectively, efficiently, and economically but without interference to the day-to-day activities of the Unit. It includes the conduct of management audit, performance evaluation, and inspection to determine compliance with policies, standards and guidelines and to take such action as may be necessary for the proper performance of official functions, including rectification of violations and abuses. b. Border Control - refers to the counter measures to disrupt criminals and limit their routes and provide area security plan between boundaries or adjacent provinces. This may require coordination with other law enforcement agencies and with the AFP for support in implementing regular police operations such as checkpoint, police response, and dragnet operations (PNP MC No. 2017-021 dated March 8, 2017 "Enhanced Police Operational Concept of the MPO"). c. Command and Control ~ is the exercise of authority and direction by a duly designated Commander or superior officer over an assigned PNP Mobile Force Battalion, Company or Platoon in the accomplishment of organizational mission. Command and control functions are performed through an arrangement of personnel, equipment, communications, facilities, and procedures employed by a Commander or superior officer in planning, directing, coordinating, and controlling, the operations of his unit. d. Contro! — is the power of a superior officer to alter, modify, nullify or set aside what a subordinate officer had done in the performance of his duties and to substitute the judgment of the former to the latter. e. Chain of Command — is the succession of commanding officers from a ‘superior to a subordinate. For the purpose of this MC, the chain of command goes from the Chief, PNP to The Deputy Chief, PNP for Operations to the Director for Operations (on regional police operations) or to the Directors of the Directorates for Integrated Police Operations (on police operations that traverse regional boundaries) to the Regional Directors of the Police Regional Offices (thru his Deputies) and to the heads of the Regional, Provincial or City Mobile. Force Battalions/Companies/Platoons, | Page 2 of 18 Pages | | CONFIDENTIAL hl i CONFIDENTIAL £ City Mobile Force Company (CMEC) — formerly named as City Public Safety Company. It refers to a Company-size mobile reaction unit of a City Police Office (CPO) for internal security operations and to reinforce/support territorial police units in public safety operations, law enforcement operations, and special police operations. g. District Mobile Force Battalion. (DMEB) — formerly named as District Public Safety Battalion. It refers to a Battalion-size mobile reaction unit establish in each NCR Police District, namely: Manila Police District, Quezon City Police District, Northern Police District, Eastern Police District, and Souther Police District, for internal security operations and to reinforce/support territorial police units in public safety operations, law enforcement operations, and special police operations. h. Force Commander - refers to the commanding officer of a Regional Mobile Force Battalion (RMFB), District Mobile Force Battalion (DMFB), Provincial Mobile Force Company (PMFC), City Mobile Force Company (CMFC), and Provincial Mobile Force Platoon (PMFP). i. Internal Security Operation (ISQ) — refers to activities designed to preserve internal security against insurgents, secessionists, and terrorists. It includes community defense operations, intelligence, combat, military and civil relations, legal offensives, police internal security operations, and psychological operations (Reference: Joint Armed Forces of the Philippines-Philippine National Police Rules and Regulations Implementing Executive Order No. 546, series of 2006) j. Law Enforcement Operations — refer to the service of Warrant of Arrest, implementation of Search Warrant, enforcement of visitorial powers of the Chief, Philippine National Police and Unit Commanders, Anti-lllegal Drugs Operation, Anti-tlegal Gambling Operations, Anti-lllegal Logging Operations, Anti-llegal Fishing Operations, Anti-Carnapping Operations, Anti-Kidnapping Operations, Anti-Cyber Crime Operations and similar operations that are conducted to enforce laws, statutes, executive orders and ordinances. (Reference: Revised PNP Police Operational Procedure) k. Operational Control — the authority delegated to a Commander to direct the assigned PNP Mobile Force Battalion, Company or Platoon so that it may accomplish specific missions or tasks and to deploy necessary Battalion/Companies/Platoons/Teams and "plain or assign tactical control of the same. |. PNP Mobile Forces (PMFs) ~ is a general and collective term for mobile reaction units established in all Police Regional Offices (PROs), Police District Offices, Police Provincial Offices (PPOs) and City Police Offices (CPOs) for intemal security operations and to reinforce/support territorial police units in public safety operations, law enforcement operations, and special police operations. Provincial Mobile Force Company (PMFC) — formerly named as Provincial Public Safety Company (PPSC). It refers to a Company-size mobile reaction unit of a Police Provincial Office for internal security operations and to reinforce/support territorial police units in public safety operations, law enforcement operations, and special police operations. 