1. Purpose
To define the criteria and requirements that must be met by those installations which request
the CECOER evacuation equipment operation/supervision service for its integration in the
SCADA.

2. Scope
All those systems which must be integrated in the SCADA for operation/supervision from
CECOER.

3. Preliminary Considerations
All the evacuation equipment which contracts the operation/supervision service from CECOER
must observe the rule defined here except for exceptional cases such as:

 The information does not exist in the equipment, a typical case in which certain
protections do not exist.
 Installations with a particular operating feature, for example centers shared with
other companies from the sector, in which it may be necessary to collect an additional
signal.

4. Development

4.1. Orientation
For the correct location of positions and switchgear by CECOER and the Local Operator, and to
ensure that all those involved are “referring” to the same elements, it is necessary to lay down
certain general visualization criteria for the substations and be able to name the substation
switchgear and interpret the single-line diagrams and the displays used in the Remote Control
Office and in the Substation itself using identical nomenclature.

Accessing the outdoors wind farm from the control room and located perpendicularly to Bars,
we have numbered the positions and different switchgear in accordance with the following
criteria:

4.2. Nomenclature
The Nomenclature to be introduced onto the screens of the evacuation equipment in the CECOER
SCADA system must comply with that described as ‘CECOER Nomenclature’. In those cases in
which the installation must comply with current legislation or requirements imposed by the
System Operator, the CECOER nomenclature and that imposed by the Operator shall both be
used when configuring the screens.

4.2.1. CECOER nomenclature


 LINE
The names given to the lines are generic names using a system of numbering after the letter L,
L1, L2, L3... This numbering is defined by the number allocated for each position in accordance
with the orientation rule.

A specific name may be added to this designation for the line indicating the name of the extreme
substation at which this line is going to stop.

 PROTECTIONS
The nomenclature to be used for the protections is based on the ANSI C.37.2 device function
standard for electrical power systems.

4.2.2. CFE Nomenclature (Mexico)


This nomenclature is applied to those installations located in Mexico and for which CFE is the
system operator. As indicated previously, this nomenclature must be introduced on the CECOER
SCADA screens together with that of CECOER.

 The equipment identification for a particular installation will have five digits. The only
exception and subject to subsequent revisions is that the distribution feeders (radial) in
34.5 KV and lower voltages y will maintain the four-digit nomenclature in the installations.

 The order of the digits according to their function is from left to right.

 EQUIPMENT TYPE. This is defined by the second numeric character in accordance with

 In the case of a generator and transformer unit, this should be identified with the same
number; for example: If the generator is identified as U 10, the transformer is identified
as T 10. As can be seen in the above example, hyphens are not used between the letter
and the number, a space is used instead.

4.3. Criteria for signs, position status, colors and contact and relay logic

4.3.1. Criteria for signs on measurements


The criteria used for determining the positive direction of the measurements is that of a
generation company:

 Lines: Positive direction entering the bars.


 Transformers: Negative measurements entering the transformer on both sides
 Bar connections: Positive in the direction of bar 1 towards bar 2

4.3.2. Color criteria


Depending on the voltage level, the criteria to be followed with respect to the colors is as follows:

For those installations located in Mexico and for which the CFE is the system operator,
the color code is different to that described above and the installations should be configured in

This color code is applied to mimic boards, single-line diagrams and computer screens.

 The station identification uses the Control Area number followed by the combination of
three letters, and it is the responsibility of each Control Area to assign it, avoiding
repetitions of the identification within the Area.
 To distinguish the identification between two stations with the same nomenclature from
different Control Areas, the identification number for each Area will be considered.

4.3.3. Operating mode


The substation may be operated in the following modes:

Local
substation Remote control

Remote

Console

The different operating modes can be defined as:

Local: The manoeuvres on the substation are performed from the appliances themselves.

Remote: The manoeuvres on the substation are performed from the different devices
which control it remotely. In this state, there are two types of control:

 Remote control: The manoeuvres on the substation are performed from the
control SCADA located in the control center or in the substation.
 Console: The manoeuvres on the substation are performed from the substation
integrated control system.

4.3.4. Logic for the input contacts and output relays


 The general criteria followed in the input contacts is:
CONTACT CLOSED = 1 = ALARM
CONTACT OPEN = 0 = NORMAL

 For the digital outputs (controls) the criteria used is always:


1st relay = Open - Deactivate - Disconnect - Lock

2nd relay = Close - Activate - Connect – Unlock

4.3.5. Switches, disconnectors and switch trolleys


 Switches and disconnectors with simple instruction, following a direct logic, where the
contact is the image of the position of the element.
ED (signage)

1 = Closed

0 = Open
The open state of the switches must be considered as an alarm, except in the cases
of bar coupling and capacitor battery switches.

