1. PURPOSE 1. TUJUAN

1. Ensure that personnel (employees and
partners) who work in the Asset / Field during
SDTA activities are in good health.
2. Ensure the workplace is sterile from the
possible spread and transmission of COVID-
19.
3. Comply with the relevant rules and protocols
issued by the Government of Indonesia and
the SEG.
4. Be quick and responsive in handling COVID-
19 cases that occur during SDTA activities.
5. Minimizing the impact on operations and
accelerating the recovery process in case of
reactive or positive cases and there is no delay
or cessation of SDTA which results in loss of
production.

terjadi kasus reaktif atau positif dan tidak adanya
loss production.

prevention and handling of COVID 19 in
the Star Energy Geothermal environment.
 Prepare a budget for the purchase of
materials for prevention and handling of
COVID 19.
 Identifying the material needs for
prevention and handling of COVID 19 and
making an MUP and proposing a
purchase process.
 Conducting campaigns and education to
all employees regarding COVID 19 and
efforts to prevent and handle it.
 Meet regularly to evaluate the
implementation of health protocols and
the handling of employees infected with
COVID 19.
 Make daily reports regarding the handling
of employees infected with COVID 19.
 Conducted a meeting with the CEO to
provide updates on the latest conditions of
prevention and handling of COVID 19 at
Star Energy Geothermal.

COVID 19 serta usaha pencegahan dan
penanganannya.
 Melakukan pertemuan secara teratur
untuk mengevaluasi penerapan protokol
kesehatan dan penanganan pegawai
yang terinfeksi COVID 19.
 Membuat laporan harian mengenai
penanganan pegawai yang terinfeksi
COVID 19.
 Melakukan pertemuan dengan CEO untuk
memberikan update kondisi terkini
pencegahan dan penanganan COVID 19
di Star Energy Geothermal.

deemed to endanger safety and

 Communicate with the Asset Leader
(KTPB) and the COVID-19 SEG Task
Force, if there is a confirmed case of
COVID-19.
 Take the necessary actions in
collaboration with the Medical team for the
handling of employees who have
confirmed COVID-19.

 Ensure all Contractors under their
responsibility understand and adhere to
this health protocol.
 Conduct field verification of compliance
with this protocol.
 Conduct contractor evaluation through the
CSMS mechanism, including contractor
compliance with this health protocol.

employees who are confirmed to have
COVID 19 is carried out appropriately in
accordance with applicable government
regulations.

usaha-usaha lain untuk pencegahan
terjangkitnya COVID 19.
3. Pimpinan Unit Kerja
 Bertanggung jawab terhadap penerapan
protokol kesehatan ini.
 Melakukan evaluasi secara berkala
terhadap ketaatan protokol keehatan ini.
 Menerapkan RTS, apabila kondisi dinilai
sudah membahayakan keselamatan dan
operasi.
 Berkomunikasi dengan Pimpinan Asset
(KTPB) dan Gugus Tugas COVID-19 SEG,
apabila ada kasus terkonfirmasi COVID-19.
 Melakukan tindakan yang diperlukan
bekerjasama dengan tim Medical untuk
penanganan pegawai yang terkonfirmasi
COVID-19.
4. Pemilik Kontrak
 Memastikan semua Kontraktor dibawah
tanggung jawabnya memahami dan
mentaati protokol kesehatan ini.
 Melakukan verifikasi lapangan terhadap
ditaatinya protokol ini.
 Melakukan evaluasi kontraktor melalui
mekanisme CSMS, termasuk ketaatan
kontraktor terhadap protokol kesehatan ini.
 Memastikan penanganan pegawai
kotraktor yang terkonfirmasi COVID 19
dilakukan dengan tepat sesuai aturan
pemerintah yang berlaku.

 Conduct field supervision and verification
of compliance with protocol
implementation by team members and
make immediate corrections if deviations
occur.
 Coordinate with Medical, the COVID 19
Task Force and the CMR for the handling
of employees with confirmed COVID 19.

kesehatan ini di aktifitas yang menjadi
tanggung jawabnya.
 Melakukan pengawasan dan verifikasi
lapangan terhadap ketaatan pelaksanaan
protokol di anggota tim nya dan
melakukan perbaikan segera apabila
terjadi penyimpangan.
 Berkoordinasi dengan Medical, Gugus
Tugas COVID 19 serta CMR untuk
penanganan pegawai yang terkonfirmasi
COVID 19.
7. Facility Owner