1n. Provincial Mobile Force Platoon (PMP) — formerly named as Provincial Public Safety Platoon (PPSP). It refers to a Platoon-size mobile reaction unit in a province which does not require the composition and full complement of a Provincial Mobile Company for internal security operations and to reinforce/support territorial police units in public safety operations, law enforcement operations, and special Police operations. 0. Public Safety Operations ~ refer to the conduct of search, rescue and retrieval operations, fire drills, earthquake drills, and similar operations that promote public safety. (Reference: Revised PNP Operational Procedures) p. Regional Mobile Force Battalion (RMFB) - formerly named as Regional Public Safety Battalion (RPSB). It refers to a Battalion-size mobile reaction unit of a Police Regional Office for internal security operations and to reinforce/support the provincial, city, and municipal police units for public safety operations, law enforcement operations, and special police operations. i q. Special Police Qperations — ‘operations which include checkpoint operation, roadblock operation, civil disturbance management operation, police assistance in the enforcement of demolition, eviction, injunction and similar orders, police assistance in the implementation of final court order and order from quasi judicial bodies, hostage situation, visit board search and seizure onboard marine vessels and similar police operations that are conducted by police units with specialized training on the peculiarity of the mission or purpose. (Reference: Revised PNP Police Operational Procedures) '. Team refers to the smallest tactical unit in a platoon of a mobile force. It is usually an eight-man composition of PNP elements which is similar to a military squad. ' ! i 5. APPLICABILITY: This MC shall apply to all PNP Mobile Forces, otherwise known as maneuver groups, of the Philippine National Police which were created by virtue of Section 32 of the rules and regulations implementing the provisions of RA No. 6975, as amended by RA No. 8551! This shall not apply to the Manila Police Field Force under the Manila Police District which provides security to the President of the Republic of the Philippines, as well as the security of Malacaitang Palace and its vicinity, in coordination with the Presidential-Security Group of the Armed Forces of the Philippines. : \ Page 4 of 18 Pages i CONFIDENTIAL CONFIDENTIAL 6. GUIDING PRINCIPLES: a. The adoption of standard nomenclatures is imperative especially for mission-based Units. In this regard, the nomenclatures of the PNP mobile forces shall conform with the categories of police operations as provided under the Revised PNP Police Operational Procedures (PPOP). As defined in the Revised POP, “Public Safety Operations” include search, rescue and retrieval operations, fire drills, earthquake drills, and similar operations that promote public safety. Considering that the function of the PNP Public Safety Forces (PSI Fs) which are established pursuant to NHQ-PNP MC 2009-020 A is not limited to public safety operations, the PSFs shall be renamed as follows: Existing Nomenclatures of the PNP Public Safety Forces 1. The Regional Directors, PROs shall exercise supervision and control over the Regional Mobile Force Battalions and Companies and its subordinate units within their respective areas of responsibility. e.The PMFCs, PMFPs and CMFCs shall be placed under the administrative supervision and operational control of the concerned Provincial Directors, Provincial Police Offices or City Directors, City Police Offices, as the case maybe. Likewise, the NCR District Mobile Force Battalions shall be placed under the administrative supervision and operational control of the NCR Police District Directors. f. All designations to the position of Force Commander, Company Commander; and Platoon Leader shall satisfy the completion of any of the following training: 1) SAF Commando Course; 2) Force Reconnaissance Course; 3) Scout Ranger Course; 4) Special Forces Course; or 5) Tactical Commanders Course. g. Organization and Functions of the Regional Mobile Force Battalion. 