Dear Mr. De Leon;

I’m writing on behalf of my client SPS. ARNOLD B. COLLANTES and


PROCERFINA COLLANTES, who purchased foreclosed property of your bank,
in Lot 6, Blk. 9, San Rafael Ave., San Rafael Exec. Villas, Baccor, Cavite
consisting of 60 sq.m. According to my client, the full consideration of
1,100,000.00 has been paid by them ten (10) years ago. However, to date, the
corresponding Transfer Certificate of Title hasn’t been released to them, despite
compliance with all the requirements requested from them, including the
payment for Capital Gain Tax and Documentary Stamp Tax.

Please be informed that due to your bank’s failure to deliver the agreed end of
the agreement (TCT), my client was deprived of full enjoyment of their acquired
property for ten (10) years, as such is now contemplating filing an appropriate
action in court to vindicate their rights.

In light of the foregoing, DEMAND is made upon your bank to provide to my


client or to their Attorney-in-fact, Aileen C. Cellona the corresponding Transfer
Certificate of Title registered under the names of the above-mentioned clients,
otherwise, we will be constrained to seek judicial intervention to receive the
fruits of hard labor of my clients, plus damages.
