Subject: Inspection of 11KV Substation at IOCL LPG Bottling Plant Kharagpur under Reg.43
of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulation
2010

Whereas the inspection of 11KV Substation and DG Set at IOCL LPG Bottling Plant
Kharagpur was carried by the undersigned on 02/11/2022 and whereas it appears that you have
not complied with certain provision/stipulations of Central Electricity Authority (Measures
relating to Safety and Electric Supply) Regulation 2010 in the following respect namely:

Regulation 3:
1. Owner Shall Designate person(s) to operate and carry out the work on electrical apparatus
2. A register of persons designated to operate electrical apparatus to be made in format given
below and to be furnished.

Regulation 5:
1. An Electrical Safety officer shall be designated for ensuring observance of Safety Measures
specified in CEA(Measures relating to Safety and Electric Supply) Regulations 2010. The
Electrical safety officer shall periodically inspect the installation, get them tested and keep a

 record thereof in Form I or Form Il or Form III, as the case may be, of Schedule IV of Central
Electricity Authority (Measures relating to Safety and Electric Supply) Regulation 2010

2. The Electrical Safety Officer shall be an electrical Engineering degree holder with at least five
years of experience in operation and maintenance of electrical installation or an Electrical
Engineering Diploma holder with at least ten years of experience in operation and maintenance
of electrical installation.

Regulation 12:

1. HT panel shall be painted with me Description at Front and at Rear. (Photographs shall be
submitted)
2. 11KV Cable route marking shall be done. (Photographs shall be submitted)
3. WTI alarm and trip setting shall be permanently marked in Transformer.
4. Body of Generator shall be earthed by minimum two separate and distinct connections
with Earth. (Photograph shall be Submitted)
5. DG Stack work shall be completed. (Photograph shall be Submitted)
6. Cable Trench in Transformer Room shall be covered by Non Inflammable Slab or chequered
plates. (Photograph shall be Submitted)

Regulation 18:
1. Danger notice shall be affixed permanently in conspicuous position in Hindi or English and
Local language of the District with a sign of Skull & Bones of design as per IS-2551 in HT
Switchgear Room, Transformer Room.

Regulation 19:
1. Effective Permit to Work (PTW) before any conductor or apparatus is handled, adequate
precautions shall be taken,by earthing or other suitable means, to discharge electrically such
conductor or apparatus, and any adjacent conductor or apparatus if there is danger there from,
and to prevent any conductor or apparatus from being accidentally or inadvertently electrically
charged when persons are working thereon.
2. Every person who is working on an electric supply line or apparatus or both shall be provided
with tools and devices such as gloves, rubber shoes, safety belts,ladders, earthing devices,
helmets, line testers, hand lines and the like for protecting him from mechanical and electrical
injury and such tools and devices shall always be maintained in sound and efficient working
condition

Regulation 27:
1. Fire buckets to be filled with clean dry sand and ready for immediate use for extinguishing fires
to be kept at conspicuous position at Power Transformer Area, Four Pole Structure Area.
2. Fire extinguisher suitable for dealing with fires shall be conspicuous marked and kept in
convenient location at Power Transformer Area, Pole Structure Area. It shall be tested for
satisfactory operation as per IS at least once a year and record to be maintained.
3. First-aid boxes shall be provided and maintained in conspicuous position.

Regulation 28:
1. Instructions Charts with pictures, in English or Hindi and the local language of the
District for the resuscitation of persons suffering from electric shock, shall be affixed
in a conspicuous position.
2. All designated persons employed should be competent to apply the instructions.
3. In every manned sub-station or switching station of voltage exceeding 650 V, an artificial
respirator shall be provided and kept in good working condition. (Photographs shall be
submitted)

Regulation 45:
1. All system and circuits to be provided with Overcurrent and Earth Fault Protection.

Miscellaneous:
1. For Intimation of Electrical Accidents Telephone number, Fax number, Address of Chief
Electrical Inspector and Electrical Inspectors, DM, Police Station, Fire Brigade and nearest
Hospital shall be displayed in conspicuous position in Substation and maintained in Office of
In charge. (Photographs shall be submitted)

Following Documents shall be submitted:

1. Site Test of Transformer, DG , HT Panels, Pit Resistance Values, HT Cable
2. Manufacturer Routine Test Certificate.

You are hereby called upon to comply with the above mentioned regulation and send a
point wise compliance within 30 days.