1) Each Police Regional Office shall be authorized to maintain one (1) Regional Mobile Force Battalion, with official acronym “RMFB", which shall conduct internal security operations and_reinfor wt the Police Units under the area of jurisdiction of the concerned PRO in public safety operations, special police operations, and law enforcement operations. It shall be placed under the administrative supervision and operational control of the Regional Director, PRO and shall be headed by a Police Commissioned Officer (PCO) with the rank of Police Senior Superintendent who shall be called “Force Commander.” 3) The RMFB shall perform the following functions: a) Conduct internal security operations against insurgents, secessionists, and terrorists as an independent unit or part of a larger force; b) Conduct law enforcement operations against threat groups/organized crime groups, and other lawless elements; ©) Conduct long-range reconnaissance, surveillance, and target acquisition; d) Establish and support a Forward Operations Base whenever the need for such arises for tactical advantage, in coordination with the units of the Atmed Forces of the Philippines deployed within the area of responsibility of the concerned PRO; | | ®) Conduct public safety operations, civic assistance operations (during disaster, natural calamities or emergency operations), and other similar operations that promote public safety; f) Perform in support of the Provincial Police Office and Police Stations within the region as directed by the Regional Director, Police Regional Office; 9) Conduct border control, special police operations, other law enforcement operations in support and in coordination with the concerned Provincial Director, Police Provincial Office and Chief of Police, City/Municipal Police Stations; and | h) Perform ether tasks as directed by the Regional Director, Police Regional Office. 4) The RMFB! shall be composed of six (6) Support Staff and Operating Units. Each RMFB shall maintain one (1) Technical Support Company and five (5) Maneuver Companies, with three (3) Platoons each Company. 5) The NCRPQ Regional Mobile Force Battalion (NCRPOMFB) shall likewise be maintained and ‘placed under the administrative supervision and operational control of the Regional Director, NCRPO. Further, it shall perform the following functions and shall be organized as shown in Annex B hereof: a) Conduct internal security operations against insurgents, secessionists, and terrorists as an independent unit or part of a larger force; b) Conduct law enforcement operations against threat groups/ organized crime groups, and other lawless elements; ) Conduct long-range reconnaissance, surveillance, and target acquisition; d) Establish and support a Forward Operations Base whenever the need for such arises for tactical advantage, in coordination with the units of the ‘Armed Forces of the Philippines deployed within the area of responsibility of the NCRPO; e) Conduct public safety operations, civic assistance operations (during disaster, natural calamities or emergency operations), and other similar operations that promote public safety; f) Conduct border control, special police operations, and other law enforcement operations in support and in coordination with the Police Units under the jurisdiction of NCRPO as directed by the Regional Director, NCRPO; and g) Perform other tasks as directed by the Regional Director, NCRPO. h. Organization and fepcuone of the Provincial Mobile Force Company 1) Each Police Provincial Office shall be authorized to maintain one (1) to two (2) Provincial Mobile Force Company with official acronym “PMFC", to conduct internal security operations and reinforce/support the Police Stations within the area of jurisdiction of the concerned PPO in public safety operations, special police operations, and law enforcement operations. 2) A Provincial | Mobile Force Company shall be organized as reflected in Annex D hereof. It shall be placed under the administrative supervision and operational control of the Provincial Director, PPO. 3) The PMFC shall be headed by a PCO with the rank of Police Superintendent who shall be called “Force Commander.” 