REORGANIZATION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF

CHILDREN (BCPC)

WHEREAS, Section 16 of RA 7160, otherwise known as the Local Government Code of

1991, this Local Government Unit is mandated to promote the general welfare of the
inhabitants within its territorial jurisdiction; to ensure and support the promotion of their health
and safety and to protect and preserve their well-being:

WHEREAS, DILG Memorandum Circular No. 2021-039 dated April 7, 2021 provides for
the Comprehensive Guidelines for the Establishment, Strengthening and Monitoring of the Local
Councils for the Protection of Children (LCPC) at All Levels and for other purposes;

WHEREAS, there is a vital need to ensure the survival, development, protection and
participation of children and to have an organized, effective and responsive structure that will
promote and guarantee the welfare, safety, health, and morals of children and youth;

NOW THEREFORE, I, HON. MARIO D. ELLADO, Punong Barangay of Barangay

Catumsan, Arteche Eastern Samar, Arteche, Eastern Samar, by virtue of the powers vested in
me by law, do hereby order the reorganization of the Barangay Council for the Protection of
Children (BCPC) of this barangay;

Section 1. Composition. The reorganized BCPC shall be composed of the following:

Section 2. Functions. The BCPC shall perform the following functions:

1. Establish and maintain an updated and disaggregated database on children within

the barangay;
2. Prepare an Annual Work and Financial Plan (AWFP-LCPC Form –1-A) consistent with
its functions as provided herein;
3. Make recommendations to the barangay on the policies and PPAs relative to the
promotion of the rights and welfare of children for inclusion in the comprehensive
and annual development plan of the Barangay;
 4. Perform functions related to its mandate as provided by national laws and policies
concerning the protection, intervention, assistance, and other interference
necessary to promote the rights and needs of children-in-conflict with the law,
children-at-risk, and children in need of special protection;
5. Document the barangay’s PPAs and accomplishment on children;
6. Coordinate its efforts with the concerned barangay officials as well as the higher
level LGU exercising jurisdiction over it;
7. Conduct advocacy activities on the promotion and protection of the rights and
welfare of children including the development of information, education and
advocacy materials; and
8. Organize the necessary documents needed by the concerned IMTF during BCPC
Assessment.

Section 3. Meetings. The meetings of the BCPC shall be held once a month or as often as
necessary on the dates and venues to be determined by the Council.

Section 4. Secretariat. The Secretariat of the BCPC shall be composed of the Barangay Day
Care/Child Development Worker to be assisted by the Barangay Secretary. The Secretariat shall
be responsible for providing technical support, documentation of proceedings, preparation of
reports and such other assistance as may be required in the discharge of its functions.\

Section 5. Funding. The funds needed by the BCPC shall be chargeable against the barangay
budget appropriated for the purpose subject to the usual accounting and auditing rules and
regulations.

Section 6. Effectivity. This order shall take effect immediately.
