Lesson Goals

This lesson aims to provide


BISOC Trainees an overview of the
evolution of ISO in the PNP, the
complementation of ISO work between
AFP and PNP and the latest ISO
mandate and guidelines.

Definition of Terms/ Acronyms

Armed Conflict
Refers to any conflict between government
forces and organized groups which involves the
actual use of armed force and which disrupts
normal social, economic, political and cultural
activities in a specific geographical area.
Counterinsurgency (COIN)

These are the economic, socio-cultural,


political reforms and development including the
military and police actions undertaken by the
Government in order to defeat insurgency.
Communism

A system of government in which the


state plans and controls the economy; a
single, often authoritarian party holds
power, claiming to make progress towards
a higher social order in which all goods
are equally shared by the people.
Communist Party

Is a political party that advocates the


application of the social and economic
principles of communism through state
policy.
Community Oriented Policing
System(COPS)

An integrated approached to the


community’s public safety concern which is
based on the notion that the police can
provide better services to the community.

(also referred to as “Partido Komunista
ng Pilipinas”) is a leading communist party in
the Philippines. It has been fighting a guerilla
war against the State since the late 1960s.

Insurgency

Defined as an “organized movement


aimed at the overthrow of a constituted
government through the use of subversion
and armed conflict; is said to be a form of
modern warfare.”
Internal Security

Refers to the wide range of measures


taken by the government to free and protect
its society from subversion, lawlessness and
insurgency. It is established and maintained
primarily to development could be achieved.

National Emergency
The term that is sued to describe a crisis
that involves the security and safety of the
country.
National Democratic Front (Pambansang
Demokratikong Prente ng Pilipinas”) - is
a coalition of progressive social and economic
justice organizations, agricultural unions, trade
unions, indigenous rights groups, leftist political
parties, and other related groups in the
Philippines
NPA - New People’s Army
(also referred to as “Bagong Hukbong
Bayan”) is the armed wing of the CPP,
formed and founded by Bernabe Buscayno,
also known as “Commander Dante” on
March 29, 1969.
Threats to National Security
These are the dangers to the components
of National Security that could come from
within or from without the nation state. They
may be political, economic, military, psycho-
social,

organized/syndicated crimes, terrorism,

Evolution Of Internal
Security Operations Of The
Philippine National Police
1971
The Marcos counterinsurgency strategy
was anchored upon martial law. In Aug.
1971,the Liberal Party (a major opposition
party) held a campaign rally in the Plaza
Miranda. NPA soldiers tossed grenades into
the crowd causing several casualties.
1976

Marcos convinced the MNLF to accept a


ceasefire in exchange for local autonomy.
Over the next decade, Marcos was able to
largely constrain the MNLF by bribing local
leaders with seats on the newly created
autonomous legislature.
1986

Counterinsurgency in the Philippines


entered a new, more successful phase in
1986 with the deposing of Marcos.

The PNP is hereby directed to support


the AFP in internal security operations (ISO)
for the suppression of insurgency and other
serious threats to national security.

For this purpose, the PNP is authorized
to make appropriate adjustments in its
organization subject to the approval of the
National Police Commission.
Section 2.
There shall be established a joint AFP-
PNP system which shall provide the
mechanism, structure and procedures for
the integrated assessment of the security
situation and for the integrated planning,
coordinating,

implementation and monitoring of
necessary measures aimed at enhancing
the internal security of the state and its
institutions.
Section 3.
The Department of National Defense
and the Department of the Interior and
Local Government shall jointly promulgate
rules and regulations for the effective
implementation of this Executive Order.

The initial funding requirements of the


PNP to carry out the provisions of this
Executive Order shall be jointly determined
and recommended by the PNP and AFP for
the approval of the President. The amount
shall be drawn from the Contingent Fund…

1998 and 1999 General Appropriations Act.
For the succeeding years, the amount
required shall be incorporated in the budget
of PNP and the annual General
Appropriations Act.
Republic Act 8551

The PNP and AFP complement each other


on their pursuit to suppress insurgency, and
other serious threats to national security and
in times of national emergency prescribed
pursuant to Section 12 of Republic Act 8551.
1) The PNP enforces laws and ordinances
and performs statutory functions while
the AFP exercises primary responsibility
on matters involving suppression of
insurgency and other serious threats to
national security.
2) The PNP provides assistance to the AFP
In insurgency–affected areas while the
AFP is also responsible for the integrated

territorial defense system.


