1 INTRODUCTION
Medco E & P Natuna Ltd, hereafter known as COMPANY, is undertaking the development of Forel-
Bronang fields as part of the ongoing program for the development of oil and gas fields in the South
Natuna Sea Block B Production Sharing Contract Area from the Republic of Indonesia in 300 feet of
water as illustrated in Figure 1. Production from this field is estimated to start at the end of 2023.

Forel field development requires gas injection source for pressure maintenance and lifting gas to the
reservoir. Gas lift source is also required to optimize Forel’s crude oil production. The Bronang field is
developed to supply the import gas requirement of Forel field for gas injection and fuel gas.
The design of Forel and Bronang field production facilities are dry tree concept where all production
wells will be placed on a wellhead platform (WHP) that is designed unmanned with the concept of the
Minimum Facility Platform (MFP) which is designed with a simple technology system but has a high
level of reliability and requires minimum intervention and maintenance.
Forel production wells will be routed to Floating Production, Storage and Offloading (FPSO)
via multiphase flexible pipeline for further processing to meet crude oil market requirement,
while the gas is boosted to meet the gas lift and gas injection pressure requirement. The
Bronang production will be also routed to FPSO via Forel WHP to supply gas injection at initial
production phase and fuel gas throughout Forel production lifetime.
Integration Forel project with Bronang gas Development comprises additional two production wells,
manifolds, and well test meter. Production fluids from three production wells are comingled in
production header then split into Forel FPSO via Forel WHP and to Hang Tuah MoGPU via new 14”
– 30km pipeline connected to existing Bawal PLEM and existing 40km of 14” Bawal pipeline.
At Hang tuah MoGPU, fluids received in existing slug catcher for liquid/produced water separation and
commingled with current gas production from Buntal-5 and Belida for further gas treatment and
processing. Gas will be compressed up to 1500 psig to meet GSA-1and GSA-2 gas specification.

1.1 Purpose
The purpose of this document is as reference and guidance for methodology and documentation /
record of Integration Procedure Telecom System WHP and FPSO. This test shall be performed to
verify and validate that the functionality of the equipment, hardware and software, related to EPCI of
Wellhead Platforms and Pipeline for Forel Bronang Project are meet project requirement and
specification.

1.2 Scope
The scope of this Integration Procedure Telecom System WHP and FPSO covers for the Telecom
System at Forel WHP, Bronang WHP, and additional Telecom System at Belanak FPSO.

2.3 Units
The project shall use the system of units as given in doc.no. ID-F-FT-PP0-BOD-GN-00-
0001_R9_Integrated Basis of Design, for all calculations, drawings and in all project documentation.
All structural, flowlines and layout documents shall use the metric system. All vendor documentation
and equipment shall also utilize equivalent systems.

3 GENERAL DESIGN REQUIREMENT


3.1 Control Overview
Forel & Bronang WHP are designed as a minimum unmanned facility. A combination of Wellhead
Control Panel (WHCP) and PLC based control system will be utilized for Forel & Bronang WHP
automation system. For the Leased Forel FPSO, an Integrated Control & Safety System (ICSS) will
be utilized for its topside facilities automation system. The vessel’s marine automation system shall
be fully independent; however, it may be integrated with the Leased FPSO Topside ICSS for
monitoring functions. Fault tolerant and redundant architecture will be implemented for entire
systems.
Bronang WHP has two operation scenarios, the first scenario is Bronang on stream align with existing
Forel Bronang Project schedule. The second scenario is Bronang earlier on stream before Forel, this
scenario is contingency plan for anticipation in case Forel FPSO late delivery. Production control and
monitoring during Bronang earlier on stream will be handle from Belanak FPSO. Gas production from
WHP Bronang will directly export to Hang Tuah as sales gas.
The WHP automation system will be fully integrated to FPSO ICSS to perform remote control,
monitoring, and safeguarding from the Leased FPSO via Digital Microwave Radio and subsea fiber
optic (umbilical cable). Control and automation of the WHP shall be fully automated for operation
from Leased Forel FPSO CCR.
Digital Microwave Radio system shall be provided for redundant communication (Active - Active)
links between Bronang WHP and Forel WHP for the purposed of transmit and receive data
communication (ICSS and CCTV). The antenna will be installed at Bronang WHP and Forel WHP.
Hence data communication from Bronang WHP will be transmitted to Leased Forel FPSO via subsea
fiber optic (umbilical cable) for monitored / controlled remotely from FPSO.
All data from ICSS at Forel WHP, Bronang WHP and Leased Forel FPSO will be able to be monitored
from Jakarta office via VSAT located at Forel WHP.
An alarm will be raised on the FPSO in the event of a telecommunications link failure.

