1. Introduction

This Plan has been produced to comply with the Construction Managing Health &
Safety in Construction, to create a safe environment in the working site and saving the
assets by avoiding dangerous situations that lead to harming people or spoiling assets.

SARAYA will:
Address the health & Safety issues likely to be involved in the management of the
construction phase Plan, manage and monitor the construction phase, providing
adequate resources and competent site management that is appropriate for the risks
envisaged during the project and provide with the necessary information about the
project that they need in order for them to carry out their work safely and without risk
to health and facilitate the co-ordination, co-operation and communication between
construction site team.
The plan covers the site activities of all project works, employees, direct SARAYA,
and visitors. It also extends to the duty of care required to ensure those members of the
project owners, consultant’s team, other contractor’s staff and the general public to
ensure protection against risks and hazards arising from the construction process.
Project Detail

2. Scope of works
The scope of works for the project as the following:
- Excavation & Disposal of existing areas to formation level +672.575 m. of 23,395
Cubic meter
- Cover and barricade open excavation and other hazards including provision and
maintenance of warning lamps and signs

3. Health and Safety Management and Leadership Commitment


SARAYA H & S Policy, demonstrating the commitment of Top Management of the
company in meeting H&S Management System Requirements including applicable H
& S legal requirements. and is reviewed annually for its continued relevance and
suitability with organization H&S Management System.
H & S Policy had been framed to suit the nature and scale of organizations Health &
Safety Hazards & Risks. It also outlines the SARAYA commitments to prevent its
employees from injury and ill health and other persons having access to its premises, to
comply with the applicable H & S legal requirements, and to continually improve its
HSE management system and performance.

4. The objectives of the Emergency Response Plan are –

• To control the incident in quickest possible time.


• To rescue the victims and treat them suitably in quickest possible time.
• To safeguard other personnel and evacuate them to safer places.
• To give immediate warning signal to the employees as well as the people in the
surrounding area in case such situation arises.
• To inform relatives of the casualties.
• To preserve the affected area as well as the equipment as evidence for any enquiry and
To restore normal working conditions at the earliest

An emergency is a situation which poses an immediate risk to health, life, property or


environment. Such a situation may arise due to a large fire, technical fault, operational
malfunction, multiple casualties, unusual gathering of labor’s, vandalism, acts of
sabotage, etc.

In accordance with the Labor Law, organizations must provide suitable first aid
arrangements. SARAYAH will provide first aid facility on its MISK site.
All emergency contact numbers will be communicated in safety induction /toolbox
talks and posted on visible locations at site. All medical arrangements will be managed
in line with the Misk HSE standards.

Confirm On seen commander (supervisor/engineers/fire warden/HSE Representative)


will confirm the nature of the emergencies cases and will further Communicate with
the concern person (Emergency respond Commanders) by time being he (on seen
commander) will also be responsible to Cordon off the area and further provide the
Control till situation comes to a normal condition.

General instructions for the Reporting of Emergency

Be prepared to provide the following information:


 Your name and location
 Exact Location of the emergency
 Type of the Emergency

4.1.1. Fire
Low Magnitude Fire:
 Once you find fire has happened at any place, press the emergency alarm
button or communicate immediately to security.
 If possible, take the fire extinguisher/fire hydrant and try to put off as trained
with appropriate fire extinguishers which are available at the place.
 Security will inform to Plant Co-coordinator/Firefighting team member
 Security will send security’s firefighting team members to the spot to evaluate
the situation.
 The site coordinators or First contacts team will rush to the spot to evaluate the
situation.
 As soon as emergency alarm rings every one inside the plant except firefighting
team members, first aid team members, security team members who are
controlling the fire will gather to the assembly point
 Security will ensure all the people are in assembly point and do the head
counting
 First aid team will be ready to provide first aid in case of any first aid
incidence.

In Worst Case Scenario


 Communicate it to the site office and emergency assembling point for further
course of action.
 If the situation is not under control or WORST STAGE seek the incident
Management team for Seeking external agency and fire bridge help.
 Fire brigade will extinguish fire and our internal trained firefighting team
should give full cooperation to them.
 Isolation of electrical and/or natural gas supplies in the involved area
 Remove all the inflammable materials near the place of fire to prevent further
fire spreading.
 Coordination with other site emergency actions including site evacuation, spill
response, medical treatment, and incident management
 Accident investigation and corrective action process. All fire incidents must be
formally investigated to identify the root cause and corrective actions
implemented
In the case of Injury / Burn/Severe Injury/ Severe Burn, actions to be taken:
 First aid to be provided.
 IMT team will access type of injury.
 If the injury is severe then the patient will be taken to the nearest hospital.

4.1.2. Medical Emergencies:


4.1.2.1. Accidents due to Moving Machinery and Vehicles
 In case of minor accidents due to moving vehicles, first aid to be done by first
aid trained people.
 In case of major accidents inform to the site Engineers and supervisors. They
will take the lead to call the first aid team and first aid to be done. Meanwhile
call the Emergency Vehicle and send the victim to the hospital for medical
assistance.
 The site Supervisor will contact to the Project Manager, and brief them about
the situation and status in the plant.
In case of a major accident
 Shift the victim immediately to a safe and isolated place
 Do not allow people to surround the victim
 If possible, give required first aid
 If need be, give mouth to mouth respiration
 Take precautions so that the victim does not choke
 Call for Emergency Vehicle and shift the victim to a nearby hospital

4.1.3. Bomb threats or other terrorist threats


 Restricting Entry of all unknown person.
 Day as well as night time gate checking should strict.
 with strong Communication During day time as well as night
 Patrolling boundary wall day time as well as during night.
 Management support for seeking Assistance for outside activities.
 Thorough checking of all the goods incoming the plant.
 Rescue team, Fire team & First Aid team Alert for facing any emergency.

