instalment amount of Rs.45.50 lakhs for the year 2022-23 to the PD (ATMA),
Puducherry account through Public Financial Management System (PFMS).
2.It is submitted to state that the salary claim bill received from
M/s.New Life Placement Agency (P) Ltd., Trichy for the month of March 2023
& April 2023 is placed below for kind perusal. The details of the salary, service
charges, GST tax and other deductions like income tax, TDS on GST for the
month of April 2023 & May 2023 is detailed below.

3. Necessary funds are available under the component of G. Specialist


& Functionaries Support for Block Technology Manager & Assistant
Technology Manager.
4. In this regard, an amount of Rs.6,73,531/- (Rupees
Rupees Six Lakhs Seventy Three Thousand Five Hundred and Thirty
one only) may be released towards release of salary amount to the
contract staff through M/s. New Life Placement Agency (P) Ltd,
Trichy for the month of March 2023 & April 2023 from the II
instalment amount of Rs.45.50 lakhs vide order No. 9176/CS
(Ag)/A6/2023, dt.23.05.2023.(copy enclosed)
5. The amount may be transferred to the following zero

10. This file relates to organizing Kisan Gosthis (Farmers Meet) at
various Farm Information & Advisory Centers (FIACs) of Puducherry district.
11. It is submitted that under the CCS “Support to State Extension
Programme for Extension Reforms’’ Scheme, provisions are made in the
component “Agricultural Technology Refinement, Validation and
Adoption’’, to conduct Farmers Scientist Interaction and Kisan Gosthis at
block level. Further, the IDWG of ATMA, PuducherryUT, has been allocated
an amount of 90,000/- (Rupees Ninety thousand only) to carry out six
numbers of Kisan Gosthis in Puducherry district.
12. Accordingly, It is proposed to conduct six numbers of Kisan
Gosthis (Farmer Meet) at various FIACs from 16/12/2011 to 29/12/2011. The

35. This relates to organizing Farmers – Scientist


Interaction on “Stall Fed Goat Rearing” to farmers of
Puducherry district.
36. It is submitted that under the CCS “Support to
State Extension Programme for Extension Reforms’’, provisions
are made under the component “Agricultural Technology
Refinement, Validation and Adoption’’, to conduct Farmers
Scientist Interaction and Kisan Gosthis at block level. Further,
the IDWG of ATMA, Puducherry UT, has allocated an amount of
20,000/- (Rupees twenty thousand only) to carry out two
numbers of Farmers – Scientist Interaction in Puducherry
district during 2012 -13. Further, the Director of Agriculture –
cum – Chairman also instructed to organize a progarmme on
Stall fed goat rearing to interested farmers
37. In this connection, it is proposed to organize one
day Farmers – Scientist interaction on “Stall Fed Goat Rearing”
on 21/05/2013 at Conference Hall, Dept. of Animal Husbandry.
As the topic for Farmers - Scientist Interaction pertains to
Animal Husbandry sector, Dept. of Animal Husbandry (line
Dept.) may be requested to organize the said programme. The
funds required to organize the programme may be handed
over to Animal Husbandry Dept. and they may be requested to
submit the voucher after the conduct of programme.

38. Therefore, subject to the approval of the Project


Director, an amount of Rs. 10,000/- (Rupees. Ten thousand
only) may be drawn as advance and handed over to the Animal
Husbandry Dept to organize one day Farmers – Scientist
interaction on “Stall Fed Goat Rearing” on 21/05/2013.
Accordingly, a cheque bearing No. 140106, for an amount of Rs.
10,000/- is prepared and placed for signature pl.

6. The following Agricultural Officers have submitted their


willingness to undergo training programme on “Public Private
Partnership in Extension Reforms” scheduled to be held from
23rd to 27th September 2013 at MANAGE Hyderabad.

7. The training programme is sponsored by MANAGE

8. Accordingly, the ATMA Puducherry may recommend and


nominate the above mentioned Agricultural Officers to the
training programme.