4) The PMFC shall perform the following functions: a) Conduct internal security operations against insurgents, secessionists, and terrorists as an independent unit or part of a larger force; b) Conduct law enforcement operations against threat groups/organized crime groups and other lawiess elements; c) Conduct ppeenae reconnaissance, surveillance, and target acquisition; | Page 10 of 18 Pages |) CONFIDENTIAL HI CONFIDENTIAL d) Establish and support a Forward Operations Base whenever the need for such arises for tactical advantage, in coordination with the units of the Armed Forces of the Philippines deployed within the area of responsibility of the concemed PPO; ) Conduct public safety operations, civic assistance operations (during disaster, natural calamities or emergency operations), and other similar operations that promote public safety; f) Augment police stations which are identified to be prone to Communists/Terrorists atrocities; 9) Provide police presence (visibility) in support to the anti-crime programs undertaken by Police Stations when so directed by the Provincial Director, Police Provincial Office; h) Conduct border control, special police operations and other law enforcement operations in support of the Police Stations within the area of jurisdiction of the province as directed by the Regional Director, PRO and/or the Provincial Director, Police Provincial Office; and i) Perform other tasks as directed by the Regional Director, PRO and/or the Provincial Director, Police Provincial Office. 5) APMFC shall have a standard strength of 169 personnel consisting of four (4) Platoons with 34 personnel each platoon. T j. Organization and Functions of the Provincial Mobile Force Platoon. 1) Two (2) Provincial Mobile Force Platoons shall be established in a province which does not require the composition and full complement of a Provincial Mobile Force Company. The PMFP shall conduct internal security operations and reinforce/support territorial police units in public safety operations, special police operations, and law enforcement operations. | 2) The Provincial Mobile Force Platoon, with official acronym “PMFP", shall be organized as reflected in Annex E hereof. Organization and Functions of the; City Mobile Force Company 4) Each City Police Office shall be authorized to maintain one (1) City Mobile Force Company, with official acronym “CMFC", to_conduct intemnal_security operations and to reinforce/support the territorial police stations in public_safety operations, special police operations and law enforcement operations. Specifically, the CMFC shall perform the following functions: a) Conduct | internal security operations against insurgents, secessionists and terrorists as an independent unit or part of a larger force; b) Conduct law enforcement operations against threat groups/organized crime groups and other lawless elements; ©) Conduct long-range reconnaissance, surveillance and target acquisition; | | d) Establish’ and support 'a Forward Operations Base whenever the need for such arises for tactical advantage, in coordination with the units of the ‘Aimed Forces of the Philippines deployed within the area of responsiblity of the concerned CPO; | | | \ i] | || Page 12 of 18 Pages | | CONFIDENTIAL CONFIDENTIAL e) Conduct public safety operations, civic assistance operations (during disaster, natural calamities or emergency operations) and other similar operations that promote public safety; f) Augment police stations which are identified to be prone to Communists/Terrorists atrocities; 9) Provide police presence (visibility) in support to the anti-crime programs undertaken by the City Police Office when so directed by the City Director, CPO; hh) Conduct border control, special police operations and other law enforcement operations in support of the Police Stations within the area of jurisdiction of a CPO as directed by the Regional Director, PRO and/or the City Director, City Police Office; and i) Perform other tasks as directed by the Regional Director, PRO and/or the City Director, City Police Office. 2) ACMFC shall be organized as reflected in Annex F hereof. It shall be headed by a PCO with the rank of oles! Superintendent who shall be called “Force Commander’. i | 7. OPERATIONAL GUIDELINES a. As a general rule, the Provincial Mobile Force Company shall be co- located with the PPO Headquarters. The Provincial Director, Police Provincial Office is authorized to temporarily preposition for tactical reasons appropriate number of Platoons elsewhere within his jurisdiction, subject to the approval of the concerned Regional Director, PRO. The Company Commander, PMFC may establish a Forward Operations Base (with a minimum of 34-man Platoon) near the center of gravity of threat groups. b. No piecemeal employment/deployment of the RMFBs, DMFBs, PMFCs or CMFCs is allowed. The integrity of the said units shall be maintained in order not to dissipate their operational effectiveness. Accordingly, the smallest size of a formation shall be at least a 34-man Platoon, provided that it is within reinforcing or supporting distance from a Regional Mobile Force Battalion, Provincial Mobile Force Company or City Mobile Force Company operating in the area. I c. The RMFBs, DMFBs, PMFCs or CMFCs may be deployed outside their area of responsibility upon orders of the