On December 31st, 2019, the WHO Regional Office in China was informed of cases of pneumonia of
unknown cause detected in Wuhan City, Hubei Province of China. On January 7th, 2020, the Chinese
authorities announced they had identified a new virus that causes these cases.
What are Coronaviruses?
Coronaviruses (CoV) are a large family of viruses that cause illness ranging from the common cold to more
severe diseases such as Middle East Respiratory Syndrome (MERS-CoV) and Severe Acute Respiratory
Syndrome (SARS-CoV). 
What are the species of coronaviruses that have been discovered so far and that humans
can be infected with from an animal source?
The SARS-CoV was transmitted from civet cats to humans in 2002 in China and MERS-CoV from dromedary
camels to humans in 2012 in Saudi Arabia. Also, the novel coronavirus (COVID-19) had some link to the
seafood and animal market in Wuhan, China. 
What is (COVID-19)?
It is the new coronavirus and most cases appeared in the Chinese city, Wuhan at the end of December
2019 in the form of acute pneumonia.
How the virus identified?
The virus was identified through genetic sequences.
What is the origin of the virus?
It is believed that the COVID-19 originated in animals and most cases appeared in the seafood and animal
market in Wuhan.
Can the virus spread from person to person? 
Yes, the virus can spread from the infected person to another person through close contact without
protection.
What are the symptoms of COVID-19?
The common symptoms of COVID-19 include: fever, cough, shortness of breath and sometimes develops
into pneumonia. It may cause severe complications in persons with immunodeficiency, the elderly and
persons with chronic diseases such as cancer, diabetes and lung diseases. If you have any of these
symptoms call the 937 Service Center. 
Sneezing etiquette to prevent infection:
 Use tissue papers for sneezing or coughing and dispose them immediately. 
 Wash your hands with warm water and soap. 
 Bend your arm and sneeze into your elbow.

1. Roles and Responsibilities


2.1 Project Manager:
 Ensures that adequate resources will be provided to the site management to ensure the
effective implementation of requirements defined in this plan and associated Contingency
Plan.
 Accountable for triggering the phased escalation / de-escalation stages of actions of the area
pandemic management plans.
 Instruct and lead the Management Team assigned for this crisis when called upon.
 Implement local and international directives as and when applicable.
 Ensure that all identified resources are made readily available and deployed without
limitations when necessary at the relevant risk levels.

Ensure that all budgetary requirements and demands are met to prevent, control, and
recover from the consequences of COVID-19.
1.2 Site Manager

 Shall ensure local response plans are established and all necessary training provided.
 Ensuring up to date information is communicated to relevant stakeholder groups.
 Monitor travels both inbound and outbound in coordination with higher management and act
according to risk level requirements.
 Remain up to date with current details on virus status and alerts, risk levels and associated
actions and phase levels as provided by Ministry of Health (MOH) call the 937 Service
Center. 
1.3 Emergency Coordinator


Shall liaise with the local emergency authorities to provide information on project locations to
assist in a fast response from the local authorities to emergency situations for transportation
to hospital.
 Communicating with others on both the site and camp of the organization for which they
work.
 Emergency coordinators must communicate with employees, client, government authorities,
visitors, vendors, manager, engineers, supervisors, workers etc..
 Remain up to date with current details on virus status and alerts, risk levels and associated
actions and phase levels as provided by Ministry of Health (MOH), World Health Organization
(WHO) and Centre of Disease Control (CDC).
 Assess adequacy of prevention and mitigation controls and advise on most effective
solutions.
1.4 Safety Engineer

 Shall monitor review and evaluate the planned provision of medical facilities and staffing as
per requirements by Ministry of Health (MOH), World Health Organization (WHO) and Centre
of Disease Control (CDC).
 Shall ensure that medical facilities, first aider ambulance including sanitizers, face masks
gloves provided supplies are adequate.
 Conducting training awareness about the Corona Virus through Daily TBT and presentation
at all levels.
 Close liaison with site Engineers, Safety personnel and supervisor working at site.

1.5 Safety Officer

 Assist with any isolation, decontamination and medical care and attention requirements.
 Vigilant and carry out health and safety related inspection and feedback.
 Complement of COVID-19 and general based instructions.
 Closely monitor the evolving situation and assess the level of response necessary.

1.6 Site Admin shall:

 Issue internal updates of information and diABCinate phased escalation/de-escalation stages.


 Liaise with local authorities to case manage the relaxing care of infected employees.
 Liaising with infected employee’s family members as necessary and provide status to the
Management.
 Ensure that a comprehensive contact list of employees is available.
 Issue external communications on Company’s position in response to the evolving situation,
as directed by the Project Manager.