3) The PNP assists the AFP for the

dispositive action on arrested, captured


or surrendered insurgent within the
prescribed reglementary period.
4) The PNP provides assistance to the AFP
in the arrest of suspected insurgents with
standing warrants of arrest, and 
5) The PNP and the AFP maintain close
intelligence coordination and exchanges and
share each other’s accomplishments of their
respective mission and functions.

This AFP-PNP JLD prescribes the policies,
guidelines and procedures in the creation of JPSCCs
in the national, regional, provincial and independent
city levels to ensure unity of efforts between the
military and the police in addressing all peace and
security concerns.
FUNCTIONS / RESPONSIBILITY
OF JPSCCs

 The JPSCC shall craft and implement plans


for intensified security operations against
lawless and criminal elements, private armed
groups and other threat groups.
 It shall be responsible for monitoring and
assessing the peace and security situation
and coordinating the implementation of
necessary measures aimed at ensuring peace
and security.
FUNCTIONS / RESPONSIBILITY
OF JPSCCs

 It shall orchestrate the conduct of intensified


law enforcement operations against all forms
of serious criminal activities.
 It shall initiate and coordinate cross trainings
and exercises between the PNP and AFP units.
 It shall be responsible in the conduct of
uniform dissemination of timely and relevant
information to the community.
 It shall craft and implement an aggressive
legal offensive stance in collaboration with all
government investigative bodies.
 It shall continuously review and evaluate
peace and security situations, as well as
recommend appropriate measures to the POCs.

 The JPSCCs shall assume the functions of the


Joint Coordinating Centers on Private Armies
(JCCPA) which shall orchestrate the conduct of
aggressive law enforcement operations.

12.1 General Mandate

The PNP is mandated to provide active


support to the Armed Forces of the Philippines
(AFP) in Internal Security Operations (ISO) for
the suppression of the Communist Terrorist
Movement (CTM) and serious threats to national
security.
The PNP shall perform the following:
1. Conduct sustained law enforcement actions
against CTM atrocities;

2. In urban areas, the PNP may assume the


lead role in ISO against the CTM, other
threat groups and organized crime groups
engaged in armed offensives;
3) The PNP units may either operate as a
single force or as a part of joint PNP-AFP
combat operations and coordination is a must;

4) The PNP units in CTM-affected areas may


be placed under Operational Control of AFP
units but shall continue to perform law
enforcement functions.
5)Specific areas where armed confrontations
such as encounter, ambush, raid, liquidation and
other similar atrocities occur between
government forces (PNP or AFP) and the
Communist Terrorists (CTs) shall be treated as a
crime scene. The police unit that has jurisdiction
over the areas shall conduct the Crime Scene
Investigation (CSI).

Since insurgency is a multi-rooted problem,
a more holistic approach rather than a
conventional military operation is believed to be
the best and most appropriate solution to the
prevailing peace and security concerns in the
country.
Steer the PNPs internal security efforts and
complement the AFPs Internal Peace and
Security Plan (IPSP) “Bayanihan 2010”
against all Internal Security Threats, such as:
CTMs, SPSG, ASG, Jemaah Islamiya and Other
Enemies of the State.

order - foster an enabling environment for
progress and development.
 Well-coordinated effort with POCs -
improve peace and order and public safety
in their respective areas of responsibility.
 Multi-stakeholder partnerships in resolution
of conflict and attainment of the government’s

concerted efforts between the PNP and AFP
in the anti-insurgency program.

This serves as the long-range and holistic


master plan of the PNP in waging an internal
security support operations nationwide.
On the estimate of the national situation and
other considerations, it prescribes the counter-
insurgency operational concept, scheme of
implementation, service support and coordinating
instructions in order to accomplish the PNP's
internal security support mission.
OBJECTIVES:

Broad Objective

  The PNP, in strengthening its participation and


involvement in the government's peace and
development machinery and concurrent with its
statutory functions and mandate through
Executive Order 110, shall support the AFP in
ISO for the suppression of insurgency and other
serious threats to national security and to
perform its tasks in the National Peace and
Development Plan.
Specific Objectives
 To develop the capability of field units to fully
operationalize this ISO support plan for the
government and the AFP in particular.
 To support the AFP in the isolation of the
underground infrastructure and front
organizations of the insurgents in the towns
and cities form the general population.
 To enhance intelligence activities against threat
groups.
 To enhance the conduct of legal offensive
against the insurgents.
 To support the governments' National Peace
and Development Plan to include the Peace
and Reconciliation plan.

VII. SUMMARY
 The PNP as the primary law enforcement agency

of the government has the inherent responsibility

of maintaining internal peace and security and

enforcement of laws.

 PNP with the active cooperation of the AFP

continue to intensify their counterinsurgency.

 Insurgency is very dynamic.
