08J.1 INTRODUCTION

08J.1.1 Purpose and Scope

08J.1.1.1 This document is one volume in the Employer’s Requirements, and shall be read in
conjunction with the full set of volumes as relevant for the project, as listed in SER#001
“General”.

08J.1.1.2 This document defines the requirements for the design, supply and installation,
construction, monitoring testing and commissioning including all necessary auxiliary
works for the server room and UPS room within the buildings.

08J.1.1.3 The server room includes:


(a) Raised access floor system
(b) Suspended ceiling system
(c) Doors
(d) Internal finishes
(e) Hot/cold aisle separation system
(f) UPS/static switch
(g) Power distribution panels
(h) Power to data cabinets
(i) Lighting
(j) Containment systems for CCTV and door access
(k) Connections to site building management system (BMS)
(l) Back-Up generator [optional]
(m) Fire detection/suppression system
(n) Air conditioning systems
(o) Any other components necessary for supporting the terminal’s overall IT
systems.

08J.1.1.4 The design of all elements must be submitted to the Engineer for review prior to
commencement the procurement and / or material delivery to Site. Hold Point

08J.1.2 Exclusions

08J.1.2.1 The following equipment shall be provided by others:


(a) Data cabinets/racks and associated equipment such as switches, patch panels
and servers.
(b) CCTV equipment
(c) Access control equipment (readers, door releases and door locks)

08J.1.2.2 The Contractor shall provide all necessary back boxes, containment and power supplies
associated with the CCTV and door access systems. Hold Point

08J.1.3 Codes and Standards

08J.1.3.1 In addition to the codes and standards included in SER#008 Part E “Building Electrical”

and SER#008 Part H “Heating, Ventilation and Air Conditioning”, the following standards
shall apply.
(a) EN 50310: Telecommunications bonding networks for buildings and other
structures
(b) EN 15004: Fixed firefighting systems. Gas extinguishing systems

08J.1.4 Materials

08J.1.4.1 All Materials, including but not limited to the internal finishes, shall be in accordance
with the relevant parts of SER#002 “Materials” unless noted otherwise in this document.
This includes the minimum testing and quality control requirements for the Materials.

08J.1.4.2 The Contractor shall provide detailed material submittals for the Engineer’s review prior
to procurement and/or material delivery to Site. Hold Point

08J.2 LOCATION & LAYOUT

08J.2.1 Layout

08J.2.1.1 The Server Room and UPS Room layouts shall generally be as indicated on the Drawings.
[Note to Employer. A layout drawing of the server and UPS rooms shall be provided
detailing the intended cabinet layout. Adequate room must be allocated for the
electrical distribution equipment and air conditioning equipment]

08J.2.1.2 Computer equipment racks shall be arranged in an alternating row pattern, with fronts
facing each other. The front edge of the computer equipment rack shall be aligned with
the edge of a floor tile and there shall be a minimum of 1,200mm front and 900mm
back clearance between racks. Inspection Point

08J.2.1.3 Figure 08J.1 is provided to illustrate the points raised in 08J.2.1.2. It is intended to
reflect the principles behind the cabinet layout and shall be considered indicative only.

08J.2.2 Accessibility

08J.2.2.1 An unobstructed pathway shall exist between the Server and UPS Rooms, the
corresponding storage room, and the building entrance for transporting equipment. All
entrances, corridors, doorways, and other openings along this path must be of sufficient
height and width to enable easy transportation of large equipment and supplies.

08J.2.2.2 If the Server or UPS rooms are on one of the upper level floors, the size of the elevators
shall also have sufficient height and width to allow the transportation of equipment.