6. PROTOCOL / PROTOKOL
Memasuki Area Operasi Star Energy Geothermal (Asset/Field)
1 Entering Star Energy Geothermal Operation Area
1. Only personnel with critical work functions
(cannot be left behind) are permitted by the
Head of Geothermal Engineering (KTPB) to
enter the Star Energy Geothermal operation
area.
2. Permitted personnel will fill out the COVID-19
screening form at least 1 day in advance.
3. The company doctor provides medical
clearance for the personnel concerned to the
KTPB. The KTPB will provide transportation
permits and enter the operating area.
4. Personnel are not allowed to use public
transportation to travel from home to work /
pick up point and vice versa.
5. Personnel will go through a disinfection
process with an antiseptic at the designated
place, and carry out temperature and safety
checks.
6. Only vehicles permitted by KTPB can enter the
Star Energy Geothermal operation area.
7. The vehicles that enter will be sprayed with
disinfectant and security checks.
8. During the pandemic, SEG does not receive
guests, unless they receive special permission
from the KTPB and through the required health
protocols.
Note: Passing permits for PT Indonesia
Power, National Parks, PTPN, Perhutani or
other Government Employees who have
obtained permits from KTPB will follow steps 5
& 6.

1. Hanya personil dengan fungsi kerja critical
(tidak dapat ditinggalkan) yang diizinkan
Kepala Teknik Panas Bumi (KTPB) dapat
memasuki area operasi Star Energy
Geothermal.
2. Personil yang diizinkan akan mengisi formulir
screening COVID-19 paling lambat 1 hari
sebelumnya.
3. Dokter perusahaan memberikan medical
clearance untuk personil yang bersangkutan
kepada KTPB. KTPB akan memberikan izin
transportasi dan masuk area operasi.
4. Personil tidak diperkenankan menggunakan
kendaraan umum untuk perjalanan dari
rumah ke tempat kerja / pick up point dan
sebaliknya.
5. Personil akan melalui proses disinfeksi
dengan antiseptik di tempat yang
ditentukan, dilakukan pemeriksaan suhu
tubuh dan keamanan.
6. Hanya kendaraan yang diizinkan KTPB dapat
memasuki area operasi Star Energy
Geothermal.
7. Kendaraan yang masuk akan dilakukan
penyemprotan disinfektan dan pemeriksaan
keamanan.
8. Selama masa pandemi, SEG tidak menerima
tamu, kecuali mendapat izin khusus dari
KTPB dan melalui protokol kesehatan yang
dipersyaratkan.
Catatan: Izin melintas untuk PT Indonesia
Power, Taman Nasional, PTPN, Perhutani
atau Pegawai Pemerintah lainnya yang telah
mendapatkan izin dari KTPB akan mengikuti
langkah nomor 5 & 6.

MEMASUKI AREA POWER STATION
2 Entering Power Station
1. The entire Power Station area is categorized
as A RESTRICTED AREA. Only personnel
permitted by KTPB can enter the Power Station
area.
2. Personnel will go through a disinfection process
with an antiseptic before entering the Power
Station area.
3. Personnel entering the Power Station area are
required to wear masks, maintain personal
hygiene, wash their hands with soap or hand
sanitizer.
4. Personnel entering the Power Station area are
required to wear masks.

sebagai AREA TERBATAS. Hanya personil
yang diizinkan oleh KTPB dapat memasuki
area Power Station.
2. Personil akan melewati proses disinfeksi
dengan antiseptik sebelum memasuki area
Power Station.
3. Personil yang memasuki area Power Station
wajib menggunakan masker, menjaga
kebersihan diri, mencuci tangan dengan
sabun atau hand sanitizer.
4. Personil yang memasuki area Power Station
wajib menggunakan masker.

MEMASUKI KANTOR DI AREA OPERASI (ASSET/FIELD)
3 Entering The Office in The Operation Area (Asset/Field)
1. Only personnel who have obtained permission
from the respective KTPB, Medical and Security
can enter the office area.
2. Permitted personnel must complete the COVID-
19 screening form at least 1 (one) day in
advance.
3. Medical will provide information to KTPB and
Security, personnel who are not allowed to enter
the office for health reasons.
4. Personnel will go through temperature checks
and security checks.
5. All personnel should disinfect shoe covers in the
space provided
6. Personnel are required to wear masks, maintain
personal hygiene, wash hands with soap or
hand sanitizer.
7. Each personnel are required to maintain a
distance (physical distancing), at least 1.5
meters.
8. Deliverers of documents and goods are only
allowed to enter the designated areas.
9. Documents and items received from outside the
SEG must go through a disinfection process

4. Personil akan melalui pemeriksaan suhu
tubuh dan pemeriksaan keamanan.
5. Semua personil harus melakukan disinfeksi
alas sepatu pada tempat yang disediakan
6. Personil wajib menggunakan masker,
menjaga kebersihan diri, mencuci tangan
dengan sabun atau hand sanitizer.
7. Setiap personil wajib menjaga jarak (physical
distancing), minimal 1.5 meter.
8. Pengantar dokumen dan barang hanya
diperkenankan memasuki area yang telah
ditentukan.
9. Dokumen dan barang yang diterima dari luar
SEG harus melalui proses disinfeksi.

