1.0 PURPOSE
The purpose of this plan is to provide a system for dealing with possible emergencies during
project execution. The conditions of the work site shall be investigated carefully to identify the
type of emergencies that possibly affect the site personnel/properties and environment.
2.0 SCOPE
The scope of this plan covers all CONTRACTOR, Construction Subcontractor, visitors, site
personnel and equipment at project site.
3.0 REFERENCES

4.0 RESPONSIBILITIES
The site emergency plan for RTTS Project consists of a general plan that organizes the
duties of all site personnel and defines their responsibilities to ensure they are well
aware of their duties in case of an emergency situation and avoid interfaces of
responsibilities. This shall facilitate the process of emergency control and reducing the
losses due to emergency effects.
4.1 CONTRACTOR HSE MANAGER / HSE SUPERVISOR / HSE OFFICER
a) Upon being notified of an incident, by radio or other means, shall proceed directly to
the scene of the incident, if safe to do so.

b) Leading the emergency response team.
c) Keep contact with CONTRACTOR and CONSTRUCTION SUBCONTRACTOR
managers.
d) Liaise with ARAMCO emergency response team (if needed).
4.2 FIRE FIGHTING TEAM:
He shall be responsible for the following activities during the emergency case:
a)Controlling and extinguish the fire by using fire extinguishers or another firefighting
equipment.
b)Report to the rescue team the employees who trapped in the fire.
c) Inspect the area after the emergency case to insure that the fire is totally Extinguished
and area secured.
4.3 FIRST AID TEAM
First aid is the immediate help that is provided at the site to an injured or seriously
injured person before professional medical help can be obtained.

a) FIRST AIDER
At least one person who has a valid certificate in first aid training shall be available at
work location. While work is in progress, he shall be responsible for providing and
training other workers in applying for:
Artificial respiration.
Control of bleeding.
Heart-lung resuscitation.
Immediate treatment for burns of varying degree and type.
Transportation of the injured persons.
b) TRANSPORTATION TEAM
During the emergencies cases they shall be responsible for:
Transport employees from assembly points to outside the site when
evacuation.
Full awareness of emergency cases, alarms, access and roads.
Full awareness of the defensive driving course.
Distribution of their telephones list.
Having the internal and the external telephone lists.
Full awareness of the nearest hospital road.
Transport the injured persons to the nearest hospitals.

Eemergency services are those necessary to combat an emergency situation. These Services
includes the following:
6.1 FIRE FIGHTING APPARATUS
a)Fixed fire-fighting apparatus such as fire extinguishers (ABC type or CO2 type).
b) Mobile firefighting is equipment such as fire fighting vehicles that must be called if the
emergency is escalated out of hand.

Raising and falling tone similar to an ambulance siren. The duration is two minutes.
Plant Wide Horn Sound Loud horn, rising and falling tone, Stop all work. Shut down all non-process

Alarm siren. paging system announces the affected area.

7.0 EVACUATION
On hearing the evacuation alarm or if instructed to do so by evacuation team, immediately
prepare to leave the building or site area by the nearest and safest exit route to muster point,
secure confidential materials and valuables, collect personal belongings, shut down
experiments, switch off computers, electrical appliances, equipment and machinery .
Supervisor / Admin shall make headcounts for all personnel at assembly area; ERT shall make
sure that all personnel already evacuated from the affected area.
Remain at the assembly area (in groups) until instructed to leave by Evacuation / Fire and
Emergency personnel.
Do not re-enter the building until informed that it is safe to do so by a Warden or Fire and
Emergency Services personnel. Do not enter a building while there is an alarm sounding.

8.1 Emergency drills should be carried out according to a pre-determined schedule. Where
appropriate and practicable, the participation of external emergency services in
practice drills should be encouraged.
8.2 Drills shall be conducted every 3 months as per attachment (7) emergency drill matrix.
8.3 Emergency drills should be carried out for each type of site emergencies to keep The
Site Emergency Plan and Procedures (SEPP) functioning.
8.4 Emergency drills should be evaluated to determine positive and negative actions and
corrective actions required to avoid negative action with next drill.
8.5 All drills, emergencies and accidents will be post appraised by the HSE team. The
review process should include input from all participants who were directly involved. All
recommendations, which receive general approval during the review process, are to
be reported to the appropriate level of project management by the HSE team.
8.6 Stimulated drills shall be held, under the direct control of project construction manager
and HSE managers, these should be rotated unannounced and announced.
8.7 All drills will be coordinated with the proponent to review scenarios and agree on drill
times and all communication means and share on drill evaluation.
8.8 When the emergency alarm is sounded:
a)All workers shall be stopped and all equipment shall be switched off and left secured.
b)All site personnel shall be evacuated by using the site escape roads to the nearest
point.
c)Personnel who are driving or the passengers in a vehicle shall:
Immediately park off the road in a safe area.
Switch off the engine.
Leave the keys in the ignition switch.
Walk to the nearest assembly point (taking into consideration the wind
direction and the location of the emergency.
Report to the area supervisors to head count. Report by telephone their
location to their supervisors.
d)Site evacuation team and admin will be responsible to carry out the head count of all
personnel at the assembly point.