08J.2.2.3 Where there is a disparity in floor level between the server room raised floor and the
floor of the adjacent area, a suitable permanent ramp shall be constructed to enable
easy transportation of equipment. Inspection Point

08J.2.2.4 The biometric system shall be setup such that in case of power failure the doors will fail
open. To maintain security in the event of a power loss the door will incorporate a local
battery back-up, which in turn shall derive its power from the UPS backed Power
Distribution Panel C. Inspection Point

08J.2.2.5 A five-lever mortice lock shall be installed to provide mechanical access control. This
will be used in the event of a total failure of the automatic system. Inspection Point

08J.2.2.6 Access from inside the server room to exit in case of emergency can be via a manual
release switch, which can unlock the door to exit. Inspection Point

08J.2.2.7 The Server Room must be in a building which has adequate power distribution services,
including with power source including a generator back up and dual fibre routes (from
two diverse paths) to the building.

08J.2.3 Protection from Hazards

08J.2.3.1 The Server and UPS Rooms shall be located toward the centre of the building, away
from windows and doors (for security, sound and environmental management reasons).
Locating the Server Room on the first floor or higher further reduces exposure to
security risks and certain other risks, such as flooding; note that the UPS/Power room
to be considered in ground floors as because of the weight being involved.

08J.2.3.2 It is important to carefully examine all aspects of the building, large and small, to ensure
that nothing can interfere with the operation of the server environment. Ensure that the
Server and UPS Rooms are located away from gas, water and sewer installations which
may leak and cause damage to critical equipment.

08J.2.3.3 Pest control shall be carried out at regular interval for cable protection where the server
room is located on the ground floor. Review Point

08J.3 ARCHITECTURAL & FINISHING

08J.3.1 Floor Finishing

[Note to Employer: The requirement for the floor finishes shall be confirmed on a
project-specific basis. Delete/refine this section as relevant.]

08J.3.1.1 The floor finish shall be carpet tiles/heavy duty vinyl/epoxy painted concrete. In all
instances the floor shall incorporate a proprietary anti-static finish designed for use in
server rooms. Inspection Point

08J.3.1.2 The Server room shall incorporate a fully accessible raised floor. The raised floor shall
incorporate a floor void space as detailed in Appendix I “Design Criteria” to allow air
circulation and to accommodate cable installations, fire suppression systems and floor
grilles. Inspection Point

08J.3.1.3 The access floor shall comprise 600 x 600 mm panels, manufactured from minimum 32
mm high performance chipboard core, with fully encased panels made from galvanised
steel all in accordance with PSA/ MOB medium grade. Hold Point

08J.3.1.4 The floor system shall be installed strictly in accordance with the manufacturer’s
recommendations, with all corners fully supported. Inspection Point

08J.3.1.5 The floor shall be electrically continuous and earthed in accordance with the relevant
standards. Inspection Point

08J.3.1.6 The floor system shall incorporate steel grilles as required to allow airflow. Each grille
shall incorporate an adjustable damper to enable balancing of the system. Inspection
Point

08J.3.1.7 The design load for the raised flooring shall be as detailed in Appendix I “Design
Criteria”. Where the server room is located on upper floors due allowance of this loading

requirement shall be considered in the building structural design.

08J.3.2 Walls & Ceiling

08J.3.2.1 Walls shall be constructed from brick, blockwork or concrete. Partition or studwork walls
shall not be accepted.

08J.3.2.2 Windows shall not be installed in server or UPS rooms.

08J.3.2.3 Walls shall have a plaster finish. Inspection Point

08J.3.2.4 A false/suspended celling shall be installed in the Server Room. It shall incorporate air
grilles to allow airflow. Each grill shall be fitted with an adjustable damper to enable
balancing. Inspection Point

08J.3.2.5 The server room shall be divided in to hot and cold zones by suspended heavy duty PVC
curtains as detailed in this Employer’s Requirements. The suspended ceiling system
shall be designed accordingly. Review Point

08J.3.2.6 Due consideration shall be given to the size of the ceiling voids, which must provide
adequate air circulation for the air conditioning systems and must also accommodate
cable installations, fire suppression systems, light fittings and ceiling grilles. The
minimum ceiling void depth shall be as detailed in Appendix I “Design Criteria”.

08J.3.3 Services

08J.3.3.1 No services shall be routed through either the server room or UPS room unless they
provide a direct supply to the room.