1.7 Male Nurse

 Assess all medical personnel and clinical resource requirements and amend according to
situation and circumstances.
 Establish communications with local authorities in coordination with site Admin.
 Assess adequacy of prevention and mitigation controls and advise on most effective
solutions.
 Activate specific health screening and monitoring processes at relevant risk levels.
 Review and ensure that critical information released is factual and current and is released
through the correct channels.
 Ensuring suitable and enough healthcare support including medical supplies are available.

1.8 Employee shall:

 Take additional precautionary measures as advised by their immediate supervisor.


 Be alert around their colleagues for flu symptoms and report any cases to the facility medic /
immediate supervisor where necessary.
 Complete a medical “Self-Declaration” form as advised.
 Always maintain social distancing and avoid to stay in gatherings

2. Precautions guilelines about COVID-19 based on (MOH)


The Ministry of Health (MOH) Saudi Arabia has intensified its health awareness efforts meant to address
the new coronavirus (known as: 2019-nCoV).
The Ministry explained how to protect oneself from the 2019-nCoV infection. It reiterated the importance of
taking the precautions and preventive measures against respiratory infections in general.  Washing hands
with water and soap, and covering the mouth and nose when coughing or sneezing are among the most
fundamental of those preventive measures. 
In a video posted at the same account, MOH provided an overview of the 2019-nCoV, which has recently
emerged in China, and which causes varying degrees of respiratory infection.  The video touched on the
symptoms associated with virus, most notably: fever, cough and shortness of breath. In some cases, it
develops pneumonia. The virus may also develop serious complications for those suffering
immunodeficiency or chronic diseases, as well as older persons. In the video, MOH called on anybody who
experiences the onset of those symptoms to seek medical attention by heading to the nearest healthcare
center.

According to MOH, 2019-nCoV infection is transmitted from an infected person to another through close,
unprotected contact. To date, MOH pointed out, no specific medication or vaccine for the virus has been
developed. It can be avoided, though, by observing the recommended preventive measures. Intensive
medical healthcare, and treatment of the symptoms remain the best way to address infection, MOH
stressed.
Noteworthy, MOH has issued guidelines for the passengers heading to the regions stricken by 2019-nCoV.
As part of those guidelines, the Ministry discouraged against contact with animals (alive or dead), animal
products, going to animal markets, or contact with the persons suffering respiratory symptoms. 
MOH called on anyone who experiences respiratory symptoms to stay at home, avoid contact with others,
and refrain from traveling for as long as the symptoms remain, as well as covering the mouth and nose
with napkins when coughing or sneezing. It also recommended washing the hands with water and soap for
at least 20 seconds, or with alcohol disinfectants. 

3. Projects entry screening policy for employees subcontractor visitors and vendors
ABC management issued official email for all the projects to perform screening of all employees of ABC,
subcontractor visitors and vendors at the project entry point, site management will provide all the logistic
and financial supports for readiness of needed material. (Appendix: 1)
Specific location will be allocated and Security team shall be performing screening by spraying disinfectant,
testing with forehead thermometer for all the employees, subcontractors, visitors and vendors coming
inside the project premises. Security Guards shall be protected by themselves by using face mask, gloves
before conducting screening all the personal details including readings of thermometer, travel history of
outside country and inside country as well will be maintained on register.

4. Measures at the Offices:


 Maintain the temperature monitoring for all employees at office & site.
 Adequate number of Hand Sanitizer shall be provided.
 Maximum two staff only permitted to stay in one room with minimum 2-meter distance
 between them.
 Collecting & Issuing of Document shall be issued through windows and the staff shall
use disposable gloves.
 Disinfectant solution shall be sprayed by daily basis around the caravan.
 Desktops, phones, and keyboards need to be constantly cleaned and sterilized because
surface contamination which is touches by staff and customers is one of the main ways
in which COVID-19 is spread.
 Place hand sanitizers / soap / posters in prominent places of the workplace (Inside site
areas, cabins, caravan, toilet, lunch room, mosque, office, rest area & accommodation).
 Assure that soap and washbasins are available for frequent hand washing, as washing
kills the virus on the hands, and prevents COVID-19 from spreading.
 Display info stickers inside the workplace that illustrate the correct way to wash hands.

5.1 Hand Hygiene


 Basic habit of personal hygiene such as frequent hand washing with soap and water for at
least 20 seconds, especially after going to the bathroom; before eating; and after blowing
your nose, coughing or sneezing, shall be encouraged with all the employees, which an
effective mode of infection prevention.
 If access to soap and water are not available, alcohol-based hand sanitizer with at least 60%
alcohol shall be used and will be provided at designated locations in the workplace as well as
office areas.
5.2 Clean and Disinfection
 Mass disinfection will be performed at all locations of the offices and workplace such as
store, workshops, toilets, vehicles, security rooms lunch room, drinking water stations
mosques etc. or areas which frequently touched objects and surfaces like Door handles,
meeting tables chairs, water closets, personal laptops, phones, etc. shall be done periodically
in order to prevent the possible spread of infection.

