First, let’s examine the use of the term in the Tanach, with the help of Metzudat
David for selected verses. What does it mean in these examples?

ִה ָּׁשמֶ ר לְ ָך ּפֶ ן י ְִהיֶה ָדבָ ר ִעם לְ בָ בְ ָך בְ לִ ּיַעַ ל לֵאמֹ ר ָק ְרבָ ה ְׁשנַת הַ ֶּׁשבַ ע ְׁשנַת הַ ְּׁש ִמּטָ ה וְ ָרעָ ה עֵ ינְ ָך
:ָאחיָך הָ אֶ בְ יוֹן וְ ֹלא ִת ֵּתן ל ֹו וְ ָק ָרא עָ לֶיָך אֶ ל יְקֹ וָ ק וְ הָ יָה בְ ָך חֵ ְטא

15:9 Be very careful that you not have an irresponsible idea and say to
yourself, 'The seventh year is approaching, and it will be the
remission year.' You may then look unkindly at your impoverished
brother, and not give him anything. If he then complains to God about
you, you will have a sin.
28:54 The most tender-hearted and dainty man among you will begrudge
his brother, his bosom wife, and his surviving children,
28:55 not giving them the flesh of his children that he is eating. This will be
because nothing will remain for you, and you will be desperate when
your enemies besiege all your settlements.
28:56 The most pampered, delicate woman, who is so refined that she
does not let her foot touch the ground, will then begrudge her bosom
husband, her son, and her daughter,
28:57 when she secretly eats the afterbirth that comes out from between
her legs and the infant she has born. So great will be her lack of all
things and her desperation when your enemies besiege your
settlements.
6. Do not dine upon the bread of a stingy person and do not desire his
delicacies;
7. for it is as though it poured gall into his friend, so is he. He will tell you to
eat and drink, but his heart is not with you.

R. Yehoshua says, The evil eye, the evil impulse, and hatred of others drive a
person from the world.

[י] יאמר :חמדת הממון ,ורוב התאווה ,ורוע הנפש -והוא חולי מרה שחורה המביא את האדם

השוממות -הרי אלו יאבדו את האדם בלא ספק.
He says that excessive materialism, lust and ill-will towards others, which is the
sickness of black bile, brings a person to abhor seeing others and to hate them.
Isolation becomes sweet to them and seclusion in waste-lands- these things
.undoubtedly destroy a person
”According to the above, upon whom is the ill-effect and how does the “ayin hara
?exert this ill-effect
But now examine the fuller context of the already familiar passage from the
Talmud:
The second commenced and said: If a man on going into a town is afraid of the
Evil Eye,22 let him take the thumb of his right hand in his left hand and the thumb
of his left hand in his right hand, and say: I, so-and-so, am of the seed of Joseph
over which the evil eye has no power, as it says: Joseph is a fruitful vine, a fruitful
vine by a fountain.23 Do not read 'ale 'ayin [by a fountain] but 'ole 'ayin
[overcoming the evil eye]. R. Jose b. R. Hanina derived it from here: And let them
grow into a multitude [weyidgu] in the midst of the earth;24 just as the fishes
[dagim] in the sea are covered by the waters and the evil eye has no power over
…them so the evil eye has no power over the seed of Joseph
What radical shift do you see in the above passage? What is the evil eye and who
?is the victim

יקנא בו הרי בדוק ומנוסה הוא שמי שאינו חי בעד עצמו כלל והוא 'נותן' ולא 'נוטל' בכל
ענייניו איש כזה אינו מעורר קנאה כלל כן אמרו ז"ל על זרעו של יוסף עין שלא רצתה לזון
ממה שאינו שלו אין עין הרע שולטת בו' ויש שדרשו מה דגים שבים מים מכסים עליהם ואין
עין הרע שולטת בהם אף זרעו של יוסף דגים אלו יש בהם שני ענינים הם מכוסים מן העין והם
חיים כאילו בעולם אחר ואינם מתחרים עם יושבי היבשה כלל חז"ל רוצים ללמד לנו בזה שמי
.שחי סמוי מן העין ושאיפותיו הם לגמרי אחרות מאלו של הרחוב אינו מעורר קנאה לעולם

The action of the Ayin HaRa is rooted in the fact that all people are connected and
intertwined with each other and their lives are interdependent in their common
spiritual root. If a person is jealous of another and feels begrudgingly towards
him, so that the very existence of the other troubles him and he would like to see
all evil befall him, which is the definition of Ayin HaRa, then, to the extent that
one’s life is dependent on the other, it is possible that through this, the hostile
party can diminish the life force from his fellow and he will be more prone to
accidents and misfortunes… But there can be no judgment without justification.
Of what is the victim guilty to have the attribute of judgment affect him? This can
be explained: it is possible that he was judged because he caused, in some way,
the other person to be jealous of him. It is well known that someone he leads a
very selfless life and is a “giver” in all aspects of his affairs never arouses jealousy
at all. So our sages said regarding the progeny of Joseph that the evil eye can have
no power over the eye that did not want to partake of that which was not his.
Similarly, some sages interpreted that just like the fish in the sea are covered by
water and the evil eye cannot rule over them, so too the progeny of Joseph. Fish
have two qualities: they are covered and concealed from the eye and live as if in
another world, not connected to those on dry-land at all. Our sages wish to teach
us with this that he who lives in manner away from the public eye and whose
aspirations are wholly other than those of the “street” does not arouse jealousy
at all.
What about all the amulets and expressions used to ward off the evil? See
Rav Ovadya Yosef:

הם יראים את,' כי יש אנשים שתחת אשר יראו מאת ה,ונאים הדברים לפרסמם גם בזמנינו...
ודורשים אצל מגלי עתידות ויודעי רפואות אליל,הקפידות והחרמות והעין הרע והכשופים
כי הם, ובזה הם דוחים את נפשם מהעולם הזה ומהעולם הבא,ושאר ירקות כדת מה לעשות
משקיעים את כל כוחותיהם הרוחניים בדברי הבל שמכניסים בעולם אלו השוטים שחלקם אף
ובודאי שאין הדבר, ומראים הדברים כאילו כך היא דרכה של תורה,קרואים רבנים ומקובלים
, וחושב שהן דברי אמת וחכמה,וכל המאמין בלבו בדברים אלו... ויש להרחיק מהם מאד,כן
יודעים, אבל בעלי החכמה ותמימי הדעת, שאין דעתם שלימה,אינו אלא מן הסכלים והטפשים
ומפני כך הזהירה התורה,שאינם דברי חכמה אלא דברי תהו והבל שנמשכו בהם חסרי הדעת

...There are people that, in place of fear of God, fear all kinds of curses, evil
eyes, sorcery, and who seek out all kinds of fortune tellers, idolatrous
healers, and the like, as to what to do. Through this they drive their souls
from this world and the next world, for they invest all their spiritual energy in
the vacuous nonsense that fools bring into the world, among them even
those who bear the title rabbi or kabbalist and claim that this is the path of
the Torah, which is certainly not true. One must stay very far from them…
Someone who believes in heart in these matters and thinks that they are
true and wise is none other than a fool and an idiot, whose intellect is not
whole. Those who possess wisdom and pure intellect know that these
matters are not wise but rather are matters of vacuous nonsense to which
are drawn those deficient of intellect. For this reason the Torah warns, “You
shall be whole-hearted with the Lord, your God.”
