AMENDMENT TO PNP MEMORANDUM CIRCULAR NO. 2021-176 ENTITLED
“ADDENDUM TO PNP MEMORANDUM CIRCULAR NO. 2020-086
PRESCRIBING THE MINIMUM TECHNICAL SPECIFICATIONS
FOR DESKTOP COMPUTERS”
1, REFERENCES:
a. NAPOLCOM Memorandum Circular (MC) No. 2019-002 entitled,
“Defining the Duty and Authority of the NAPOLCOM to prescribe
Minimum Standards for Uniforms, Arms, and Equipment to be Procured
by the Philippine National Police" dated January 29, 2019;
b. NAPOLCOM Resolution No. 2020-0762 entitled, “Prescribing the
Minimum Standards for Desktop Computer’ dated September 11, 2020;
c. PNP MC No. 2021-176 entitled, “Addendum to PNP MC No. 2020-086
entitled, Prescribing the Minimum Technical Specifications for Desktop
Computer’ dated November 29, 2021;
d. PNP MC No. 2020-086 entitled, “Prescribing the Minimum Technical
Specifications for Desktop Computer” dated December 3, 2020; and
e. PNP Uniforms and Equipment Specifications Board (UESB) Resolution
No. 2022-04-020 entitled, “Approving The Proposed Amendment to PNP
Memorandum No. 2021-176 entitled ‘Addendum to PNP Memorandum
Circular. No. 2020-086-Prescribing The Minimum Technical
Specifications for Desktop Computer”, dated April 19, 2022.
2. RATIONALE:
This MC sets forth the minimum technical specifications for High-End, Mid-
Range, and Low-End Desktop Computers to be used by PNP personnel for their office
works.
3. SITUATION:
Three sets of technical specifications (High-End, Mid-Ranges, and Low-
End) were crafted and approved to address the different purposes, usages, and
budgetary allocations of the different PNP offices/units. Due to the fast-paced
technological advancement, there are obvious delays in the procurement since some
of the specifications need to be amended.

To establish the minimum technical specifications for High-End, Mid-Range,
and Low-End Desktop Computers that will serve as reference in the procurement of
said equipment.
5. DEFINITION OF TERMS:
For purposes of this MC, the following terms, words, and phases shall mean
or understood as follows:
a. Base Clock - it is a guaranteed clock speed for full typical (but not peak)
utilization. It is a measure that the CPU manufacturer guarantees all
cores on the processor can run at with reasonable cooling.
b. Bluetooth - refers to a low-power wireless networking technology
operating in the 2.4 GHz unlicensed Industrial, Scientific and Medical
(ISM) band. There are two classes of Bluetooth device — Class 1
devices have higher output power and a range of about 100 meters, and
Class 2 devices have lower power and a range of about 10 meters.
c. Connectivity ~ refers to a generic term for connecting devices to each
other in order to transfer data back and forth. It often refers to network
connections, which embrace bridges, routers, switches and gateways as
well as backbone networks. It may also refer to connecting a home or
office to the Internet or connecting a digital camera to a computer or
printer.
d. Hard Disk Drive (HDD) — refers to a traditional storage device that uses
mechanical spinning platters and a moving read/write head to access
data.
e. Memory — refers to any device or recording medium into which binary
data can be stored and held, and from which the entire original data can
be retrieved
f. Power Supply Unit (PSU) — converts mains AC to low-voltage regulated
DC power for the internal components of a computer.
g. Processor — refers to an electrical component (digital circuit) that
performs operations on an external data source, usually memory or
some other data stream.
h. Software - programs, procedures, rules, and any associated
documentation pertaining to the operation of a system.
i. Solid State Drives (SSD) — refer to a new generation of storage device
used in computers. SSDs use flash-based memory, which is much faster
than a traditional mechanical hard disk.
Page 2 of 5j. Sound Controller — refers to an intemal expansion card that provides
input and output of audio signals to and from a computer under control
of computer programs.
k. Universal Serial Bus (USB) ~ refers to a standard for connection
sockets on computers and other electronic equipment.
|. Video Controller ~ refers to a device that generates, routes, mixes or
manages video.
6. GUIDELINES:
a. Description
The Desktop Computer is a personal computing device designed to fit
on top of a typical office desk. It houses the physical hardware that makes
a computer run and connects to input devices such as the monitor,
keyboard, and mouse. It is capable of the following:
1) Install and process different programs/application;
2) Create, edit, store, and view or read documents/file using appropriate
software program or application;
3) Connect to internet through wired or wireless using web browser or
installed applications;
4) Transfer files to/from an external storage device directly, with the use
of a cable or through wireless connection; and
5) Record, play, and store a low to high resolution voice and video files
in various format.

7. REPEALING CLAUSE:
All other technical specifications contrary to or inconsistent with the
provisions of this PNP MC are hereby rescinded, modified or amended.
8. EFFECTIVITY:
This MC, issued pursuant to the Memorandum from the Office of the
President dated May 6, 2022 with subject, “Additional Authority for the Officer-In-
Charge (OIC) of the Philippine National Police (PNP)," shall take effect after 15 days
from filing a copy thereof at the UP Law Center in consonance with Section 3, Chapter
2, Book VII of Executive Order 292 otherwise known as the “Revised Administrative
Code of 1987," as amended.