9. Hence, the willingness of the Agricultural Officers may


be accepted and nominated to the said training programme

40. This file relates to organizing Kisan Gosthis at Farm Information &
Advisory Centers (FIACs) of Puducherry district.

41. It is submitted that under the CCS “Support to State Extension


Programme for Extension Reforms’’ Scheme, provisions are made in the
component “Agricultural Technology Refinement, Validation and
Adoption’’, to conduct Kisan Gosthis at block level. Further, the IDWG of
ATMA, Puducherry UT, has allocated an amount of 60,000/- (Rupees sixty

43. The proposed Kisan Gosthis on “Sustainable Sugarcane Initiative”
will be of great useful to the farmers who are going to cultivate sugarcane in the
forth coming early planting season (Dec – January 2014). Therefore, it is

47. This relates to conduct of Farmers – Scientist Interaction on


“Groundnut Seed Production Technologies for Kharif season” to
Groundnut seed growers of Puducherry district.
48. It is informed that ATMA, Puducherry encourages seed growers to
undertake Groundnut seed production during Kharif season to obtain more
profit and also to ensure availability of quality Groundnut seed to the farmers
during the forthcoming Rabi, 2014 season.

49. In this connection, it is proposed to conduct one day Farmers –


Scientist Interaction on “Groundnut Seed Production Technologies for Kharif
season” to 20 No’s of seed growers at Oilseeds Research Station(ORS),
Tindivanam on 29/05/2014. Further, IDWG of ATMA, Puducherry UT, has
allocated an amount of 20,000/- (Rupees twenty thousand only) to carry out
two numbers of Farmers – Scientist Interaction under the component
“Agricultural Technology Refinement, Validation and Adoption’’ in
Puducherry district during 2012 -13. Out of two programmes approved, one
Farmers – Scientist Interaction “Stall fed goat rearing” was already organized
through Animal Husbandry Dept., Puducherry.

50. Therefore, necessary approval may kindly be accorded to conduct another


Farmers – Scientist Interaction on “Groundnut Seed Production
Technologies for Kharif season” at ORS, Tindivanam on 29/05/2014.

54. This relates to conduct of Farmers Meet / Kisan Gosthis on “


Promotion of Paddy Traditional varieties cultivation under Organic
Farming” and free distribution of 100 No’s traditional paddy variety seed
mini kit to the farmers of Puducherry district.
55. It is submitted that cultivation and conservation of traditional paddy
varieties gaining momentum at National and State level and handful of
progressive farmers and Agri. Research Stations in Tamilnadu promotes
cultivation of traditional varieties. These traditional varieties are resistant /
tolerant to biotic as well as abiotic stresses and has many medicinal values.
Some of ATMA farmers in Puducherry also cultivate these traditional varieties
in small scale, which needs immediate attention to spread horizontally to
willing farmers.

56. Therefore, it is proposed to conduct two No. of Farmers Meet / Kisan


Gosthis progarmme on “ Promotion of Paddy Traditional varieties
cultivation under Organic Farming” and “free distribution of 100 No’s
traditional paddy variety seed mini kit to the farmers” on 15/07/2014 to
popularize the traditional paddy varieties. The farmers of Mannadipet,
Villianur and Nettapakkam block will be invited to Kisan Gosthis I on
15/07/2014 ( Morning 9.30 AM to 1.30 PM) and farmers of Bahour,
Ariyankuppam and Oulgaret block will be invited to Kisan Gosthis – II on
15/07/2014 (2.00 PM to 5.30 PM). The eminent paddy varieties conservationist
and Scientist from Tamilnadu Agriculture University will be invited as resource
person to attend the programme.

57. Further, it is informed that IDWG of ATMA, Puducherry UT, has


allocated an amount of 30,000/- (Rupees thirty thousand only) to conduct
two numbers of Farmers Meet / Kisan Gosthis under the component
“Agricultural Technology Refinement, Validation and Adoption’’ in
Puducherry district during 2013 -14.