08J.3.3.2 A drainage point shall be located in the server room and in the UPS room to allow direct
drainage of the local air conditioning system. Inspection Point

08J.3.3.3 Where services such as cabling or pipework pass into the server/UPS room space it shall
be routed through HDPE conduit/pipes which shall be sealed with a suitable medium to
maintain room integrity and preserve the rooms fire integrity. Inspection Point

08J.3.4 Doors

08J.3.4.1 The dimensions of the doors shall take into consideration the size of the equipment and
the future maintenance of the same. Inspection Point

08J.3.4.2 Twin leaf doors shall be used. The opening width shall be a minim of 2400mm.

08J.3.4.3 The door furniture shall include, as a minimum, door closer, kick plates, door pulls, door
handles, locks, hinges and door stops.

08J.3.4.4 Doors shall contain a vision panel. Inspection Point

08J.3.4.5 Warning signs shall be placed in accordance with section 08J.5.1.16.

08J.3.4.6 All doors, door furniture and frames shall be fully compatible with the equipment used
for the access control system. The Contractor shall be responsible for verifying
compatibility prior to procuring the doors. Hold Point

08J.3.5 Fire Rating

08J.3.5.1 The server room and UPS room shall each form a single fire rated compartment. The

minimum duration for the fire rating shall be as detailed in Appendix I “Design Criteria”.

08J.3.5.2 All penetrations shall be fire stopped accordingly. Hold Point

08J.4 ELECTRICAL SYSTEMS

08J.4.1 Server Room Power


08J.4.1.1.1 Three power distribution panels (PDP’s) shall be provided in the server room to supply
all of the power and lighting circuits in the server room, including power to the data
cabinets. The PDP’s shall be bespoke and constructed as detailed in this Employer’s
Requirements. The primary purpose of the PDP’s is to enable the addition of new circuits
without the need to isolate the panel or remove the covers from the compartment
containing the MCB’s. Standard MCB distribution boards shall not be used. Inspection

08J.4.1.1.2 A picture of a typical PDP in included in Appendix III “Photograph of Typical PDP”.
08J.4.1.1.3 The three PDP’s shall be designated PDP A, PDP B, & PDP C. The PDP’s shall be designed
to meet the needs of the installation and shall include 30% spare capacity for future
expansion.
08J.4.1.1.4 PDP’s shall be constructed in accordance will the relevant standards relating to switch
boards and distribution equipment, and shall incorporate the following features as a
minimum: Inspection Point
(a) Incomer/MCB section fully fitted with main isolator and outgoing MCB’s. Devices
shall be located behind a lockable hinged door. There shall also be an inner
cover plate which shall allow access to the MCB toggles but prevent access to
terminals and live parts.
(b) All spare ways shall be pre-fitted with MCB’s. The ratings for spare MCB’s shall
be agreed with the Engineer.
(c) A terminal section fully fitted with shrouded terminals and in a separate section
to the MCB section (i.e. in a separate compartment with its own cover).
Terminals shall be hard-wired back to MCBs and shall be numbered to indicate
the relevant MCB way. The terminal section shall be located to suit the desired
cable entry (i.e. top/bottom), complete with all necessary cable ways, and shall
be fitted with suitably sized gland plates.
(d) A controls section containing metering and supply status indication.
(e) Transient overvoltage and surge suppression.
(f) BMS interface to allow central monitoring of power consumption and
supply/alarm status over IP networks.
(g) Clean earth bar.
08J.4.1.1.5 Each data cabinet shall be provided with three 32A single phase power supplies, one
from each of the three PDP’s. They shall be designated supply A, supply B and supply
C. Inspection Point
08J.4.1.1.6 They shall be wired on individual radial circuits. Wiring shall be in SY cable fixed to cable
trays. Supplies A and B shall be used to supply equipment capable of accepting a dual
supply (i.e. servers etc.). Supply C shall be used to supply single supply equipment (i.e.
routers, printers etc.). Inspection Point
08J.4.1.1.7 Outlets shall be mounted in the floor void beneath data cabinets or mounted on a
suspended cable tray above the cabinets and shall be of the industrial type in
accordance with the relevant standards. They shall have a 2 pin + E configuration