 Switches and disconnectors with double instruction. For these, the series of contacts
opposite the position of each pole is received in first position, and the series of
contacts the image of the position of each pole in second position.
In accordance with the general criteria, this means that a closed contact is received in
1st place when the element is OPEN and in second place when the element is CLOSED.

00 = Invalid state

01 = Closed

10 = Open

11 = Error

 On switch trolleys (EX), the alarm occurs when the trolley is in Extracted, therefore in
this case the contact is taken closed, receiving therefore:

increase voltage on the down side.

4.3.9. Screen type


After describing the appearance of each element of the substations, we proceed with a
description of the layout of these on a screen type.

Information about the substation

Left upper part of the screen:


-1 Name of the substation.
-2 Communication status (Communication OK on green background; communication not
OK, on red background).

Static elements

Drawn in gray so that the operator has a record of their existence, but does not have
information about or control over the same.

Bars
If the operator has information about these, the voltage level should be displayed in the
right section and the true value in the left section.

Dashed gray line which, in shared substations, delimits the different properties. On the left
of the line, the name of the different owner companies is given.

Voltage and frequency indicators


These two values are provided by the distribution grid and it is very important to place the
indicator just where the element which provides the measurement is located (upstream of
the line disconnecter, between the switch and the transformer, bars…).

Dynamic elements

In the upper right section insert the name of the element and on the right, below the
name of the element, the status of the element command, status of the recloser…
Transformer

- On the left, enter the allocated transformer number, the voltage levels and the power.
- On the right insert relay 86 (in this case it does not exist) and then the transformer
regulator.

Measurements
-General measurements: These are the total measurements of active, reactive power and
current, before and after being transformed. They should be inserted on the lower and
upper left of the transformer.

-Measurements of the feeder compartments: These are the active and reactive powers and
current of each service feeder. They should be placed to the left of the switch cabinet. (*)
If this is impossible due to lack of space, only the current is inserted in the lower part of
each switch cabinet (after the output name and number of turbines).

The arrows indicating the direction of these measurements must be inserted to the left of
the value.

Service feeders
-The name (Service feeder 1, Service feeder 2…) should be inserted in the lower part of
each service feeder and the wind turbines which evacuate through it identified.

-In addition, if several wind farms evacuate to the same ST, the service feeders which
belong to each wind farm should be identified with a key.

4.4. Element signals and remote control functions


Give that the massive supply of information is as damaging to the operation as a lack of
information, the following criteria are established for classifying and grouping the information at
source, for its transmission to the remote control system;

 Individualized information, this is obtained if there is no other way to capture it


other than the Control System, or when its knowledge offers adequate differential
value for the remote control operation of equipment (switch, transformer, etc.),
enabling the immediate analysis of incidents
 Grouped information, this is obtained when the detailed information does not offer
added value to the remote control operation of equipment. The groups used are
normally:
 DF: Defect, this indicates a defect in the equipment which does NOT prevent its
operation or working and requires NON-IMMEDIATE attention
 DFUR: Urgent Defect, this indicates a defect in the equipment that DOES prevent
its working or operation and requires IMMEDIATE attention
 RPRO: Trip by protections
When this grouped signals type is included, it should indicate for each case which information is
being grouped in each particular signal.

The transfer of information from the UCS to the Control Centers and vice-versa is based on four
types of elementary signals:

 ED (digital inputs)
 EA (analog inputs)
 EC (meter inputs)
 SD (digital outputs or commands)
This information must be sent from the UCS to the Control, that is, in the event of the activation
of an alarm/trip this must be sent immediately without waiting for the UCS to be interrogated.

In accordance with the characteristics of the different elements in the installations, certain
logical-functional groups of these signals have been defined, called remote control functions.
These are described in the following table:

4.6. Communication protocol


The communication protocol between the UCS and the Control Center SCADA will be such that
in the event of activation of alarms/trips, the information is transmitted spontaneously, that is,
when an alarm/trip is generated, this must be sent immediately without waiting for the UCS to
be interrogated. Therefore, the protocol to be used is PROTOCOL 104 BALANCED.
In addition, the communication must be direct to the UCS without any intermediate equipment
which may not be powered correctly or which may have a high failure rate.

4.7. Safe power supply


All the elements forming the control of a substation (protection relays – UCPs – UCSs – local
console - remote console and their communication – local scada – servers – communication
systems) must be connected to a safe supply, preferably to the auxiliary service equipment of
the substation, with a minimum duration of 4 hours.