6 Precautions taken at Site:



The employee needs to stay at home (or work from home) if he has a mild cough or
low-grade fever (37.3 ° C or more).
Employees shall be instructed through TBT as follows:
 Wash your hands often with soap and water or alcohol-based hand sanitizer.
 Sneeze and cough into your sleeve.
 If you use a tissue, discard immediately and wash your hands afterward.
 Avoid touching your eyes, nose or mouth.
 Avoid contact with people who are sick.
 Avoid working in a congested environment.
 Stay home if you are sick.
 Avoid high-touch areas, where possible, or ensure you clean your hands after.
 Where possible, wear gloves when interacting with high-touch areas. Do not
touch your face with gloved hands. Take care when removing gloves. Ensure
you wash your hands after removing them.
 Wash your clothes as soon as you get home.
 Place hand sanitizers / soap / posters in prominent places of the workplace (Inside site areas,
cabins, caravan, toilet, lunch room, mosque, office, rest area & accommodation).
 Maintain safe distance in all workplace including welfare facilities (Inside site areas, cabins,
caravan, toilet, lunch room, mosque, office, rest area & accommodation).

7 Preventive measures for Accommodation.


 All the employees shall be tested with forehead thermometer after returned from duty at the
accommodation.
 If found anyone with symptoms as given by ministry of health, the person shall be shifted to
hospital immediately.

 Isolated area shall be provided for each suspected employee and measures shall be
taken as follows,
 The area shall be signposted, and the isolated personnel shall be monitored on
daily basis. Especial care should be given to ensure the following:
 Limit the number of personnel allowed into the area (only medical staff, and
limited housekeeping person, who shall be trained on the applicable protection
procedures by the medical staff)
 Ensure adequate housekeeping and disinfection of rooms (the isolated personnel
shall be trained regarding housekeeping basics)

 Dispose properly the potentially contaminated clothes, bed linen, etc.

8 Suspected Case Management


 All Staffs and workers with fever, flu like symptoms such as coughing, sore throat,
headaches and difficult breathing symptom are not allowed to get into the office and
site. The personnel shall be advised to attend a detailed checkup at the project clinic by
the nurse/first aider on duty;
 Daily monitoring register shall be verified and any deviations from acceptable
parameters observed will be subjected for a detailed checkup at the project clinic by the
nurse/ first aider;
 The nurse, with his/her reasonable judgments shall report a suspected case to the key
team and advice for the isolation. All suspected person shall be kept in quarantine or
designated area.
 The suspected case advised for isolation shall be monitored daily by phone and in case
of worsening the health condition in 48 hours, shall be communicated to Local health
authority as suspected case.
 The list of suspected cases shall be recorded and provided to the ministry of Health of Saudi
Arabia.
9 Emergency and Suspected Case Management (found positive).
 On receiving of report from the Local health authority, the patient shall be under the course
of action in accordance with local health authority management plan.
 The COVID-19 key team shall organize to identify and isolate all personnel that could
potentially had contact with the patient and restart monitoring /Screening for at least 14
consecutive days.

 Peoples who remain in contact with positive person should also been tested immediately and
send them to the quarantine facility for 14 day or till the result came.
 The Project management shall follow any additional instructions referred by the local
health authority;
 The Project management shall set up a Media statement and manage the media (if require).
10 Medical Facilities
 Site medical facility is fully functional with all the necessary items and approved nurse/ first
Aiders will be available during working hours.
 Shall provide all necessary PPE, tools and hygiene materials as described in the below,
A stock register to be maintained by the site nurse/ First Aider.
 All subcontractor management to ensure adequate resources to ensure the daily
monitoring register of their own workers; such reports shall be submitted to ABC
management on request;
 A separate disposable bin (blue) shall be provided for each area and it shall be stenciled
by “Medical Waste”. It shall be disposed to hazardous waste container by daily basis.
 Hazardous waste container shall be covered with plastic sheets
 Disposal of hazardous waste shall be followed as per PME requirement.

11 Medical checkup and Record


 Screening of all employees through thermo test will be conducted on daily basis whereas any
employee feeling unwell may seek medical attention from male nurse available in first aid
room at Site.
 Daily health screening record of all individuals will also maintained as per checklist provided
by the Saudi Electricity Company and same will be available in Safety Department
 If any person has symptoms related to Corona Virus will be shifted to the nearest hospital.

