I. RATIONALE

The Philippines, being situated along the pacific ring of fire and the typhoon belt is
exposed to natural hazards such as tropical cyclones, earthquakes, flooding, landslide, volcanic
eruptions and storm surges/tsunami. Moreover, technological hazards like conflagration,
vehicular mishaps, maritime accidents and plane crashes pose, although to a lesser degree,
imminent threats to the lives of individuals anywhere in the world at a given time. All the more,
the above-mentioned phenomena were aggravated by the occurrence of human-induced
hazards (otherwise known as complex emergencies) like arm conflict, terrorism and bombing,
political destabilization and socio-political movements.
The education sector is one of the most vulnerable sectors during emergencies and is
among those that often suffer the impacts of disasters brought about by these hazards. They
(hazards) threaten the lives of children, their families, and education personnel. Disasters also
set back the investments made by the education sector.
Moreover, aside from various natural hazards, the education sector is also facing this
current health hazards which is the COVID-19 Pandemic. This pandemic also brought a big
impact and cause so many changes in the educational landscape.
The Department of Education (DepEd), Zamboanga Sibugay Division echoes the same
dilemma. The frequent occurrence of torrential rains which usually causes landslides and
flooding in the area, the continuous surge of COVID-cases which also cause the death of school
personnel most often than not leave DepEd stakeholders in a quandary of whether to continue
holding classes to meet the school calendar requirement, or to put primordial consideration to
the safety of everybody by suspending sessions.
As an emphasis on Disaster Preparedness being among the four thematic approaches on
the overall disaster risk reduction and management spectrum, it is but right to initiate activities
that will counter the potential jeopardies of any sort and of whatever magnitude should disaster
strike, education must continue.
It is therefore very timely seeing the necessity for the DepEd Schools Division of
Zamboanga Sibugay to craft contingency plans to mitigate the ill-effects of these threats to
students, parents, teaching and non-teaching personnel, school administrators and all others in
their communities.
Proactively, it is but right to plan ahead wherein scenarios and objectives are to be
agreed by and between parties involved, managerial and technical actions are defined and
potential response and rescue systems are put in place so that everyone in the school
environment could be spared by the rigors of today’s tragedies.

II. TERMINAL OBJECTIVES:


To produce a comprehensive School Contingency Plan based on prioritized hazard.
ENABLING OBJECTIVES:
At the end of the training, every participant is expected to:

1. Discuss the different steps or processes in contingency planning for Basic Education
2. Enumerate hazards according to historical impacts in each cluster of schools given the Top 3
DepEd Hazards Exposures;
3. Rank hazards according to vulnerabilities and capacities of stakeholders in schools;
4. Strategize preparedness measures using the Key Areas with specific timeline for each area;
5. Identify prepositioned materials and equipment when disaster happens;
6. List entities and/or organization/s that you have linked or plan to connect with in relation to
their role/s in perfecting your preparedness measures implementation.
7. Draft Contingency Plan for their respective schools