08J.4.1.1.8 Circuit earth/ground conductors shall comply with the relevant standards for high

integrity earthing. Hold Point


08J.4.1.1.9 Each socket shall be clearly labelled, indicating the PDP reference and circuit way (i.e.
PDP-A/1L2). Inspection Point
08J.4.1.1.10 Three 32A rated C13/C19 power distribution units (or power strips) shall be mounted
in each data cabinet. Each power distribution unit shall be fed by one of the 32A sockets
mounted beneath/above the cabinet. They shall be fixed inside the communications
cabinets and connected to the under-floor outlets via a suitable lead and plug. They
shall be labelled to clearly indicate the PDU reference and circuit way as detailed above
for the socket outlets. Inspection Point
08J.4.1.1.11 Cabinet power distribution units shall be to the following specification: Inspection
Point
(a) They shall be unfused and un-switched
(b) They shall contain a minimum of 4 no. IEC 60320 C19 sockets
(c) They shall contain a minimum of 12 no. IEC 60320 C13 sockets
(d) They shall be provided with a 1.5m long power cord fitted with male/female
plugs as required to connect the PDU strip to the sockets.
08J.4.1.1.12 The overall schematic of the system is show below:

08J.4.2 System Configuration


08J.4.2.1.1 Two suitably rated UPS units and an automatic transfer switch (ATS) shall be provided
to power the three PDP’s. Inspection Point

08J.4.2.2 They shall be located in an adjacent room. The UPS room shall form a single fire rated
compartment. The minimum duration for the fire rating shall be as detailed in Appendix
I “Design Criteria”.
08J.4.2.2.1 UPS unit A will provide a feed to PDP A. It will also provide a feed to the ATS. Inspection

08J.4.2.2.2 UPS unit B will provide a feed to PDP B. It will also provide a feed to the ATS. Inspection

08J.4.2.2.3 Each UPS will be provided with an external wrap around by pass unit.
08J.4.2.2.4 The ATS receives a supply from both UPS units. The output from the ATS shall supply
PDP C. Inspection Point
08J.4.2.2.5 A bespoke MCCB panel shall be provided to marshal the incoming and outgoing supplies
to the UPS units and ATS. Inspection Point
08J.4.2.2.6 All UPS units shall be fed via a mains supply that is backed up by a generator system
with an automatic start up and transfer of power system. Inspection Point
08J.4.2.2.7 The Contractor shall ensure that the air conditioning systems are also fed via a
generator backed power supply incorporating automatic power transfer systems.

08J.4.3 UPS Units


08J.4.3.1.1 Each UPS shall be sized to provide a minimum autonomy as detailed in Appendix I
“Design Criteria”. The autonomy shall be based on continuous usage at full load. The
load shall be calculated to include all equipment connected to itself plus the load
connected to PDP C, including the required spare capacity. Hold Point
08J.4.3.1.2 Each UPS shall be a continuous-duty three-phase, solid-state, uninterruptible power
supply system. The uninterruptible power supply system shall provide high-quality AC
power for sensitive electronic equipment loads with battery power to maintain uptime.

08J.4.3.1.3 The UPS shall operate in conjunction with the existing building electrical system to
protect electronic equipment from power disturbances that may occur with utility power,
such as voltage fluctuations, frequency variations, brownouts, power surges and sags.
08J.4.3.1.4 Both PDU’s and the static switch shall each be installed with external maintenance
bypass switches as well as all necessary interconnecting switchgear. Inspection Point
08J.4.3.1.5 The UPS System shall include, as a minimum: Inspection Point

08J.4.4 Automatic Transfer Switch (ATS)