4 Entering Housing & Camp
1. Only personnel with critical work functions
(cannot be left behind) who are allowed by
KTPB can enter the housing & camp area.
2. Personnel can only occupy the room assigned
to them.
3. While in the housing & camp, personnel must
perform physical distancing (maintain a
minimum distance of 1.5 meters) and not enter
other personnel's rooms.
4. Personnel must take off their shoes, take a

1. Only SEG employees who are declared healthy
by Medical may work in the Asset / Field.

gejala ringan, melakukan isolasi

3. Berdasarkan screening kesehatan,
Perusahaan dapat meminta manajemen
kontraktor untuk melakukan tes COVID-19
kepada pegawainya melalui Rapid Test
Antibody atau Rapid Test Anti Gen atau tes
PCR.
4. Tes dilakukan oleh rumah sakit rujukan
perusahaan, atau pemeriksaan mandiri oleh
petugas medis di luar perusahaan.
5. Untuk kasus pegawai kontraktor N-0, apabila
hasil tes COVID-19:
a. Non-Reaktif/Negatif, maka pekerja
kontraktor dapat bekerja sesuai jadual
yang telah diatur.
b. Reaktif/Positif (N-0), maka wajib:
i. Melakukan isolasi mandiri selama 14
hari. Selama isolasi, kontraktor
melaporkan perkembangan
kesehatan pegawainya kepada
Contract Owner.
ii. Setelah isolasi, dilakukan Rapid Test
Antibody.
iii. Apabila hasil Rapid Test reaktif
(igM) dilanjutkan isolasi selama 7
hari.
iv. Setelah masa isolasi selesai dapat
kembali bekerja.
6. Manajamen Kontraktor memberikan surat
pernyataan sudah menindaklanjuti sesuai
aturan yang belaku beserta hasil test COVID-
19 kepada Perusahaan.
7. Dokter Perusahaan telah melakukan validasi
dan menyatakan bahwa pegawai Kontrktor
tersebut sehat dan dapat bekerja kembali.

8. For the case of employees of an N-1 contractor,
you can go through the following options:
a. Doing the Anti Gen Rapid Test:
i. If the results are POSITIVE, continue with
a 5-day quarantine.
ii. After quarantine, the Anti-Gen Rapid Test
is carried out again:
 If the results are NEGATIVE, can go
back to work.
 If the results are POSITIVE, proceed
with the PCR test and isolation
process.
b. Do quarantine for 14 days,
i. After quarantine, a Rapid Antibody Test is
carried out, if the results are REACTIVE
(IgM), followed by 7 days of isolation, then
another Rapid Test is carried out.
ii. If the results of the Rapid Test Antibody
NON-REACTIVE (IgG), can work again.
9. Medical will perform contact tracing on:
a. Contractor worker (N-2) for the past 14 days.
b. If a history of contact tracing is found in the
work area, evacuation and treatment will be
immediately carried out like N-1
10. The work area related to contractor employees
whose Rapid Test results are reactive / positive
will immediately carry out a thorough disinfection
process, including fogging.
8. Untuk kasus pegawai kontraktor N-1, dapat
melalui pilihan berikut:
a. Melakukan Rapid Test Anti Gen:
i. Apabila hasil POSITIF, dilanjutkan
dengan karantina 5 hari.
ii. Setelah karantina, dilakukan Rapid
Test Anti Gen kembali:
• Apabila hasil NEGATIF, dapat
kembali bekerja.
• Apabila hasil POSITIF, dilanjutkan
dengan proses tes PCR dan
isolasi.
b. Melakukan karantina selama 14 hari,
i. Setelah karantina dilakukan Rapid
Test Antibody, apabila hasil
REACTIVE (IgM), dilanjutkan 7 hari
isolasi, lalu dilakukan Rapid Test
kembali.
ii. Apabila hasil Rapid Test Antibody
NON-REACTIVE (IgG), dapat bekerja
kembali.
9. Medical akan melakukan contact tracing
terhadap:
a. Pekerja kontraktor (N-2) selama 14 hari ke
belakang.
b. Jika dalam contact tracing ditemukan
riwayat di area kerja, akan segera
dilakukan evakuasi dan penanganan
seperti N-1
10. Area kerja terkait pegawai kontraktor yang
hasil Rapid Test nya reaktif/positif segera
dilakukan proses disinfeksi secara
menyeluruh, termasuk fogging.

