In celebration of the 29th Founding Anniversary of CHED and Higher Education


Month, the office has scheduled a number of activities, this webinar is one of the activities. This
webinar aims to promote wellness ASEAN Mutual Recognition Agreement (MRA) on Business
Professional for Business Education Programs. This webinar has 2 competent speakers, first, The
key note speaker, Dr. Reynaldo B. Vea, the chairperson of Philippine National Referencing
Committee. Second, the resource speaker, Dr. Ma. Cristina G. Aquino, the ASEAN Master
Assessor, Member, CHED Technical Committee-HM & TM Programs.

Dr. Vea shared a comprehensive presentation about the ASEAN Qualifications


Reference Framework (AQRF) and Philippine Qualifications Framework (PQF) that
emphasizing objectives, importance and referencing criteria. PQF is a quality assured national
system for development, recognition and award of qualifications based on standards of
knowledge, skills and values acquired in different way and methods. It has 8 level qualification
descriptors. The descriptors defined 3 domains namely: the knowledge, skills and values, the
application and the degree of independence. To determine the qualification of each level, there’s
an instrument to used called Level Alignment Matrix (LAM) that shows whether the learning
outcomes are aligned to the level descriptors.

AQRF aims to broaden the understanding of a National Qualifications Framework


(NQF) of an ASEAN Member State (AMS) for people from other AMS and from outside the
ASEAN region. It addresses the education and trainings sectors and promotes lifelong learning.
The managing the reference process aims to lint the levels on the national qualifications system
to those in the AQRF in a consistent, trusted and transparent way. It is very important elements
because without trust, consistency, and transparency, the whole system of the AQRF fails as well
the PQF.
Dr. Aquino provide a very detailed and important presentations on ASEAN MRA,
which aims to facilitate mobility of professionals, skilled labor in ASEAN and highlighting
among others the different competencies by cluster. The title of presentation is “Applying the
ASEAN MRA on Tourism Professionals (TP) for Business Professionals and Business
Programs”. ASEAN MRA-TP an international arrangement designed to promote economic
integration and increased trade between nations achieved by reducing regulatory impediments to
the movement of goods and services. Dr. Aquino talks point about the ASEAN MRA, business
program applications and PQF.

This webinar helps to understand the action and Philippine Qualification Framework to
assure the quality education that need for the student to master the learning, skills and
competencies. Establish a standard qualifications framework to have harmonizes education and
training qualifications. Be ready to accept the educational landscape had tremendously change to
need to master and to promote quality and accessible by supporting a more integrated system
education. The Philippine Report to the AQRF Referencing is a major effort to fulfill one of the
objectives of Republic Act 10968, also known as the PQF law, which is to align domestic
qualification standards with international qualifications frameworks for recognition of the value
and comparability of Philippine qualifications thereby supporting the mobility of Filipino
workers and learners.
