[Background and Current Situation] [Strategy]

The Government of Malaysian announced the Shared Prosperity Vision 2030 (SPV 2030) as a new long-term
economic policy guide in October 2019. SPV 2030 aims to make Malaysia a country that achieves
sustainable growth along with fair and equitable distribution across income groups, ethnic groups,
regions and supply chains by 2030.
Furthermore, the 12th Malaysia Plan (2021-2025), based on the SPV 2030, has three pillars: revitalising
the economy; strengthening security, welfare and inclusiveness; and pursuing sustainability. It sets out
policy measures to achieve those goals, including human resource development, accelerated technology
adoption and innovation, expanding connectivity and strengthening transport infrastructure and public
services.
Based on the Look-East Policy 2.0 Training Programme (2016-2020), which was agreed in the Economic
Partnership Agreement (JMEPA: in force since July 2006) and Summit Meeting (May 2015), Japan and
Malaysia have been cooperating in the fields of agriculture, forestry and fisheries; education and human
resources development; information and communication technology; science and technology; small and
medium-sized enterprises; tourism and environment,with the cost shared between both countries. The
continuation of the existing cooperation was agreed at the Foreign Ministers' meeting between the two
countries in October 2022.
Since Malaysia aims to become a 'high-income country' by 2025, the Japanese government has provided
assistances that contribute to drive economic growth (in the sectors of improving administrative
capacity, higher education including industrial human resource development, high-quality
infrastructure development and energy); at the same time provides support that contributes to social
stability, such as environmental conservation and support for socially vulnerable groups, by public-
private partnership.
As identified in Look-East Policy 2.0 Training Programme(see left column), we have been
strengthening training and other cooperation in the sectors of (1) latest industrial technology, (2)
service cooperation and (3) management capacity in the public and private sectors. These will
promote mutual benefits and help Malaysia's development to become a model for the region.

[Background and Current Situation] [Strategy]

Malaysia is located beside the Straits of Malacca, an international maritime traffic hub. The efforts
to ensure security in the strait, strengthening counter-terrorism measures and combating smuggling and
violent incidents will bring significant positive impact on trade and other economic activities in the
ASEAN region as a whole. Furthermore, infectious diseases such as bird flu, new strains of influenza,
dengue fever, Zika fever and COVID-19 are equally problematic.
Malaysia makes effotrs to address those issues in the region for its own economic development and to
promote security and connectivity within the ASEAN region as a whole.
To promote connection within ASEAN region, Japan needs to provide support to ensure Marine
enforcement; address mutual challenges such as disaster management, combating infectious
disease;promoting human resource development and mutual cooperation; and support Malaysia's efforts
to address regional issues. Furthermore, it aims to promote the benefit of the East Asian region as
a whole, including Japan.

[Background and Current Situation] [Strategy]

Since 2010, the Malaysian Ministry of Foreign Affairs has been providing assistance, including
technical cooperation, to other countries, and is working to strengthen political and economic ties with
those countries.
Japan's cooperation in supporting Malaysian own developing countries assistance will contribute to
enhancing the country's aid capacity. The two countries are now at the stage of further strengthening
their relationship as partners in the development of the international community.
To consolidate relations as a global development partner to jointly address the challenges of the
international community beyond the East Asian region, Japan strengthen will suppourt to Malaysia's
capacity as a donor and provide development cooperation on issues outside the region, such as Africa
and the Muslim region.
This support will be made at cost-sharing basis by both countries, but will also consider the
possibility of cost-sharing by the beneficiary countries (third countries).