9A Handing of SEG Employees Who Have Symptoms of COVID-19 in
Asset/Field
1. Employees who have mild symptoms (runny
nose, cough fever, sore throat, nasal congestion,
loss of taste and smell, nausea, headaches,
tiredness / fatigue) at Asset / Field (after the
previous rapid test results were non-reactive), will
be examined by a doctor and given treatment.
2. Examination with the COVID-19 test will be given
based on a doctor's recommendation.
3. If necessary, the PCR test will be referred to a
health facility according to protocol No. 14 or
brought to the SEG location.
4. While waiting for the PCR test results will be
isolated in existing facilities in the field or an
isolation place which will be determined later.
5. If the PCR test results:
a. NEGATIVE concerned will be sent home for
sick leave / rest.
b. POSITIVE, following the SEG employee
stewardship protocol to confirm positive.

test-nya non-reaktif), akan diperiksa oleh
dokter dan diberi pengobatan.
2. Pemeriksaan dengan tes COVID-19 akan
diberikan berdasarkan rekomendasi
dokter.
3. Apabila dibutuhkan tes PCR akan dirujuk ke
fasilitas kesehatan sesuai protokol No.14
atau didatangkan ke lokasi SEG.
4. Selama menunggu hasil PCR test akan
diisolasi di fasilitas yang ada di lapangan atau
tempat isolasi yang akan ditentukan
kemudian.
5. Jika hasil PCR test:
a. NEGATIF yang bersangkutan akan
dipulangkan untuk sick leave/istirahat.
b. POSITIF, mengikuti protokol penaganan
pegawai SEG terkonfirmasi positif.

9B Handling of Contractor Employees Who Have Symptoms of COVID-19 in
Asset/Field

1. Contractor employees who have mild symptoms
(runny nose, cough fever, sore throat, nasal
congestion, loss of taste and smell, nausea,
headache, tiredness / fatigue) at Asset / Field
(after the previous rapid test results were non-
reactive), will be given medication and sick-leave
by the Contractor Management.
2. If during sick leave the symptoms do not show
improvement or become moderate symptoms (all
mild symptoms are accompanied by mild
shortness of breath), the Contractor Management
is obliged to follow up with the existing medical
procedures.

yang sudah berlaku.

10 Disinfection of Workplace in Asset/Field
1. Standard disinfection of the work area is carried
out periodically:
a. Control Room and Operator Accommodation:
i. The area inside the Control Room and
Operator Accommodation is carried out 3
times a day (including door handle,
telephone, work surface, keyboard, etc.).
ii. The area outside / around the Control
Room is done every 1 hour (including door
handle, handrail, telephone, work surface,
keyboard, etc.).
b. Other Facilities (Offices, Non-Operator
Housing, Kitchen, Dining, Fitness, Mosque):
i. 3 times a day (including door handle,
telephone, table surface, keyboard, etc.).
ii. For public areas (often used) it will be

2. Special disinfection will be carried out if a suspect
case is found, the results of the reactive Rapid

segera dilakukan proses disinfeksi
secara lebih lengkap dan menyeluruh,
termasuk fogging.
c. Area kerja dapat digunakan kembali
setelah ada pemberitahuan dari ORT .

11 Submission of PCR Test Results to Employees of SEG
1. The Medical Asset Team receives information on
the PCR test results from the Medical Jakarta
team.
2. The Medical Asset Team will inform the PCR test
results to each employee after reporting to the
HOD / KTPB is carried out:
a. If N-0 is in the Control Room workspace, N-0
will move to the pre-isolation room that has
been provided.

12 Work Protocol for Employees in Impacted Area

1. Ensure that employees use Personal Protective
Equipment: coverall hazmat suits, surgical masks
and N-95 masks, safety goggles, shoes cover
while in the affected area until the room is finished
disinfection.
2. Ensure that the Field Medical Team has complete
personal protective equipment, namely hazmat
coveralls, surgical masks, N-95 masks, safety
goggles, gloves and face shields.