08J.4.4.1.1 The ATS shall be of the static switch type and shall provide continuous power when
switching between incoming power sources. Hold Point
08J.4.4.1.2 The ATS shall incorporate manual bypasses for both sources. Hold Point

08J.4.5 Connection to Building Management System (BMS)


08J.4.5.1.1 Both the server room and UPS room shall be connected to the main building BMS
system. Inspection Point
08J.4.5.1.2 The server room’s power/energy consumption shall be separately metered and
monitored by the BMS. Inspection Point
08J.4.5.1.3 A new BMS outstation shall be installed in the server room. It shall: Inspection Point
(a) Be fed from the UPS backed supply.
(b) Monitor, collate and report all equipment alarms, air conditioning alarms, UPS
alarms, generator and temperature sensors.
(c) Incorporate a separate fail-safe interface with each air conditioning unit to
monitor the unit for power loss via a pair of normally closed contacts.
(d) Send out email notifications of all critical faults to a named list of recipients to
be provided by the Employer.
(e) Retain the operational capability to send out emails/alerts in the event that the
main BMS system fails.
08J.4.5.1.4 Independent room temperature sensors shall be installed in both the server room and
UPS room. They shall be connected to the BMS system and configured to send out alerts
when temperature thresholds are exceeded. In the Server Room separate sensors shall
be installed in each hot aisle and cold aisle with a minimum of 4 sensors installed in
total. The threshold for cold aisle sensors shall be 24 degrees Celsius. The threshold for
hot aisle sensors shall be set at 30 degrees Celsius. Sensor threshold settings shall be
adjustable. The threshold for the UPS room sensor shall be 25ºC. Inspection Point
08J.4.5.1.5 The Contractor shall refer to SER#008 Part I “IT Network & Security” for the full
description and requirement of the BMS system.
08J.4.5.1.6 Where no BMS system is being provided, the Contractor shall allow to install a stand-
alone system capable of performing the same functionality with regards to monitoring
the server room environmental conditions and alarm status and issuing alerts / alarms
as required via text and email. A local audio visual alarm shall also be provided outside
the room. Inspection Point

08J.4.6 Back-Up Generator (Server Room Only)


[Note to Employer: The requirement for a back-up generator for the server room only

08J.4.6.1.1 The Contractor shall supply, install and commission a generator specifically for the
server room. The generator shall provide continuity with the other generators installed

08J.4.6.1.5 The generator shall be sized to cater for the full rating from cold start. It shall be skid
mounted and have a double-skinned day tank of no less than 8 hours at the full rating

08J.4.6.1.6 Where a separate generator is provided to serve the sever room only, a separate LV

(b) Have two interlocked incoming motorised air circuit breakers (mains and

(c) Include outgoing MCCB’s as necessary to provide power supplies to the UPS
units and all supporting services such as cooling systems.

08J.4.6.1.7 The Contractor shall be responsible for the supply, installation and commissioning of all
LV Panels, switchgear, interconnecting power cables and control cabling as required to
form a complete system.

08J.4.7 Earthing (Equipotential Bonding) System


08J.4.7.1.1 The earthing arrangements shall be in accordance with the relevant standards, and as
a minimum shall provide the following: Inspection Point
(a) The clean earth bar installed within the server room shall be connected to the
main earth bar located at the supply intake position by two cables in a ring
configuration. Each cable shall have a resistance of < 1 Ohm, and shall have a
cross sectional area of at least 70mm2.
(b) Local earth bars shall be installed in the floor void under each row of cabinets.
A 10 mm earth cable shall run in a ring configuration linking them back to the
server room clean earth bar.
(c) Each cabinet shall be connected to one of these earth bars via a 6mm earth
cable in radial configuration.
(d) 4 No. Local earth bars shall be installed in the ceiling void evenly distributed
but taking into account service positions. A 10mm earth cable shall run in a ring
configuration linking them back to the Server room clean earth bar. All metallic
services in the void, including the ceiling grid, shall be connected to one of these
bars via a 6mm earth cable.
(e) All other metalwork within the server room shall be connected to one of the
earth bars via a 6mm earth cable.
(f) Every fourth floor-pedestal shall be bonded using a 10mm earth cable run in a
ring configuration back to the Server room clean earth bar.
08J.4.7.1.2 The Contractor shall refer to SER#008 Part E “Building Electrical” for the general
requirements of the earthing system.

