1
Q1.

The philosophy behind rural development in Nigeria is based on the recognition

that rural areas are critical to the overall socio-economic development of the
country. The philosophy recognizes that rural areas are the primary source of
food and other agricultural products that drive the national economy. Therefore,
rural development is seen as a critical strategy for achieving sustainable economic
growth, reducing poverty, and promoting social inclusion in Nigeria.

The philosophy behind rural development in Nigeria is rooted in the concept of

self-reliance and community participation. The idea is to empower rural
communities to take charge of their own development and become self-sufficient
in terms of food production and basic needs. The government recognizes that
rural communities have unique needs and challenges that require tailor-made
solutions. Therefore, the philosophy behind rural development in Nigeria is
focused on empowering local communities to identify and address their specific
needs.

To achieve rural development in Nigeria, the government has adopted several

policies and programs aimed at improving the living conditions of rural
communities. These policies and programs are aimed at improving access to basic
amenities such as water, sanitation, and health care. The government has also
invested in infrastructure development, such as roads, bridges, and electrification,
to improve connectivity and access to markets.

Another important component of the philosophy behind rural development in

Nigeria is the promotion of agriculture as a key driver of economic growth. The
government has implemented several programs aimed at improving agricultural
productivity, such as providing access to credit, modern farming techniques, and
inputs such as fertilizers and improved seeds. The government has also

2
established agricultural extension services to provide technical assistance and
training to farmers.

Furthermore, the government has recognized the importance of education and

skills development in rural areas. To this end, it has established vocational training
centers and provided scholarships to students from rural communities to pursue
higher education. The government has also implemented programs aimed at
promoting entrepreneurship and small-scale enterprises in rural areas.

In conclusion, the philosophy behind rural development in Nigeria is based on the

recognition that rural communities are critical to the overall socio-economic
development of the country. The government has adopted several policies and
programs aimed at improving the living conditions of rural communities,
promoting self-reliance, and empowering local communities to take charge of
their own development. These policies and programs are aimed at improving
access to basic amenities, promoting agriculture, investing in infrastructure
development, and promoting education and skills development.

Q2. Analyze the problems of philosophy of rural development in Nigeria.

Despite the efforts made towards rural development in Nigeria, there are still
several challenges that hinder the achievement of the goals of rural development.
In this section, we will analyze some of the problems of the philosophy of rural
development in Nigeria in detail.

1. Poverty: Poverty is one of the major problems of rural development in

Nigeria. Most rural communities in Nigeria are characterized by high levels
of poverty and low income. This limits their ability to access basic amenities
such as health care, education, and sanitation. Poverty also limits their
ability to invest in agriculture and other income-generating activities that
could drive economic growth in rural areas.

3
2. Poor infrastructure: Rural areas in Nigeria are characterized by poor
infrastructure such as roads, electricity, water supply, and
telecommunications. This hinders the movement of goods and services to
and from rural areas and limits access to markets. It also affects the
delivery of basic services such as health care and education, as well as the
ability of rural communities to engage in income-generating activities.

3. Limited access to credit: Rural communities in Nigeria often face challenges

in accessing credit to finance their economic activities. This limits their
ability to invest in agriculture, start small businesses, or engage in other
income-generating activities. Without access to credit, rural communities
find it difficult to break out of the cycle of poverty and improve their living
conditions.

4. Limited access to education and training: Most rural communities in Nigeria

lack access to quality education and training. This limits their ability to
acquire the skills and knowledge needed to engage in income-generating
activities and improve their living conditions. The lack of education and
training also limits their ability to participate in decision-making processes
that affect their lives and communities.

5. Lack of participation and empowerment: Rural communities in Nigeria

often lack the ability to participate in decision-making processes that affect
their lives and communities. This limits their ability to hold their leaders
accountable and advocate for their needs. It also limits their ability to take
charge of their own development and become self-sufficient.

6. Inadequate government support: Despite the efforts made by the

government towards rural development in Nigeria, there is still a lack of

4
adequate government support in terms of funding, policy implementation,
and capacity building. This limits the effectiveness of rural development
programs and hinders the achievement of the goals of rural development.

In conclusion, the problems of the philosophy of rural development in Nigeria are

multi-faceted and require a comprehensive approach to address them.
Addressing these problems requires the government to prioritize rural
development and increase investments in infrastructure, education, and training,
as well as provide adequate support to rural communities to become self-reliant
and participate in decision-making processes that affect their lives and
communities.
