A RESOLUTION ADOPTING THE PEACE AND ORDER AND PUBLIC SAFETY (POPS) PLAN, FY
2019-2022 FOR THE BARANGAY TANGBO ARTECHE, EASTERN SAMAR, SUBJECT TO ALL
LEGAL RULES, LAWS AND REGULATIONS.
WHEREAS, on January 30, 2019, the Sangguniang Barangay Secretariat Office
received a letter and documents from the Barangay Peace and Order Council, Hon. Jose
Ricky O. Rebato committee chair, requesting for the passage of a resolution adopting Peace
and Order and Public Safety (POPS) Plan, FY 2019-2022 for Barangay Tangbo, Arteche
Eastern Samar. The said request was then referred to the Committee on Peace and Order
and Public Safety and Committee on Laws and Government;
WHEREAS, every Provincial, City and Municipal POC and Barangay Peace and Order
Committee shall formulate a 3-year term, based Peace and Order and Public Safety Plan or
(POPS) Plan;
WHEREAS, the main goals of Peace and Order and Public Safety Plan or (POPS) Plan
are: To strengthen the partnership and collaboration with the stakeholders of the Barangay
and the Municipality of Arteche; Strengthen the organizational development of PNP, BFP,
CTMEO, CDRMMO; Improved the community safety awareness through community
oriented and human rights based policing; To lower the crime rate in the Municipality of
Arteche; Reduce/Eliminate human rights violation (HRV); To make Municipality of Arteche a
prohibited Drug-free and Safest Municipality in Northern part of Eastern Samar; To
eliminate Terrorism in the Municipality; To provide support to the Municipality of ARteche
constituents, investors and visitors;
WHEREAS, perusal of the submitted plan reveals that Barangay Tangbo, Peace and
Order Council is aimed to enhance the capabilities of the law enforcers by implementing
programs and activities that will develop their skills, promote innovative solutions by using
modern technologies and encourage people’s participation in building a safe and drug free
Municipality;
NOW THEREFORE, upon motion of the Committee on Peace and Order, RESOLVE as
it is hereby RESOLVE "A RESOLUTION ADOPTING THE PEACE AND ORDER AND PUBLIC
SAFETY (POPS) PLAN, FY 2019-2022 FOR BARANGAY TANGBO, ARTECHE, EASTERN SAMAR,
SUBJECT TO ALL LEGAL RULES, LAWS AND REGULATIONS."