08J.4.8 Lighting
08J.4.8.1.1 Lighting shall be provided by recessed LED luminaires mounted in the ceiling. Hold Point

08J.4.8.2 The average illuminance shall be as detailed in Appendix I “Design Criteria”. Hold Point
08J.4.8.2.1 The lighting shall be controlled using multiple presence detectors, designed to ensure
that the lighting shall remain on at all times whilst persons are present in the room.

08J.5 MECHANICAL SYSTEMS

08J.5.1 Fire Suppression systems

08J.5.1.1 A fire suppression system shall be provided to both the Server room and the UPS room.

08J.5.1.2 The fire-extinguishing agent shall be either Novec 1230 or an inert gas mix. Hold Point

08J.5.1.3 The system shall be fed off the UPS backed power supply, PDU C. Inspection Point

08J.5.1.4 The systems shall be designed to achieve an optimum concentration at a room design
temperature of 20ºC DB. Hold Point

08J.5.1.5 The discharge time required to achieve 95% of the design concentration shall not exceed
10 seconds. Hold Point

08J.5.1.6 The air conditioning unit serving the server room and all non-essential electrical circuits
within the protected area shall not be shut down prior to or during the release of the
extinguishing agent. The volume of gas concentration shall take this into consideration.
Hold Point

08J.5.1.7 The design shall provide high-level pressure relief ports to prevent over-pressurization
of the server room and UPS room enclosures and possible damage to the enclosing
walls. Review Point

08J.5.1.8 All walls enclosing the protected areas shall be taken up to the underside of the concrete
roof slab above and sealed to maintain the room with an air-tight seal in order to pass
the air integrity test. Inspection Point

08J.5.1.9 Distribution pipework shall be galvanised steel tube (inside and out) of a pressure rating
not less than 125% of the maximum working pressure of the gas at 55ºC DB. Hold Point
The works shall securely support all pipework off the structural slabs at not greater than
2 metre centres. Drain points and dirt traps shall be installed in the lowest point(s) of
the pipework system. On completion of the piping installation and prior to the
connection of the fire extinguishing agent container, the pipework shall be
hydrostatically pressure tested to 1.5 times the maximum working pressure for a
minimum period of 2 minutes. On confirmation of no leakage occurring to drain the
system, nozzles shall be installed and the system purged with a continuous flow of dry
nitrogen to remove all moisture and verify that the piping and nozzles are un-
obstructed. Inspection Point

08J.5.1.10 Automatic detection of a fire condition within the rooms shall be established via a very
early smoke detection apparatus (VESDA) system. The VESDA system shall be the air
sampling type. Hold Point

08J.5.1.11 A signal from the VESDA control panel to the gas flooding control and indication panel
shall be provided. Inspection Point

08J.5.1.12 The panel shall be ‘double knock’ with distinctly different tones for first stage and second
stage alarms. Inspection Point

08J.5.1.13 In addition to the automatic activation of the extinguishing system, a manual release
mechanism shall be provided either on or adjacent to the control and indication panel
but in any case, next to the main entry door into the server room and UPS room.

08J.5.1.14 The manual activation device shall incorporate a two-step mechanism, such as the lifting
of a perspex hinged cover plate as the first step or similar safety device to restrict
accidental operation. Inspection Point

08J.5.1.15 The control and indication panel shall be located adjacent to the main entry door leading
into the server room and shall incorporate the following: Inspection Point
(a) A time delay function for the release of the extinguishing gas of approximately
30 seconds to allow time for occupants within the server room to evacuate
safely.
(b) Manual initiate switch located under a hinged, lift up clear Perspex cover, to
initiate the normal discharge sequence.
(c) Discharge inhibit switch to prevent automatic discharge of the extinguishing
agent. This switch is not to override the operation of the manual initiation switch
mentioned above.

