SECTION - I

NOTICE INVITING QUOTATION

1. Quotation are invited on behalf of the Regional Executive Director (NER), Airports
Authority of India, Guwahati-781015 from the agency for the work of “Filing of
Quarterly e-TDS return for the Financial Year 2020-21 & 2021-22
(Assessment Year 2021-22 & 2022-23)” (Form 24Q for 900 employees (approx.)
per quarter and 26Q for 50 parties (approx.), 195 and 27EQ for Parking lots, sale
of scrap per quarter and the Annual Return including generation of TDS certificates
from Traces and other allied work) in respect of Regional Executive Director (NER),

and 4th quarter of F.Y.2020-21 and 1st , 2nd, 3rd and 4th quarter of F.Y. 2021-22

4. Prospective Bidders are advised to get themselves registered at CPP-Portal, obtain


“Login ID & ‘Password’ and go through the instructions available in the Home Page
after log in to the CPP-portal https://etender.gov.in/eprocure/app. They should also
obtain Digital Signature Certificate (DSC) in parallel which is essentially required for
submission of their application. The process normally takes 03 days time. The
Bidder may also take guidance from AAI Help Desk Support.

(ii) For any Issues / Clarifications relating to the publishing and submission of AAI
NIQ.
a. I n order to facilitate the Vendors / Bidders as well as internal users from
AAI, Help desk services have been launched between 0800-2000 hours for
the CPPP under GePNIChttp://etenders.gov.in. The help desk services shall
be available on all working days (Except Sunday and Gazetted Holiday)
between 0800-2000 hours and shall assist users on issues related to the
use of Central Public Procurement Portal (CPPP).

b. Before submitting queries, bidders are requested to follow the instructions


given in “Guidelines to Bidders” and get their computer system configured
according to the recommended settings as specified in the portal at “System
Settings for CPPP”.

The EMD to be paid offline in the form of Demand Draft from Nationalized or
any Scheduled Bank (But not from Co-Operative or Garmin Bank) in favour
of Airports Authority of India, payable at Guwahati. The Original Demand
Draft against EMD should reach by Post/Courier/given in person in the O/o the

SECTION – II

INSTRUCTIONS TO BIDDERS

1. ELIGIBILITY CRITERIA:

The Bidder shall submit their application only at CPP portal


https://etender.gov.in/eprocure/app. Bidders are advised to follow the instruction
provided in the NIQ Document for online submission of Bids. Bidders are required
to upload the scanned documents along with scanned copy of Demand Draft for
EMD.
Uploading of application in location other than specified above shall not be
considered. Hard Copy of Application shall not be entertained.

2. Eligibility for participation in the NIQ


2.1 The Bidder should have Permanent Account Number (PAN) and GST
Registration Number.

2.2 Proof of execution of works: The bidder must have the working knowledge of
filling e-TDS return for minimum 2 (two) years. Client certificate for satisfactorily
completing the similar nature of Job shall be required.

2.3 Agency shall provide contact details like Land line N o. / Mobile No. and E-mail
address.

2.4 Agency has to provide ICAI Registration Certificate.

2.5 Earnest Money Deposit & Unconditional Acceptance: Original EMD and
Unconditional Acceptance of AAI tender Conditions to be sent to the

Manager before the Date & Time mentioned in CRITICAL DATA SHEET.
Quotation of the Bidder whose EMD is not received by the date and time
mentioned in CRITICAL DATA SHEET then their Quotation will be summarily
rejected. Any Postal delay will not be entertained.

Refund of EMD: EMD of unsuccessful bidders received shall be refund


except for L-1 bidder after completion of all formalities of bid.

4. Envelope II (Financial Cover) – The Financial e-Bid through CPP Portal


Rate shall be quoted in the Format provided and no other Format is acceptable.
The Rate quoted by the Bidders shall be exclusive of GST. But Agency has to
mention the GST Rate & HSN No.

All rates shall be quoted in the Format provided and no other Format is acceptable. If the Price Bid has been
given as a standard BOQ format with the Tender Document, then the same is to be downloaded and to be
filled by all the Bidders. Bidders are required to download the BOQ file, open it and complete the white
coloured (unprotected) cells with their respective Financial Quotes and other details (such as name of the
Bidder). No other cells should be changed. Once the details have been completed, the Bidder should save it
and submit it online, without changing the Filename. If the BOQ file is found to be modified by the Bidder, the
Bid will be rejected.

Section-III

Scope of Work

1. AAI shall provide required quarterly TDS data (24Q, 26Q, 195 and 27EQ) in excel
format, as per format given by the Agency for uploading purpose. After uploading,
copy of the Acknowledgements of TDS return filed shall be provided by the agency to
AAI.

