Quotations are hereby invited for the installation of Television White Space (TVWS) base stations and
accruing upgrade, and maintenance services to same.

1. QUOTATION REQUIREMENTS

i. XY Nos x Surveys

ii. XY Nos x Installation of TVWS base stations, Wi-Fi Networks & associated passive equipment.

iii. XY x Supply of pole mounts

iv. Supply of installation accessories

The required goods must meet the specifications provided in Annexures A and B.
All quotations must be accompanied by detailed specifications of the product offered.

2 QUALITY & DELIVERY

2.1 Only best of quality and delivery will be considered.


2.2 If the accessory or material or input to be used for a specific deliverable or item is not available locally,
bidders should obtain a variation order from the Airband Technical, Finance and Program teams should
there be a need to import such material or input and with adequate justification of price variation.
2.3 A copy of the variation order must be submitted together with the bid document, which will be used at
the time of the Job Completion together with the Site Acceptance Certificate but without prejudice to
the Bid submission herein. For further information, bidders may contact the Sourcing & Procurement
Teams during office hours as stated above by 30th May, 2023.
2.4 The guidelines and declarations that should be used by tenderers when preparing a tender will be
provided by May 30th.
2.4.1 Tenderers must complete Non-Disclosure Agreements. Declarations on quantities with
consolidated the information on quantities and qualities (Completed in a table). The Non-
Disclosure Agreements must be submitted with the tender by the closing date and time as
determined by Airband. If the tender is successful, the tenderer must continuously update
with actual values for the contract and also for the duration of the agreement.
2.5 The Certificate of Registration with Nigerian Communications Commission and submitted by the bidder
at the closing date and time of the tender.
2.6 The Tax Clearance Certificate of the bidder which will be verified for accuracy.
2.7 The relevant insurance policies for the staff and proof of compliance with relevant laws of the Federal
Republic of Nigeria such as Health insurance, pensions, PAYE, Workman Compensation and NSITF.
2.8 Bidders must clearly indicate in their bids, the quantities of products to be supplied,and the level of
local content for each product.

3 Submission:
The bids must be submitted on your singed company’s letterhead and cover thefollowing:
 The Bidding entity
 Company Corporate Registration Certificate
 Tender/Bid Number,
 Proof of Bid Fee Payment
 Closing date,
 TIN Reference and Tax Clearance Certificate
 Customers References and Proof of Experience (at least three-3 verifiable references)
 Supporting letters from above stated references

4. EVALUATION CRITERIA
4.1 Selection of suppliers will be based on the 80/20 preference point system.

4.2 Indicate relevant professional qualifications with verifiable and applicable certificates.

4.3 No order will be issued, or no contract will be signed without a valid Nigerian Communications Commission
Registration Certificate.
4.4 No deviation from the above specification is permitted.

4.5 Completion of Compliance Checklists in Annexures A and B are compulsory.Compliance Checklist(s)


will result in exclusion from the bidding process.

3 ELIMINATION CRITERIA
Proposals will be eliminated under the following conditions:
Submission after the deadline.
Proposals submitted at incorrect location or email address (Bids must besubmitted electronically
at tenders@airband.ng).
Failure to submit at least three (3) reference letters with contact details for projectsof a similar
nature not older than five (5) years.
If bidder did not complete “Compliance Checklists” in Annexure A and B.
If the bidder fails to provide proof of compliance with relevant sections in 2.6 and 2.7 above
4 PRICING QUOTATION
4.1 Price needs to be provided in Naira (excl. VAT), with details on priceelements that are subject to
escalation and exchange rate fluctuations clearly indicated.

4.2 Price should include additional cost elements such as freight, insurance untilacceptance, duty where
applicable, etc.

4.3 Payment will be according to the Airband Payment Terms and Conditions
5. OTHER TERMS AND CONDITIONS

5.1 The supplier shall under no circumstances offer, promise, or make any gift, payment, loan, reward,
inducement, benefit or other advantage, which may be construed as beingmade to solicit any favour,
to any Airband employee or its representatives. Such an act shall constitute a material breach of the
Agreement and the Airband shall be entitled to terminate the Agreement forthwith, without prejudice
to any of its rights.

5.2 A validity period of 90 days will apply to all quotations except where indicated differentlyonthe quote.

5.3 No goods and/or services should be delivered to the Airband without an official Airband Purchase order.
Airband purchase order number must be quoted on the invoice. Invoices without Airband purchase
order numbers and duly approved and signed off Job Completion Certificates will be returned to
supplier.