08J.5.1.16 Indication lights shall be installed to provide visual indication that: Inspection Point
(a) Discharge inhibit switch has been operated.
(b) Manual discharge switch has been operated.
(c) System inoperative – caused by a fault condition in any part of the fire detection
system and operation of the discharge inhibit switch.
(d) Power supply to illuminated warning signs as further detailed.

08J.5.1.17 The systems shall be interfaced with the building fire alarm system to provide alarm
and indication. Review Point

08J.5.1.18 Internally illuminated warning signs shall be provided to prevent entry during operation.
Signs shall incorporate lettering that is not less than 35mm high. Inspection Point
(a) ‘DO NOT ENTER’ and ‘EVACUATE IMMEDIATELY’ - These signs shall be
positioned above all entry and exit doors respectively and illuminated at the
start of the time delay period following receipt of a fire alarm signal from the
VESDA system. These signs shall incorporate red lettering on a black
background.
(b) `EXTINGUISHING SYSTEM INOPERATIVE’ - This sign shall be mounted adjacent
to the above signs but shall flash and the lettering shall be black on a yellow
background.
[Employer to note: the language of the signs shall be updated for the specific
site location and taking account of the local language]

08J.5.1.19 Consideration shall be given to how the gas will be removed after an event. If the layout
of the building prevents this being extracted safely to adjacent space a separate ducted
gas extract system shall be provided. Operation of this system shall be via a manual
key switch. Review Point

08J.5.1.20 Fire dampers shall be fitted to all penetrations to ensure that the fire rating is
maintained. Review Point

08J.5.2 Air Conditioning System

08J.5.2.1 A separate air conditioning system shall be provided within the server room. It shall
utilise close control downflow units (also known as CRAC units) and comprise of two
separate units designed to run in tandem configured to run in shared duty mode. Hold
Point

08J.5.2.2 Each system shall be fully rated for the duty of the room to provide full redundancy and
shall control both temperature and humidity. Hold Point

08J.5.2.3 The system shall be designed so that in the event of the failure of any part of one
system, the second system shall be capable of maintaining the operating temperature
of the facility indefinitely. Each system shall be sized to suit the requirements of the
facility. The systems shall be interconnected and shall provide the ability to create a
schedule, which will ensure the use of both systems equally. Review Point

08J.5.2.4 The heat output from the I.T. equipment is provided in Appendix I “Design Criteria” and
shall be included in the Contractor’s heat gain calculations. Review Point

08J.5.2.5 In addition, a spare capacity of 25% shall be allowed in the duty of each system to allow
for future expansion of active electrical equipment. Review Point

08J.5.2.6 The system shall provide remote status and alarm indication to the security point via
the BMS central system. Inspection Point

08J.5.2.7 Separate design criteria apply to this area as the temperature is critical. The system
shall therefore have the capacity to maintain the design temperature during periods
when external temperatures are as high as can be reasonably expected. Inspection
Point

08J.5.2.8 Cooling shall also be provided in the UPS room via 2No. split VRV systems, networked
to run in tandem in a shared duty mode. Inspection Point

08J.5.2.9 Both rooms shall be fitted with high temperature alarms linked into the building BMS
system via an outstation located within the server room and powered from PDP C.

08J.5.2.10 The Contractor shall refer to SER#008 Part H “Heating, Ventilation and Air Conditioning”
for the general requirements of the air conditioning system.