2. However, before uploading the data the same shall required to be reviewed for
correctness/mismatch of data if any, and contact AAI immediately.

3. Agency shall provide softcopy of consolidated file (Annual return) downloaded from
Traces for TDS return filed during the year in respect of 24Q, 195, 26Q and 27EQ.

4. Agency has to file revised return of any quarter if situation so arises and for that no
extra charges shall be paid by AAI.

5. After filing of E-TDS return, if there is any Default Notice is received from Income
Tax Authority, the responsibility for resolving the issue will be rest with the Agency
within one (1) month or any specific time given by the Tax Authority, whichever is
earlier.

6. During the preparation of data/details for Tax Audit purpose and filing of Income Tax
Return for the respective year, Agency shall guide/provide required information,
whatsoever needed.

SECTION – IV

OTHER TERMS & CONDITIONS OF THE CONTRACT

1. Payment to the successful bidder for filling of Quarterly return shall be made
quarterly after submission of quarterly E-TDS return. The claim shall be submitted
along with original invoice, receipt(s) of quarterly return etc.
2. AAI shall release the claim in respect of the successful bidder within 15 days after
receipt(s) of Invoice.
3. Paying Authorities: Payment will be made by the O/O The Regional Executive
Director, Finance Department, AAI, RHQ, NE Region, Guwahati - 781015.
4. Agency shall keep update to AAI regarding time to time additions / alteration on
latest Income Tax rules & regulations. Further, a detailed chart with last date for
filling of quarterly E-TDS return etc. shall be provided by the Agency, well in
advance.
5. Bidders shall submit the quotation which shall satisfy conditions laid down in this
NIQ failing which the quotation will be liable to be rejected. Also if the credentials
submitted by the firm are found to be incorrect or have some discrepancies which
disqualifies the firm then the AAI shall take the following action:
a) Forfeit the entire amount of EMD submitted by the firm,
b) Debar the Firm for minimum 3 years to participate in Quotation for AAI in any
name.
6. Security Deposit shall be @10% of Contract value. EMD in respect of the successful
bidder shall be converted to Security Deposit and balance amount required if any, to
be recovered from quarterly payable amount till reaches 10% of Contract value and
kept till the end of the contract. The same shall be refunded after successful
completion of contract and within one month of received of application and Money
receipt.
7. Penalty clause: AAI shall forward the required data in excel format as per
requirement for uploading purpose to the Agency, at least 05 days before the date of
filling of return in E-TDS portal. In case of delay in filling of e-TDS returns, penalty if

any, levied by Income Tax Deptt. Shall be borne by the Agency. No extra charges
shall be paid by AAI for the same.
8. Demand Notice from Tax Authority: -After filing of E-TDS return, if there is any
Default Notice is received from Income Tax Authority, the responsibility for resolving
the issue will be rest with the Agency within one (1) month or any specific time given
by the Tax Authority, whichever is earlier.
9. No subletting of the contract shall be permitted.
10. The c o n t r a c t can be terminated by AAI giving one month notice without
assigning any reason thereof.
11. AAI shall have the right to extend or to reduce the period of contract as per
requirement without assigning any reason to the Agency.
12. Effect and Legal Jurisdiction:
i) The contract shall be considered as having come into force from the date of
issue of letter of award of the contract by AAI.
ii) The law applicable to this contract shall be the law enforced in India. The
courts of Guwahati shall have exclusive jurisdiction in all matters arising out of
this contract.

Sir,

1. I / we hereby certify that I / we have read the entire terms and conditions of the Quotation
document made available to me / us in the office of the Regional Executive Director,
Airports Authority of India, RHQ, NE Region, Guwahati-15, which shall form part of the
contract agreement and I / we shall abide by the conditions / clauses contained therein.

2. I / We hereby unconditionally accept the NIQ conditions of AAI’s Quotation document in its
entirety for the above works.

3. It is clarified that after unconditionally accepting the Quotation conditions in its entirety, it is
not permissible to put any remarks / conditions (except unconditional rebates on quoted
rates if any) in the Quotation enclosed in envelope "I"& "II” and the same has been followed
in the present case. In case any provisions of this Quotation are found violated after opening
envelope "I"&”II”. I / we agree that the Quotation shall be rejected and AAI shall without
prejudice to any other right or remedy be at liberty to forfeit the full said earnest money
absolutely.

4. That, I /We declare that I/we have not paid and will not pay any bribe to any officer of AAI for
awarding this contract at any stage during its execution or at the time of payment of bills,
and further if any officer of AAI ask for bribe /gratification, I will immediately report it to the
appropriate authority of AAI.

5. The required earnest money as specified for this work has already been paid.