Chief, PNP. The PNP Mobile Forces may further operate jointly with other RMFBs and PMFCs, Special Action Force or units of the Armed Forces of the Philippines (AFP). Along this line, the provisions of the AFP-PNP “Revised Joint Implementing Rules and Regulations (RJIRR) to Executive Order No. §46, series of 2006 should be adhered to during the conduct of operations with the AFP’ units. Moreover, during the conduct of operations that traverse regional boundaries, the provisions of NHQ-PNP Memorandum Circular No. 2009- 008 dated May 18, 2008 should be sry followed particularly on the functional | Page 13 of 18 Pages CONFIDENTIAL | ‘| i | | | | | CONFIDENTIAL relationship of Directorates for Integrated Police Operations and the Police Regional Offices, such as: 4) Directorates for Integrated Police Operations The Directorates for Integrated Police Operations shall supervise and control police operations against terrorists, insurgents, and criminals only during operations which traverse regional boundaries. The day-to-day operations within local boundaries shall be the responsibility of the Regional Directors, PROs through the Regional Mobile Force. 2) Police Regional Offices a) The Regional Directors of PROs shall continue to supervise police operations for the maintenance of peace and order, prevention and control of crimes solely affecting their respective areas of responsibility; and b) Update and provide information/reports to DIPO of the existence of any trans-regional crimes or lawless group operating in the area. d. In cases where in the situation in an area cannot be contained within the capability of the DMFB/PMFC/PMFPICMFC, the Companies or Platoons from the Regional Mobile Force Battalion shall be deployed by the concemed Regional Director, PRO. In such cases, the command and control of such operations shall remain with the District Director, District Police Office/Provincial Director, PPO/or City Director, CPO who has the jurisdiction over the affected province or city, unless the Regional Director, PRO directs the Force Commander, RMFB to take over the operations. | | e. The RMFBs, DMFBs, PMFCs, PMFPs or CMFCs may not always be at full strength (please find Annex G hereof for the Distribution/Authorized Strength of the PNP Mobile Forces). When the situation demands for proactive or immediate operational support, the Regional Directors, PROs shall exercise discretion to realign, upgrade or downgrade the personnel complement of the RMFBs, DMFBs, PMCs, PMFPs or CMFCs within their respective jurisdictions. Provided that, the realignment of these PNP Mobile Forces |shall not exceed the total maximum authorized personnel complement for a certain region. If the personnel exceed the maximum authorized number, the RD shall ensure the equipage and funding of excess personnel/platoon/company until such time that the request for additional personnel and needed resources are approved by higher headquarters. Appropriate weekly report/s on the disposition of RMFBs, DMFBs, PMFCs, PMFPs and CMFCs shall be submitted by the Regional Directors, PROs to the Chief, PNP (thru: TDCO and TDO). \ #. The following rules shall be observed on the realignment of the PNP Mobile Forces: { | | | 1) Keep key positions of the PNP Mobile Forces/Companies/ Platoons occupied by competent personnel; | | Page 14 of 18 Pages | | || CONFIDENTIAL 1] | ‘| | \ CONFIDENTIAL 2) The chain of command shall always be followed; and 3) The most potent weapons shall be secured at all times. g. A Provincial Police Office may establish additional Provincial Mobile Force Company provided that: 1) The Regional ISO Validation Committee shall convene and assess the need of additional PMFC depending upon the peace and order situation, internal security condition as well as other considerations like geographical jurisdiction, terrain configuration, and peculiar security needs of a province and shall submit necessary recommendation/s to the Directorate for Operations; and 2) The Directorate for Operations shall evaluate the recommendations Of the Regional ISO Validation Committee and submit the result of its evaluation for approval of the Chief, PNP (through the National ISO Validation Committee). h. No elements from the PNP Mobile Forces shall be detailed as protective security of government officials or VIPs nor render security services to vital installations of the government or private establishments in the province or locality. i. In order to avoid confusion and duplication of functions, the existing units created by the heads of PNP offices/units without prior approval of the Chief, PNP and the National Police Commission like Special Operations Group, Task Forces and others shall cease to exist upon approval of this MC. i, The PNP ISO Validation