Define a Leader.
There are different types of leadership definitions, Bernhard and Walsh (1995:17) describe
leadership as the process that is used to move a group towards a goal setting and
achievement and can be learned by discovering the ahead and encouraging and inspiring
others to follow……cited in Leadership in Health Care. However, Stewart (1996: 3)
collaborates with the idea that a leadership should have a positive spirit, accompany by
personality and vision…. cited in Leadership in Health Care. While Barr and Dowding (2016)
described leadership must be a part of caring the way an individual ‘s clinical beliefs, values
and behaviours. “Leaders are those who can challenge process, inspire a shared vision,

1.Current practice of leadership

Mental Health area is the current practice chosen area. The Health improvement
practitioner (specialists) look after vulnerable people in the community and focus on
improving specific mental health services. The Health improvement practitioner (specialist)
is the leadership role chosen area in public health will be explored in this assay. The Health
improvement practitioner (specialist) will involve working with individuals, groups,
communities and organisations to influence and improve the health of the population.

Leadership v Management
Marques (2016) emphasis that managers are for day to day working, but leaders are the
ones the who must turn things to a long direction. However, managers use traditional
approach to set their goals (Max Weber 1947) describe that traditional leadership based on
the power in the leader while holding on the traditions of the past.
The two main leadership theories for management and leadership are transformational and
transactional theories will be applied in the area of mental health in the community. These
two leadership theories can be used both in public health areas ( ). The Health improvement
practitioner (specialities) leadership focuses on order and structures over creativity. The
transactional leadership theory focusses on supervision role, organization, and group
performance, specifically focusing on rewards and punishments to motivate the followers.
Transactional theory is more aligned with management, system in place for services for
people to access the services. The HIP will plan, and delegate leaders and communities
make sure services are run smoothly.
The transformational theory or relationship theory HIP leadership use positive relationship
between their team members to have better results. This will be used by the HIP to
motivate and inspire people, using their enthusiasm and passion including being models and
be in the same level and respecting. The transformational theory has been chosen to be
working more advantage in public health as it promotes individuals and groups to improve
their lives without forcing them but to follow using their talents.
The approaches used by the Health improvement practitioners in the mental health area to
improve the servicers in the community. A Planned approach is used by leadership to plan
leadership roles and use the Gantt chart to set projects in the community allocating leaders
in the council. The emergent approach, the leader will try to find out what they think about
their services? And what they like to overcome from local community? Work in the
community, see what things to be put in place. Planned approach in leadership public

Leaders are expected to demonstrate behaviours that promote trust such as consistency,

Kanungo, 1998) depends on leader’s style, morality their role characteristics and how to

described traditional leadership styles as one has authoritarian or autocratic which a leader
or manager makes decisions alone and expects obedience of instructions. The autocratic
leadership style varies according to the specific care and circumstances, example dealing
with a mental health issue or pandemic as Covit19. (Gopee and Galloway, 2017). This could
work in an emergency to save lives e.g., stay in your house to save lives Covit19 pandemic
instructions. However, the HIP deals with the population in the community, mainly
supporting them to change their behaviours. Autocratic leadership style advantages things
can be done quickly and done without consulting anyone in times of decision making when
an action need to be taken. This could help the HIP to apply ethical and empathy to deal
with emergences and decision making.
The democratic or participative this a leader seeks views from other parties can engage in
open two-way communication. This is used on individuals and teams. This leadership
encourages collaborative in teamwork (Gopee and Galloway, 2017).

things can be improved and who rallies people to move forward that better vision as they

With the demand on public health protection, prevention and educating awareness of
diseases the business of ensuring leadership and management skills has come to attention

Leadership competency creates an ethical organizational culture and shared vision and
values to inspire and motivate personnel to work effectively in understanding the impact of
public health issues.
Management involves overseeing resources of equipment and staff, implementing and
planning healthcare services along cultivating relationships between service providers and
the public.
Thus, leadership maps out the direction; creates vision and strategies; motivates and align
steam member while management involves problem solving, planning, budgeting,
organizing and handling staff members.
Leadership includes monitoring, evaluation and planning programs, managing organizational
budget, negotiating and overseeing contracts, recruiting employees and managing
organizational risk.
The influence in training public health leaders its influence in educating future leaders
reduce certain behaviours and reduce morbidity and mortality.

leadership in terms of their intelligence, personality and abilities knowledge, creativity and

behaviour with structures expected in an organisational rule (Mullins, 2005: 538) ---cited in
Leadership in Health Care, 2016).
The roles of a leader are to make decision, communicate effectively, facilitator, risk taker,
mentor, and coach they are few. a good leader should be a critical thinker with full of
influence in a role to change things including a role model, example the way a leader respect
peoples and the position they put themselves to the people they lead.( ) A leader should
have skills to solve problems. A leader needs to know where their strength is and weakness.
People could be able to reach to you without barriers ( ).
Leadership Vs Management however a manager is put in the position, by qualifications, and
must follow instruction given by high authority. The manager must be in the place of
authoritative, they follow a certain pattern to achieve a goal. As managers are given
responsible for things to get done, leading people and the resources in the organisation ( ).
The responsible of a manager is to lead a group of people and lead them to finish a task. The
manager must use power to control people under their authority, direct the organisation to
