SUBJECT: AXLE LOAD MANAGEMENT

 A meeting was held on 06.04.2023 under the chairmanship of Honorable Chief Minister
Punjab regarding sensitive issues of overloaded vehicles, especially heavy trucks which
causes significant road accidents, damage to roads, bridges, and other infrastructure, leading
to increase maintenance costs, traffic delay, and safety hazards.
 A proposal was placed that a digital portal (Axle Load Management Regime) be developed
for registration of weighbridges having the capability of real time uploading of data by the
weighbridge’s owners.
 It was decided to initiate amendments in the Punjab Weights and Measures (International
System) Enforcement Rules 1976 for registration and real time integration of weighbridges
with digital portal of the Government.
 The draft amendments were vetted by the Law Department and were approved by the
SCCLB on 24.05.2023 and will now be placed before the Provincial Cabinet for approval.
 The Punjab Information Technology Board (PITB) is developing online portal for the
registration of weighbridges.
 The draft Business Requirement Documents (BRD) and Mocks Ups of the online portal
were shared by the PITB for comments. The comments of DG IPWM on the same were
communicated to the PITB which have been incorporated.
 The Transport department shared a list of 15 roads (relating to 14 districts) at load
generating areas and requested to provide list of weigh stations on these roads.
 The information related to weighbridges on the 15 roads identified by the Transport
Department was collected and was shared with the Transport Department on the prescribed
format.
 A meeting was held on 24.05.2023, in the Transport Department, wherein it was requested
by the PITB that Weighbridge owners may be directed to share SDK of their weighbridge.
 SDK is a collection of software tools, libraries, documentation, and resources that
developers use to create software applications. It is generally provided by the Manufacturer
of the equipment.
 The field formation of DG IPWM was directed to contact the weighbridges and direct them
to provide the SDKs as required by the PITB.
 However, it has been reported from the field formation that most weighbridge owners are
unaware with the existence of such software.
 It has also been observed that the software that are being used by the Weighbridge are not
provided by the Manufacturer and instead have been developed by local software
developers. Hence the weighbridge owners have never contacted the manufacturers for any
software requirement.
 Furthermore, it has also been reported that local equipment is also present in the market and
the local manufacturers have not developed SDKs.
 The field formation has reported that mostly the weighbridges are of Chinese origin and
their traceability to the manufacturer is not possible.
 All District Officers have been directed to visit the concerned weighbridges in person and
direct the weighbridge owners to contact the weighbridge manufacturers and request them to
provide the required SDK.