13 Handling of COVID-19 Confirmed Workers in Operation Area
1. The medical team will pick up N-0 in the work area
using an ambulance and take N-0 to the isolation
room that has been provided in the work area.
2. While in the isolation room, N-0 will be handled
according to medical procedures applicable in the
field.
3. Management of N-0 personnel:
a. No symptoms or minor complaints
i. Java Island and non-Jakarta domicile
personnel will be escorted to the isolation
facility / house to carry out isolation:
• For self-isolation at home, ensure that
you have a special room that is
separate from other family members.
• If the house for independent isolation
does not have a special room or is

15 Internal Reporting of Events Related to COVID-19
1. Results of the Rapid Test or PCR Test (including

d. Untuk Mitra Kerja, jika ada kasus akan
melaporkan hasil pemeriksaan ke
Manajemen Mitra Kerja. Manajemen
Mitra Kerja akan melaporkan kepada
Contract Owner setelah menerima hasil.
Contract Owner selanjutnya akan
melapor kepada Field Medical dan
KTPB/HOD.
2. Medical Jakarta akan melaporkan kasus
tersebut ke Gugus Tugas COVID-19 SEG
dan HOD HR-Medical.
3. Gugus Tugas COVID-19 SEG akan
melaporkan kasus tersebut ke EMT / CMT.
4. EMT/CMT akan melaporkan kasus tersebut
ke Group CEO.

17 Working in The Field for Operators, Technician & Field Workers
1. This protocol is a guide for operators, technicians
and field workers who due to the nature of their
work must be <1.5 m close together, such as:
Operators, Mechanical, Electrical Technicians,
Scaffolders, excavation workers and others.
2. Handling the hazards of COVID-19 is carried out
by applying a hierarchy of controls, namely:
a. Doing job elimination, or
b. Perform job substitution with the use of tools
/ machines.
c. If the work cannot be eliminated and
substituted, control is carried out by
integrating engineering, administrative
and personal protective equipment (PPE)
controls, namely:
i. Engineering Control
 It is recommended to install a
blower to suck / repair air vents for
indoor work with a duration of> 60
minutes, with the output of the
blower directed to the open air.
ii. Administrative Control
 Comply with protocols for working in
the field (including entry into the
field, etc.).
 Incorporate efforts to prevent and
handle COVID-19 into JSA / HIRA.
 The application of RTS and report to
WTL if not healthy, through the tool
box meeting.
 Minimizes working in large groups,
two at most.
 Work that interacts with contractor
field workers is handed over to the

1. Protokol ini adalah panduan untuk operator,
teknisi dan pekerja lapangan yang karena
sifat pekerjaannya harus berdekatan < 1,5 m,
seperti: Operator, Mechanical, Teknisi
Electrical, Scaffolder, pekerja penggalian dan
lainnya.
2. Penanganan bahaya COVID-19 dilakukan
dengan menerapkan hierarki pengendalian,
yaitu:
a. Melakukan eliminasi pekerjaan, atau
b. Melakukan substitusi pekerjaan dengan
bantuan alat/mesin.
c. Apabila pekerjaan tidak dapat di eliminasi
dan substitusi, pengendalian dillakukan
dengan memadukan pengendalian
engineering, administrative dan
penggunaan Alat Pelindung Diri (APD),
yaitu:
i. Pengendalian Engineering
 Disarankan memasang blower
untuk menyedot/memperbaiki
ventilasi udara untuk pekerjaan di
dalam ruangan dengan lama > 60
menit, dengan keluaran blower
diarahkan ke udara terbuka.
ii. Pengendalian Administrative
 Mematuhi protokol bekerja di
lapangan (termasuk masuk ke
lapangan, dsb).
 Memasukkan upaya pencegahan
dan penanganan COVID-19 ke
dalam JSA/HIRA.
 Penerapan RTS dan lapor kepada
WTL jika tidak sehat, melalui tool
box meeting.
 Meminimalkan bekerja dalam grup
besar, paling banyak berdua.
 Pekerjaan yang berinteraksi dengan
pekerja lapangan kontraktor,
diserahkan pelaksanaannya kepada

for virus filters (eg filter type 3M
7093 P100), or similar personal
protective equipment based on JSA
/ HIRA for those working <1.5 m
close to each other.
 Wear body protection (eg raincoat).

atau alat pelindung diri sejenis
berdasarkan JSA/HIRA bagi yang
bekerja berdekatan < 1.5 m.
 Menggunakan pelindung badan
(contoh jas hujan).