5.4 Prospective suppliers must provide at least three (3) reference letters with contact details for projects
of a similar nature not older than five (5) years in addition to a reference letter from the prospective
supplier’s bankers.

5.5 In an attempt to reduce administration, while ensuring that the Airband mitigates against any
construction risk, ten (10%) percent retention will be deducted on all invoices for work completed and
approved for payment. When all outstanding defects have been fixed and or resolved. The retention
monies will be released three (3) months, after final project completion subject to no further defects
being identified.

5 Note: This is not a Purchase Order.

SCOPE OF SERVICES

1. Site Survey
Purpose: Identify all potential issues and ensure that the installation is done correctly. A thorough site survey will ensure
optimal performance and prevent any potential issues that could arise during the installation and operation of the TVWS
base station.

It is important to note that the scope of work may vary depending on the specific requirements of the project and the
regulatory environment in which the base station is being installed. All client’s requirements and objectives for the
TVWS base station are to be captured to determine the entirety of the scope of the deployment.

A. Design & Engineering Criteria Assessment:


Capturing all the requirements from the base station nominal design for deployment assessment to achieve the
planned/desired coverage range, bandwidth requirements and other technical specifications.
Proper equipment design and selection are critical to the success of the installation with a comprehensive quote for
each site expected to ensure the deployment is of high quality and compatible with the Airband and customers’
requirements.
B. Site Visit:
Assessment of the physical environment for the deployment of the design including physical obstructions, buildings,
tress, hills etc. using the appropriate equipment such as antennas, radios, power supplies, racks, and other
associated hardware to meet the designed requirements and considering the available site-specific environmental
conditions including but not alone, site operational support services, quality and availability of service
considerations. Output here should be a proper site layout drawing including the antenna installation, cabling
requirements etc. in accordance with regulatory requirements and industry best practice.

C. RF Analysis:
RF analysis to determine the available spectrum and optimal frequencies and channels in the location for use for
the base station considering A and B above.

D. Site Planning:
Preparing a detailed site plan including the proposed location of all equipment on the site such as antennas, cables,
power supplies with all existing assets on the site captured. This also includes taking measurements, creating the
drawings, and selecting appropriate installation remedies and recommendations.

E. Safety & Environmental Assessment:


Conduct a safety and environmental assessment to ensure the site, proposed installation etc. complies with all
relevant safety and environmental regulations.

F. Documentation:
Provide a comprehensive report that include:
i. Site plan drawings,
ii. Equipment list, placements, and dimensions on site,
iii. RF Analysis Results,
iv. Safety, health, and environmental assessments.

2. Base Station Installation


A. The installation team to deploy the telecoms infrastructure – equipment & components as approved in the site
survey report and drawing in the designated locations with all accessories. All should be properly installed, aligned,
labelled and pictures taken.

3. Configuration & Testing


A. All the base station components such as the radio, power supplies, transmission and all other elements should be
properly connected, configure, and tested according to the criteria and practice set out and ensure all elements
are functioning as expected. These should include signal strength tests and interference reports. The test results
documented with pictures for quality assurance evaluation and approval.
B. Quality assurance tests are subsequently upon installation tests to be conducted with the installation and
commissioning team.

4. Documentation
A. The installation team should prepare comprehensive documentation of the installation including diagrams and test
results the as-built document which should either be in conformity with the approved site survey plan or with
minimal adjustments not exceeding five (5%) percent of which these must have been previously approved as
variations by requisite approving parties. The documentation should be submitted as part of the site completion
report to the Operations and Maintenance (Support) team for site acceptance process to be done.
5. Maintenance & Support
The installation team may be responsible for on-going maintenance and support of the base station including routine
maintenance, outage rectifications, equipment upgrades and troubleshooting of any issues that may arise in the site of
the deployed systems end to end.

6. Compliance & Regulations


The team is expected to conduct a safety and environmental assessment to ensure that the proposed TVWS base station
installation complies with all relevant safety and environmental regulations and install the equipment in compliance with
the relevant regulations and standards, including safety, health and environmental regulations; ensuring that any
relevant government levies are requirements if any for the site are fulfilled.

7. Project Management
Managing and co-ordination of the site-specific projects from start to finish including co-ordination with externa
stakeholders, scheduling, and reporting progress to the Airband team.
