PROJECT PROPOSAL

I. OFFICIAL PROJECT NAME: YOUTH LEADERSHIP SUMMIT

II. PROJECT SPONSOR: LGU of San Luis, Aurora

IV. TARGET BENEFICIARIES

Participants of San Luis Youth Leadership Summit will be selected from


eighteen (18) barangays of the Municipality. They may be former Barangay Youth Council
Officers/Members, Students or Out-Of-School Youth (15-24 years of age) whom are willing
to be trained as future leaders.

VII. RATIONALE:

The youth is one of the important segments of our society. Usually, they
engage in social transformation of our country and they involve themselves in addressing
various issues such as: student’s rights, human rights, graft and corruption, and change of
governance. They have responded to these issues through different ways. Thus, range
from approaches that are more conservative like changing the system from within through
peaceful means and seeking to overthrow the system by joining the armed struggle.

These reasons vary from lack of proper attention or sensitivity to the youth’s
needs. Among these are internal and external distractions to cause confusion to create
crisis such as: socio-economic and political issues, environmental-health issues,
employment and labor issues, degradation of morality and values, proliferation of sex and
violence in the social media. Also, the continuous disintegration of the family structure due
to constant migration aggravates this situation. Given these social maladies, hopelessness
has been the foremost concern that true leadership and good governance must address; or
worst, our youth will continue to be vulnerable to the false hopes and empty promises of the
left movement. We can include them to worthwhile change and development by tapping
their potentials. These are feasible if they form part in the governance through timely and
significant programs and advocacies.

This summit uses the approach of Transformational Leadership. This
leadership is based on values and principles that focus on holistic individual to societal
development. Let us help them find opportunity to help themselves. Only by developing the
leaders within them can we bring out the best in them. Only by investing with them can we
see the reality of our hopes and aspirations for a better society. They are the catalyst of
change, the most powerful force and sector to reckon with – the youth.

VIII. OBJECTIVES

General

The Youth Leadership Summit is designed to provide the building blocks for
additional components of leadership in the way of peace. The YLS is designed to awaken
the social and civic sensitivities of the youth and to help them construct critical
understanding of themselves and their responsibilities for those around them. It is further
designed to help them understand their individual roles in building a just and peaceful
society.

Specific Objectives

1. To develop awareness on the youth of their roles and


responsibilities and accountabilities in the society.

2. To develop leadership potential and interpersonal relationship.


3. To enhance understanding on the insurgency problem.

4. To develop awareness on the security situation and its


implications to national development.

5. To educate the youth on social and environmental issues.

6. To develop a sense of belongingness, camaraderie and


cooperation.

7. To develop a sense of nationalism/patriotism.

8. To organize the youth into an organization that will support the


peace and development effort of the municipality in particular and the government as a
whole.

IX. CONCEPT:

A. Activity and Composition

The Youth Leadership Summit is a 3-day, stay-in activity where


participants will billet in a sports complex or any appropriate facilities. There will be series of
lectures and interactive discussions focusing on leadership and the role of the youth in
nation building. The youth will also be educated on how they can help promote peace and
development initiative of the government.

Resource speakers are to present PowerPoint lectures for no more


than one-hour, leaving ample time for interaction of participants. Team Building Activities,

Healthy Competitions, Small Group Discussions, Taebo Exercise, Campfire, and Youth
Night will also be conducted for the youth to achieve the objectives of this activity.

Participants are organized by teams upon registration with a


designated ate or kuya (ARMY, DILG facilitators) to act as guides. Competitions are not for
the participants to become award-driven but to foster camaraderie among them and to
invigorate their individual intellect and leadership potentials. The series of activities
correspond to a team ‘point system’ and the team that garners the highest possible score
will be acknowledged and awarded accordingly. Each team has team ‘guidon’ or flag that
their team leader and his/her buddy always carry.

On the last day of the summit, they will select their officers and craft
constitution and by-laws to be assisted by Municipal Youth Department. Municipal Youth
Leaders will help the LGU promote peace and development programs including programs
for the empowerment of the youth.

C. Participants requirements

Youth Leadership Summit is a casual activity. It needs the following


items per individual for the entire duration of the activity:

1. parents’ consent
2. casual clothes
3. beddings (blanket/sleeping mat)
4. athletic uniform
5. one casual attire for socials
6. rubber shoes and slippers
7. basic toiletries (soap, shampoo, toothpaste etc)
8. personal basin and dipper (balde at tabo)
9. drinking water container
10. handkerchief
11. fork and spoon
12. mug

D. Financial and Other Operational Requirements

The respective barangays or municipality will shoulder the budgetary


requirements. PSYEDO (or its equivalent in municipal level) and 91 ST IB will exercise over-
all supervision of the activity and will provide workers and security needed.

Transportation of participants to the summit area shall be the


responsibility of the respective barangays.
For health and safety reasons, Municipal Health Office shall establish
First Aid station at the summit site.

X. MONITORING AND EVALUATION:

After activity report shall be submitted for evaluation, monitoring and


documentation for future reference.

XI. CONCLUSION AND IMPACT

This activity will inculcate positive values and attitudes to the youth and
enhance their leadership potential in order to increase their support to the government effort
in the ongoing campaign for Peace and Development.
Furthermore, the success of this activity is greatly dependent on the support
to be provided by the officials of barangays, municipalities, other government agencies and
other stakeholders. This does not only mean material, water and food support but also by
advocating strong positive values to the youth leaders and becoming true models for them.
Sustainability Programs will ensure preservation of project gains and its
continuity by providing appropriate follow-through activities.
