Guide for Construction Sites and Protection of Structures

City of Easton Chapter 250


This is a guide to help understand the requirements of City Code Chapter 250 and shall not be considered as containing
all provisions. Where there is any conflict, the text of Chapter 250 shall take precedence.

All those engaged in construction or demolition operations shall institute and maintain all safety measures required by
Chapter 250.

Safety Managers and Construction Superintendents

• Must be designated and present at construction or demolition.


• All construction and demolition projects require a Safety Manager or Construction Superintendent.
o Except for:
 Work on a one- or two-family dwelling
 Surveying that does not involve disturbances to structures or earth
 Use of hoists to transport personnel only.
 Use of material hoists that are fully enclosed within the building.
 Finish troweling of concrete floors.
 When personnel are provided for temporary heat, light, or water.
 Truck deliveries to the site where the sidewalk is closed, and the entrance gate is within the
closed sidewalk area.
• Note: Construction Superintendents shall not be designated for more than ten concurrent jobs.

Construction Superintendent Responsibilities

• Inspections of the entire job site at each visit.


o Maintaining an inspection log.
• Take all appropriate action to ensure unsafe conditions or work is corrected.
• Keep the Site Safety Plan on site and make available upon request.
• Responsible for the implementation and adherence to the Site Safety Plan

Fencing of Sites

• 6-foot-high fence
o Required around entire sites where a building is being constructed or demolished.
o Partial enclosure permitted where there is an open excavation, opening in a building, or other hazard is
limited to a portion of the site and approved by the Chief Code Administrator.
• When acceptable by the Chief Code Administrator, a 4-foot-high, high-visibility construction fence may be used
for work involving a one- or two-family dwelling.
• Gates – required for 6-foot-high (or taller) fences
• Project Information Sign - 6-foot-high fences shall be provided with a Project Information Sign

Safeguards and Maintenance of Site

Section 250-15 contains detailed requirements for the safeguarding and maintenance of sites, please become familiar
with these requirements.

• Utilities – identification and safeguarding required.


• Notification to utility and city for service interruptions 72 hours in advance.
• Sites and public areas must be kept free of slipping and tripping hazards.
• Sufficient non-combustible containers shall be on site.

• Debris shall be controlled within the site, and combustible debris shall not be accumulated.
• Material and equipment shall be safely stored on site.
• Fire prevention and fire protection features shall be available.
• Required egress, structural elements, and fire protection shall be maintained in occupied buildings or sites.
• Drainage
o Natural surface drainage shall not be altered or affected.
o Excavations shall be drained.
o Foundations shall be protected from drainage.

Interrupted or Abandoned and Discontinued Operations

On sites where construction or demolition is interrupted or abandoned:

• Fencing shall be provided


• Safety monitoring plan shall be in place
• If work is interrupted or abandoned for 3 months or more, all excavations shall be filled, and hazards removed.

Protection of Adjoining Public or Private Property

Adjoining public and private property, and persons thereon, shall be protected from damage and injury during
construction and demolition work.

• Preconstruction Survey
o Excavation work between 5 and 10 feet deep within 10 feet of an adjacent building, or an excavation of
more than 10 feet deep anywhere on a site shall have the existing conditions documented of all
buildings within a lateral distance of 100 feet.
• Monitoring
o Monitoring plan developed by a registered design professional shall be implemented when:
 Buildings are within a distance from the edge of excavation that is equal or less than the
maximum depth of the excavation.
 Structures that are contiguous or within a lateral distance of 100 feet from the edge of the lot
line where an excavation is occurring.
 Subsurface operations that may impose loads or movements on adjoining property.
• Examination of the adjoining property during the work.
o Records of the observed conditions of the adjoining property shall be maintained on site.
• Notification of Adjoining Property Owners
o Where a construction or demolition project requires access to adjoining property(ies), written
notification shall be provided to the property owners at least 60 days prior to the beginning of work.
 See Chapter 250-18 for content requirements, second and third notices, and record retention.
• Soil or Foundation Work
o The person causing soil or foundation work, at all times during the course of such work at his or her own
expense, preserve and protect from damage any adjoining structures.
• Adjoining Building and Property Protection
o Adjoining Walls
o Weatherproof Integrity
o Roofs
o Chimneys
o Equipment Spaces
o Windows
o Trees