4.1.4. Probable Natural Exposures (e.g., earthquake, flood)


 Forecasting the severity of Flood through the Central Water Commission News
Bulletins and P.W.D. flood level Warnings
 Stopping all Production and other operations. Taking steps to remove the raw
materials, consumables etc to materials, consumables etc to safer places. To
take preventive measures to minimize the loss on Plant & Machinery,
Buildings etc. Making team in each shift to study the problem from time to
time and to avoid human loss. To cut off power supply. To advise the dealers in
the market who are likely to be affected by floods to take steps to safe guard
our properties.

5. Key roles and responsibilities are detailed.

5.1.1. Project Manager


For emergency response activities, key roles and responsibilities are detailed below:

 The Project Manager will have overall responsibilities during Emergencies to


direct his staff and for taking all necessary precaution to prevent inducing an
emergency.
 Provide leadership and direction in the event of an emergency.
 Ensure that emergency response planning, preparedness and execution are
consistent with the requirements of client Emergency Response Plan.
 Ensure that appropriate field response teams are available for the various
emergency response scenarios.
 Notification to ATKINS Project Manager of any emergency incident.
Notification of an emergency incident shall be made via radio, telephone or
messenger to ATKINS as soon as practicable.
 Following initial notification, liaison with CLIENT Project Manager during
any Emergency Response.
 Mobilization of additional resources and liaison with COMPANY Senior
Management.
 Issue the evacuation order to all personnel on the site.
 Issue the call off the emergency after confirming it.
 Ensure firefighting and evacuation training.

5.1.2. HSE Manager


Shall be responsible for ensuring at site that provisions are in place for emergency
response, including: Muster points.

 List of emergency contact numbers.


 Arrangements for conducting head counts.
 Arrangement of drills and exercises.
 Availability of fire extinguishers.
 In the event of any emergency the HSE Supervisor or a member of the HSE
team shall take the following actions:
 Shall attend the site of the incident, assess the situation and issue instructions
to the concerned staff.
 Ensure that information have been communicated to COMPANY Project
Manager and area in-charge.
 Evaluate the scale of the incident and decide whether additional resources are
required to deal with it.
 Liaise with Site supervision for withdrawing permits.

 Liaise with Site supervision for the mobilization of any plant and equipment
necessary for dealing with the emergency.
 Limit access to the area with barriers or other means to prevent unauthorized
access.
 Co-ordinate the reinstatement measures once emergency is over.
 Prepare report on the emergency.
 Ensure electrical isolation if required.
 The emergency procedure shall be updated whenever required.

5.1.3. Logistics Manager / In charge Administration


The In-charge Administration shall assist the Project Manager in the Emergency
Control Center. His major duties and responsibilities are to:

 Manage all administrative affairs during emergencies.


 Direct the Administration Team.
 Provide all measures necessary for transportation and communication.
 Record emergencies and the actions taken in a sequential manner.

5.1.4. Engineer / Supervisors / Foremen


Any one responsible available at the scene of accident will have the responsibility to
contact the Emergency services.

 They should also ensure that all their crew have Emergency Contact Number
 He shall keep the access clear for the arrival of emergency services at the
scene of accident.
 Will help to keep the accident location free from crowed. For the purpose,
they will appoint two persons from their crew to disperse the crowd.
 Will make sure that no untrained persons will try to recover the injured (or in
case of fire try to use the fire extinguisher if he is not trained to do so) and
only trained First Aider will give first aid.

6. Reporting of Emergency
In the event of an incident Radio Phones or Mobiles will be used for communication
to provide the following details:

 Location of the Incident.


 Nature of incident e.g., fires, number of injuries, etc.
 If it is a fire, state type – oil, gas, electric or other and state wind direction.
 Identify yourself giving your name, company name and telephone number.

 The list of incidents that may be classed as emergencies may include but not
limited to:
 Scaffold collapse
 Fire involving fuels, gases, and other materials
 Medical emergency
 Failure of lifting equipment
 Collapse of an excavation involving personnel
 Vehicle accidents
 Collapse of structures/steelwork
 Spill of hazardous material

7. Activities of the Emergency Response Team:


7.1.1. Pre – Emergency (Routine) Activities:
 To make each employee conversant with Safety Program.
 To participate actively in the safety awareness trainings.
 To attend all the specialized training courses to make one self-independent in
handling emergencies situations.
 To keep make fully aware of the up dated Hazard/Aspect Impact Register.
 To keep oneself tune with the latest and updated information about Plant
Safety System, available PPEs in the plant and the operating conditions of all
the safety equipment’s, Plant area, Various Passages, doors, emergency exits.
It is very essential, as ignorance of ERT member can be very dangerous during
emergencies.
 To conduct mock trials of emergency situations.

7.1.2. Activities in Case of Emergency


 Rush to the site.
 Communicate the emergency to all the employees.
 Equipped yourself with the essential safety equipments and PPEs .
 Take control of the situation.
 Go for the external help if required.
 Avoid overcrowding so that ERT other members can perform their duties.
 Avoid panic by encouraging the victims.

7.1.3. Post – Emergency Activities


 Identify and document the cause for the incident.
 Document injury to personnel if any.
 Document the damage to property & company asset if any.
 Assess the loss of Property and assets.
