NCRTC Cares
PROJECT SUMMARY

The National Capital Region Training Center (NCRTC) is one of the Regional
Training Centers of the National Police Training Institute (NPTI) located at Camp
Bagong Diwa, Bicutan, Taguig City mandated to provide basic and career
advancement training to the Police Non-Commissioned Officers (PNCOs) of the
National Capital Region Police Office (NCRPO). As training unit and a capability
building arm of PNP, NCRTC considers itself as a microcosm of the PNP. This
implies that NCRTC does not only radiate the initiatives of PNP in its personnel,
police trainees and students but to the community as well.
NCRTC is currently under the strong leadership and command of PCOL
ROMAN B DELA CRUZ, JR. During his stint, together with his training staff,
conducted series of service caravan to our less fortunate fellow Filipinos most
especially orphan and less fortunate children. This initiative is a reflective of M+K+K
= K (Malasakit, Kaayusan, Kapayapaan tungo sa Kaunlaran) peace and security
framework, the current thrust of PNP under the leadership of PGEN RODOLFO S
AZURIN, JR.
Through the partnership with Islamic Education and Guidance Association
Orphanage located at Darul Aytam, Roldan St., New Lower, Bicutan, Taguig City, an
institution that looks after the welfare of orphan and less fortunate Muslim Children,
NCRTC was able to touch the lives of people from the grassroots of society, thereby
serving as purveyors of hope to the marginalized and less fortunate. As a service-
oriented organization, NCRTC also aspires to create an inclusive community where
everyone, regardless of socio-economic status and beliefs, lives in a compassionate
and enabling environment. NCRTC also values the long-term result of establishing
community linkages to widen the positive lasting-result of “MALASAKIT” to the
community. Thus, starting October 6, 2022, the “NCRTC Cares” program will also
sustainably donate at least five crutches a week to less-fortunate persons with
disability to inspire and give them hope and live the life that they want (please see
attached “A”).
As a result of NCRTC’s drive to be the catalyst of change, last October 3,
2022, NCRTC personnel was awarded with “Medalya ng Papuri” for being an
exemplary PNP unit for embodying the core value of being “MAKATAO.”
PROJECT OBJECTIVE

NCRTC Cares is anchored in one of PNP’s core values “Makatao” that aims
to deliver outreach activities to the marginalized sector with the end goal to achieve
the following:
 Restore the confidence of less fortunate and marginalized sectors of the society
towards the police force by proactively making public service accessible; and
 Recognize the inherent right of the people from the marginalized sector to a
dignified way of life by creating an empowering,inclusive and enabling
environment.

PROJECT DETAILS

I. Feeding Program:

In cognizance of its initiative to make public service accessible, NCRTC


conducted a series of Feeding Program Activities to Islamic Education and
Guidance Association Orphanage located at Darul Aytam, Roldan St., New Lower,
Bicutan, Taguig City. From October 12, 2021 to present, NCRTC conducted a total
of 40 feeding programs to the said orphanage that benefited 50 children in every
activity conducted.

II. Series of Service Caravan:


The environment plays an important factor in the shaping the totality of the
members of the society. The values reflected by people in an individual’s
immediate environment serves as the blueprint of a people’s lives during their
formative years. With this premise in mind, NCRTC under the leadership of PCOL
ROMAN B DELA CRUZ, JR, Chief, NCRTC conducted significant series of the
caravans to Islamic Education and Guidance Association Orphanage:
 December 15, 2021 – Gift Giving activity and renovation of mess hall
(please see attached “C”);
 April 25, 2022 – Donation of rice cooker in the midst of Ramadan
Celebration (please see attached “D”);
 May 30, 2022 to present – series of dialogues Sheik Abobacar Talib,
Founder, Islamic Education and Guidance Association Orphanage and
Ustadha Samera Dalit in Mahad Aisah Ummol Mohminen Inc. (please
see attached “E”);
 May 30, 2022 – Donation of school supplies and pillows in preparation
for the opening of classes (please see attached “F”); and
 June 12, 2022 – donation of coloring books, story books and galvanized
iron pipes (please see attached “G”).

Through the aforementioned activities, NCRTC also hopes to radiate the


values of empathy to the beneficiaries so that in the near future they may be
able to replicate the kindness that NCRTC have shown them to needy
individuals. As a middle element between public service and the marginalized,
NCRTC is proactive in bridging the gap between the police force and the
community. Rooted on the fervent desire to provide morale support and
alleviate the hardships of children from the marginalized sector, the said
activities also paved the way for NCRTC personnel to know the concerns and
needs of Muslim children under the care of the aforesaid institution and to
constantly remind them of the importance of education as life-changing avenue
towards self-improvement and to be able to significantly contribute to the
community.

III. Expansion of NCRTC Cares:

As a government instrumentality that is dedicated to uplift the quality of lives


of Filipinos, PNP embraces all initiatives that are geared towards creating an
environment where everyone feels accepted, supported and empowered
regardless of their shape, colors, beliefs and culture. In line with this, NCRTC is
expanding the scope of NCRTC Cares to people with disability. According to
Census of Population and Housing, there are a total of 1.443 million Filipinos
with disability who have wide ranging needs. This is the reason why NCRTC
decided to add this sector to the beneficiaries of NCRTC Cares. To alleviate the
lives of people with physical disability, NCRTC vows to give at least five sets of
crutches or walkers to the said group of PWDs with the aim of bringing
significant change to lives of target beneficiaries.

IV. Recognition of NCRTC Cares:

NCRTC was recognized for its fervent effort for its proactive effort in making
public service accessible to the less fortunate individuals of various sectors of Lower
Bicutan, Taguig City. Evident of such recognition is the “Medalya ng Papuri” given to
NCRTC personnel with PCOL ROMAN B DELA CRUZ, JR, Chief, NCRTC at the
helm. NCRTC Cares is rooted in the passionate drive of NCRTC to live up to one of
PNP Core Values “MAKATAO.” (Please see attached “I”.)

PARTNERS INVOLVED IN THE IMPLEMENTATION OF THE PROGRAM

Through collaborative partnership with the Islamic Education and Guidance


Association Orphanage serves who as the home of Muslim orphan children located
at Darul Aytam, Road 14, Roldan Street, Purok 2, New Lower Bicutan, Taguig City,
NCRTC was able to effectively deliver proactive public service to orphan Muslim
children and other marginalized members of society.
PROJECT TEAM

Police Community Relation Branch, NCRTC- is the office that spearheads the
conduct of the activity with Chief, NCRTC at the helm of every activity.
Other NCRTC Personnel- assisted in every endeavor of the activity by giving logistical support and participating
in the conduct of NCRTC CARES activities.
