Imperial Brands, owner of the world’s third-biggest tobacco company, announces
annual results today. Like its rivals it is ramping up investment in e-cigarettes and
heated-tobacco devices. Although the revenue they generate is dwarfed by that from
conventional smokes, the number of vapers has grown fast, from 7m in 2011 to nearly
40m in 2017. Selling e-cigarettes, however, may get more difficult. America,
accounting for over half of global sales, has quailed at an epidemic of vaping among
teenagers. Last week the boss of the Food and Drug Administration threatened to do
whatever it takes to stop it; his agency can pull products off the market. Other
bureaucrats may follow suit. Already at least 25 countries have proscribed the
devices and at least ten others ban advertising. Restrictions on flavours and nicotine
level are common. While e-cigarettes may be lifesaving for smokers who cannot quit
otherwise, keeping kids off them is trickier than hoped.
