CPP – NPA – NDF

This communist leaning organization is

a political party armed with Marxist-
Leninist-Mao Zedong thought in order
to overthrow the Philippine
Democratic government. Its armed
component, the NPA is tasked to
conduct coercive and deceptive mass
organizing in the form of armed
struggle in the countryside. While the
United Front is also tasked to isolate
the people from the government
through propaganda among the
workers in the urban areas.
 THE NATIONAL CONGRESS

• It is the supreme leadership of the

party that normally convened by the
Central Committee every five years.

• The Central Committee decides on

the selection, number and method of
election of delegates by the lower
organs, normally down to the
regional level only.

The Territorial Committees/Commission

Function/Duties:
 Assist the ExeCom - CC in the formulation and implementation of
policies concerning the Regional Party Committees under its
respective jurisdiction and provide guidance in the general conduct of
their task
 Assist the ExeCom - CC in training of cadres in the regional and
district levels in coordination with the various national line
commissions.
 Submit to the CC preliminary reports on matters pertaining to the
general situation and status of their organization in their respective
AOR
 Study and recommend the conduct of party work, redeployment of key
party cadres within areas and major organizational changes
 Undertake other tasks as delegated by the CC
 COMPOSITION
 EXECUTIVE COMMITTEE – is the policy making body of the territorial
committee
 Secretariat – responsible for the day to day activities of the territorial
committee
 Propaganda Department – responsible for propaganda work through
publication of the newspaper and assists in the publication and
circulation of the manifesto and other paper works as directed by the
EXECOM
 Education Department – formulates the political education program
needed in uplifting the political ideological consciousness of its party
members, provides the guidelines on the propagation of the basic
mass courses along the National Democratic line.
 Auxiliary Department – tasked to mobilize support elements in the
area and in the armed struggle.
 Military Commission (Regional Operational
Command) - tasked to direct the NPA units in the
area
 Regional United Front Commission – in-charge of
wining over and mobilizing the support of the
majority of the people for the armed struggle and to
isolate the government.
 Liaison Group/Regional Medical and Communication
Commission – tasked to provide the vertical link and
communication between lower and higher party