58. Therefore, necessary approval may kindly be accorded to conduct 2 No’s


of Farmers Meet / Kisan Gosthis on “Promotion of Paddy Traditional varieties
cultivation under Organic Farming” and free distribution of 100 No’s
traditional paddy variety seed mini kit to the farmers of Puducherry district
on 15/07/2014.

62. This relates to conduct of Farmers Meet / Kisan Gosthis on “


Promotion of Farmers Producer Company / Organization (FPO / FPC)”
under Extension Reforms Scheme – ATMA.
63. It is submitted that Govt. of India has initiated several programmes to
involve small & marginal farmers in production as well as marketing of
agricultural produces to the end user. Promotion of Farmers Producer Company
/ Organization (FPO / FPC) is an innovative concept of Govt. of India, which
aims at consolidation of scares resources like land / manpower / capital etc by
mobilizing small and marginal farmers into FPO / FPC and SFAC, a
autonomous body established by GoI to oversee & co –ordinates the
promotion of FPO / FPC in India.

64. In this connection, it is informed that ATMA, Puducherry also set off
some preliminary works like mobilization of CIG, conduct of Exposure Visit on
FPO / FPC as a precursor to promotion of FPO / FPC in Puducherry district.

65. Further, to expose the farmers about the FPC / FPO, it is proposed to
conduct Farmers Meet / Kisan Gosthis progarmme on “Promotion of
Farmers Producer Company / Organization (FPO / FPC)” on 08/09/2014
at FTC training Hall, Thattanchavady and eminent resource person from
Indian Institute for Rural Development, Chennai has been invited to details the
operational procedures for promotion of FPO / FPC.

66. Further, it is informed that Chairman (IDWG) of ATMA, Puducherry


UT, has allocated an amount of 30,000/- (Rupees thirty thousand only) to
conduct two numbers of Farmers Meet / Kisan Gosthis under the component
“Agricultural Technology Refinement, Validation and Adoption’’ in
Puducherry district during 2013 -14 vide I. D. Note
5628/IDWG/ATMA/2010-11, dt.21/08/2014.

67. Therefore, necessary approval may kindly be accorded to conduct


Farmers Meet / Kisan Gosthis on “Promotion of Farmers Producer Company /
Organization (FPO / FPC)” on 08/09/2014 at FTC training Hall,
Thattanchavady.

78. This relates to conduct of Farmers Meet / Kisan Gosthis on “


Organic Farming & Promotion of Traditional Paddy Varieties” and
distribution of Farm Machineries to ATMA CIG at 50% subsidy under
RKVY project.

79. It is submitted that cultivation and conservation of traditional paddy


varieties gaining momentum at National and State level and handful of
progressive farmers and Agri. Research Stations in Tamilnadu promotes
cultivation of traditional varieties. These traditional varieties are resistant /

80. Further, it is informed that 17 No’s of CIG’s have been selected as


beneficiary under RKVY project “Promotion of Mechanization in Agriculture
through Commodity Interest Group, Farmers Organization, Agri-Clinic and
Individual farmers” to purchase farm machineries at 50% subsidy. In the 1 st
phase, it is proposed to distribute different farm machineries worth of Rs. 1,
30, 18,400/- to 12 ATMA CIG’s at 50% subsidy.

81. Therefore, it is proposed to conduct a Farmers Meet / Kisan Gosthis


progarmme on “Organic Farming and Promotion of Traditional Paddy
Varieties” and distribution of Farm Machineries to ATMA CIG at 50%
subsidy under RKVY project on 12/08/2015 at Farmers Training Hall,
Thattanchavady.

82. Further, it is informed that Hon’ble Chief Minister, Hon’ble Agri.


Minister and Secretary (Agri) has kindly consented to inaugurate the
progarmme and distributes the Farm Machineries to ATMA CIG.

87. This relates to conduct of Farmers – Scientist Interaction on


“Integrated Crop Management for Country Vegetable and Cauliflower” to
the vegetable farmers of Puducherry district.

