Part I. Introduction
Kabasalan Special Education School is a child-friendly school the school ensures every child an environment that is physically safe,

emotionally secure and psychologically enabling. The Kabasalan Special Education School is the only school that caters children with special needs

in the Municipality of Kabasalan. The school’s I.D. number is 196518. There are spaces for the children to play during their vacant time.

The school is headed by Mrs. Ivee Rose D. Sandoval, the school is compose of five SPED teachers, one kindergarten teacher, three grade

one teachers, two grade two teachers, three grade three teachers, three grade four teachers, three grade five teachers, two grade six teachers, and

two departmental teachers.

The school has a total of one non-teaching and twenty-four teaching personnel’s.
Health and Wellness Status

Water Sources (potable and washing)- The source of water in the school are from steam pump and NAWASA.

Garbage Disposal Methods- There are different methods in disposing garbage’s, but in KSPEDS the way of disposing the garbage is by segregation. The

biodegradable will be thrown in the respective sites while the non-biodegradable will be collected by the garbage truck and will be recycled.

Climate: Kabasalan Special Education School has two (2) climate seasons, relatively dry from November to April and wet during the rest of the year.

Topography:

 The site of Kabasalan Special Education School is a barrowed lot from Kabasalan Central Elementary School.
 The total land area is 1 hectare or 10,000 square meters.
 The site is bounded by Kabasalan Central Elementary School and Kabasalan National High School.

Peace and Order Situation: The peace and order condition in Kabasalan Special Education School is manageable with the help of two LGU employees/guards

given by our Kabasalan Municipal Mayor.

As seen in the above probability and impact ratings the Kabasalan Special Education School is prone to flooding .
Part III. Anatomy of the Hazard

Based on the assessment of the hazards, Kabasalan Special Education School requires of having a contingency plan for flooding that shall help and ensure preparedness for
effective response in the Poblacion, Kabasalan Zamboanga Sibugay and as well as the municipality of Kabasalan. Other hazards being experienced are also shown below.

Description of Anatomy of Flooding

This Contingency Plan shall be for flooding.

Flood is a simple phenomenon occurs in the hydrological cycle. Flood may be defined as a great flow of water it is a natural event that threatens life and

property. Floods occur when a river bursts its banks if it is carrying so much water that it cannot be confined to its usual course. It is not a  normal condition for

the river, but is seen as an extreme situation due to high levels of flow. The extent to which the river exceeds the flow that can be contained in its banks

determines the severity of the flood and is sometimes related to how often flooding occurs. The seriousness of flood is depending on the intensity and duration of

precipitation, surface slope of the region and nature of the surface of the soil. Flood may cause damages to human, crops, properties and others.
The knowledge of the flood phenomenon and its consequences is a crucial for development of flood control, risk reduction, improvement of resilience and

flood management in general. Besides understanding former phenomenon, flood forecasting is essential for anticipating damage and preparing adequate

alternatives to reduce them.

In the area of Poblacion, Kabasalan Zamboanga Sibugay particularly in Kabasalan Special Education School, flood is the most occurred natural disaster.

Flood strikes at the area anytime especially when the damn releases water.
