SECTION 13. The State recognizes the vital role of the youth in nation-building and shall
promote and protect their physical, moral, spiritual, intellectual, and social well-being. It
shall inculcate in the youth patriotism and nationalism, and encourage their involvement in
public and civic affairs.

in local governance and in nation-building.

Functions of Local Youth Development Officers
• register and verify youth and youth-serving organizations (YORP)
• Provide technical assistance to the LYDC of the concerned LGU in the formulation of the
LYDP
• Facilitate the election of the LYDC representatives
• Serve as secretariat to the LYDC
• Conduct the mandatory and continuing training of SK officials and LYDC members
• Provide technical, logistical and other support in the conduct of the mandatory and
continuing training programs, and to such other programs of the Commission and DILG
• Coordinate with the Commission, with regard to the youth programs within their
jurisdiction
• Perform such other functions as may be prescribed by law, ordinance, or as the LCE, the
DILG or the Commission may require

• Serve as the core of the advocacy on youth participation in nation-


building and youth empowerment
• Finalize the three (3) year LYDP that is anchored in the PYDP and the
development plans of the local government units
• Monitor and evaluate the implementation of the Local Youth
Development Plan
• Perform such other functions as may be prescribed by law or ordinance

your Leadership Purpose and Its
Relation to Governance
Activity 1:
Your Leadership Definition
1. Form groups with at least 10-15 members each.
2. Each member of the group will write down a word or phrase of their own
definition of leadership.
3. Once all members are done, the group has to consolidate the personal
definitions into ONE statement that will provide their group definition of
LEADERSHIP.
4. Each group will have one representative to present to the front their group
output.

3. The team facilitator asks everyone to briefly share within their group their chosen
word/phrase.