88. It is submitted that Country Vegetable like Brinjal, Bhendi & Cole
Vegetables like Cauliflower are cultivated in Puducherry during Kathigai and
Thai pattam.
89. In this connection, it is proposed to conduct one day Farmers –
Scientist Interaction on “Integrated Crop Management for Country
Vegetable and Cauliflower” to 20 No’s of Vegetable farmers at Vegetable
Research Station(VRS), Palur and Progressive vegetable growers field at
Poondi Kutchipalayam on 06/01/2017 to discuss the crop management
techniques for vegetables .

90. Further, it is submitted that Rs. 10000/- (Rupees ten thousand only) has
been allocated to conduct a Farmers – Scientist Interaction under the
component “Agricultural Technology Refinement, Validation and
Adoption’’ vide G.O Rt.No.27 /Ag, Dt.14/10/16.

91. Therefore, necessary approval may kindly be accorded to conduct


Farmers – Scientist Interaction on ““Integrated Crop Management for Country
Vegetable and Cauliflower” at VRS, Palur on 06/01/2017.

92. Subject to approval of the Project Director (ATMA), a cheque bearing


no. 028850 for Rs, 10,000/- is prepared and submitted for approval & signature

93. This relates to seeking approval to conduct of field day for Farmer to
Farmer Technology dissemination on “Paddy Traditional Varieties cultivation

“Innovations in Fruits and Vegetable crops” with horticulture farmers
of Puducherry district under ATMA scheme.

118. It is submitted that horticulture farmers of Puducherry districts


have adopted innovative technologies like Precision Farming,
Integrated Crop Management with special focus on fertigation and IPM
in vegetable. Further, now farmers willing to adopt High Density
Planting (HDP) and other innovative technologies in fruit and vegetable
crops. In this connection, progressive horticulture has requested the
Project Director (ATMA) to organize an interaction with the scientist /
resource person.

119. Accordingly, it is proposed to conduct one day Farmers –


Scientist Interaction on “Innovations in Fruits and Vegetable crops”
with horticulture farmers and scientist (specialized in
Horticulture and Entomology) at FTC Training hall, Thattanchavady on
06/03/2018 to discuss latest technological innovations in horticulture
crops.

129. It is submitted that approval of the Director of


Agriculture – cum – Chairman (ATMA) was obtained to
organize interactive session on “Organic Farming involving
farmers, traders and service providers “ on 22/02/2018 and
approval also obtained to utilize Rs. 45000/- to conduct the
programme at para 113-115/nf.

130. The interactive session was inaugurated by the Hon’ble


Agriculture Minister in the presence of the Development
Commissioner – cum- Secretary to Govt. (Agri.) and Director
of Agriculture. The organizer of the programme had made
elaborate arrangements such as organic inputs sales counter,
Service providers’ exhibition stall etc.. Further, other
arrangements at venue such as chair, table etc which
exceeded the expected expenditure and mementos were also
presented to all resource person / service providers during the
interactive session. A total of 96 farmers and 33 officials
participated in the programme and whole event was video
documented in addition to photography and album making.

130. As such, it has been stated by the Agricultural Officer


(Inputs), Villianur that an additional expenditure of
Rs. 16830/- (Rupees sixteen thousand eight hundred and
thirty only) was incurred over and above the sanctioned
amount of Rs. 45000/- for the conduct of interactive session as

Udaviyagam offices under this jurisdiction. This office is hosting several
farmers oriented meeting/activities and also conducting regular review
meeting for the staff under this jurisdiction for the benefit of farmers of
this commune.

3. In this regard, it is to inform that under this office building only


a common toilet is available whereas the ladies staff posted in this
jurisdiction viz., Deputy Director of Agriculture, Agricultural Officer
and other field staff are facing serious difficulty due to non-availability
of separate rest rooms. Similarly, the women farmers visiting this office

207. Letter received from the Extension Division, Ministry of Agriculture &
Farmers Welfare, Krishin Bhawan, New Delhi may please be perused wherein
it is stated that the Farmers outreach programme is being organized on
16/12/2021 as a part of Pre- Vibrant Gujarat Summit at Anand Agricultural
University Campus, Anand (Gujarat), which will be chaired by Hon’ble Prime

each Block through video conferencing.
