ORGANIZATIONAL LEADERSHIP

NAME OF ORGANIZATION: POLITICAL ORGANIZATION

ORGANIZATION LEADERSHIP: BARANGAY CAPTAIN

The organization leadership structure, policies, and practices of a Barangay Captain in

the Philippines may vary slightly depending on the specific Barangay and local

government regulations, but generally follow the same basic framework.

Organization Leadership Structure:

A Barangay Captain is the elected leader of a Barangay, which is the smallest

administrative division in the Philippines. They are responsible for overseeing the day

– to - day operations of the Barangay and leading its development.

The Barangay Captain is supported by a Barangay Council, which is made up of elected

officials, including seven Barangay councilors, a Barangay Secretary, and a Barangay

Treasurer. The Barangay Captain serves as the presiding officer of the Barangay

Council, which is responsible for enacting ordinances and resolutions, approving the

annual Barangay budget, and providing advice and support to the Barangay Captain.

Policies and Practices:

The Barangay Captain is responsible for implementing policies and practices that

promote the welfare and development of the Barangay and its residents. These

policies and practices may include:

Community Development Programs – Implementing programs that promote the social,

economic, and cultural development of the Barangay, such as livelihood programs,

health initiatives, and educational programs.

Public Safety Programs - Enforcing laws and regulations that promote public safety,

such as traffic rules, noise ordinances, and curfews.

Environmental Programs - Implementing programs that promote environmental

sustainability and cleanliness in the Barangay, such as waste management programs,

tree planting initiatives, and beautification projects.

Disaster Response Programs - Developing and implementing plans for responding to

natural disasters, such as typhoons and earthquakes.

Accountability and Transparency – Ensuring transparency in financial transactions and

providing regular updates and reports to the Barangay Council and residents.

Community Engagement – Encouraging community participation in decision-making

processes and promoting community involvement in the development of the Barangay.

Barangay West Vision:

Envisions a progressive Barangay with empowered citizenry centered by God-loving

men and women, healthy, peaceful community and collectively participating in decisions

making gearing towards good governance.

Barangay West Mission:

Barangay West shall vigorously work for the unity and cooperation among the barangay

residents in the attainment of peace harmony and progress, where the delivery of basic

social services is improved. To provide and ensure our valued people, fullest

development of one’s own abilities that are reasonably serve sincerely by service-

oriented barangay employees, bonded to live by our organizational values of integrity,

accountability, transparency, respect for the individual and commitment excellence.

Goal: Ensuring the safety and security of the Barangay and its residents by enforcing

laws and regulations and implementing programs that promote public safety.

Role of a Barangay Captain:

The Barangay Captain is the elected leader of a Barangay, which is the smallest

administrative unit in the Philippines. Their role is to oversee the day-to-day operations

of the Barangay and lead its development. They provide leadership, maintain public

safety, promote community development, prepare for disasters, and ensure that the

Barangay operates in a transparent and accountable manner.

A. What type of leadership style is predominant in the organization? Is it

authoritative, democratic, transformational, or another style?

According to my interview from one of the Barangay captains regarding with the type of

leadership style of a Barangay captain is, she possesses democratic style of leadership

which the Barangay Captain encourages and facilitates participation and input from the

Barangay Council and residents in decision-making processes. Her leadership style is

characterized by open communication, collaboration, transparency, and a shared

decision-making.

B. How does the organization’s leadership structure support or hinder its

effectiveness? Are there clear lines of communication and decision-making, or

are there barriers that prevent effective leadership?

 By defining clear roles and responsibilities, decision-making, lines of

communication, and coordination, her elected council also helps to ensure that

the organization can achieve its goals, respond to challenges, and adapt to

changing circumstances.

C. What role does the leadership play in the organization’s culture and values?

Do leaders model the behavior they expect from others, or do they exhibit

different values than those they espouse?

 It is essential for a Barangay Captain to lead by example and model the behavior

they expect from others such as encouraging openness and transparency,

prioritizing community service, and valuing diversity and inclusion because they

are the one responsible for creating a positive and supportive work environment,

encourages open communication, listens to feedback, and promotes

accountability.

D. How does the organization’s leadership approach challenges and changes?

Are leaders proactive or reactive in addressing issues, and they are open to

feedback and suggestions from employees and stakeholders?

 The Barangay Captain approach challenges and changes in a proactive and

strategic manner. By identifying the challenge or change, she develops a plan,

communicates with stakeholders, organize resources, monitors progress, and

seeks feedback. The Barangay Captain ensures that the Barangay is prepared to

respond effectively to any challenge or change it may face.

4. Include recommendation for how the Barangay could improve its leadership

practices based on your analysis?

 Based on my analysis, by encouraging open communication, encouraging

cooperation, presenting transparency, setting a positive example, creating, and

executing successful programs, getting feedback, and making necessary

adjustments to their strategy. By doing this, they can build a much supportive

workplace, encourage community involvement, and guarantee that the needs

and worries of the Barangay are taken care of.