08J.5.3 Airflow

08J.5.3.1 The floor void shall act as a supply plenum and shall route the cold air into the cold
aisles. Data cabinets shall be arranged with their front in the cold aisle. Inspection Point

08J.5.3.2 The cooled air shall pass through the data cabinets into the hot aisle. Inspection Point

08J.5.3.3 The ceiling plenum shall act as a return air plenum, extracting warm air from the hot
aisles and routing it to the intake of the close control downflow units. Inspection Point

08J.5.3.4 Both the floor and the ceiling shall be fitted with grilles. Each grille shall be fitted with
adjustable dampers to enable the system to be balanced. Inspection Point

08J.6 TESTING AND COMMSIONNING

08J.6.1.1 A detailed ITP & commissioning method statement shall be submitted to the Engineer
for review prior to commencing any testing or inspection on Site. The ITP shall include
an interface matrix with other systems such as BMS, alarms …etc. Hold Point

08J.6.1.2 The testing shall be conducted using calibrated equipment. Details of the equipment
and their calibrations certificates shall be provided to the Engineer prior to commencing
any testing on Site. Review Point

08J.6.1.3 A full testing and commissioning report shall be provided to the Engineer for each
system. Review Point

08J.6.2 UPS System


(a) The Contractor shall submit Site and factory inspection/acceptance test sheets

08J.6.5 Lighting

08J.6.6 Fire Suppression Systems

08J.6.7 Air Conditioning System

08J.7 DELIVERABLES

08J.7.1 Design Documentation

08J.7.1.1 The following documents are the minimum required to be submitted during the design
phase of the Works: Hold Point
(a) Design calculations to verify the proposed systems & components are in
accordance with the Employer’s Requirements.
(b) Data sheets and details for each component of the server room.
(c) Design and project-specific shop drawings of the architectural, mechanical and
electrical components.
(d) Method statement for installation of the system, including details of the
supplier’s involvement and/or supervision, and including the Inspection and
Test Plan (ITP).

08J.7.1.2 Fabrication and construction shall not commence until the Engineer has reviewed the
above documents and confirmed it has no objection to the fabrication and construction
proceeding.

08J.7.2 Delivery to Site

08J.7.2.1 The following documents are the minimum required to be submitted on delivery of the
materials to the Site: Review Point
(a) Material test certificates and mill certificates.
(b) Packing list and quantification of material delivered to ensure its sufficiency for
the Works.

08J.7.3 Documents on Completion

08J.7.3.1 On completion of construction, and prior to handover to the Employer, the “Project Data
Book” (including all “As Built” records, operation and maintenance manuals, product
data sheets, QA/QC records, etc.) shall be submitted by the Contractor. The content,
format, submission details and other requirements shall be as defined in SER#001 Part
B “Documents on Completion”.

08J.7.4 Guarantees and Warranties

08J.7.4.1 The Contractor shall obtain guarantees (including warranties, express undertakings and
the like) for all elements of the works as listed in Appendix I “Design Criteria”, and any
Plant or other proprietary systems that are incorporated into the works, and shall ensure
that the Employer is assigned the benefit of the guarantees, as defined in SER#001 Part
B “Documents on Completion”. The minimum guarantee period for elements shall be as
specified in Appendix I “Design Criteria”.

08J.7.4.2 The guarantee shall cover the materials as well as the installation (excluding normal
wear and tear items), and shall provide the required guarantee for the defined duration
from the date of handover to the Employer.

08J.7.4.3 The guarantee shall include details of any inspections and maintenance regimes
required to be undertaken by the Employer in order to maintain the validity of the
guarantee.

08J.7.4.4 Specific guarantees or warranties are not required for other elements of the Works,
provided that the Contractor has demonstrated that:
(a) The design and specification are compliant with the Employer’s Requirements
(b) All Materials used in the Permanent Works are compliant with the Employer’s
Requirements and the design, including submission of relevant material QA/QC
documentation
(c) The construction methodology was compliant with the Method Statements
(d) All inspections and test results (after any necessary remedial works) are
compliant with the Employer’s Requirements and the design, including
submission of relevant test reports and QA/QC documentation
(e) Any deviation from the Employer’s Requirements has been agreed to by the
Employer and recorded with a Variation, RFD or equivalent
(f) Any non-conformance during construction has been rectified or has been
accepted by the Engineer, and has been recorded by NCR or equivalent.