12 PPE Requirements
 Should be provided 3ply Surgical mask & gloves to an employee who isolated and any
employee who goes outside for mess purchasing or any other emergencies.
 Janitors should wear face mask, long sleeves rubber gloves, and gumboots.

13 Medical and PPE Waste Management



All the medical waste and PPE waste should not be thrown in an open area or not disposed
off in the general waste bins
 A separate disposable bin (blue) shall be provided for each area and it shall be stenciled
by “Infectious Waste”. It shall be disposed to hazardous waste container by daily basis.
 Hazardous waste container shall be covered with plastic sheets with self-closing lit
 Collection and disposal off hazardous waste should be done by using PPE’s and discarded on
task finished.
 Disposal of medical and PPE waste shall be adhered by following the guidelines as stated by
PME requirements.
14 COVID-19 Related posters and Signs.
 Multilingual COVID19 Awareness Posters & Sign Boards shall be displayed at prominent
locations wherever required such as entrance gates Lunch room, Rest room, Work place,
Office, Toilets and accommodation safety bulletin board etc.
 Booklets shall also be issued all employees in their languages.

 Workers individually cleaned their tools and equipment with bleach disinfectant solution and
clean with a dry cloth.
 Tools must be cleaned in infrequent intervals.
 Do not use other worker's tools without proper sterilization
 Vehicle must be sterilized before & after the trip with disinfectant liquid or spray especially
need to disinfectant doorknobs, steering, seats, etc. Utilize form T&D Checklist - Daily
Cleaning Transport
 Mandatory vehicle sterilization/disinfection shall be performed prior to entry at site or
laydown premises personnel using a disinfection solution composed of 5 tablespoons (1/3rd
cup) bleach per gallon of water or 4 teaspoons bleach per quart of water.
 Where possible, wash your hands before you get into transport & after you arrive
 Wash transport surfaces by cleaning with soap and water, then disinfect. Normal household
disinfectants are effective – seek advice if you aren’t sure.
 Solutions containing IPA, (Isopropyl alcohol )or bleaches are effective also
 Disposable cleaning cloths are preferred but not essential.

13. Responsibilities of Subcontractor


 Inform ABC Management or HSE officer about any employee of subcontractor having the
symptoms such as high temperature, flu, cough, sore throat etc. including the details such
as employee name, staff number and property/work location etc.
 Immediately remove the employee from the workplace to avoid any further widespread of
disease
 Place the employee under quarantine at a medical facility until fully recovered.
 Request employees to provide details of property visited/instruments used with over the
previous 2 weeks (contact tracing).
 Subcontractors/Suppliers should provide in-country travel details of their employees to ABC
before they arrive at the site.
 In addition, subcontractors and service provider should follow all COVID-19 precautionary
measures that mentioned above (Awareness, temperature checking and reporting, Isolation
arrangements, Camp accommodation cleaning and sanitization and records, social
distancing, traffic safety, vehicle sanitization, etc.). The subcontractor should provide all the
documents (Procedures, Action Plan, and Checklist) to ABC Project on daily basis.

 Should be given awareness to all employees in regards to COVID–19 outbreaks, symptoms &
precautions by conducting Toolbox talk, Management meeting, Training, Display of
awareness posters, etc. with regular intervals. Shall maintain a 1.5-meter distance during the
meeting.
 Awareness meetings, toolbox talks shall be conducted at frequent intervals at least once per
week by all contractors when necessary.
 Should give training to all employee about proper usage and disposal of disposable PPE’s
such as 3ply surgical mask, gloves, hare caps etc.

 All the training records shall be maintained which includes the photos signs of attendees
must be available for verification as when it needed to the Client/relevant authorities.

15. Inspection Schedule


 The HSE Team will inspect the all the responsible persons are following their responsibilities.
 All the report shall be collected daily from concerns (temperature monitoring report,
Disinfection spray report) and kept in record.
 Providing & ensuring the appropriate & adequate number signs & posters are displayed
wherever required.
 All the employees are following the safe distance and hygiene during daily inspection.

16. Report to the client and relevant health authorities


 ABC will assign a personal to communicate with client and government authorities
 ABC will always welcome and support the client and relevant government authorities all the
time upon their visits to the work area.
 All the confirmed and suspected cases must be reported to ABC Management, Saudi
Electricity Company and relevant government entities such as Ministry of Health.
 A daily follow up check list to be communicated to ABC Management & SEC.
 All records shall be made available at HSE, Security, Male Nurse, and First Aider.
 Any issue related to COVID-19 shall be communicated to as per key personnel.