3.2 Hazardous Area Classification and Protection


Electrical installation for gas atmosphere will be in accordance with IEC 60079-14. The degree of
protection of telecommunication equipment, enclosures will be in accordance with the IEC 60529.
All field electronic equipment will comply with requirements of the hazardous area classification in
which they are installed as minimum of:

All field telecommunication equipment mounted outdoor will be designed for installation in an area
classification Zone 2, Gas Group IIA, Temperature class T3 and shall be certified Ex d as minimum
in hazardous area. Zone 0 or Zone 1 certified equipment shall be provided when it is required by
the hazardous area classification.
Due to high temperature, humidity and salt content, tropic proofing shall be applied to ensure
equipment operate continuously without their normal physical and functional reliability being
affected by the tropical environment. Tropic proofing shall be accomplished by applying protective
coating to prevent the growth of fungus, corrosion and absorption of moisture.
If any specific instruments are unable to comply with above requirements, CTR / SI shall inform
CPY for approval.

3.3 Environmental Condition


All equipment shall be designed and suitable for the climate and site conditions as described in
document no. ID-F-FT-PP0-BOD-GN-00-0001 “Integrated Design Basis”.

The marine growth can be taken as 2.0” (5.0 cm) for all elevations with 1325 kg/m3 marine growth
density.

4 INTEGRATION PROCEDURE SUMMARY


The integration procedure of telecom system consists of DMR System, CCTV System and UHF
Repeater. There are activities will be done to ensure the DMR System, CCTV System and UHF
Repeater can be operated as per approved design properly and safely with outline as follows :

4.5 Location
The Integration will be held in Offshore Forel WHP, Bronang WHP and Belanak FPSO.

4.6 Acceptance
Formal Integration Telecom System acceptance shall be indicated by a Certificate of Completion,
which shall be signed by all parties involved as a proved that Integration Telecom System has been
performed.
The Certificate of Completion are enclosed in Appendix C – Certificate of Completion Integration
Telecom System Bronang WHP – Belanak FPSO and Appendix D – Certificate of Completion
Integration Telecom System Bronang WHP – Forel WHP - Forel FPSO.

5.3 HSE Management


1. A work permit must be issued and signed for the test with JSA.
2. Before starting work on any of the activities described in this procedure, it is the responsibility
of the persons performing the work to:
• Familiarize with the plant/equipment to be worked on.
• Read this procedure, understand its requirements and the need to carry out the tests
listed in the order detailed.
3. Ensure that the personnel are aware of all other work activities that are taking place, or due to
take place, adjacent to these activities and, if necessary, re-plan these activities to avoid any
conflict which could cause an unsafe situation.
4. Just before the test preparation and at any critical step, hold a toolbox meeting and PJSM (Pre-
Job Safety Meeting) with all the person involved in the test.
5. Any unsafe act or condition found during test activity shall be stopped and CTR shall rectify
first prior continue the job.
6. While the ISAT testing on going, the relevant system shall be constantly manned and walked
out by commissioning personnel.
7. Conduct the toolbox meeting before performing the Integration Telecom System.
8. Ensure that all people wear adequate PPE.
9. Ensure the communication means are operational.
10. Livening Up Notice (LUN). Any instrument item / electrical equipment / system that is to be
energized and put in service must be completed first with issuance of Living Up Notice by
Commissioning after verification and signed by HSE Department.

6 INTEGRATION REQUIREMENT

7 INTEGRATION PROCEDURE
7.1 Bronang WHP – Belanak FPSO Integration Test Procedure
The purpose of this test is to ensure that all telecom communication system with minimum
disturbance with existing facility between Bronang WHP and additional telecom system on Belanak
FPSO integrated and function properly as per reference documents and to verify all the data
transferred is sent received correctly.

The purpose of this test is to ensure that all telecom communication system between Bronang WHP,
Forel WHP and telecom system on Forel FPSO integrated and function properly as per reference
documents and to verify all the data transferred is sent received correctly.