Committee, chaired by The Deputy Chief, PNP for Operations, shall continue to exist and perform the following functions: 1) Determine and resolve issues conceming PNP Mobile Forces and recommend to the Chief, PNP appropriate measures to sustain the operations of the PMFs; 2) Evaluate and monitor the operational readiness of PMFs nationwide in carrying out their mandates particularly on the suppression of CPP/NPA/NDF (CNN) and other threat groups; 4) Decide on the recommendations of the Director for Operations (TDO) based on the results of operational review and periodic organizational audit of the PMFs nationwide; and \ 5) Submit to the Chief, PNP necessary measure/s for the capability enhancement of the PMFs. i. The RDs, PROs shall create their respective Regional ISO Validation Committee to be headed by the DRDOs of PROs. The Regional ISO Validation Committee shall perform the following functions: | i Page 15 of 18 Pages i CONFIDENTIAL CONFIDENTIAL 1) Ensure operational readiness of their respective PMFs in carrying out their mandates; and prompt release of funds as well as its proper utilization of resources; 2) Conduct quarterly meeting to evaluate and assess the capabilities of their respective PMFs in terms of manpower (strength and competence), financial support, firepower, mobility, equipage, other logistics support; 3) Submit necessary recommendations or appropriate measures to the concerned RD, PRO based on the results of operational review and audit of PWMFs of their region. k. Regular border control operations on entry/exit points and Main Supply Routes (MSR) shall be conducted by at least two Maneuver Teams from the concerned PMFC/s depending on the security threat. |. Table Top Exercises (TTX), Simulation Exercises (SIMEX), Crisis Emergency Response Exercise (CEREX) and Communication Exercises (COMMEX) shall be conducted quarterly by the PMFCs or as may deemed necessary. 7. TASKS: | i a. The Director for Operations shall supervise the implementation of this MC and shall designate the Chief, Internal Security Operations Division, DO to act as the Head Secretariat of the PNP ISO Validation Committee; b. For purposes of economy and precluding duplication of efforts, the Directorate for Operations shall create the PNP Mobile Forces Audit Team, to be chaired by the Executive Officer, DO which shall be responsible in the conduct of periodic organizational audit of the PNP Mobile Forces. The results of the said audit shail form part of the evaluation of PNP Mobile Forces to be conducted periodically by the PNP ISO Validation Committee. c. Detailed implementing directives shall be formulated by DPRM and DO for approval of the Chief, PNP pertaining to the tour of duty and transfer of Police Non-Commissioned Officers exclusively recruited for Regional Mobile Forces and lateral entrants (except those appointed for the Technical Services of the PNP and those who were once assigned and rendered duties at PNP Mobile Forces). d. The DPRM, in coordination with DO, shall formulate and implement a 5-year Manpower Build-Up for ISO Enhancement Program to include an appropriate directive on placement, promotion, and maximum tour of duty of personnel to be assigned in the PNP Mobile Forces. | | | e. The Directorate for Logistics, in coordination with the Directorate for Plans, shall update the Table of Equipment and Allowance (TEA) for the PNP Mobile Forces and submit the same for approval of the Chief, PNP and the NAPOLCOM. The Directorate for Human Resource and Doctrine Development shall update the program of instructions for ISO training courses, conduct appropriate training and formulate Operating Manuals/doctrines for the PNP Mobile Forces, SWAT, and EOD Teams, in coordination with the Directorate for Operations and the Directorates for Integrated Police Operations. g. The Regional Directors, PROs may adopt an implementation scheme to ensure that ongoing operations will not be hampered and the security requirements will not be compromised with the new organizational adjustments on PNP Mobile Forces. Appropriate progress/compliance reports shall be submitted within five (5) days from the effectivity of this MC to the Chief, PNP (thru: TDCO and 00). 8, COORDINATING INSTRUCTIONS: a. In order to address the depleted personnel strength of the PNP Mobile Forces, the enhancement of internal security operations (or ISO ENHANCEMENT PROGRAM) shall be given priority in the budget program/appropriations and in the recruitment of PNP uniformed personnel in succeeding years. b. Necessary support for personnel, logistics, funds, and other requirements of the PNP Mobile Forces shall be provided by the concerned Directorial Staff, subject to existing policies and procedures and approval of the Chief, PNP il | ©.
